Plan of industrial explosive material industry of Vietnam up to 2020 with orientation to 2030

PLAN OF INDUSTRIAL EXPLOSIVE MATERIAL INDUSTRY OF VIETNAM UP TO 2020 WITH ORIENTATION TO 2030

I. Development viewpoints
- Industrial explosive materials, activities related to industrial explosive material are special goods, services, business, subjects to unified State management. Number, scope and scale of enterprises of production and trading of industrial explosive material will be decided by the Prime Minister;
- Plan on development of industrial explosive material industry must conform with strategy, master plans on socio-economic development, being consistent with requirements of national defense - security and social order and safety; meeting requirements of national economy on industrial explosive material;
- To construct and develop industrial explosive material industry of Vietnam in a sustainable manner, becoming an advanced, environmentally friendly industry, having a complete product structure to meet domestic demand and direction to export competitive advantage products.
+ Overall objectives
- To meet all kinds of traditional industrial explosive materials towards providing some kinds of strong, safe and environmentally friendly industrial explosive materials which use for some specific fields; arranging reasonably product structure, production forces and under geographical regions;
- To perfect the State management mechanisms and policies on industrial explosive material industry towards legalizing current regulation and making adequate and systematic legal framework for management and development.
+ Specific objectives
- Group of industrial explosives material containing TNT: does not further develop and does not increase capacity of production line of explosive material containing TNT including using industrial explosive material which is recycled from waster industrial explosive material containing TNT. By 2020, TNT explosive material account for less than 3% of total output of explosive material which are produced and consumed domestically;
- Group of industrial explosive material products serving oil industry: researching to invest in production of some categories of explosive material and explosive accessories serving oil industry on basis of researching and development of existing production lines such as seam bullets, detonating cords and detonators, by 2020 and 2030, meeting 20% and 50% of domestic demand, respectively;
- Group of industrial explosive materials serving opencast mining: investing in producing bulk emulsion explosive material, safety and high quality emulsion explosive material, increasing time of water resistant, strong blasting power, can replacing effectively explosive materials containing TNT;
- Group of industrial explosive material serving pit mining: developing industrial explosive material products towards increasing destructive power, reducing exhaust, dust and products of non-standard size serving exploitation in mines with special requirements such as gold, metal mining. Products of industrial explosive accessories meeting special requirements such as tensile, impact, reliability as underground mining are deeper, more complex terrain;
- Group of key raw material: producing stably ammonium nitrate line (NH4NO3) which is key raw material for manufacturing explosive products, proactively providing for units of producing explosive products. By 2016, meeting 100% of demand of ammonium nitrate for domestic production of explosive products and providing enough demand for agricultural production. Investing in producing some other kind of explosives precursors which are visual chemicals such as sodium nitrate (NaNO3), potassium nitrate (KNO 3) to serve industrial explosive material industry;
- Group of powerful explosive products: by 2016, producing Hexogen explosives for industrial primer and superfine Hexogen for signal burst wires. By 2020, can producing TEN explosive to replace national reserve products.
II. Contents of the plan
1. Demand for industrial explosive material consumption
- Demand for consumption of all kind of industrial explosive material: by 2015 approximately 140,000 tons; it is expected that hitting about 180,000 tones by 2020s; from 2020 to 2030, increasing gradually and stabilizing from 180,000 tons of explosives/year to 200,000 tons of explosives/year;
- Demand for consumption of industrial explosive accessories: by 2015, about 450 tons of primer, 60 million of detonator and 18 million meters of detonating wire, all kind of fuse wire; it is expected that by 2020, hitting about 528 tons of primer, 90 million of detonator and 20 million meters of detonating wire, all kinds of fuse wire; from 2020 to 2030, increasing gradually and constantly from 625 tons of primer, 100 million of detonators and 27 million meters of detonating wire, all kinds of fuse wire.
2. Production of industrial explosive material
To provide sufficient quantity and types of industrial explosive material for domestic demand with a reasonable price and for export.
- In a period of 2015 - 2020: to stabilize ammonium nitrate production; upgrading laboratory of industrial explosive material; accelerating investment in producing emulsion explosives, clean dynamite, high energy primer and mobile vehicle of producing, loading explosives in some provinces with appropriate mining capacity; synchronizing equipment, renovating technology, upgrading quality of industrial explosives and existing industrial explosive accessories industry;
- In a period of 2020 - 2030: investing newly in production line of industrial explosive accessories and industrial explosive material to serve oil and gas industry; changing technology, upgrading quality of industrial explosive material; scale and progress of investment projects according to actual situation of a period of 2015 - 2020 will be adjusted suitably.
3. Investment capital
- Total amount of development investment capital of industrial explosive material industry: it is estimated that total amount of investment capital demand in 2030 is about VND 2.650 billion, out of which:
+ In a period of 2015 – 2020: about VND 1,872 billion.
+ In a period of 2020 - 2030: about VND 778 billion.
- Investment capital source
+ Owned capital of enterprises, loans and other sources of capital under list of approved projects;
+ The State budget capital for adjustment of plan and tasks of science and technology, applied research, prototype and national reserves of industrial explosive material.
III. Solution on implementation of plan
- To strengthen dissemination and popularization of legal provisions on industrial explosive materials in order to raise awareness and responsibilities of organizations and individuals related to activities of industrial explosive material; strengthening staff of management and technology, increasing investment in specialized technical infrastructure and equipment to ensure sufficient capacity to meet essential requirements of the State management on activities of explosive materials from the central level to local levels;
- To strengthen inspection, testing and strictly handle violations of legislation on environmental protection, safety, security and social order in production, sales, storage, transportation transfer, storage and use of industrial explosive material;
- To encourage investment in development of production of explosive precursors, new, safety and environmentally friendly industrial explosive materials, industrial explosives material serving oil industry, mobile production line of explosive material;
- To create favorable conditions for export of products and raising production capacity of industrial explosive material through export tax incentives, investment interest rate incentive abroad;
- To research and build database of industrial explosive material to serve the State management;
- To strengthen basic research capacity, focusing on improving product quality, intensive investment, exploiting maximum existing capacity of facilities of industrial explosive material production and research center. Expanding international collaboration, researching to apply advanced, modern technologies of the world in fields of production, using and service of industrial explosive.
IV. Organizing implementation
1. Ministry of Trade and Industry are responsible for implementation of this plan; directing, organizing assessment of implementation of the plan and proposing to report to the Prime Minister to adjust the plan to suit actual situation; in collaboration with related ministries, agencies to research, perfect legal documents and policy mechanisms for development of industrial explosive material industry; directing enterprises of production of industrial explosive materials to meet full of needs of national economy; directing research, acquire technology to produce new industrial explosive material to meet increasing and diverse requirement of fields of using industrial explosive material.
Ministry of Industry and Trade in collaboration with Ministry of Defense direct enterprise of industrial explosive material production to meet full of needs of national economy; researching, acquiring technology to produce industrial explosive material to serve petroleum industry.
2. Ministry of Plan and Investment, Ministry of Finance in collaboration with related ministries and agencies to research supporting policies, balance and allocate the State budget funds for adjustment of plan, researching, applying, using, prototype and national reserves of industrial explosives material.
3. Ministry of Science and Technology in collaboration with Ministry of Industry and Trade and Ministry of Defense direct activities of science and technology research in field of industrial explosive material, acquiring and organizing application of advanced science and technology of the region and the world for development of industrial explosive material in Vietnam.
4. Ministry of Public Security shall coordinate with related ministries and agencies in directing guarantee of security, fire prevention in manufacturing, trading, transporting, using and storage of industrial explosive material and combating illegal trade of industrial explosive material.
5. Ministry of Labour - Invalids and Social Affairs in collaboration with related ministries and agencies to study amendments and supplements of policies and mechanism to be appropriate for workers in industrial explosive material industry.
6. People's Committees of centrally run provinces and cities, pursuant to this plan, facilitate activities of investment in and producing industrial explosive material, implementing business management, transport and use of industrial explosive material in the province under authority.
