Master plan on tourism development of north central region to 2020, vision to 2030

MASTER PLAN ON TOURISM DEVELOPMENT OF NORTH CENTRAL REGION TO 2020, VISION TO 2030

I. Development viewpoints
To implement under general viewpoints of strategy and Master plan on tourism development of Vietnam to 2020, vision to 2030 and supplement specific development viewpoints for north Central region (including provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri and Thua Thien - Hue) as follows:
- To focus on developing tourism of world heritage and culture – history sightseeing and studying.
- International, inter-regional, inner-regional linkage and cooperation play role as important, continuous contents of tourism development of north Central region.
II. Development objectives
1. Overall objectives
By 2020, to form basically comprehensive, synchronous linkage of tourism development of the region; regarding tourism as a spearhead economic sector of north Central region.
To strive to 2030, north Central region become key tourism development of the country, contributing significantly to poverty reduction efforts and being motive force for socio-economic development.
2. Specific objectives
- Organizing of travel space: forming 4 national tourism zones, 6 national tourism points, 3 tourism urban areas, 6 key tourism development areas, local tourisms points playing role as a nuclear of linkage of tourism development in the wholly region.
- In terms of tourism development indicators
+ Tourists
- By 2015, attracting 1.554 million of international tourist arrivals, serving 6.843 million of domestic tourist arrivals; growth rate of number of international tourist arrivals is 12.3%/year and growth rate of number of domestic tourist arrivals is 4.3%/year;
- By 2020, attracting 2,108 million of international tourist arrivals, serving 8,900 million of domestic tourist arrivals; growth rate of number of international tourist arrivals is 6.3%/year and growth rate of number of domestic tourist arrivals is 7.2%/year;

- By 2025, attracting 2.795 million of international tourist arrivals, serving 10.829 million of domestic tourist arrivals; growth rate of number of international tourist arrivals is 5.9%/year and growth rate of number of domestic tourist arrivals is 5.8%/year;
- By 2
030, attracting 3.635 million of international tourist arrivals, serving 13.560 million of domestic tourist arrivals; growth rate of number of international tourist arrivals is 5.4%/year and growth rate of number of domestic tourist arrivals is 5.6%/year.
+ Total revenue of tourism: by 2015, total revenue of tourism reaches VND 17,773 billion, equivalent to USD 867 million; by 2020, hitting VND 32,800 billion, equivalent to USD 1.60 billion; by 2025, posting VND 48,175 billion, equivalent to USD 2.35 billion; by 2030, reaching VND 66,338 billion, equivalent to USD 3.24 billion.
+ Proportion of tourism to GDP: reaching VND 12,300 billion, equivalent to USD 600 million by 2015; hitting VND 20,705 billion, equivalent to USD 1.01 billion by 2020; posting VND 31,057.5 billion, equivalent to USD 1.51 billion by 2025 and reaching VND 44,485 billion, equivalent to USD 2.17 billion by 2030.
+ Tourist accommodation establishments: by 2015, having 39,000 hotel rooms, rate of 3-5 stars rooms reach 15%; by 2020, having 48,000 hotel rooms, rate of 3-5 stars rooms posts 20%; by 2025, having 62,000 hotel rooms, rate of 3-5 stars rooms hits 25%; by 2030, having 78,000 hotel rooms, rate of 3-5 stars rooms reaches 30%.
+ Employment indicator: by 2015, creating jobs for 175,000 workers (including 48,000 direct labor); by 2020, creating jobs for 240,000 workers (including 68,000 direct labor); by 2025, creating jobs for 280,000 labor (including 83,000 direct labor); by 2030, creating jobs for 398,000 labor (including 118,000 direct labor).
+ Investment demand: by 2030, total amount of investment capital is VND 165,025 billion (equivalent to USD 8.05 billion), including amount of investment capital in a period to 2015 is VND 32,800 billion (equivalent to 1.60 billion); in a period of 2016 - 2020 is VND 38,975 billion (equivalent to USD 1.90 billion); in a period of 2021 - 2025 is VND 43,050 billion (equivalent to USD 2.10 billion) and in a period of 2026 - 2030 is VND 49,200 billion (equivalent to USD 2.40 billion).
III. Key development orientation
1. Development of tourist market
To promote development of both domestic and international tourism.
- Domestic tourists
+ To develop strongly domestic tourism market, focusing on tourism of sea resort, weekends, festival;
+ To encourage development and expansion of eco-tourism market and tourism combining with tasks.
- International tourists
+ To attract, develop strongly nearby markets such as Southeast Asia (Thailand, Malaysia, Indonesia, Singapore, Laos, Cambodia, Myanmar) market especially in the East-West Economic Corridor and North East Asia (Japan China, Hong Kong, Korea, Taiwan);
+ To enhance exploitation of traditional high-class markets from western Europe, northern Europe, north America, Oceania.
2. Development of tourism products     
- Prioritizing development of key product lines:
+ To develop strongly tourism products of cultural heritage on basis of effective exploitation of system of world heritage and historic - culture relics in the region;
+ To prioritize to develop tourism products of learning history - revolution;

+ To promote development of sea resort tourism products towards market in north Laos and northeast Thailand.
- To develop characteristic tourism products which are suitable to strengths of each locality in the region.
- To diversify tourism products to overcome seasonal nature of tourism activities.
- To strengthen linkage of tourism products development among localities in the region with neighboring localities such as Da Nang, Quang Nam, Ninh Binh, as well as with other countries in East-West economic corridor.
3. Tourism development under territory
- Space of tourism development in the region:
+ Space of heritage tourism development:
. Hue and its surrounding;
. National park of Phong Nha - Ke Bang;
. Citadel of Ho dynasty and its surrounding.
+ Space of tourism development of historic - revolution:
. Northern region of Quang Tri province;
. Kim Lien (Nghe An province);
. A Luoi (Thua Thien Hue province);
. Historic – revolution location: Dong Loc triangle (Ha Tinh province), Ham Rong bridge (Thanh Hoa province), cave of eight volunteer youth (Quang Binh province)...
+ Space of tourism development of sea and island including Hai Tien, Sam Son, Tinh Gia (Thanh Hoa province), Dien Thanh, Dien Chau, Cua Lo, Cua Hien, Cua Hoi, Bai Lu (Nghe An province), Thien Cam, Xuan Thanh and Chan Tien, Ky Ninh, Deo Con (Ha Tinh province), Nhat Le, Bao Ninh, Hon La bay, Da Nhay beach, Hai Ninh, Ngu Thuy (Quang Binh province), Con Co island and Cua Tung, Cua Viet beach (Quang Tri), Thuan An beach, Canh Duong, Lang Co and Tam Giang lagoon system, Lap An, Cau Hai (Thua Thien Hue province). Out of which,  area of Lang Co, Thuan An, Dong Hoi and Cua Tung given priority to develop luxury beach resorts;
+ Space of ecotourism development including national parks and nature conservation areas of Ben En, Pu Huong (Thanh Hoa province), Pu Mat, Pu Luong (Nghe An province), Vu Quang, Ke Go (Ha Tinh province), Phong Nha - Ke Bang (Quang Binh province), north Huong Hoa, Dakrong (Quang Tri province) and Bach Ma (Thua Thien Hue province).

- Tourist center and key tourist development location
Region's largest tourism center is Hue city, then cities of Vinh and Thanh Hoa. Other cities in the region also play an important role as cities of Dong Hoi, Dong Ha and Ha Tinh. Key tourism development locations of north Central region are:
+ Hue city and its surrounding (Thua Thien Hue province);
+ Areas of Gio Linh, Vinh Linh (Quang Tri province);
+ Phong Nha - Ke Bang (Quang Binh province);
+ Thien Cam and Vung Ang (Ha Tinh province);
+ Cua Lo - Nam Dan (Nghe An province);
+ Cluster of citadel of Ho dynasty - Lam Kinh - Cam Luong fish stream (Thanh Hoa province).
- National tourism zones, national tourist attractions, tourism urban areas.
+ National tourism areas:         
. Kim Lien tourism zone (Nghe An province): historical culture, education, grateful relics;
. Thien Cam tourism zone (Ha Tinh province): sea tourism, historical and cultural relics;
. Phong Nha - Ke Bang tourism zone (Quang Binh province): sightseeing, research; ecotourism; historical and cultural tourism;
. Lang Co – Canh Duong tourism area (Hue city): sea tourism.
+ National tourism points:
. Tourism point of citadel of Ho dynasty (Thanh Hoa province): heritage tourism;
. Tourism point of Dong Loc triangle (Ha Tinh province): historic – revolution relics;
. Nguyen Du commemorative relic
(Ha Tinh province): historical relic;
. Tourism point of Dong Hoi city
(Quang Binh province): sightseeing, sea tourism;
. Tourism point of Quang Tri citadel (Quang Tri province): sightseeing, historical – revolution relic;
. Bach Ma tourism point (Hue city): Sightseeing, ecotourism.
+ Tourism urban:
. Town of Sam Son (Thanh Hoa province): sea tourism;
. Town of Cua Lo (Nghe An province): sea tourism;
. Hue city (Thua Thien Hue province): heritage tourism and festivals.
- Tours
+ International and regional tours:
. Road: national road No.1A, Ho Chi Minh highway and national roads No.10, 7, 8, 9 and 12A;

. Railways: north-south railway, in future, opening new railway connecting to Laos via Lao Bao border gate and Cau Treo border gate;
. Airway: flights to airports of Phu Bai, Dong Hoi, Vinh, Tho Xuan in north central region;

. Sea: sea route connecting with north central region through Chan May port.
+ Inner-regional: Includes key national roads connecting with tourism centers and tourism points in region on basis of national highway No.1A and Ho Chi Minh road and horizontal roads: national roads No. 7, 8, 9, 12A are the most important route and then national roads No. 45, 46, 47, 48, 49.
+ Thematic tours:
. Central heritage path;
. Route to ancient capital of Vietnam;
. Route of ecotourism, adventure tourism in mountainous region in west (alongside Ho Chi Minh road);
. Route of history - revolution learning along Truong Son road (alongside national road No. 9 and Ho Chi Minh road);
. Route of learning traditional culture of ethnic minorities (alongside Ho Chi Minh road).

- Land demand for tourism development:
+ 4 national tourism zone area about 6,350 hectares;
+ 6 national tourism points area about 2,800 hectares;
+ Land demand for development of other tourism zones and points in special used land will be identified in land use plan of localities.
4. Investment in tourism development
- Total amount of investment capital: VND 165,025 billion (equivalent to USD 8.05 billion), including investment capital from the State budget (including ODA), FDI, capital raised from contributions of organizations, enterprises and economic sectors in the country and other legal mobilized capital resource. Out of which, amount of capital raised from economic sector is mainly, investment capital from the State budget only support tourism infrastructure investment and being arranged basing on ability of balancing annual State budget and under progress of each stage.
- Investment projects: prioritizing to invest in development of 4 national tourism zones, 6 national tourism points and 6 key national tourism development areas. Investing in 4 programs: (1) Promoting, advertising and building  regional tourism brand name; (2) Training and developing human resources; (3) Conservating, restoring and developing natural resources; (4) Developing key tourism infrastructure.
IV. Solutions of implementation of the plan
1. Solutions on promotion and advertisement
- To strengthen capacity, apparatus and mechanisms for tourism promotion and advertisement activities, focusing on linkage in advertisement and promotion of tourism, localities coordinates closely with each other and with National Administration of Tourism in implementation of common programs of tourism advertisement and promotion of the whole region.
- To promote professionalization of activities of tourism promotion and advertisement: focusing on tourism promotion in the region which are suitable with orientation of tourism product development, tourism brand name; developing cooperation mechanisms inside and outside tourism sector, promoting socialization of tourism promotion; effectively using media power, mobilizing cooperation of related agencies, organizations and localities for tasks of tourism promotion, advertisement.
2. Solution on tourism development linkage
- To perform close linkage of tourism investment and development in the region, constructing joint tourism programs of the region, close linkage of tourism promotion and advertisement of the region and close linkage of training and development of human resources.
- To promote linkage with other localities and regions, paying special attention on linkages with Hanoi, Ho Chi Minh City, Ninh Binh, Da Nang and Quang Nam...
- To promoting close, effective cooperation and linkage with countries in east-west economic corridor and greater Mekong sub-region.
3. Solutions on capital mobilization
- To focus on investment from the State budget (both central budget and local budget) for developing tourism infrastructure.
- To build clear, suitable policies, mechanisms to attract and mobilize capital of development investment in tourism business, mobilizing all of funds to address investment demand.
- To implement socialization in investment in tourism development, encouraging all economic sectors to involve in tourism business under different forms, especially, having appropriate mechanisms to attract capital of residents to invest in developing tourism.
- To create a forum for dialogue between competent authorities and investors to promptly remove difficulties in preparation of investment, project establishment as well as implementing construction of project. Paying particular attention on creating regular and effective dialogue between investors - competent authorities and the people to facilitate compensation of lost land to implement projects.
4. Solution on development of human resources
- To strengthen the State management staff on tourism.
- To develop networks of tourism training institutions to meet increasing demands of workforce of tourism field.
- To encourage enterprises to implement training and re-training to improve quality of profession and skill of the staff.
- To develop national tourism occupational standards (supplementing with specific guidelines in accordance with actual conditions of north Central region) and implementing standardization of tourism workforce.
- To organize basic tourism profession and skills training courses as well as raising awareness of the people in key tourism development locations.
5. Solutions on organizing and managing plan
- Localities proactively develop tourism under plan orientations.

- To strengthen State management coordination and linkage on tourism among localities in the region.
- To implement management decentralization absolutely, unitedly and effectively.
- To review plans of localities, detailed plans, investment projects to ensure that which are in accordance with general direction of the whole region.
- To strengthen legality of approved tourism projects to ensure implementation of tourism construction, development under plan.
- To implement professional standards and other relevant standards, promulgating effective sanctions to create mechanisms of monitor and control.
- To construct tourism management information system for the whole region.
6. Solutions on science, technology application
- To strengthen linkage of application of science and technology among localities in the region.
- To apply proactively application of science and technology in development of tourism.
7. Solutions on protecting tourism natural resources, environment and climate change response.
- To educate and propagandize to raise awareness of role and significance of natural resource, environment for tourism activities.
- To apply advanced techniques to control environmental problems, to manage and develop natural resources.
- To encourage environmentally friendly tourism activities; encouraging and supporting community to participate in tourism investment and development, sharing benefits and responsibilities in exploitation of natural resources for development of tourism.
- To develop effective technical solutions to protect natural resources, tourism environment.
- To have measures to prevent effectively natural disasters.
- To develop tourism programs associating with protecting natural resources and environment.
- To review and adjust plan (if required) in accordance with scenarios of climate change and sea level rise.
- To raise social awareness of impact of climate change.
- To strengthen tasks of climate change and sea level rise response in tourism activities.
8. Solution on ensuring security and defense

- To integrate content of ensuring security and defense in tourism plans and tourism development projects.
- To strengthen cooperation, linkage among localities in the region, between tourism field with related sectors, especially police and border guards to ensure safety of tourists, contributing to maintain social order and safety and national security.
- To ensure territorial integrity, national sovereignty in international cooperation of tourism development.
V. Organizing to implement plan
1. The State Steering Committee on Tourism
To direct activities of ministries, branches and localities in the region in solving interdisciplinary and inter-provincial problems in process of implementing plan.
2. Ministry of Culture, Sports and Tourism
To function as the main implementer to organize to implement the plan, being responsible for performing following tasks:
- To organize to make public and implement the plan;
- To function as the main implementer to build and implement master plan on tourism development, zones of national tourism, national tourism points in the region;
- To actively coordinate with ministries, branches and People's Committees of the provinces in the region to perform all related tasks in tourism activities;
- To function as the implementer to fulfill linkage of tourism development among tourism enterprises, tourism associations, localities in the region;
- To set up and implement an action plan on tourism development in a period of 5 years in accordance with plan’s orientation;
- To set up and implement policies, plans, programs, schemes and projects on culture, sport to be in line with master plan on tourism development of the region;
- To guide localities in the region to build master plan on tourism development in each province, plans of tourism zones, tourism points in each province.
- To conduct annual review and propose policies and solutions to adjust the plan in accordance with practice; reporting to the Prime Minister.
3. Ministries, ministerial-level agencies, agencies attached to the Government
According to function and authority, advising the government to integrate national target programs, sectoral action plans with master plan on tourism development of the region; actively and effectively collaborating with the Ministry of Culture, Sports and Tourism in solving interdisciplinary problems. Specific tasks are as follows:
- Ministry of Planning and Investment shall perform tasks and functions relating to determination of the State’s investment in tourism, mechanisms and policies for tourism investment, preferential credit and creating balance in capital and other resources as well as mobilizing domestic and international funds for tourism development.
- The Ministry of Finance shall perform functions and duties relating to mechanisms and policies on finance, taxes and customs; to guarantee rate of the State budget spending for implementing master plan on tourism development in the region.
- Ministry of Transport, the Ministry of Construction shall performs functions and tasks relating to development of social infrastructure and tourism infrastructure; integrating contents of developing transport infrastructure for tourism development into plans of transport; raising capacity of airway transport of the region, paying attention on renovating, upgrading railway in terms of infrastructure and quality of service to serve tourism development; improving traffic safety and proactively setting up legal framework, negotiating with other countries in east-west economic corridor in order to develop tourism type of caravan; implementing construction plan, urban plan in consistent with objectives of tourism development which are identified in this plan.
- Ministry of Industry and Trade and Ministry of Agriculture and Rural Development implement effectively production, distribution and sale of local products to serve targets of shopping tourism development, paying special attention on sustainable development of traditional villages.
- Ministry of Natural Resources and Environment, Ministry of Science and Technology, Ministry of Health shall perform functions and duties relating to land plan on tourism activities; tourism environmental protection, climate change response; building standards and regulations on tourism and matters relating to tourism, disease control, food safety and hygiene...
- Ministry of Foreign Affairs, Ministry of Public Security and Ministry of Defense shall perform tasks and functions relating entry and exit procedures, residence, travel, security, safety and promoting tourism promotion in foreign countries. Coordinating with tourism sector to exploit natural resources for tourism development associating with maintaining national defense and security, especially in border areas and islands.
- Ministry of Interior implements contents relating to improvement of State management in tourism; strengthening national promotion agencies, mechanisms of cooperation between public sector and the private sector.
- Ministry of Education and Training and Ministry of Labour - Invalids and Social Affairs shall perform functions and tasks relating to tourism human resource development, raising capacity of tourism training facilities and raising awareness about tourism; mechanisms of work and rest of employees.
- Ministry of Information and Communications shall performs function and tasks relating to information management, tourist propaganda; application of information technology and communication in activities of tourism investment and tourism business development.
- Vietnam Television, Vietnam News Agency, Voice of Vietnam strengthen tourism information and communication, tourism promotion, advertising potential and opportunities of tourism development of the region as well as raising awareness about tourism.
4. People's Committees of the provinces in the region
In collaboration with Ministry of Culture, Sports and Tourism and related ministries and agencies to perform following tasks:
- To actively implement and expand linkages with localities in the province on tourism promotion, advertisement to attract tourists and call for investment in tourism development.
- To encourage businesses in the region to build specific products of each localities and create favorable conditions for enterprises to cooperate and link to develop tourism with localities in the region.
- Pursuant to content of the plan, setting up master plan on tourism development, detailed plans and investment projects in the region in accordance with master plans on tourism development of the region and associating with master plan on socio-economic development of each province.
- To direct and manage protection of tourism natural resources, environment, especially for areas oriented to develop national tourism zones, points.
- To focus on traffic safety in order to improve safety for visitors, raising tourism images of the region and localities.
- To educate the people to preserve and promote value of tourism resources towards target of sustainable development, long-term exploitation.
- To implement socialization of development of tourism to promote strength of economic sectors for tourism development.

- To establish regular channels of information exchanges among management levels in the province to have direction and guidance for tourism businesses, investors to implement closely common development ideas of the whole region.
- To organize well, effectively inspection of tourism investments, exploitation and development, paying special attention in collaboration with ministries, agencies in tasks of inspection.
5. Enterprises and tourism association and other social organizations
- Enterprises shall proactively build and implement programs of tourism development linkages, tourism product development, promotion and advertisement linkages...
- Tourism association and other social organizations, under functions and tasks, catch objectives, viewpoints and direction of plans to concretize their action programs.
- Unions, socio-political organizations in collaboration with tourism sector and local competent authorities promote tourism image of the region; campaigning, propagandizing and educating the people to raise awareness about tourism, tourism plans and awareness of protection of tourism natural resource and tourism environment.
- Communities of residents actively participate in tourism activities, community tourism service supply and activities of conservation, sustainable exploitation of natural resources, and tourism environmental protection under master plan on tourism development.
