MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF THE CENTRAL KEY ECONOMIC REGION TO 2020, VISION TO 2030
I. Position and role
The Central key economic region (including 5 provinces and cities: Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai and Binh Dinh) has a special important role in strategy of socio-economic development and ensuring national defense and security for the Central coast region and the Central Highlands.
To build the Central key economic region to become strong maritime economic center, creating position to go to the sea to firmly protect sovereignty of sea and island of the country. Focusing on developing a variety of high added value services such as import and export, tourism, fisheries, oil and gas, transport...; developing sea port, port services and sea, river-sea transport; developing fleets, industry of shipbuilding and ship repairing... developing island economic in accordance with island location, potential and advantages of each island.
The Central key economic region is also an important bridge in international economic and culture exchanges, a goods transit point with the Central Highlands and the most convenient sea gateway for localities in southern Laos and northeastern Thailand and northeastern Cambodia through east-west economic corridor.
II. Development viewpoints
1. Socio-economic development of the Central key economic region must be in consistent with socio-economic development strategy of the whole country, Vietnam's marine strategy, master plan on socio-economic development of north Central and Central coast region to 2020; ensuring consistency with development plans of sectors and fields.
2. To promote maximum potential and comparative advantages of the region about political-economic geographic location, natural resources, particularly marine resources and culture values of localities in the region in order to promote economic restructure, growth model transform towards sustainability. Focusing on developing strongly advantage industries and high quality service and tourism at international and regional level associating with development of urban systems in order to narrow gap with other key economic regions of the country.
3. To promote human factor, considering as an important development resources of the region. Focusing on training and development of human resources, especially high quality human resources which have reasonable structure to meet market demand, associating development of human resources with development and application of advanced science, technology.

III. Development objectives

Being industrial region associating with the sea and modern service center; material, culture and spirit living of the people, health of the people will be improved basically; sovereignty of the sea, island of the country will be protected firmly; maintaining firmly national defense, security and social order and safety; ensuring ecology, living environment, not being polluted; reducing to a minimum level damages caused by natural disasters, effects of climate change and sea level rise.

+ Economic growth rate hits about 8%/year in a period to 2015 and about 9%/year in a period of 2016 - 2020. By 2020, GDP per capita achieves about VND 80 million, equivalent to about USD 3,600, 1.1-1.2 times higher than average level of the country. Total GDP of the region in 2020 is higher approximately 2.3 times than that in 2010 (at constant prices).
+ Economic structure shifts towards increasing proportion of industry - construction to GDP to 44.5% in 2015 and 45% in 2020; proportion of service sector to GDP rise to 40.5% in 2015 and 43% in 2020; proportion of agriculture to GDP drops to 15% in 2015 and 12% in 2020. Striving to increase the region's contribution level to the country's budget revenues to 6.5% in 2015 and 7.5% in 2020; reducing proportion of agricultural workers to total labor force to around 31.4% in 2020.

+ By 2020, over 95% of rural population and 100% of urban population are used clean water; all production and trading facilities apply clean technology or equipped with pollution reduction, waste treatment devices; over 80% of existing production and trading facilities hits environment standards; urban area of grade IV and all industrial parks, export processing zones have concentrated waste water treatment systems; 95% of normal solid waste, 85% of hazardous waste and 100% of medical waste will be treated to meet environmental standards.

- By 2030, the Central key economic region continues to be a dynamic development region with high and sustainable growth rate, quality of growth increase day by day; the region has good environment and landscape and being high quality service, tourism and resort center of the country and Southeast Asia region. Having modern economic structure, industry and urban development space associating with the sea. Economic zones of Chu Lai, Dung Quat, Chan May - Lang Co and Nhon Hoi are nucleus, huge development center of the region. Da Nang city, Hue, Quy Nhon become centers of tourism, trade and international exchange of the region and the country, assuming functions of trade services and tourism hub of the Central region and the Central Highland.
- Average economic growth rate in a period of 2021 - 2030 achieves about 9%, average level of GDP per capita hit over USD 10,000/year, 2.5 times higher than that comparing to 2020; proportion of service sector to GDP accounts for over 50%.
- To continue to raise material, culture, spirit living standard of the people in the region; preserving and promoting traditional culture, tangible and intangible cultural heritage. Developing health network to meet requirements of protection of health, basic health care for the people; focusing on health care of the elderly. Developing Da Nang, Hue city to become nucleus of specialized medical center of the Central region.
- System of economic infrastructure such as port infrastructure, tourism zones and areas, industrial parks, border gate economic zones will be invested synchronously and modernly to meet requirements of tourism and trade development and international exchange of the region and the whole country, completing infrastructure of huge cities associating with development of economic zones and suburban areas, promoting economic exchanges on east – west economic corridor, the greater Mekong subregion and triangle development area of Cambodia - Laos - Vietnam.

- To strive to hit industrial growth rate of 8.5% by 2015 and 9.5% in period of 2016-2020; proportion of industry and construction to GDP accounts for about 45% of GDP by 2020.
- To focus resources on developing industries having potential and advantages associating with the sea such as engineering, shipbuilding and ship repairing. Developing petrochemical industry to become a industrial pillar of the region and one of the largest petrochemical center of the country, contributing to speed up industrial restructure within the region. Developing step by step electronics and modern information technology to support development of other industries; promoting development of supporting industries, processing industry; textile industry, leather shoes industry.
- To form huge industrial center in provinces of Quang Nam, Quang Ngai, Binh Dinh. Developing industrial clusters along horizontal roads connecting provinces of the region with provinces of the Central Highlands in order to provide consuming products for the Central Highlands and receiving materials of agriculture, forestry to serve processing industry; associating industrial development with formation of urban centers in rural areas.
- To focus on development of small and medium-sized industry, applying advanced technology in accordance with specific conditions of each locality. Developing handicraft towards encouraging traditional industries such as manufacturing handicrafts, production of building materials, civil furniture, food and foodstuff processing.
2. Development of services and tourism:
- To maximize available advantages, potential of localities in the region to develop advantage fields such as: tourism, port services, shipping, international shipping ... Striving to hit growth rate of about 9.1% by 2015 and about 10,2% in a period of 2016 – 2020; proportion of service sector to GDP accounts for 40.5% by 2015 and 43% by 2020.
2.1. Services: Total turnover of social retail goods hits annual average growth rate of about 13%/year by 2015; 16%/year in a period of 2016-2020. Upgrading existing trade centers and forming trade centers, supermarkets in the provinces and cities in the region such as Hue city (Thua Thien – Hue province), Da Nang, Quy Nhon city (Binh Dinh province); completing network of domestic trade from urban area to rural area, from coastal areas to mountainous areas.
- To develop aviation services, international telecommunications, finance, banking services, information technology application services. Focusing on financial services, banking services in economic zone, border-gate economic zones, ports and logistics service of seaports, airports and cities in the region.
- To focus on developing service of science and technology transfer, services of agriculture, forestry and fisheries encouragements to households of agriculture, forestry and fisheries production.

2.2. Tourism: by 2020, striving to become a region having many attractive tourism sites, connecting to system of tourism destination in the country and other countries in region such as Thailand, Singapore, Malaysia, Indonesia ... and being a frequent destination of international tours.
- To focus on exploitation of cultural heritage, historic sites, marine ecotourism, especially natural landscape in coastal areas attaching to the world heritages such architectural cultural heritage of Hue ancient capital, Hoi An ancient town, My Son relic and Cham culture relic (Da Nang city, Quang Nam province) and natural heritages on road of Hue - Lang Co - Bach Ma - Hai Van - Son Tra - Bana - Da Nang, coastal area from Nam O to Hoi An ancient town.

Innovation of models and methods of agricultural production associates with strongly transferring economic structure of the sector; reducing proportion of cultivation, increasing proportion of livestock and aquatic products, creating favorable conditions in terms of mechanisms and funding to develop marine economy.

- To restructure crops and livestock in accordance with natural conditions of each sub-region towards ensuring safety of production, preventing flood, improving efficiency of each hectare of arable land; maintaining and stabilizing rice land as prescribed, applying and transferring advanced technologies into production and processing, associating production with products consuming markets to set up a link of market of farm - processing - services in the region, achieving high economic efficiency.
- To construct area of intensive cultivation of advantage fruit, industrial trees and vegetable towards concentrated commodity production in accordance with soil, local climate conditions of each region; developing livestock and poultry at farming scale which are suitable with conditions of each localities. Focusing on building newly and expanding many salt fields in Binh Nam, Binh Thang (Quang Nam province), providing salt for consumption demand.

- To develop concentrated aquaculture breeding at industrial scale and semi-industrial scale in localities associating with environmental protection, ensuring ecological security of coastal areas, biodiversity conservation of inshore water areas. Focusing on developing seafood breeding with high value (lobster, seahorses, mollusks ...) in accordance with advantages of the region as well as managing well quality of seed and food in aquaculture. Forming fishing centers in Da Nang in association with the east sea fishing grounds and Spratly. Promoting development of aquaculture in shore, coastal lagoons of Tam Giang (Thua Thien – Hue province) and estuary areas from Quang Nam province to Binh Dinh province.
- To construct boat lock, piers and storm shelter within small gulf, estuaries and coastal islands. Selecting foreign advanced technology for processing of fishery products having high trade value. Gradually upgrading fishing fleet of huge capacity equipping modern information system, guiding, fishing device and frozen preservation to improve ability of offshore fishing as well as organizing logistics services (water supply, ice, diesel, purchase preservation of aquatic products, maintenance, repairing ...) to serve fishermen on the sea.

To establish permanent forest area, strictly protecting available natural forest resources while promoting new afforestation and taking care for forest rehabilitation, regeneration, planting newly protective forests in critical watershed areas of great river to prevent flood and reduce anti-reservoir sedimentation in reservoir area, hydro lakes and afforesting in coastal area to ensure ecology balance. Strengthening protection and development of national parks, conservation of biodiversity, protection of genetic resources of rare plant and animal.

To accelerate construction of new countryside; transferring structure of plants, animals, development of commodity production areas in order to increase their income and stabilize people's living. Maximizing available education institutions of colleges and universities; building centers of high quality training for the whole region in cities of Da Nang, Quy Nhon, Hue; building a vocational training center for high technology training in order to train technical workers for industrial parks (in Hue, Da Nang, Quy Nhon and Dung Quat). Proactively preventing, tackling basically infectious diseases; eliminating leprosy, infants tetanus; proactively preventing cardiovascular disease, hypertension, diabetes, mental health, HIV/AIDS ..; ensuring environmental sanitation, hygiene and food safety.

- Roads: upgrading and expanding national road No.1A with scale of 4 motor vehicles lanes and 2 mixture lanes mixture; upgrading transport routes on east-west economic corridor.
- Highway: step by step constructing highway of Hue - Da Nang - Quang Ngai under north-south highway system with scale of 4-6 lanes.
- Railways: renovating and modernizing north – south railway; continuing to study feasibility plans to have plan of construction of new railway with size of 1,435 mm; studying feasibility plan to build north-south high-speed railway; researching to build railway tunnel through Hai Van pass and railway connecting to the Central Highlands.
- Sea ports: continuing to invest in developing synchronously port, port flow, service system in sea ports, transport system connecting ports with national transport system to meet requirements of socio-economic development of localities in the region. Promoting application of information technology in managing and operating system of ports and operations of port services.
- Aviation: continuing to invest in upgrading and expanding international airports of Da Nang, Phu Bai and Chu Lai; upgrading and expanding airport of Phu Cat.

- To raise capacity of water resources assessment study, planning, designing and constructing irrigation and water resources management in river basins, ensuring rational exploitation and use of water resources associating with sustainable development.

To review plans, process of flood discharge of hydropower plants in Thua Thien Hue province, Da Nang city, Quang Nam and Quang Ngai provinces... to avoid damage, affecting daily living of the people; investing in building power transmission system (110KV, 220KV, 500KV) and power distribution system to meet increasing demand on power of industrial parks, urban areas and daily living of the people. Surveying and studying application of implementing construction of wind power factories, using solar energy, seawater energy.

Forming core functions of each economic area basing on advantages of each locality and at the same time, using effectively natural resources and ensuring cohesion with development orientation of the region in each phase.

- Nhon Hoi economic zone (Binh Dinh province): gradually building to become a growth nucleus, urban centers of industry - services - tourism of key Central economic regions; importance hub of international exchange, contributing to expand market in south Central region, the Central Highlands and being bridge with Cambodia, Laos and Thailand; being national tourism as one of tourism center of the Central coast region.

Renovating mechanisms and policies to attract maximum financial resources from all economic sectors, especially mobilizing idle capital source of the people to develop production and business.
- To improve effectiveness of administrative reform in direction of transparency and improving quality of cadres and civil servants in order to create a favorable environment to attract investment and handle well administrative procedures. Raising efficiency of management of governmental administration at all levels; clearly defining rights and responsibilities among agencies in order to overcome overlap in performing their assigned functions, while enhancing prevention of bureaucracy, corruption and wastefulness in execution of tasks of the State bodies.
- To mobilize and use effectively the State funds for socio-economic infrastructure development, human resource development, science and technology, environmental protection and implementation of national target programs. Using the State budget to invest in projects of development important infrastructure but difficult to attract outside investors. 3.8. Ministry of Labour, Invalids and Social Affairs: directing and coordinating with related localities in construction of vocational training center system, especially high qualified training center at regional scale in city of Da Nang.
