Target program of electricity supply for rural, mountain and islands region in a period of 2016 - 2020
1. Program name and Program management agency:
a) Program Name: Target Program for Electricity Supply in rural, mountainous and island areas in the period of 2016 - 2020.
b) Program management agency: Ministry of Industry and Trade.
2. Objectives of the Program
a) General objectives
To supply electricity to rural, mountainous and island households in order to create a driving force for hunger eradication and poverty alleviation, to raise the material and spiritual life, contributing to the implementation of justice and social security, strengthening the congregation block linking ethnic groups, maintaining political security and social order and safety, maintaining political stability, maintaining security and national defense, protecting the territorial sovereignty and islands of the country; facilitating the transformation of production structure of people in rural, mountainous and island areas.
b) Specific objectives
- Supplying electricity to households without electricity and electricity but not stable and continuous in rural, mountainous and island areas in the period of 2016-2020.
Supplying electricity from the national grid, from new and renewable energy sources to rural, mountainous and island areas, with the goal of 2020, almost all rural households have electricity, as follows: :
+ Number of communes without electricity will be supplied with electricity (reaching 100% of communes having electricity nationwide): 17 communes;
+ Number of villages and hamlets supplied with electricity: about 9,890 villages and hamlets;
+ Number of households supplied with electricity from the national grid: about 1,055,000 households;
+ Number of households supplied with electricity from renewable energy sources outside the national grid is about 21,000 households.
- Development of electricity grids for small and medium-sized irrigation pumping stations in the Mekong River delta (13 provinces / cities)
New construction, renovation and upgrading of existing medium-voltage lines to supply electricity for small and medium-sized electric pump stations planned for investment by 2020 to ensure proactive irrigation and drainage for production. agriculture in the Mekong Delta provinces; combine power supply for households without electricity in the neighborhood.
- Enhancing power supply for island districts and island communes
Priority should be given to providing stable and continuous electricity to households and enterprises, administrative centers and armed forces on the pepper islands by national grid or renewable and stable renewable energy sources. creating motivation for socio-economic development, strengthening national security and island sovereignty. Upon completion of the Program, ensuring power supply for 02 island districts and 03 island communes.
3. Scope of the Program.
Implemented in 48 provinces and cities directly under the Central Government according to the Decision No. 2081 / QD-TTg dated November 8, 2013 of the Prime Minister, the focus is on rural, mountainous and remote areas. , borders and islands, areas of ethnic minorities and areas with particularly difficult socio-economic conditions.
Implementing power supply for small and medium-sized pumping stations, combined with supplying electricity to rural households and aquaculture areas in 13 provinces in the Mekong Delta region.
To supply the national electricity grid or renewable energy sources for the pre-navigable islands and key national defense and security of the island's sovereignty and at the same time create a driving force for the above socio-economic development. Islands.
4. Scale of Program investment capital, capital structure and mechanism to support investment capital, mobilize investment capital for the Program
a) Total Program investment capital: about VND 30,116 billion
- Structure of total investment capital according to capital sources
+ Development investment capital from the central budget in the 2016-2020 period: around VND 2,218 billion (domestic capital);
+ ODA and concessional loans from foreign donors: the demand is about 23,381 billion dong (in which: 2,525 billion dong has a Financial Agreement with EU; 20,856 billion dong is still mobilizing ODA and loan endow);
+ Capital arranged by localities from local budgets and other lawful capital sources (corresponding to component projects under the program organized by localities): around VND 3,121 billion;
+ Capital arranged by Vietnam Electricity Group from legal sources of the Group (reciprocal to component projects under the Program organized by the Group): about VND 1,397 billion.
- Structure of total investment capital to implement electricity supply targets
+ Electricity supply in rural and mountainous areas: about VND 28,398 billion;
(Power supply to irrigation stations in the Mekong Delta region is integrated with the supply of electricity to rural households from the national grid in this area).
+ Electricity supply for islands: about VND 1,718 billion.
- Structure of total investment capital in the form of electricity supply
+ Electricity supply from the grid: about VND 28,684 billion;
+ Electricity supply from renewable energy: about VND 1,432 billion;

b) Mechanism to mobilize investment capital Program
Implementing the ability to balance central budget capital, the ability to mobilize ODA and concessional loans of foreign donors, on the principle: Support from the central budget and mobilize ODA and capital preferential loans of foreign donors up to 85% of the total investment of projects under the Program; localities and units of Vietnam Electricity Group shall arrange at least 15% of the total investment capital of projects assigned to be investors. Inside:
- For development investment capital from the central budget: To comply with the medium-term public investment plan 2016 - 2020.
- For ODA and concessional loans of foreign donors: priority is given to using ODA and concessional loans from foreign donors to support the implementation of the Program; mobilized ODA capital sources according to the provisions of Resolution No. 73 / NQ-CP; to apply the allocation mechanism for projects of non-refundable aid ODA capital.
- For local capital sources: Due to the local balance from local budgets and other mobilized sources, mobilizing organizations and individuals benefiting from the project to voluntarily contribute to the compensation, site clearance to implement the policy of the State and people working together in the implementation of the Program.
- Regarding the capital of Vietnam Electricity Group: it is arranged from the legitimate capital sources of the Group and the units of the Group.
- Encouraging mobilization of more socialized capital sources for the implementation of the Program.
c) Priority principle when allocating capital
In addition to the central budget capital, according to the medium-term public investment plan in the period of 2016-2020, based on the ability to mobilize capital and specific regulations of the donors, the Ministry of Industry and Trade is assigned to arrange and balance the projects. component projects, items to be invested in projects using ODA and concessional loans of foreign donors according to the following priority order principles:
- Prioritize power supply to communes without electricity.
- Prioritize the supply of electricity for urgent projects / investment items in poor provinces, unbalanced budget, provinces with the rate of households using the national grid is lower than the national average. provinces with mountainous regions, border provinces and provinces with populated and pre-populated islands having important positions of national defense and security, which have not yet been supplied with electricity and electricity but not yet stable and continuous, zones concentrated population areas, low investment rates to achieve high efficiency in the use of funds for the Program.
5. Program implementation period: in the 2016-2020 period
Particularly for projects using ODA and concessional loans from foreign donors: comply with the schedule specified in the financing financing agreements.
6. Component projects, investor delivery mechanism and implementation management
a) Component projects
The program includes many component projects which are grouped by capital sources as follows:
- Projects using central budget capital (domestic capital): including 28 projects already included in the medium-term public investment plan 2016 - 2020; in which Electricity of Vietnam (EVN) manages 05 projects, local authorities manage 23 projects. The list of projects funded with central budget capital (domestic capital) shall comply with the Prime Minister's decision to assign plans on medium-term investment of state budget capital in the 2016-2020 period.
- Projects using ODA and concessional loans from foreign donors: are component projects of ODA and concessional loans of foreign donors. The Prime Minister assigned the Ministry of Industry and Trade to assume the prime responsibility and coordinate with the Ministry of Planning and Investment and the Ministry of Finance to base on the objectives and priority principles of the Program and mechanisms of donors to submit to the Prime Minister for decision. list and scale of projects using ODA and concessional loans from foreign donors.
b) Mechanism of investor and post-investment management
- The mechanism of investor allocation
+ For projects using central budget capital (domestic capital) being implemented: current investors continue to implement projects;
+ For projects using ODA and concessional loans from foreign donors preparing for investment: Ministry of Industry and Trade presides and coordinates with Ministry of Planning and Investment and Ministry of Finance to report to Prime Minister. The Prime Minister makes specific decisions;
+ For projects implemented by EVN, EVN assigns them to electricity corporations as investors;
+ For projects implemented by local authorities, provincial People's Committees are assigned to functional agencies of the province to act as investors;
+ In case of necessity to adjust project investors between localities and EVN, the Ministry of Industry and Trade shall assume the prime responsibility and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the provincial-level People's Committees and EVN and report to Thu. The Prime Minister considered and decided.
- Operation management after investment
+ For projects implemented by EVN: EVN directs the power companies to continue managing and operating after the projects are completed;
+ For projects to supply electricity from the national grid implemented by localities: after completion, EVN shall direct member power companies to receive capital and assets after investment and operation management. and sell electricity to households according to current regulations. The handover of works is done right after completion and putting the project into operation;
+ For projects to supply electricity from renewable energy sources, in addition to the national electricity grid invested by localities: To assign provincial-level People's Committees to direct provincial functional agencies to organize the operation and declaration management. post-investment projects; building and approving mechanisms and organization of operation management and maintenance procedures to promote investment efficiency.
7. Organization of implementation
a) Ministry of Industry and Trade
- Leading the organization of implementing the Program.
- Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and the Ministry of Finance in, guiding organizations and individuals to implement the Program and component projects.
- Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and the Ministry of Finance in, formulating investment preferential and support mechanisms, organizing the management of operation and selling electricity to households for investment projects. mobilize capital from socialization, submit to the Prime Minister for approval.
- Approving investment policies, feasibility study reports and other necessary work contents according to the provisions of law for component projects under the Program implemented by Vietnam Electricity Group.
- Agreement with the provincial People's Committee (for component projects implemented by the locality) on the investment policy, the content of the feasibility study report of the component projects under the authority to decide first. from provincial People's Committees.
- Summing up and formulating the medium-term and annual plans of the Program and submitting them to the Ministry of Planning and Investment and the Ministry of Finance according to the provisions of the Law on Public Investment, the State Budget Law and legal documents. related laws.
- Leading the inspection and supervision of the program implementation situation; periodically organize preliminary and final reviews of the Program implementation results.
- Leading and coordinating with relevant ministries and agencies to amend, supplement and build new policies (if necessary) to ensure the implementation of the Program's objectives.
- Leading and coordinating with the Ministry of Planning and Investment and Finance in mobilizing ODA and concessional loans of foreign donors to implement the Program. Develop a list of component projects of ODA and concessional loans of foreign donors and report to the Prime Minister as prescribed.
- Coordinate with the Ministry of Planning and Investment and Finance in allocating resources, appraising capital sources and balancing capital of projects under the Program.
- Establishing the Program Coordination Committee chaired by the Ministry of Industry and Trade with the participation of relevant ministries and agencies to implement disbursement conditions at the request of donors and actual coordination and supervision. Program and project implementation.
b) Ministry of Planning and Investment
- Assume the prime responsibility for, and coordinate with the Ministry of Finance and the Ministry of Industry and Trade in, balancing and allocating development investment capital according to the medium-term and annual plans for the implementation of the Program.
- Assume the prime responsibility for, and coordinate with the Ministry of Finance and the Ministry of Industry and Trade in, appraising capital sources and capital balancing capability of projects using central budget capital, ODA and concessional loans of foreign donors belonging to Program.
- Coordinate with the Ministry of Industry and Trade to inspect and supervise the results of the Program implementation.
c) Ministry of Finance
- Balancing non-business funding sources to arrange for the Ministry of Industry and Trade to develop and appraise feasibility study reports of the Program.
- Coordinate with Ministry of Planning and Investment, Ministry of Industry and Trade to mobilize capital to support investment in component projects in the Program.
- Assume the prime responsibility for, and coordinate with concerned ministries and agencies in, guiding the handover and reception of capital and assets and the return of investment capital for component projects.
d) People's Committees of provinces and centrally-run cities
- People's Committees of provinces and cities with projects in the 2016-2020 Program set up a Steering Committee to direct the implementation and solve problems during the implementation of local projects.
- Responsible for implementing site clearance compensation, directing local authorities at all levels to announce policies and mobilize people to contribute and implement well the ground clearance work. completed projects on schedule.
- To direct the rearrangement and rearrangement of population in deep-lying and remote areas in order to minimize investment costs and facilitate project implementation; direct effective integration with other programs and projects in the area.
- For provinces and cities assigned to act as component investors: organizing the implementation of the formulation, appraisal and agreement of the content of the investment policy proposal report, feasible and practical research reports. currently invests in component projects under the Law on Public Investment and current regulations.
- Develop the goals, tasks, medium and annual plans of the locality to implement projects under the Program; send to the Ministry of Industry and Trade and the Ministry of Planning and Investment and the Ministry of Finance according to the provisions of the Law on Public Investment, the State Budget Law and relevant legal documents.
- Arrange sufficient counterpart funds and implement investment projects according to current regulations and ensure the schedule. Actively mobilize social capital to supplement sustainable power supply solutions and ensure the economic, financial and social efficiency of the Program.
- Manage, evaluate and test the results of implementation of projects under the program managed by the locality; periodically report to the Ministry of Industry and Trade the progress of the Program implementation in the locality; organize preliminary and final reviews of the Program in the locality according to regulations.
- Direct the units concerned to finalize the project, hand over the capital and assets of the power grid projects under the post-investment program to the units of EVN to receive the management of operation and fulfill the obligations according to regulations. determined.
- For projects supplying electricity from non-national electricity sources: In addition to the functions of investors, provincial-level People's Committees shall organize the operation, management and efficient exploitation of projects after investment.
e) Electricity of Vietnam
- Directing Electricity Corporations to perform the function of investors of component projects, ensuring quality and progress.
- Prepare and submit to competent authorities for approval of the report on investment policy proposal, feasibility study report, contractor selection plan for component projects.
- Arrange sufficient counterpart funds and implement investment projects according to current regulations and ensure the schedule.
- Quarterly: Report on the implementation of investment in component projects; report on the management and use of central budget investment capital and annual registration of capital needs from the central budget according to regulations and send to ministries: Industry and Trade, Planning and Investment, Finance to monitor and aggregate.
- Coordinate with People's Committees at all levels and departments, sectors and localities to solve problems during the project implementation.
- Direct the organization units to receive capital and assets and organize the operation and management, sell electricity to the households after the project is completed for projects of electricity supply from the national grid by the Committee. The people of the provinces and cities directly under the Central Government are the investors.
f) Other ministries and branches
According to the functions and duties of each ministry and branch responsible for coordinating with the Ministry of Industry and Trade, People's Committees of provinces and cities, EVN handles related issues in the process of implementing the 2016 Program - 2020.
