Master plan on socio-economic development of Red river delta region to 2020

MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF RED RIVER DELTA REGION TO 2020

I. Position and role

Red river delta region includes 11 centrally-run provinces and cities: Hanoi, Hai Phong, Hai Duong, Bac Ninh, Vinh Phuc, Hung Yen, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh and Quang Ninh, being a gateway to the East sea and the world, a direct bridge between two dynamic development areas: southeast Asia and northeast Asia.
Red river delta region are populated region, having a long history of development , construction and defense of the country. Besides that, the region has capital city of Hanoi and important provinces and cities of Hai Phong, Quang Ninh ... create important position, role for the region, being a center of politic, economic, culture and science-technology of the country. Central agencies, headquarters of major economic organizations, huge training, research and implementation facilities of the country located in the region, the Red river delta region continues to play an particularly important, role in development of the country.
II. Development viewpoints
- Socio-economic development of the region must be in consistent with strategy of socio-economic development of the country, in accordance with plans of development of fields and sectors of the country in direction of open, having ability of international integration, closely linking with other regions of the country.
- To enlist advantages of the region to enhance growth and competitiveness, associating with sustainable development. Giving priority to develop some key industries having ability to motivate and lead development of other industries, creating distinctive brand name for products of the region.
- Being the first region of the wholly country in economic restructuring towards greening, low emissions and in consistent with conditions of climate change and sea level rise.
- To develop rapidly economic sectors, enhancing markedly income of labor and quality of living of the people; close linking economic development with ensuring national defense - security and sovereignty of the country.
- To ensure harmonization of economic development with conservation, restoration and promotion of traditional cultural values, natural heritage, demand of living and ensuring social order and safety.
III. Development objectives
1. Overall objectives
To build Red river delta region to become pioneering region of the country in implementation of "breakthrough strategies”, restructuring economic, renovating successfully growth model to be the country's motive force of economic development, assuming a huge role in industrialization and modernization of the country and contribute to raise position of Vietnam in international arena; ensuring close link between economic development with social welfare, maintaining national defense posture, people's security and social order and safety.
2. Specific objectives
2.1. Economic
- To increase the region’s proportion of contribution to GDP of the country from 24.7% to 26.6% by 2010 to 28.7% by 2015 and 28,7% by 2020; raising the region’s proportion of contribution to export value of the country to 32.5% by 2015 and 35.0% by 2020. Striving to 2020, all of localities in the region have ability to contribute to the central budget.
- To raise income per capita to USD 2,500/person by 2015 and about USD 4,180/person by 2020 (by 1.3 times average level of the country). By 2020, labor productivity is 2.3 fold-times higher than that by 2010.
- Striving to 2020, proportion of agriculture to GDP of the region reaches 7-7.5%; industry, construction from 45-47%; services from 46-48%.
- To strive that export value increase 16-18%/year in a period of plan. Moving to balance of export - import and reaching an average export surplus of USD 3-4 billion/year.
- Speed of technological innovation achieves an average level of about 20%/year.
2.2. Socio - culture:
- By 2015, the region's population is about 20.8 million people; by 2020 more than 21.7 million people (average population growth rate of the region is about 0.93%/year in a period of 2011-2020).
- To create jobs for 300,000-350,000 employees, annually. Striving to increase regions’ ratio of trained workers to reach 80% and raising proportion of technical workers (having technical degrees) to over 40% in 2020.
- To reduce an average poverty household rate about 2%/year and raising income per capital of poor households 3.5 times.
- To develop several typical culture projects at national scale in Hanoi and some major cities of the region. Striving to 2015, 100% of centrally-run provinces and cities of the region had enough of cultural institutions; by 2020, 95-100% of districts and towns have cultural houses and library; 85-90% of communes, towns have culture houses; 65-70% of villages have cultural houses.
- By 2015, 100% of special national relics, 80% of national relics and by 2020, 88% of national relics in the region will be repaired, embellished.
2.3. Environmental protection: Overcoming basically environmental pollution in both urban and rural areas, to ensuring sustainability requirements during development process. Striving to 2020, over 95% of urban solid waste and over 95% of medical waste will be treated; over 85% of operating industrial parks, export processing zones have concentrated wastewater treatment system reaching environmental standards.
2.4. Security and defense:
- To ensure strong people’s national defense posture, people's security posture on all fronts. Improving infrastructure of defense and security to ensure requirements of combat when necessary.
- To promote dissemination, education of the people to strictly abide by the State law to limit traffic accidents, working accidents; educating and building new cultural living in the community.
IV. Development orientation of sectors
1. Development of services, trade and tourism
- To prioritize to develop high quality services in fields of transport, consultation, design, invention, finance - banking, telecommunications, education - training, high quality medical treatment, trade, tourism and science - technology. Striving to hit service growth rate of about 10%/year in a period of 2011 - 2020.
- To develop storage system under international standards, linking to highways, coastal roads, border gates and port systems to set up network of transport service, promoting international trade.
- To strive to 2020, 25-30% of total number of public passengers will be transported by modern form, intelligent transportation in both road and railway.
- To develop modern telecommunications infrastructure, expanding telecommunication wave coverage with large and high quality bandwidth. By 2020, rate of households having fixed subscribers hits 80-85%, rate of broadband Internet subscribers reaches 35-40 subscribers/100 people, rate of households accessing Internet hits 65%, rate of the population uses the Internet is over 70%.
- To expand network of trade centers and supermarkets in urban areas in the region, investing in upgrading infrastructure of wholesale markets of agricultural, fisheries in concentrated production areas, trade centers, expo center in large scale urban areas. Improving system of e-commerce and information systems of trade transactions to meet demand of international integration.
- To develop healthy banking financial services towards modernization and diversifying institutions and services. Developing Hanoi to become a prestigious financial center in the region.
- To develop tourism to become a spearhead economic sector of the region. Investing in building key national tourism zones under international standards. Striving to 2015, attracting about 17-18 million domestic arrivals and 3.2 - 3.5 million of international arrivals. By 2020, attracting approximately 24-25 million domestic arrivals and about 4.5 - 5.0 million international arrivals.
2. Development of industry
- To focus on developing industries having ability to promote competitive advantages, comparative advantages, high value of localization, taking part deeply in global value chains such as electronics, information technology, telecommunications, mechanical engineering; ship repairing, ship building and marine facilities; high quality steel and new construction materials; chemical - pharmaceutical, food processing industry and garment and textile industry, leather - footwear.
- To increase ratio of high-tech product value in processing industry to over 35% by 2015 and 60% by 2020. Raising localization rate of major industrial products to 50% by 2020.
- To prioritize in-depth development of industries of electronics and information technology, mechanical engineering, ship repairing and ship building, marine facilities and producing high quality steel, special steel. Expanding scale of pharmaceutical industry, industry of processing agriculture, forestry and fisheries, foodstuff associating with material areas.
- To develop industry of textiles, footwear toward export and serving demand of local consumers, promoting development of supporting industries such as yarn, sewing, dyeing, product designing to gradually shift from processing to localized production by 2020.
- To give priority large scale, less labor-intensive investment projects manufacturing products of high technology, clean technology, high added value and environmentally friendly.
- To focus on mobilizing and attracting investors to develop existing industrial parks, industrial clusters; developing ship repairing and ship building zones to meet domestic demand in Hai Phong, Quang Ninh and Nam Dinh.
3. Agriculture – rural development
- To focus on developing fields with clean, environmentally friendly, high-yield, high value products and having capability to export; stabilizing land areas for objectives of national food security.
- To focus on intensive cultivation production of specialty paddy, vegetables, flowers and winter crops; developing pig and poultry at industrial scale; breeding brackish water aquaculture, freshwater aquaculture and seafood. Applying technical standards, advanced technology, modernizing management to raise agricultural production value of over VND 100 million/ha in 2020.
- To invest, protect and develop forests, especially protection forest. Planting scattered tree, protecting environment in large urban areas, coastal mangroves in order to combine with development of tourism and resort.
- To continue to implement effectively a program of building new rural areas, focusing on developing traditional craft villages and eco-tourism development with agricultural products, handicraft products for export.
4. Development of field of socio-culture
- Education - training: investing in building high quality universities achieving international standard in Hanoi; striving to bring rate of college, university students of about 5 students/100 people in 2020. Focusing on newly training, retraining qualified electronics industry, machine, electric, materials manufacturing, banking, tourism, telecommunications, supporting industries.
- Health – people’s healthcare: to promote socialization of medical services, health care, overcoming overload situation in central hospitals, developing comprehensively system of preventive health facilities. Giving priority to upgrade Hanoi medical university, Hanoi university of pharmacy and key health research institutes in the province.
- Culture and sports: striving to 2020, completing construction of a number of cultural, sports projects at national and continent level, having cultural characteristics of the region, ensuring favorable conditions for organizing international and continental competitions. Investing synchronously in system of cultural and sport institutions at all levels and zones of entertainment for children in Hanoi and neighboring provinces.
- To reduce poverty, create jobs and ensure social welfare: focusing on creating jobs, improving quality of jobs, raising incomes for workers. Developing social welfare system, diversifying types of social assistance and relief. Implementing program of social housing, housing for low and middle-income people, firstly in Hanoi and other major cities in the region.
5. Development of infrastructure
To develop synchronously system of economic infrastructure and social infrastructure to be driving force for socio-economic development of the region. Associating closely irrigation infrastructure investment with transport, developing urban networks and rural residential areas.         
5.1. Transport development
- Road: completing construction of highway system to link the region’s centers of economy, trade and services with the whole country; inter-regional roads, inter-province roads and coastal roads associating with sea dyke, seaport. Investing in completing national roads in the region, Ho Chi Minh roads; key roads to Ha Noi; ring roads, intersections at highway, urban bypass, ring roads and huge bridges in Hanoi.
Airport: improving T1 terminal of Noi Bai international airport and completing construction of a new passenger terminal T2 with a capacity of 25 million passengers/year and 0.5 million tons/year by 2015 and 50 million passengers/year and 2 million tons/year by 2020. Renovating and developing Cat Bi airport, Gia Lam airport.
- Sea ports: constructing synchronously, modern system of sea ports, equivalent to other sea ports in neighboring countries. Key seaports are group of port of Hai Phong - Quang Ninh. Focusing on developing port of Hai Phong (Lach Huyen) to become international gateway port to meet demand of international and regional shipping.
- Railways: Giving priority to upgrade and modernize existing railway system; developing elevated railway in Hanoi. Researching plans to construct high-speed railway from Hanoi to Ho Chi Minh city, Lao Cai, Hai Phong, Lang Son. Striving to 2020, public urban passenger transport in Hanoi reaches 35%, in Hai Phong and other equivalent urban areas hits 15-20%.
- Waterways: renovating and constructing many key ports, cargo and passenger terminals on Red river, Thai Binh river, other inland waterways in areas; at the same time, upgrading ports to serve inland waterway.
5.2. Power supply infrastructure: investing in construction of electricity projects and power supply network in accordance with general plan of electric development No.7. Prioritizing investments in electricity plants with a capacity of above 1,000 MW. Developing synchronously transmission grid in accordance with operation progress of power plant. Researching to apply smart grid, modern technology in connecting, roaming synchronously with national grid system and other neighboring countries.
5.3. Infrastructure of water supply, sewerage and sanitation
To invest step by step in water supply to ensure enough water for urban zones and industrial parks. Striving to 2015, rate of clean water supply in urban areas of grade III or higher hits 90%, in urban areas of grade IV reaching 70%; by 2020, rate of water supply in urban areas of grade IV or higher posts 90% and in urban areas of grade V hitting 70%;
To invest in building several facilities of treatment of hazardous waste in the region and localities. Establishing units of classifying and treating waste in cities, towns and industrial parks and traditional villages. Building units of treatment of solid waste and medical waste in all localities.
To overcome frequent flooding in rainy season in urban areas of grade II or higher, collecting and processing approximately 85% of total amount of solid waste in urban areas by 2015 and 90% by 2020; ensuring that urban areas of grade IV or higher are not frequent flooding during rainy season.
5.4. Irrigation infrastructure
To consolidate and renovate system of river dikes, sea dikes, pumping stations, projects of salinity, flood control, freshwater, drainage to adapt to climate change and sea level rise. Focusing on investment in upgrading several key irrigation systems such as Bac Hung Hai, Nhue, north Ha Nam, north Duong river; upgrading irrigation projects to ensure water supply for irrigation, drainage and restructuring agricultural economy; investing in construction of small irrigation projects in mountainous areas and islands to make water sources for production and living of the people associating with program of hunger eradication and poverty reduction, population stabilization, ensuring national security and defense.
To develop plans to ensure safety of life and property of the people in plan areas of spilling flood of hydroelectric reservoirs when necessary to ensure safety of Hanoi and other provinces and cities in region.
6. Environmental protection
- To prioritize development of fields which apply clean production mechanisms, advanced technology, consuming less energy, low emissions. Promoting socialization of environmental protection services.
- To strengthen supervision of implementation of environmental protection commitments of industrial production, travel facilities, performing environmental audits, applying economic and administrative tools in managing environmental protection in projects.
- To make environment partition and integrated management of river basins and coastal areas, preventing incidents of shipping such as oil spills, leaking toxic chemicals...
7. Combining socio-economic with defense and security
- To plan and construct defense economic zone, associating closely between two strategic tasks: socio-economic development and strengthening national defense and security, strengthening defense potential such as building the people’s national posture, the people's security posture, ready to smash plot and tricks of enemy forces.
- To ensure close coordination between ministries, branches and localities in process of implementing tasks of economic development, construction of key economy – defense areas, solid construction of defense works provincial, city defensive areas.
V. Orientation of organizing development space
1. Orientation of using land
To strengthen land management under orientation of effective exploitation and economical use of land, minimizing conversion of agricultural land for non-agricultural purposes. Making well land allocation to organizations, households and individuals to use land stably, long-term in accordance with provisions of the State on principle of making public and ensuring strict legal on right of using land of organizations and individuals.
2. Development of urban systems
- To construct urban systems and new urban areas towards modern, civilization, associating with development of industry and services on basis of ensuring harmonious development between north and south subregions of Red river delta region.
- To focus on developing reasonably under height of industrial parks and new urban areas to ensure land saving, preserving ecological environment. Associating closely urban development, especially coastal urban areas such as Hai Phong, Quang Ninh with requirements of ensuring security, defense and social safety.
- To develop Hanoi city with a population of about 7.9 - 8.0 million people by 2020, being a prosperous, civilized, modern, typical center of the region, ensuring implementation of function as center of politics, culture, science, technology, trade and economy of the country, on basis of assignment, cooperation to form a system of urban areas, industrial parks, rational economic corridor to become a "backbone" for development of the region.
- To develop Hanoi capital region to reached a population size of about 13.5 million people by 2020, associating with development of a number of west and south satellite towns to 4th ring road and north satellite towns to areas of Me Linh, Dong Anh; east satellite towns to Gia Lam and Long Bien.
- To develop Hai Phong city with a population size of about 2.2 million people by 2020. Out of which, urban population of about 1.5 million people, being economic integration gateway of north Vietnam, giving priority to invest in improving infrastructure, including ports, airports, roads, railways connecting Hanoi with largest economic center in the region.
- To develop Halong city to become specific marine city with a population size of about 630,000 people by 2020, closely linking with other coastal towns of the region by dynamic economic belt of the country: Halong - Van Don - Hai Ha - Mong Cai.
- To develop Hai Duong city with a population size of about 350,000 people by 2020 to become central urban, key functions of Hai Duong city is industrial development and a part of scientific research services, transfer technology of the region.
- To develop Nam Dinh city with urban population size of about 518,000 people by 2020 to become central urban area in south Red river delta region. Development priority of Nam Dinh city includes industry for agriculture, medical training and treatment for south Red river delta, urban areas of Ninh Binh, Thai Binh and other coastal towns.
3. Development of economic sub-region
To focus on developing industrial parks, industrial production facilities in provinces of Vinh Phuc, Bac Ninh, Hai Duong, Quang Ninh and Hai Phong city. Limiting industrial development, industrial parks in provinces having advantage of paddy cultivation to ensure national food security. Enlisting advantage of midlands areas and coastal areas (bad land) to locate industrial and service projects. Completing new urban areas under construction; gradually adjusting development and distribution of rural residential areas toward concentrated, modern socio-economic infrastructure.
3.1. North Red river delta region (also known as northern key economic region), including provinces and cities: Hanoi city, Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Quang Ninh and Hai Phong.
Developing Hanoi capital city region to become center of politic, culture, economic, science and technology of the country. Focusing on developing a number of advantage industries and services to become key economic sector to boost growth.
To develop the subregion to become leading area of the country in improving efficiency of resource utilization, accelerating growth rate associating with high quality and sustainable growth. Associating closely between economic development with improving material living and spirit of the people, ensuring social justice and progress, rational use of natural resources and environment and ensuring firmly national defense - security.
3.2. Subregion of south Red river delta region (including provinces of Ha Nam, Thai Binh, Ninh Binh and Nam Dinh):
To give priority to develop area of high-quality paddy; livestock, poultry, seafood at large scale; focusing on developing supporting industry for processing agricultural products and preserving post-harvest products after harvest. Developing Nam Dinh city to become a center of science – technology transfer, focusing on biotechnology as breeding, production of high yield and quality seed.
To promote preservation and promotion of cultural and historical values; developing of eco-tourism, traditional village tourism, tourism of conferences and seminars; establishing centers of fair, exhibitions, trade promotion, sport.
3.3. Developing major economic corridor to create development framework:
To construct and develop key economic corridors associating with urban areas and industrial area to become general economic corridors, playing role as a driving force of economic development of the region including: economic corridors of Hanoi - Hai Phong; Hanoi - Noi Bai - Ha Long; Hanoi – Viet
Tri through Vinh Yen city; coastal economic corridor of Mong Cai - Quang Ninh - Hai Phong - Kim Son - Ninh Binh; economic corridor of Ha Noi - Lang Son.
- To give priority to investment capital from the State budget to invest in projects those have strategic significance of the region, having no ability to recover capital, remedying and treating environmental pollution, social and essential infrastructure and projects of agriculture, rural development; at the same time, balancing the State budget for implementation of social welfare policies, especially for the poor, poor households; strengthening expenditure control, ensuring effective use of the State budget for socio-economic development in the region.
- To develop and promulgate a list of programs and projects calling for investment by 2020; on this basis, boosting introduction, investment promotion to attract investment from all economic sectors; using and enlisting maximum ODA capital resources to invest in development of technical economic infrastructure which are at large-scale, synchronization and modern.
