DECISION
GRANTING APPROVAL FOR PROJECT “POLICIES ON SYNCHRONOUS DEVELOPMENT OF INFRASTRUCTURE IN THE COUNTRY, LINKING DOMESTIC INFRASTRUCTURE DEVELOPMENT WITH REGIONAL INFRASTRUCTURE NETWORKS”
THE PRIME MINISTER
Pursuant to the Law on Government organization dated June 19, 2015;
Pursuant to Poliburo’s Resolution No. 22-NQ/TW dated April 10, 2013 on international integration;
Pursuant to the Government’s Resolution No.31/NQ-CP dated May 13, 2014 on the promulgation of the Government’s action program for the implementation of the Resolution No. 22-NQ/TW;
At the request of the Minister of Planning and Investment,
HEREBY DECIDE:
Article 1. Grant approval for the project “Policies on synchronous development of infrastructure in the country, linking domestic infrastructure development with regional infrastructure networks” as follows:
I. POINTS OF VIEW
To be fully alive to and in the implementation of the Resolution No. 31/NQ-CP the policies on synchronous development of infrastructure in the country, linking domestic infrastructure development with inter-regional infrastructure networks shall be based on following points of view:
1. Developing domestic infrastructure and linking the development with regional infrastructure networks shall ensure full compliance with the commitments to the Master Plan on ASEAN Connectivity to meet the requirement for the establishment of the ASEAN community and Greater Mekong Subregion Cooperation Programs (GMS programs), ensure consistency and complementaries of individual areas, projects and entire infrastructure system in the country connected to regional infrastructure networks.
2. Orientate the development of infrastructure toward modernity to keep pace with the trends in development of science and technology, development of smart infrastructure, especially projects of long-term useful life. Place importance on the application of advanced methods to the exploitation, use and development of infrastructural services to ensure efficiency of investment and the entire infrastructure in the country connected to the regional networks.
3. Innovate the thinking in the investment and development of infrastructure in the direction of changing the mechanism and enhancing efficiency of public investment, implementing allocation and use of resources based on market principle. The State shall focus on the implementation of planning, site clearance, subsidize the enhancement of commerciality of infrastructure projects and set aside an appropriate fund for financing essential and important projects for which it is difficult to mobilize social forces.
4. Make maximum mobilization of resources to strengthen connectivity between domestic infrastructure and regional networks; Innovate mechanisms and modes of investment, trade and management to mobilize all resources from non-state sectors for the development of infrastructure in the manner that the State shall change gradually from making direct investments into creating favorable conditions and sharing risks with private sectors in the construction of infrastructure on the basis of private public partnership. Continue to take advantage of supports from international organizations such as ADB, WB, JICA… as well as other donors in the area of infrastructure development. Strengthen involvement of enterprises in ASEAN infrastructure connectivity and integration; reinforce partnerships, joint ventures between domestic enterprises and SEAN enterprises to increase competitiveness, expand market and enhance service quality.
5. Ensure sustainable development associated with environmental protection, green development and responses to climate change. Minimize negative effects on environment, impacts of climate change and rising sea;
II. TARGETS TO 2020
Ensure the ASEAN connectivity framework within the Master Plan on ASEAN Connectivity will have been basically taken shape by 2020, especially traffic infrastructure, and synchronous connectivity between domestic infrastructure networks with ASEAN infrastructure networks, especially main axes of East-West corridors. Carry out synchronous development of traffic infrastructure in the country; connect development strategies of different sectors to develop multimodal transport, turning Vietnam into a gateway connecting to ASEAN and Indian Ocean. Basically harmonize policies on trade, investment, entry and exit with the countries in the region, ensuring favorable trades and efficiency of investment in infrastructure in general and regional infrastructure connectivity in particular.
III. ORIENTATION OF POLICIES ON SYNCHRONOUS DEVELOPMENT OF INFRASTRUCTURE, LINKING INFRASTRUCTURE DEVELOPMENT IN THE COUNTRY WITH REGIONAL INFRASTRUCTURE NETWORKS
1. Traffic infrastructure
a) Policies on traffic infrastructure development in the country connected with regional infrastructure networks;
Keep focusing on synchronous implementation of measures aimed at reinforcing traffic connectivity in ASEAN from now to 2020, a vision to 2030, approved by the Prime Minister at the Decision No. 604/QD-TTg dated May 08, 2015.
b) Policies on synchronous development of domestic traffic infrastructure
Develop a consistent and modern traffic infrastructure system in the country on the basis of appropriate use of resources; prioritize projects of pervasive influence, capable of being connected to transport modes; major economic centers, key economic regions, important traffic gateways connected with regional traffic infrastructure networks.
- Roads:
Focus on the construction of road traffic: high-speed roads, Ho Chi Minh Road …, renovate, upgrade national routes and basically classify them as technical class, make traffic through and upgrade national roads that belong to northern, south-western belt system, routes connecting Vietnamese seaports and neighboring countries: Laos, Thailand and Cambodia.
+ Finance the construction of a number of high-speed roads to achieve approximately from 2,000 – 2,500 km by 2020, over a total of 6,400 km of high-speed road that needs financing as planned.
+ Complete the construction of 601 km of Ho Chi Minh Road by 2020 to basically get connected to these routes.
+ Finance the construction of coastal roads, corridors and border patrol roads according to approved master plan.
- Railway:
Focus on financing the upgrading of North-South railway route; finance the construction of a number of connecting railway routes as defined in the Master Plan on ASEAN Connectivity of which Vietnam is a signatory, linking to the country’s synchronous traffic infrastructure, economic zones, industrial zones and seaports.
+ Finance the renovation and upgrading of Hanoi – Ho Chi Minh City railway route, increasing speed to 80 - 90 km/h for passenger trains and 50 – 60 km/h for cargo train and traffic capacity of the entire route.
+ Keep financing the upgrading of existing railway routes, study the construction of new Lao Kai - Hanoi railway route.
+ Study and call for investment in Loc Ninh – HCMC route and Mu Gia – Tan Ap – Vung Ang route that belong to Singapore – Kumming Railway to be able to start the construction before 2020.
+ Finance railway projects connecting to major industrial zones, seaports: renovate and upgrade Hanoi – Hai Phong railway route, construct Dieu Tri – Nhon Binh – Cang Nhon Hoi railway route, railway routes leading to Cua Lo Port, Thach Khe Iron Mine, Bien Hoa – Vung Tau railway route, railway routes leading to Hai Phong gateway port…
+ Renovate, upgrade railroad crossing; construct collector roads, collector roads’ fence; construct road bridges over railroad tracks at junctions of roads and railways where traffic is heavy; clear railway safety corridors in five provinces/cities (Hanoi, Hai Phong, Da Nang, HCMC, Bien Hoa - Dong Nai); renovate and upgrade signal system, construct the monitoring system for railway stations on the railway routes in the north and traffic center in Hanoi in the second phase to increase railway speed, ensuring traffic safety.
- Seaway:
Keep developing national seaport system, international gateway ports in key economic regions being able to receive container ships of new generation in accordance with approved planning;
Complete and put into operation Lach Huyen port area belonging to Hai Phong international gateway port; make effective use of Cai Mep – Thi Vai port area belonging to Vung Tau international gateway port, encourage foreign investors to develop Van Phong international transshipment port.
Complete the construction of navigable channels for large ships (high carrying capacity) to enter Hau River; focus on renovation and upgrading of navigable channels leading to important seaports … bringing total capacity of all seaports to 680 million tonnes/year by 2020 according to approved plan (twice as much as existing capacity). Focus on investment to ensure uninterrupted connection between seaports and national traffic networks and logistics centers in the region, construction of dry ports and other infrastructure systems to support logistics service development.
- Airway:
Focus on checking and financing the upgrading and modernization of international airports; develop construction works to make effective and safe use of other airports in order to bring total traffic capacity of the airports to 100 million passengers/year according to approved master plan (approximately 1.5 times the year 2015). Develop the investment and construction of Long Thanh international airport.
- Inland waterways:
Carry out technical classification and ensure 24/7 operation of important inland waterway routes with priority given being given to the upgrading of connections between Mekong River Delta areas and Ho Chi Minh City, routes of Tien, Hau, Red, Thai Binh rivers, increase length of operated river routes; upgrade and construct a number of main ports, cargo and passenger wharves in Mekong River Delta, Red River Delta; Carry out planning and financing infrastructure networks serving river and sea transport.
2. Energy infrastructure
a) Policies on energy infrastructure development in the country connected with regional energy infrastructure networks;
- Study model of integrated GMS power system, connectivity at 500 kV and 220 kV (due to similarity in transmission grid voltage among the countries, normally ranging from 110 kV to 500 kV)
- Orientation of policies on development of energy infrastructure connected to regional energy infrastructure networks by 2020 as follows:
+ To China
Vietnam shall not construct a 500kV line to import electricity from China. Consider importation of electricity from China on existing 220kV and 110 kV lines through stations in Lao Kai and Ha Giang with focus on studying non-synchronizing methods without grid separation between two power systems (Vietnam and China) through the use of a converter station.
+ To Laos
Strengthen cooperation with Laos for in the investment and construction of hydropower plants for importation of electricity to Vietnam. Vietnam shall import about 850 MW of electricity from Xekaman – Sekong hydropower plant complex through 220 kV lines; from Xekaman 1 to Pleiku 2 (in 2016 – 2017); from Nam Sum Hydropower Plant (290 MW), Nam Theun Hydropower Plant (400 MW) … in central Laos.
Study non-synchronizing methods between the two power systems (Vietnam and Laos);
+ To Cambodia
Focus on development of nuclear power plants of Ninh Thuan I and Ninh Thuan II to bring about a total output of approximately 10,700 MW in nuclear power by 2030.
Develop transmission grids synchronously and in accordance with operation progress of power plants. Study application of smart electrical grids, state-of-the-art technologies to enhance quality of distribution networks; connect power system in Vietnam synchronously to regional power networks.
3. Information and communication technology (ICT) infrastructure
a) Policies on development of ICT infrastructure connected with regional ICT infrastructure networks:
Focus on the implementation of tasks and measures of ASEAN ICT Master Plan 2020 approved in November 26 – 27, 2015 by the 15th Meeting of the ASEAN Telecommunications and IT Ministers (TELMIN).
- Establish preferential, incentive policies for ICT infrastructure projects in general.
- Select and apply technologies which are state-of-the-art and appropriate for general development trends in the region and the world to the development of ICT infrastructure. Ensure synchronous and sustainable development of ICT infrastructure;
- Select a number of projects of major breakthroughs and pervasive influence for investment and development of ICT infrastructure; learn advantages and restrictions therefrom to build an optimal investment model.
- Develop advanced and compact software system; ensure maximum compatibility and most effective exploitation of corresponding hardware infrastructure.
- Apply information technology and state-of-the-art management methods to the construction, operation and management of ICT infrastructure works.
- Connect development of ICT infrastructure synchronously; ensure the ICT infrastructure system is controlled and operated in an effective, safe and smooth way.
- Formulate, complete and provide further incentive, preferential policies for enterprises manufacturing and developing software products to create products capable of strengthening competitiveness at home and abroad, ensuring sustainable and independent development of ICT infrastructure.
- Finance the construction and development of centralized and state-of-the-art software development and information technology parks: Construct a number of centralized information technology parks in provinces and cities meeting the conditions as prescribed; construct from two to three centralized information technology parks in each city of Hanoi, Da Nang and Ho Chi Minh. Complete and provide further incentive mechanisms, policies for centralized information technology parks; construct and develop connectivity between centralized information technology parks and universities, research institutes, enterprises and regulatory agencies; finance in a selective manner the development of a number of arboretums in centralized parks. Establish a series of information technology parks, business incubators and IT service centers of international standards.
- Finance the development of a number of key projects to develop industrial infrastructure, human resources and information technology services.
b) Policies on synchronous development of information and communication technology infrastructure in the country
- Check and complete institutions; check, amend and issue governmental decrees on appraisal of master plans and granting approval therefor in the direction of creating an independent and centralized appraising mechanism for which only one entity is responsible. Step up reformation of administrative procedures associated with reinforcing application of information technology to the management and provision of online services.
- Construct and complete policies on management and operation of ICT infrastructure works. Construct and complete policies on the establishment of markets for development of ICT infrastructure. Ensure legitimate benefits to the parties involved.
- Strongly develop diversified connectivity to the world, form information superhighway in the country and internationally connected. Keep developing telecommunication satellites; construct key information technology park of the country.
- Step up research and prioritize development of information technology projects in the form of leasing information technology services as prescribed in the Decision No. 80/2014/QD-TTg dated December 30, 2014 on pilot leasing of information technology service in state agencies.
- Establish national database of citizens, land, housing, enterprises as foundations for application of information technology to the management of development resources of the country. Hasten the process of making electronic citizen cards, government and fulfilling commitments to E-ASEAN. Synchronously implement the tasks and measures of constructing E-government according to the Government’s Resolution No. 36a/NQ-CP dated October 14, 2015 on E-government.
- Step up application of information technology to management and operation of socio-economic infrastructure and the entire economy. Consider the development and application of information technology as top priority in the course of industrialization and modernization in individual sectors, areas. Strongly develop information technology industry and boost sustainable development of software industry.
- Enhance capacity of mastering technology and efficiency of management of information infrastructure system; ensure security and safety of information, national sovereignty over cyberspace.
- Prioritize development of such national databases as national database of population, national database of land, national database of finance, national database of insurance, national database of enterprise registration, national database of general population statistics serving as foundations for development of E-government and application of information technology to the management of the country’s development resources. Fasten the process of developing E-government in Vietnam and fulfilling commitments to E-ASEAN.
IV. EFFECTIVE METHODS FOR DEVELOPMENT OF INFRASTRUCTURE CONNECTED TO THE REGION
1. Complete legislation and process of constructing policies on development of infrastructure
a) Keep being fully alive to major policies of the Communist Party and the Government on development of infrastructure. Keep implementing the Resolution No.13-NQ/TW dated January 16, 2012 on “Synchronous development of infrastructure in order to basically turn our country into a modernity-oriented industrialized country by 2020”; the Government’s Resolution No. 16-NQ/CP dated June 08, 2012 promulgating the action program of the government for the implementation of the Resolution No. 13-NQ/TW; the Government’s Resolution No. 31/NQ-CP on the Government’s action program for the implementation of the Poliburo’s Resolution No. 22-NQ/TW dated April 10, 2013 on international integration.
b) Complete legal environment for investment in the development of infrastructure;
- Hasten completion of laws, legislative documents on the areas of infrastructure in the spirit of the Resolution No. 13-NQ/TW.
- Complete institutions and policies on investment; well implement policies on investment in the form of PPP, BOT … as stipulated in the Government's Decree No. 15/2015/ND-CP dated February 14, 2015 on investment in the form of public-private partnerships.
Step up private sector involvement in development of infrastructure, especially in the form of PPP in order to create a breakthrough in the mobilization of capital on the basis of study and selection of model, completion of PPP policy framework in the area of infrastructure.
Promulgate PPP framework through combination with different financial sources such as the state budget, government bonds, ODA … and private sources in accordance with distribution of benefits and risks.
Clearly define model of investment and trade in infrastructural constructions in the direction of assignment of rights to investment and exploitation of conditional business ensuring the principle of supplying goods and public services.
- Complete policies on fees for the use of infrastructure after the Law on Fees and Charges is passed by the Eighth National Assembly;
c) Keep checking master plans in the areas of infrastructure, ensuring synchronization and connectivity between development of infrastructure in the county and regional infrastructure networks, ensuring balance between demand and resources.
2. Innovate the model of managing the construction and implementation of policies on development of infrastructure
a) Keep enhancing efficiency of supervising state investment projects through reinforcement of audits, supervisory roles of the National Assembly, people and social organizations on public investment activities from the establishment of master plans, project feasibility studies, project appraisal to the allocation of capital and implementation of investment projects.
b) Make checks and adjustments (increase or decrease the scale appropriately to ensure balance between demand and resources), carry out the phasing of investment in infrastructure works to ensure the investment is made in a right and purposeful manner.
c) Reinforce inspection, supervision and handling of difficulties, problems relating to progress and quality of the constructions; impose strict penalties on illegal acts committed by relevant collectives, individuals; keep reinforcing the combat against corruption in the area of investment and construction.
d) Focus on directing project investors, project management boards to boost progress of financed projects, especially projects behind schedule, construction works of national importance, key infrastructure works to put them into operation soon.
dd) Reorganize and enhance capability of project investors, project management boards, design and supervision consultancies; be strongly determined to eliminate unqualified contractors from infrastructure projects.
e) Step up coordination among ministries, sectors, localities to boost site clearance, create clean land funds, accelerate construction progress and ensure quality of infrastructure works.
3. Establish the mechanism of involvement of enterprises, social organizations and investors in the process of constructing and implementing policies on development of infrastructure
a) Adjust the mechanism of allocation and use of state budget as follows:
- State funds (including funds from government bonds) for development of infrastructure shall be used and allocated for important and pressing construction works and to address demands for investment of projects of less economic and financial attraction to private sectors;
- Simultaneously, the state funds shall be used appropriately to create attractive investment environment (seed capital) in the area of infrastructure development (seed capital), ensuring counterpart fund for ODA projects or participating in the five PPP projects.
Comply well with the Law on Investment 2014, allocate budget according to five-year and annual plans, ensuring investment capital for state-funded infrastructure works.
b) Strongly attract and effectively use ODA sources; Make checks, amendments and supplements to relevant legislative documents, prioritize allocation of counterpart fund and removal of difficulties to boost progress of disbursement and completion of projects, create conditions for seeking new sponsorships.
c) Continue to create favorable environment, attract and effectively use resources for the construction of infrastructure, ensuring harmonious benefits for investors regardless of economic sectors. The State shall support economic sectors involved in the investment and development of infrastructure by changing policies toward creating more favorable conditions and sharing risks with investors, especially policies on financial supports, taxes, fees and charges, assignment … to increase commerciality of the projects.
d) Innovate mechanisms and policies on mobilization of land resources for infrastructure development. Construct policies on land management and mobilization of funds from land resources on the basis of the Law on Land (2013) for the implementation of construction works, investment projects on infrastructure development. Implement market mechanism through land use right auctions with respect to business projects to create funds for the construction of infrastructure.
dd) Complete equitization of state-owned enterprises in the area of infrastructure in order to concentrate resources on the areas of activities, main products correctly and increase competitiveness.
e) Step up reformation of administrative procedures in the direction of simplifying administrative procedures but ensuring full compliance with laws, especially regulations on investment preparations and project approval …
g) Strengthen cooperation with international organizations, financial institutions and other donors such as ADB, WB…to mobilize financial resources for infrastructure projects as well as projects on technical assistance and capability enhancement to reinforce economic connectivity to ASEAN.
h) Promote most of the supports in mobilization of resources from other financial mechanisms in ASEAN and Asia such as ASEAN Infrastructure Fund (AIF), Regional Cooperation and Integration Fund (RCIF), Climate Change Fund (CCF), Facility for Asia Cooperation and Environment (FACE), China-ASEAN Investment Cooperation Fund (CAICF) …
4. Finance for implementation
a) Finance for implementation of projects within authority of the Ministry of Transport, Ministry of Industry and Trade, Ministry of Information and Communications shall be based on sources from state budget or from other sources which are used to implement the targets set under approved strategy, sectoral planning.
b) Finance for implementation of projects within authority of other ministries, sectors relating to infrastructure prescribed herein shall be based on sources from state budget or other sources.
5. Other measures
a) Reinforce application of science and technology to investment and development of infrastructure making contribution to enhancing quality of construction works, lowering product cost price, shortening construction time and approaching new technologies from developed countries.
b) Keep implementing bilateral and multilateral agreements on infrastructure, especially traffic infrastructure (aviation, maritime, roads, railways and inland waterways) to create favorable conditions for cross-border transport of passenger and cargo, multi-national transport, multimodal transportation within ASEAN framework, GMS and neighboring counties.
c) Strengthen cooperation at all levels with ASEAN member countries to effectively implement set targets. Propose plans and mechanisms as appropriate in each specific case to ensure fulfillment of common targets and interests of individual member countries.
1. Ministry of Planning and Investment
a) Preside over and coordinate activities of Vietnam's ASEAN Connectivity Coordinating Committee, establish close cooperation with the Ministry of Transport, Ministry of Industry and Trade, Ministry of Information and Communications and other relevant ministries, sectors and localities in developing and implementing strategies, action plans and national projects within the framework of the Master Plan on ASEAN Connectivity; study and submit a proposal to the Prime Minister for policies and measures for the implementation of the Master Plan on ASEAN Connectivity.
b) Function as a center of coordination with ASEAN Connectivity Coordinating Committee; ASEAN counterparts, local development banks, international and regional organizations; Vietnam’s permanent representatives to ASEAN and ministries, sectors, agencies and localities in the country, including private sectors with the aim of making maximum mobilization of resources for the implementation of the Master Plan on ASEAN Connectivity.
c) Preside over and cooperate with relevant ministries, sectors in fulfilling institutions and policies on investment; policies on fees for use of infrastructure; conduct further study on the models of investment and trade in infrastructure, public services in the direction of assignment of investment, exploitation of conditional business; comply fully with policies on PPP, BOT investments ... as prescribed in the Government's Decree No. 15/2015/ND-CP dated February 14, 2015 on investment in the form of Private – Public Partnerships.
d) Preside over the monitoring, supervision and construction of capital balance plans for the implementation of projects; cooperate with the Ministry of Finance in studying the construction of mechanism of using state funds for investment in infrastructure development. Prioritize allocation of development investment funds from state budget, ODA sources for national projects which are partly funded by the state to strengthen infrastructure connectivity, especially traffic transport on corridor axes connected to the region.
2. Ministry of Finance
a) Cooperate with relevant ministries, sectors in constructing financial policies with the aim of encouraging development investment and exploiting infrastructure works in order to attract investment and ensure efficiency and synchronicity of infrastructure system connected to regional networks.
b) Provide instructions on determination of price and fees for the use of infrastructure according to market mechanism; provide instructions on use of expenditures on investment preparation; financial mechanism for the implementation of investment projects under BT contracts; projects’ financial plans; liquidation of projects and relevant issues within authority as prescribed in the Decree No. 15/2015/ND-CP dated February 14, 2015 on investment in the form of public-private partnerships in order to create favorable conditions for the investors to take part in the investment in infrastructure through PPP.
c) Cooperate with the Ministry of Planning and Investment and relevant ministries and sectors in proposing measures for mobilization of resources to implement national projects and step up connectivity to regional infrastructure networks.
d) Direct and coordinate activities of developing National single-window system and ASEAN single-window system within competence of the Ministry; function as a center of coordination with ASEAN member countries in connecting to ASEAN single-window system in 2016 according to the Roadmap for ASEAN.
3. Ministry of Foreign Affairs
Function as a center of coordination with countries in the region, counterparts and multilateral cooperation mechanisms to boost activities of cooperation in the mobilization of resources to support intensification of regional infrastructure connectivity.
4. Ministry of Transport
a) Preside over and cooperate with ministries, sectors and localities in implementing the tasks of strengthening transport connectivity between Vietnam and ASEAN to 2020 with a vision to 2030 as stipulated in the Prime Minister’s Decision No. 604/QD-TTg dated May 08, 2015.
b) Formulate a list of projects and items of traffic infrastructure funded by state budget or originated from state budget to make proposal for assignment of the rights to operation or lease thereof in order to mobilize more resources for synchronous development of infrastructure in the country connected to regional networks.
c) Carry out checks and assessment of the implementation of investment and construction of traffic infrastructure in the spirit of the Central Executive Committee’s Resolution No. 13-NQ/TW dated January 16, 2012 on “Synchronous development of infrastructure in order to basically turn our country into a modernity-oriented industrialized country by 2020” and the Government’s Resolution No.16/NQ-CP dated June 08, 2012 promulgating the Government’s action program for the implementation of the Resolution No. 13-NQ/TW; take the initiative in studying and making proposals for amendments and supplements to relevant mechanisms, policies during the implementation of the Resolution.
d) Preside over and cooperate with relevant ministries, sectors and localities in taking measures to improve service quality of traffic infrastructure; study and make proposals for amendments to relevant mechanisms and policies during the implementation.
dd) Cooperate with the Ministry of Information and Communications in constructing passive telecommunications technical infrastructure synchronized with the traffic infrastructure.
5. Ministry of Industry and Trade
a) Carry out checks and assessment of the implementation of investment and construction of traffic infrastructure in the spirit of the Central Executive Committee’s Resolution No. 13-NQ/TW dated January 16, 2012 on “Synchronous development of infrastructure in order to basically turn our country into a modernity-oriented industrialized country by 2020” and the Government’s Resolution No.16/NQ-CP dated June 08, 2012 promulgating the Government’s action program for the implementation of the Resolution No. 13-NQ/TW; take the initiative in studying and making proposals for amendments and supplements to relevant mechanisms, policies during the implementation of the Resolution.
b) Preside over and cooperate with relevant ministries, sectors in formulating and detailing the program for synchronous development of energy infrastructure in the country, connecting to the region and ensuring effective and sustainable operation of energy infrastructure works connected to the region ...
c) Preside over and cooperate with relevant ministries, sectors in formulating mechanisms and policies that facilitate domestic enterprises and investors to have access to ODA, OCR, credit incentives for the construction of infrastructure works.
d) Preside over and cooperate with relevant ministries, sectors in studying and formulating better incentive policies for organizations and individuals whose lands are subject to expropriation for electrical grid projects; particular mechanisms for the implementation of electrical grid projects, especially projects connected to the region.
dd) Cooperate with the Ministry of Information and Communications in constructing passive telecommunications technical infrastructure synchronized with the power supply infrastructure.
6. Ministry of Information and Communications
c) Carry out checks and assessment of the implementation of investment and construction of ICT infrastructure in the spirit of the Central Executive Committee’s Resolution No. 13-NQ/TW dated January 16, 2012 on “Synchronous development of infrastructure in order to basically turn our country into a modernity-oriented industrialized country by 2020” and the Government’s Resolution No. 16/NQ-CP dated June 08, 2012 promulgating the Government’s action program for the implementation of the Resolution No. 13-NQ/TW; take the initiative in studying and making proposals for amendments and supplements to relevant mechanisms, policies during the implementation of the Resolution.
b) Preside over and cooperate with relevant ministries, sectors in constructing and detailing the regional ICT infrastructure connectivity program and ensuring effective operation and enhancement of information transmission and exchange capability between the country and the region.
c) Cooperate with relevant ministries, sectors in stepping up cooperation with regional countries in infrastructure development and cooperation in exchange of information concerning promotion of Vietnam with the countries in the region and vice versa.
7. Ministry of Justice
Continue to preside over and cooperate with relevant ministries, sectors and localities in checking compatibility of legislative documents concerning infrastructure development relating to Vietnam’s commitments to the region to make amendments and supplements appropriately.
8. Other ministries, sectors
Cooperate with the Ministry of Transport, Ministry of Industry and Trade, Ministry of Information and Communications in implementing the Central Executive Committee’s Resolution No. 13-NQ/TW dated January 16, 2012 on “Synchronous development of infrastructure in order to basically turn our country into a modernity-oriented industrialized country by 2020” and the Government’s Resolution No. 16/NQ-CP dated June 08, 2012 promulgating the Government’s action program for the implementation of the Resolution No. 13-NQ/TW, especially traffic, energy and ICT infrastructure works connected to regional infrastructure networks.
9. People’s Committees of provinces
a) People’s Committees of central-affiliated provinces, cities, especially localities directly involved in technical infrastructure works within the regional cooperation framework shall collaborate with relevant ministries, sectors in cooperating with the countries in the region, especially neighboring countries in implementing the agreements signed between Vietnam and the countries within ASEAN cooperation framework …
b) Cooperate with relevant ministries, sectors in carrying out site clearance and hand over of land on schedule, ensuring the progress and quality of infrastructure constructions connected to the region.
c) Cooperate with ministries, sectors in implementing the master plan for development of infrastructure works within local management, ensuring synchronous connectivity among infrastructure works in the administrative division. Coordinate management and protection of infrastructure works in localities.
d) Construct plans for promoting investment and advertising advantages of local economic and tourism cooperation to attract investment and development of tourism, increasing circulation of people, vehicles and goods between Vietnam and the countries in the region.
Article 2. This Decision takes effect since the signing date.
Article 3. Ministers, heads of ministerial-level agencies, heads of governmental agencies, presidents of the People’s Committees of central-affiliated provinces, cities shall be responsible for executing this Decision./.
