Tan Thang Cement JSC striving for timely project completion

AsemconnectVietnam - Tan Thang Cement Project is a key project of Nghe An province. Currently, final stages of the project are being completed. With the support of all-tiers of authorities and the effort of the investor, contractors of Tan Thang Cement Project ensured the completion of the project in 2020.

Tan Thang Cement Project was approved by the Government in accordance with the Vietnam Cement Industry Development Plan in the 2011 - 2020 period and to 2030. The project is scheduled to be completed in 17 months, one of the most quickly built cement production lines in Vietnam to date.
 
To ensure the progress, Tan Thang Cement has carried out the following solutions:
Building a project management team of experienced people working in cement industry, training 200 workers at the Cement Technical Vocational School affiliated to the Vietnam Cement Industry Corporation (Vicem) in Hai Phong from October 2018 to practice operating from final installation and commissioning stages.
 
Promptly arranging funds financed by sponsoring organizations.
 
Speeding up ground clearance: The Company closely coordinated with the Quynh Luu District People's Committee, the Quynh Luu Compensation, Support and Resettlement Council, and People's Committees of affected communes to grasp the situation, persuade and explain landowners to move to other locations as regulated by the law. As a result, they received money and transferred their land to the investor without any complaint; however, the clearance progress was about two months behind schedule.
 
Urging the EPC contractor to accelerate the construction progress: We see that the investor, the supervisor and the contractor is one team sharing the common goal of completing the project on schedule with the best quality. Therefore, the team has worked together to make a specific plan and follow this progress closely, and jointly solve difficulties with foreign experts at the construction site every day.
 
When the plant is built and in official operation, Tan Thang Cement Joint Stock Company will carry out to ensure ecologically environmental protection and restrict waste affecting local people.
Equipment, materials and technical services for the project are provided by the world's leading manufacturers and suppliers of cement equipment like Bedeschi (Italy), FLSmidth (Denmark), Loesche (Germany), Haver & Boecker (Germany), ABB (Switzerland) originated from the EU and G7. Powered by the most advanced technology (using bag dust filter in combination with electrostatic precipitators), production lines meet most stringent environmental standards.
 
The company is investing in a heat collecting system to generate electricity for the plant and this will help sustain environmental protection. The environmental monitoring and observation equipment is invested synchronously with the equipment system. Wastewater will be collected and treated circularly to re-supply production.
 
Well-trained, well-behaved engineers and workers will operate the facility properly.
 
Trees are being planted in the plant site to make sure that they are mature and healthy when the facility comes into operation. The company has strictly complied with environmental regulations during construction.
 
To be able to operate the project in time and deal with emerging difficulties, Tan Thang Cement Joint Stock Company has some requests for Nghe An authorities to deal with some constraints below:
Ground clearance in limestone site and clay site needs official support to be deployed synchronously and measured before having a mining license.
 
Traffic: The route from Hoang Mai Industrial Park to Tan Thang Cement Plant - built under the direction of the Provincial People’s Committee by the Management Board of Civil Construction and Urban Infrastructure Project - is yet to be completed, thus hindering the company from transporting materials and equipment for construction.
 
10-KV power source for construction: Unstable, weak power source, regular blackout disrupts the construction progress.
 
Water for construction and production: Under its contract, Hoang Mai Water Supply Co., Ltd has pledged to supply water for construction since October 31, 2018. However, water is yet to be supplied to construction sites while pipeline construction is very slow.
