In furtherance of the Prime Minister's Decision No. 1851 / QD-TTg of December 27, 2018, approving the scheme "Promoting technology transfer, mastering and development from abroad into Vietnam in industries and fields Priority period to 2025, orientation to 2030, ”the City People's Committee issued the Plan implementation plan as follows:
I. Purpose, request
1. Purpose.
To concretize and effectively implement the objectives, tasks and solutions of the Scheme approved by the Prime Minister, suitable to the practical conditions of Hanoi city.
a) General goals
Implementing synchronously and effectively policies to support technology transfer, mastering and development from abroad into Hanoi city, especially source technologies, high technologies, platform technologies in industries, City's priority area.
b) Specific objectives up to 2025.
- Complete mechanisms and policies that are specific and suitable to the local situation to create favorable conditions for technology transfer, mastering and technology development from abroad to Hanoi city in industries and sectors.
- Concentrating on developing a number of priority industries: Information technology industry, electronic industry; Mechanical engineering; High-tech agriculture; Preserving and processing agriculture, forestry and fishery products; Construction technology, traffic and infrastructure; Pharmaceuticals, diagnosis and treatment of diseases; Environmental technology, response to climate change; Supporting industry is suitable with the actual conditions of Hanoi city.
- Enhancing the technological capacity of organizations and enterprises in service of technology transfer, ownership and development from abroad into Hanoi city.
2. Required.
- The elaboration, promulgation and organization of the implementation of the Plan must closely adhere to the objectives set in the Prime Minister's Decision No. 1851 / QD-TTg of December 27, 2018, approving the Scheme "Promoting transfer, work mastering and developing technologies from abroad into Vietnam in priority branches and domains up to 2025 and orientations toward 2030 ”.
- Supporting content must be practical, associated with technological innovation activities in enterprises; The support level complies with current regulations.
- Clearly assign tasks of Departments, branches, People's Committees of districts, towns and related units in chairing and coordinating the implementation, ensuring the effectiveness and promoting the role of all levels, branches in the implementation process.
II. Content

1. Deploying, elaborating and perfecting the system of policies to support technology import; improve the efficiency of state management in support of technology transfer, ownership and development from abroad into Hanoi city
a) Implement synchronously, timely and appropriately mechanisms and policies to create a favorable legal environment for technology transfer, mastering and development from abroad into Hanoi city, developing markets, creating establish a market for application of new technologies and new products according to the provisions of the Technology Transfer Law, tax laws and relevant guiding documents.
b) Complete mechanisms and policies to support loans and guarantee loans from credit institutions and the Hanoi City Investment and Development Fund; Enterprises are encouraged to use capital from their scientific and technological development funds to carry out technology transfer, ownership and development from abroad into Hanoi city.
c) Remove problems related to specialized inspection regulations and administrative procedures for organizations, enterprises and individuals that carry out technology transfer, ownership and development activities from abroad into the city of Hanoi in priority sectors and fields.
d) Encouraging organizations and enterprises to associate with investment training institutions to strengthen material foundations and train high-quality human resources capable of acquiring, mastering and exploiting and efficiently operating technology from abroad into Hanoi city.
d) Promote foreign investment (FDI) activities in the city in the direction of encouraging and prioritizing FDI projects using advanced technology, high technology, smart technology, and eco-friendly technologies.
f) To complete the statistical work on technology transfer, renewal and application from abroad into Hanoi city; To build a technology and high-tech database and transfer technology to connect with the national database on science and technology.
g) Enhance the effectiveness of intellectual property rights, assess and evaluate intellectual property and contribute capital to enterprises with intellectual property.
2. Increasing investment in technical infrastructure to support organizations and enterprises to own and develop technologies imported from abroad into Hanoi city.
a) Reviewing and integrating new investments, upgrading technology research and development infrastructure of science and technology organizations under the management of Hanoi city in service of organizations and enterprises of technology development from abroad into Hanoi city with other relevant investment and development programs, programs and schemes (building and operating the technology exchange at the technology trading center regularly - Vo Chi Cong inter-agency area ...).
b) Encourage enterprises to set up Science and Technology Development Fund; To create favorable conditions for enterprises in the priority investment sectors and domains to use their Science and Technology Development Fund to improve their technology absorbing capacity and technological innovation capacity. .
3. Improving the quality of human resources.
a) Support to improve the capacity of research and technical staff for science and technology enterprises, intermediaries of the science and technology market (providing organizations brokerage services, consultancy, evaluation, price appraisal, technology appraisal, technology transfer promotion ...).
b) Strengthen links between educational institutions, research facilities and enterprises to develop human resources, improve the capacity to acquire, own and effectively exploit foreign technologies.
4. Identification and orientation of priority for technology transfer, ownership and development from abroad in branches and domains.
a) Information technology industry, electronics industry;
b) Manufacturing engineering;
c) High-tech agriculture;
d) Preserving and processing agricultural, forestry and fishery products;
d) Construction technology, traffic and infrastructure;
e) Pharmaceuticals, diagnosis and treatment of diseases;
f) Environmental technology, response to climate change;
g) Supporting industries.
5. Deploying support for organizations, enterprises to transfer, own and develop technologies from abroad into Hanoi.
a) Promote support for organizations and enterprises in seeking technology information, consulting, technology transfer, training mastered human resources, developing technology from abroad through scientific and public programs City and National technologies.
b) Assist organizations and enterprises in implementing projects on technology transfer, ownership and development from abroad into Vietnam through non-state funds, Hanoi City Investment and Development Fund.
c) Encouraging organizations and enterprises to invest in research, application and technology development on the basis of combining the State, enterprises and scientists to improve technological capacity and apply new technologies.
d) Implement credit programs and packages with reasonable interest rates in order to create conditions for organizations and enterprises to access capital sources for transfer, ownership and technology development from abroad into Hanoi.
6. Strengthening international cooperation.

a) Supporting activities of searching and transferring high technology, new technologies and advanced technologies into Vietnam.
b) Enhance exchanges and cooperation with Vietnamese organizations, individuals and overseas in research and development activities, technology transfer and human resource training, attaching importance to cooperation with other countries which have developed industry.
7. Promote information and propaganda.
a) Promote information and communication activities to create a drastic change in the awareness of all levels, sectors and the whole society about the role, position and importance of technological innovation activities; protection and enforcement of intellectual property rights.
b) Organizing and participating in activities connecting technology supply and demand (Techdemo), technology and equipment markets (Techmart), science and technology exhibitions, trade promotion activities, first promotion private and related conferences and seminars.
c) Organizations honoring businesses and individuals that record achievements in technological innovation activities; technology transfer, ownership and development from abroad into Vietnam.
III. Funding for implementation of the plan
1. The plan's funding sources are guaranteed from: State budget, self-invested capital of organizations, enterprises, loans from credit institutions and other lawfully mobilized capital sources according to the provisions of law; in which, the main capital for implementation of the Plan is guaranteed by organizations or enterprises or invested in the form of public - private partnership.
a) State budget sources for the implementation of the Plan's tasks include: Improving mechanisms and policies, raising the efficiency of state management; Increasing investment in technical infrastructure of science and technology organizations under the city's management; Training and improving the quality of human resources; Supporting enterprises in transferring, owning and developing technologies from abroad; Strengthen international cooperation; Information and propaganda (seminars, conferences, ...).
b) The source of technology import funding is mainly from enterprises' capital.
2. For state budget capital, the annual budget estimates shall comply with the provisions of the State Budget Law and be included in the annual budget estimates of the agencies assigned to assume the prime responsibility.
3. Capital sources from credit institutions in the City, Hanoi Investment and Development Fund in support of lending, loan guarantee for transfer, ownership and public development activities technology from abroad into Hanoi in priority sectors and fields, suitable to the actual conditions of the City, shall comply with the regulations and operation charter of credit institutions and funds.
IV. Organization of implementation
1. Department of Science and Technology
a) Preside over and coordinate with Departments, Committees, Branches and People's Committees of urban districts, rural districts and towns of the City to organize the implementation of the Plan; Instruct and check the implementation situation; Annually report to the City People's Committee the implementation results; Proposing to amend and supplement the Plan based on written agreement with relevant agencies when necessary.
b) Take charge and cooperate with relevant agencies in reporting and proposing the City People's Committee to update, supplement and amend the orientation of technology transfer, mastering and technology development from abroad into Hanoi in sectors and fields in each stage, suitable to the actual situation of the City and the ability to master domestic technology.
c) Annually, assume the prime responsibility for, sum up plans and state budget estimates for the implementation of the Scheme; Coordinate with the Department of Finance to advise the City People's Committee to submit to the City People's Council for decision, allocate funding for the implementation of the Scheme as prescribed.
d) Regularly reviewing, updating and implementing mechanisms and policies to create favorable conditions for organizations and enterprises to transfer, own and develop technologies from abroad into Hanoi.
d) Performing statistical work on technology transfer, renewal and application from abroad into Hanoi by organizations, individuals or enterprises.
f) Building a technology, high-tech database and technology transfer to connect with the national database on science and technology.
f) Supporting capacity building of research and technical staff for science and technology enterprises, intermediaries of the science and technology market.
2. Department of Planning and Investment.
Balancing and allocating investment capital to enhance material facilities and equipment for scientific and technological organizations under the city's management.
3. Hanoi Industrial and Export Processing Zones Authority.
a) Implement policies that give priority to using domestically-produced products that meet technical standards compared with foreign products in investment projects in Hanoi's industrial parks.
b) Deploy mechanisms and policies to attract high-tech and advanced technologies from abroad through foreign direct investment (FDI) activities in Hanoi's industrial parks.
4. Department of Finance.

a) Coordinate with Department of Science and Technology to synthesize, review and advise the City People's Committee to allocate funding to perform the tasks of the Plan.
b) Provide instructions on use and payment of funding as prescribed.
5. The State Bank of Vietnam, Hanoi branch
a) Direct credit institutions in Hanoi to take initiative in facilitating credit extension, implementing credit programs and products with reasonable interest rates in order to facilitate investment by organizations and enterprises and transfer of advanced technology, new technology and high technology to access capital.
b) Effectively implement preferential policies on credit for technology transfer, mastering and technology development from abroad into Hanoi in priority sectors and fields (including enterprises high-tech applications) as stipulated by the State Bank of Vietnam.
c) Coordinate with Hanoi City Investment and Development Fund to deploy products of entrusted loans, loans with credit guarantees from these organizations to organizations and enterprises that conduct research and transfer and technology innovation.
6. Departments: Information and Communications, Industry and Trade, Agriculture and Rural Development, Construction, Transport, Health, Natural Resources and Environment; People's Committees of urban and rural districts and towns base on their assigned functions and tasks:
a) Reviewing, researching, proposing supplementing and amending the list of priorities for technology transfer, mastering and technology development from abroad into Hanoi in sectors and fields in stages, as appropriate the socio-economic development of Hanoi and the ability to master and create technologies in the country; send to the Department of Science and Technology for synthesis and submission to the City People's Committee for consideration and decision.
b) Collect, process and provide information about technology and equipment, information on technology transfer of priority sectors and fields to Department of Science and Technology for updating in the database of Technology city, technology transfer.
7. Department of Education and Training, Department of Labor - Invalids and Social Affairs.
a) To implement mechanisms to encourage organizations and enterprises to associate with tertiary, college and vocational education institutions to invest in strengthening physical foundations, equipment and training human resources for businesses in the City area.
b) To enhance training in tertiary education and vocational training in the direction of developing human resources for priority sectors and fields suitable to the actual conditions of the City.
8. Hanoi Tax Department.
Implement preferential tax policies for technology transfer, ownership and development from abroad into Hanoi in priority sectors and fields as prescribed by law.
9. Hanoi City Investment and Development Fund
Building mechanisms and policies on support and lending to meet the needs of technology transfer, ownership and development from abroad into Hanoi.
10. Department of Home Affairs (City Emulation and Reward Department).
Coordinate with the Department of Science and Technology to implement the process of awarding organizations and individuals with achievements in technological innovation activities, mastering and developing technologies from abroad into Hanoi.
11. Hanoi Trade and Tourism Investment Promotion Center.
a) Supporting activities of searching, trading and transferring high technology, new technologies and advanced technologies into Hanoi;
b) Supporting enterprises engaged in trade promotion and investment promotion activities.
12. The City Press agency.
Coordinate with Department of Science and Technology to actively publish news, articles and TV reports ... on technology innovation activities, mastering and developing technologies from abroad into Hanoi.
13. Departments, boards and branches; People's Committees of urban districts, rural districts and towns shall coordinate with provincial / municipal Science and Technology Services in:
a) Develop a plan to perform according to the assigned competence, functions and tasks, send to the Department of Science and Technology for summary and report to the City People's Committee.
b) Organize the implementation of the Plan's tasks.
c) Annually, evaluate the implementation situation and send it to the Department of Science and Technology before December 1 for summarizing and reporting to the City People's Committee.
The City People's Committee requests departments and branches; People's Committees of rural districts, urban districts, towns and relevant organizations and individuals based on their assigned tasks in the Appendix to organize the implementation of this Plan ensure practicality and effectiveness.
In the course of implementation, if any problem arises, it is necessary to amend and supplement; Departments, committees, branches and localities actively coordinate with the Department of Science and Technology to report and propose to the City People's Committee for consideration and decision.
