MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF NORTH CENTRAL AND CENTRAL COASTAL REGION TO 2020
I. Position and roles
North central and central coastal area is special important strategic areas on politic, economic, social, defense and security; having strategic position and important advantages in expanding economic exchanges as well as goods transshipment points for the central highlands province, Laos, Cambodia, north eastern Thailand, Myanmar and being gate of east - west economic corridor connecting to routes of international maritime and commodity exchanges with other countries around the world.
II. Development viewpoints
- Socio - economic development must be in accordance with socio-economic development strategy of the wholly country and orientation of Vietnam marine strategy; ensuring consistency with development plans of sectors.
- To promote maximum potential, advantages of localities in the region, especially advantages of industry, service and marine economic; promoting economic restructuring, transforming growth model towards efficient use of natural resources, protection of ecological environment; having solutions to proactively prevent and respond to climate change.
- To develop comprehensively system of urban, residential area and systems of technical infrastructure and social infrastructure towards being friendly with environment. Focusing on building urban areas having favorable conditions and advantages to be centers to promote development and become economic center of each sub-region.
- To combine closely economic development with development of sectors of social, education - training, health, culture associating with implementation social progress and justice to gradually improve quality of people’s living; promoting alleviation of poverty, poor reduction, reducing social development gap between regions and among ethnic minorities in the region.
- To focus on training and development of human resources, especially high quality human resources to meet market demand, associating development of human resources with development and application of advanced science and technology.
- To combine closely socio-economic development with ensuring social defense and security, maintaining political stability and social order and safety, ensuring defenses of border on land and at sea.
III. Development objectives
1. Overall objectives:
To construct north central and central coast region to becomes active, rapid and sustainable development region, being an important center of the country in international exchanges and cooperation; maintaining political stability and social order and safety, economic development associating with ensuring national defense and security, protection of sovereignty of marine and island of the country. Improving basically living standards, culture, spirit living of the people, promoting alleviation of poverty, especially for ethnic minorities, people in communes with special difficulties; enhancing protection and improvement of people's health. To minimize impact of natural disasters and storms, drought, protecting ecological environment; effectively responding to climate change, particularly sea level rise.
2. Specific objective:
2.1. Economic
- By 2020, GDP of the region increase approximately 2.2 fold times comparing to that in 2010 (calculated at constant prices); economic growth rate reaches 7.5%/year in a period of 2011-2015 and 9%/year during a period of 2016 – 2020. By 2020, GDP per capita will be about VND 53 million, equivalent to USD 2,500, equivalent to approximately 76% of level of GDP per capita of the wholly country.
- Economic structure will be shifted towards in-depth development, focusing on exploiting comparative advantages of the region, proportion of industry in GDP increases from 35.7% in 2010 to 38.6% in 2015 and 41.9% in 2020; proportion of service sector increases from 37.2% in 2010 to 38.1% in 2015 and 39.9% in 2020; proportion of agriculture in GDP decline from 27.1% in 2010 to 23.2% in 2015 and 18.2% in 2020; proportion of agricultural labor in total labor force is about 32% by 2020.
- By 2015, export value of north central and central coastal region is over USD 10 billion, an increase of 16-18%/year; in a period 2016 – 2020, maintaining growth rate of export value of 20%/year; average rate of technological innovation reaches 20-25%/year.
2.2. Culture - society.
- Growth rate of the region's population in a period from now to 2020 maintain average level of 1.1%/year. By 2015, the region's population is about 20 million people and increase to about 21.2 million people in 2020. Average rate of poverty household of the region under new standard reduces to 2-3%/year.
- By 2020, achieving universal standard of preschool education for children 5 years of age, percentage of pupils in school age going to school reaches 95% of primary school; by 2020, 100% of primary schools meet national standards; striving for education, vocational training of the region to meet an average education level of the whole country in 2020.
- Percentage of children under 5 year old being malnourished decrease to below 10% in 2020; mortality rate of children under 1 year old decrease to 19.3 ‰ by 2015 and 11.0 ‰ by 2020.
- To create jobs for about 400,000 employees (180,000 employees in a period of 2011-2015, approximately 220,000 employees in a period of 2016 - 2020). By 2020, to strive to reduce unemployment rate in urban areas to below 4.5%; proportion of labor time use in rural areas to 85%; proportion of trained workers reach 45% by 2015 and over 65% in 2020.
- Rate of urbanization reaches 32% by 2015 and 42% by 2020; size of urban population of the region will reach about 6.5 million people in 2015 and 9 million people in 2020.
2.3. Environmental protection.
- By 2020, over 95% of rural population and 100% of urban population use clean water.
- By 2020, to strive that all urban areas grade IV or higher and all industrial parks, export processing zones have concentrated wastewater treatment systems; 95% of normal solid waste, 85 % of hazardous waste and 100% of medical waste will be treated under environmental standards.
- To increase forest coverage from 47.8% in 2010 to 58% in 2020. Preventing, limiting extent of pollution, degradation and environmental incidents caused by human activity and natural impacts; protecting marine and coastal ecosystems and biodiversity, system of national parks, natural conservation areas; actively preventing and avoiding to reduce impact of storms, floods, natural disasters and climate change.
2.4. Security and defense.
- To invest in completing transportation system to border area, border ring road, border station systems and defense areas, border residential areas and infrastructure for socio-economic development.
- To strengthen defense and security potentials; maintaining political stability, social order and safety, protecting territorial integrity, create a favorable environment for socio-economic development. To closely link between socio-economic development, especially sea, island economic with protecting sea and island sovereignty, sovereign rights of the country.
- To promote dissemination, education and mobilization of the mass to strictly abide the State laws to reduce, limit traffic accidents. To promote prevention and combating social evils, building new cultural living in villages, hamlets.
IV. Development orientation of sectors
1. Agriculture, forestry and fisheries:
- Agricultural development: Rearranging structure of plants and animals in accordance with natural conditions of each sub-region towards improving production safety, preventing flood, improving efficiency in each hectare of cultivated land.
To develop areas of specializing in cultivating advantage fruit crops, perennial industrial trees towards centralized commodity production which are suitable for soil conditions, climate conditions of each locality in the region; developing livestock and poultry with suitable scale associating with development of processing industry, application of new varieties, appropriate technologies in production and processing, linking production to markets to form linkage of farming - processing - services - market in the region.
To focus on building new salt fields and expanding many existing salt fields in district of Tinh Gia (Thanh Hoa), Quan The (Ninh Thuan), Binh Nam, Thang Binh (Quang Nam), Hon Khoi (Khanh Hoa) to supply salt to meet consumption demand.
- Development of aquaculture: Developing industrial and semi- industrial aquaculture associating with environmental protection, ecological security of coastal areas. Focusing on developing aquaculture, specialty seafood with high value (lobsters, seahorses, mollusks ...) in accordance with natural conditions of the region.Investing in infrastructure to develop centralized aquaculture in localities, including aquaculture on sandy land; managing quality of aquaculture seed and feed. Promoting development of aquaculture in stricken areas, coastal lagoons from south Quang Binh province to Tam Giang lagoon (Thua Thien – Hue province); estuary areas from Quang Nam province to Binh Thuan province.
To build docks, piers and storm shelter point in tiny gulf, estuaries and coastal islands. Gradually upgrading fishing vessels with large capacity equipped information system, instructions, fishing tools and modern frozen equipments to improve offshore fishing capacity. Well organizing logistics services (supply of water, ice, oil, maintenance, ship repairing ...) to serve long time fishing on sea.
- Forestry development: Establishing stable forestry area, focusing on maintaining forest protection, watershed forests; newly afforesting protective forests in critical headwaters of major rivers to prevent and reduce flood, control reservoir sedimentation in reservoir areas, hydropower reservoirs and coastal forests. Strengthening protection and development of national parks, conservation of biodiversity, protection of rare flora and fauna genetic resource.
- Building new countryside: Focusing on deployment of new rural construction; restructuring crops and livestock, developing commodity production in order to improve income and stabilize people's living. Agricultural and rural economics will be development satellite of economic zones and urban areas in the region.
2. Industry
To promote development of advantageous industries of the region, such as shipbuilding and ship repairing, mechanic, engineering, textiles, leather, cement production, seafood processing, sugar cane .... forming major industrial centers in provinces of Thanh Hoa, Ha Tinh, Quang Nam, Quang Ngai, Binh Dinh. Step by step building and developing electronics and information technologies to support development of other industry. Focusing resources to accelerate development of petrochemical industry into a pillar industry in the region and the country.
To focus on development of small and medium-sized industry, using advanced technology in accordance with specific conditions of each locality. Developing handicraft toward encouraging traditional industries such as production of handicrafts, construction materials production, civil furniture, food and foodstuff processing.
Focusing on building and completing infrastructure of economic zones to attract businesses to invest and do business. Developing industrial clusters along roads connecting province in the region with other provinces in the central highlands province in order to supply consumption products for the central highlands and receiving raw materials of agriculture and forestry to serve processing industry; associating industrial development with formation of urban centers in rural areas.
3. Development of tourism and services:
- Services: in a period from now to 2015, average growth rate of total turnover of retail sales of commodities is 13.0%/year; in a period of 2016 - 2020 about 16%/year. By 2015, export value hits over USD 10 billion, in a period of 2016 – 2020, maintaining growth rate of export value of 20%/year.
To upgrade existing commercial centers in provinces and cities such as Vinh (Nghe An), Hue city (Thua Thien - Hue province), city of Da Nang, Quy Nhon city (Binh Dinh), Nha Trang city (Khanh Hoa province); forming commercial centers, supermarkets in the provinces and cities in the region; completing network of domestic trade from urban to rural, from plains to mountains, coastal areas. Organizing to exploit effectively activities of commercial and services at existing border gate economic zones (Cau Treo, Lao Bao, Cha Lo...).
- Tourism sector: Striving to 2020, building north central and central Coastal region to become a region having many tourism destinations connecting with network of tourism destinations in southeast Asia region such as Thailand, Singapore , Malaysia, Indonesia ... and being a frequent destination of international tours.
To focus on exploiting advantage of historical tourism, culture tourism, beach resort for coastal province and cities from Thanh Hoa to Ha Tinh. Exploiting strengths of cultural heritage, historical landmarks, especially natural landscape in coastal route associating with world heritages such as Phong Nha cave and ecotourism destination of Phong Nha - Ke Bang (Quang Binh province), architectural heritage of Hue city, Hoi An ancient town, My Son relic and Cham culture (Da Nang, Quang Nam), historic relics(Quang Tri) together with natural values on route of Hue - Lang Co - Bach Ma - Hai Van - Son Tra - Ba Na - Da Nang, coastal route from Nam O to ancient town of Hoi An. Promoting advantage of marine eco-tourism and cultural identity of ethnic to form large-scale, modern marine tourism zone such as Dai Lanh, Van Phong gulf, Nha Trang (Khanh Hoa), Ninh Chu, Ca Na (Ninh Thuan), Phan Thiet, Mui Ne (Binh Thuan), Vung Ro (Phu Yen), Phuong Mai - Nui Ba (Binh Dinh).
4. Development of socio-culture:
- Education - Training: To maintain and improve quality of primary education and literacy. Strengthening construction of school facilities and classrooms; promoting socialization of education – training sector.
To promote education, vocational training, especially training high quality human resources to meet development demand of the region. Prioritizing to invest in developing human resource of sectors of high quality service and tourism, electronic industry, software production, information technology and automation ...
To exploit maximum existing universities and colleges; focusing on investing in building centers of high-quality training in Da Nang, Vinh, Hue, Nha Trang university - Khanh Hoa province on a par with high quality schools in Hanoi, Ho Chi Minh City and other countries in the region; constructing a center of training high quality human resources for the whole region in city of Da Nang.
To implement to establish and build vocational training schools in economic zones; expanding system of vocational training schools in districts, building at least a vocational training units in each district. Building some high technology vocational colleges in Thanh Hoa, Vinh (in conjunction with techniques university of Vinh), Hue, Da Nang, Dung Quat, Qui Nhon (combining with technical college of Qui Nhon) and Nha Trang.
To develop, raising training capacity of universities of medical, pharmacy and research institutions in the region. Constructing Hue medical university to become key university of the region; establishing pharmaceutical university of Hue; after 2015, establishing medical university of Nghe An on basis of upgrading medical college of Nghe An. Opening faculty of medicine at university of Da Nang, Quy Nhon and Nha Trang university.
- People's healthcare: strengthening and developing preventive medicine network having ability to predict, monitor, detect, control and extinguish epidemic, including dangerous epidemic newly arising. Gradually increasing proportion of investment in preventive health, proactive prevention of epidemic, tackling basically infections; leprosy eradication, eliminating tetanus in newborns; proactively preventing cardiovascular disease, hypertension, diabetes, mental illness, HIV-AIDS ...; ensuring environmental hygiene, food hygiene and safety.
To complete construction of specialized medical center in the region in city of Hue and Da Nang city to provide high quality healthcare services to the people. Expanding and upgrading provincial hospitals and gradually building specialized hospitals to detect and effectively treat epidemics.
Strengthening and perfecting grassroots healthcare network to enhance quality and efficiency of healthcare of the people towards bringing healthcare services to households, improving accessibility of the people for high quality healthcare.
- Culture and sport: to preserve, restore and promote traditional cultural values those will be background for cultural exchange among ethnic communities in the region; constructing and developing of new cultural values, forming a civilized lifestyle, new cultural family in the region; accelerating construction of synchronous information cultural institution system from provincial, city level to each localities of the province and city.
To invest in construction, upgrading, expanding and step by step modernizing system of infrastructure of sports. In each province, building cultural –sport center under standards; constructing, upgrading and expanding units of sport in localities in the region.
- Reducing poverty, creating jobs and ensuring social welfare: Implementing united, comprehensively and effectively programs and projects of poverty reduction, creating opportunities for the poor to access assistance policies on land, credit, vocational training, job creation and industrial encouragement, agricultural - forestry - fisheries encouragement and product consumption; focusing on supporting poor households to develop production, increasing income and stabilizing living.
To ensure social welfare policy, protecting and taking care of children; mobilizing the people to participate in social activities; training, creating jobs child of poor households; promoting philanthropy, humanitarian activities, supporting the poor to enrich. Implementing children's rights to ensure child to be taken care and protected; creating a healthy environment, safe for children to develop comprehensively; preventing and controlling risk of child abuse.
5. Development of infrastructure:
To develop synchronously system of economic infrastructure and social infrastructure to be a motivation for socio-economic development of the region. To combine closely transport infrastructure investments with irrigation and sea dykes; synchronous developing urban networks and rural residential areas.
- Development of transport:
Road: prioritizing investment in upgrading and expanding the national highway 1A with a scale of 4 lanes. By 2015, completing basically some key sections and by 2016 completing the entire route upgrade. Upgrading roads of east – west economic corridor; constructing border ring roads and roads in western of provinces from Thanh Hoa to Quang Nam; completing investment in coastal road; constructing east Truong Son road from Da Nang to Lam Dong; upgrading and completing all remaining national highways in the region.
Highway: to construct step by step north - south highway with a scale of 6-8 lanes, in short time, giving priorities to build sections: Ninh Binh – Bai Vot (Ha Tinh province), Da Nang - Quang Ngai, Dau Giay - Phan Thiet - Nha Trang.
Railways: Renovating and upgrading north - south railway to achieve technical standard of national railway. Investing, equipping techniques to guarantee speed of train of 90 - 120 km/h; studying feasibility measure of building north-south high-speed railway.
Seaports: Reviewing plan of seaport system, continuing to invest in and develop synchronously all ports, port flows, service system of supporting port, system of road connecting ports with national transportation system to meet requirements of socio-economic development of localities in the region. Promoting application of information technology in management and operation of ports and port services.
Aviation: to complete basically upgrade, expansion and new construction of a number of airports. Synchronizing and modernize international airports of Da Nang, Phu Bai, Cam Ranh. Continuing to upgrade Chu Lai airport to become airport of international cargo transit in the region; upgrading and expanding airports of Thanh Hoa, Vinh, Dong Hoi, Phu Cat, Tuy Hoa.
- Irrigation development:
To improve capacity in researching and assessing water resources, planning, designing and constructing irrigation and managing water resources in river basins to ensure rational exploitation and use of water resources associating with sustainable development.
To consolidate and upgrade many river and sea dikes; planting and maintaining forest of controlling wave alongside dike to serve socio-economic development of the coastal areas. Upgrading, improving and managing effectively exploitation of existing irrigation systems (Bai Thuong, Muc river, Hoat river, Yen My (Thanh Hoa); Do Luong, Nghi Quang, Ben Thuy, Thanh Chuong, Sao river, Vuc Mau, Nam irrigation system (Nghe An); Linh Cam, Ke Go, Tiem river, Rac river (Ha Tinh province), Phu Vinh, Vuc Tron, An Ma, Cam Ly, My Trung (Quang Binh); Nam Thach Han, Truc Kinh, Bao Dai (Quang Tri); Truoi (Thua Thien Hue). Continuing to build and complete major reservoirs in area of river basin to implement tasks of flood control, providing water for activities of production and the people’s living.
- Electricity supply:
To invest in construction of Nghi Son thermal power factory (Thanh Hoa province), Vung Ang (Ha Tinh), Song Cau (Phu Yen) ...; constructing hydropower projects (Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam and Quang Ngai ...); constructing nuclear power factory 1 (Ninh Thuan) under master plan of electricity development No.7 to supply electricity to the whole region and add power supply for the country. Invest in construction of 110 kV, 220KV, 500KV electricity transmission system and electricity distribution system to meet increasing demand of electricity use of industrial parks, urban area and demand of the people’s living.
- Information and communication:
To build infrastructure of modern telecommunications networks with large capacity and high speed. Developing telecommunications to serve well and timely for socio-economic development, national security, defense and social order and safety, serving efficiently for activities of search and rescue at sea and flood areas. Developing telecommunications services for development of marine economy, offshore fishing, serving marine safety and rescue.
- Water supply, drainage and sanitation:
To construct synchronously clean water supply system to meet clean demand for production and living ; develop in urban area. Researching to build suitable projects of clean water supply for rural areas, coastal area and island. Building a system of network of monitoring quality of surface water and groundwater in the entire region to check and supervise pollution of water sources.
To invest in
6. Development of science and technology:
upgrading and building newly, synchronously sewerage system in urban areas; ensuring waste water, of industrial parks, hospitals, villages to be treated under prescribed standards before being discharged into centralized system of waste water.
To collect and treat garbage centrally to reduce environmental pollution; in each province in the region, building at least an area of solid waste treatment under advanced technologies for recycling, limiting land filling measures to save area of land and ensure environmental hygiene.
Appendix

To focus on researching and applying science and technology of varieties of animal and tree with high productivity adapting to ecological conditions of the region; in short-term, investing in upgrading research facilities of high-tech products in fields of agricultural, fisheries in order to produce fisheries varieties of high productivity, especially specialized varieties for export and domestic consumption.
