Detail plan on development of inland container depot system to 2020, orientations to 2030

AsemconnectVietnam - A detail plan for development of inland container depot and complexes in order to effectively and reasonably implement plan on development of inland container depot system of Vietnam, which was approved by the Prime Minister in Decision No. 2072/QD-TTg dated December 22nd, 2017.

DETAIL PLAN ON DEVELOPMENT OF INLAND CONTAINER DEPOT SYSTEMS TO 2020, ORIENTATIONS TO 2030

I. Development viewpoints and objectives.
1. Development viewpoint
- A detail plan for development of inland container depot and complexes in order to effectively and reasonably implement plan on development of inland container depot system of Vietnam, which was approved by the Prime Minister in Decision No. 2072/QD-TTg dated December 22nd, 2017.
- A detail plan for development of inland container depot and groups in order to orient enterprises, organizations and individuals to invest in, build and exploit inland container depot in an effective manner and suit socio-economic development characteristics and transportation systems of each region and locality. Inland container depot include depots which are located near each other, serving the same economic corridor, economic sector and common use of transport infrastructure in the area to ensure demand for goods.
- To ensure inheritance of development process and make the fullest use of capacity of existing inland container depot to save social resources and ensure legitimate interests of enterprises; Develop new locations in combination with relocation of a number of existing inland container depot to ensure sustainable land development conditions, streamlining transportation modes, ensuring traffic safety, security and environmental protection.
- To closely combine inland container depot plan with development plan of economic zones, industrial parks, export processing zones and plan of logistics centers to reduce cost of logistics services.
2. Development objectives
- From now to 2025: To form inland container depot and inland container depot group with a capacity of around 5,706,900 - 8,638,625 TEU/year. Out of which, in the Northern region, there are inland container depot and shallow ports and dry harbors with capacity of 1,335,000 - 2,253,025 TEU/year. In the Central and Western Highlands there are inland container depot with the capacity of 123,750 - 322,500 TEU per year; Southern area have inland container depot, port inland container depot groups with a capacity of about 4,248,150 - 6,063,100 TEU/year.
- From 2030: To set up inland container depot and group with the capacity of around 13,817,910 - 19,163,445 TEU/ year. In particular, Northern will include inland container depot with a capacity of about 3,834,320 - 5,213,765 TEU/ year, potential sites with a capacity of 291,600 - 340,200 TEU; The Central and Western Highlands have inland container depot with a capacity of 510,750 - 911,250 TEU/ year, potential sites with a capacity of 162,000 TEU; Southern has inland container depot with a capacity of 9.472.840 - 13.020.430 TEU/ year, potential sites with a capacity of about 975,000 TEU.
II. Detail plan for development of inland container depot system up to 2020 with orientation to 2030
1. Plan orientation
1.1. North: To set up inland container depot, inland container depot complexes in economic areas and economic corridors, specifically:
- Coastal economic area: In a period from now to 2020, the total capacity will be about 290,400 - 408,500 TEU/ year. By 2030, total capacity will be about 596,700 - 851,900 TEU/ year. To prioritize convenient connection by inland water transport, river transport and sea ports in Hai Phong and Quang Ninh seaports; main service areas are Hai Phong, Quang Ninh, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh.
- Hanoi - Lang Son economic corridor: In a period up to 2020, total capacity will be about 200,500 - 420,200 TEU/ year; By 2030, total capacity will be about 561,800 - 575,370 TEU/ year. To prioritize positions attached to land border gates and international railway stations (in Lang Son province); main service areas include Lang Son, Bac Giang and Bac Ninh; it mainly connects with Quang Ninh and Hai Phong seaports.
- Hanoi - Lao Cai Economic Corridor: In the period from now to 2020, the total capacity will be around 216,300 - 346,950 TEU / year. By 2030, the total capacity will be about 507,500 - 916,500 TEU / year. Priority is given to locations connected to railway transport, inland waterway transport mainly through Hai Phong seaport and Quang Ninh seaport; The main service areas include Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Tuyen Quang and Ha Giang.
- Ha Noi northwestern economic region: In a period from now to 2020, total capacity will be around 71,250 - 135,375 TEU/ year. By 2030, the total capacity will be about 180,500 - 218,500 TEUs per year; The main service areas include Hanoi and Hoa Binh, Son La, Dien Bien and Lai Chau provinces.
- Southeastern economic area of ​​Hanoi: In a period from now to 2020, the total capacity will be about 522,800 - 874,500,000 TEU/ year; By 2030, the total capacity will be about 1,619,720 - 2,051,670 TEU/year; Priority is given to sites that can be connected to inland waterways, existing railways or as plan; serving mainly in Hanoi and other provinces: Bac Ninh, Hai Duong, Hung Yen, Thai Nguyen and Bac Kan.
- Economic corridor of Hanoi - Thai Nguyen - Cao Bang: In a period from now to 2020, the total capacity will be about 33,750 - 67,500 TEU/ year; By 2030, the total capacity will be about 76,500 - 95,625 TEU/ year. To prioritize positions attached to land border gates (in Cao Bang), mainly serving operation of Tra Linh border gates and a number of industrial parks in provinces of Cao Bang and Thai Nguyen.
1.2. Central - Central Highlands: To form inland container depot, inland container depot complexes in areas and economic corridors, specifically:
- Nghi Son economic zone: In a period up to 2030, the total capacity will be about 51,750 - 155,250 TEU/ year.
- Economic corridor of Road No. 8, Road No. 12A: From now to 2030, total capacity will be about 27,000 - 40,500 TEU/ year at the Cau Treo (Ha Tinh) and Cha Lo (Quang Binh) border gates on development of cross-border freight transport and connectivity through Ha Tinh and Quang Binh seaports.
- Economic corridor road No 9: From the period up to 2030, the total capacity of about 22,500 - 45,000 TEU/ year. To prioritize position of the border-gate economic zone in direct service of goods transportation across border with Laos, transport activities on East-West Economic Corridor. Connect with Da Nang, Chan May, My Thuy seaports.
- Da Nang - Hue economic area, road No.14B: From now to 2020, the total capacity will be around 52,500 - 157,500 TEU/ year; By the year 2030, the total capacity will be about 189,000 - 252,000 TEU/ year. Priority location in future can be integrated with logistics center plan in Da Nang city. Directly serving to industrial parks in Da Nang city and support to organization of transport after Da Nang seaport.
- Economic Corridor Road No.19: In a period from now to 2020, the total capacity shall be about 52,500 - 127,500 TEU/ year; By 2030, the total capacity will be about 175,500 - 189,000 TEU/ year. Priority location in the future can integrate with Binh Dinh logistics center plan. Directly serving to industrial parks in Binh Dinh, Phu Yen and goods from the Central Highlands to Quy Nhon seaport.
- Economic Corridor of Road No.29: In a period from now to 2020, the total capacity shall be around 18,750 - 37,500 TEU/ year; By the year 2030, the total capacity is about 45,000-67,500 TEU per year, serving directly to major exporters such as coffee, agricultural and forestry products, machinery and equipment imported from industrial parks in the area. preferably connecting to Qui Nhon, Khanh Hoa, Ho Chi Minh City.
1.3. South: To form inland container depot ports, inland container depot complexes in economic zones and economic corridors, specifically:
- The Northeastern economic region of Ho Chi Minh City: In the period from now to 2020, the total capacity will be about 3,837,150 - 5,233,150 TEU / year; By 2030, the total capacity will be around 7,998,790-10,038,060 TEU per year. Priority is given to locations that are able to connect favorably with inland water transport; consider some locations that are capable of connecting to rail transport as plan.
- The southwestern economic region of Ho Chi Minh City: From now to 2020, total capacity will be about 268,000-54,950 TEU/ year; By 2030, the total capacity will be around 1,084,050 - 1,448,370 TEU per year; Directly serving industrial parks in Ho Chi Minh City and Long An, Tay Ninh and Vinh Long provinces. To prioritize positions which are capable of connecting with inland waterway ports.
- In the Mekong river delta region, the total capacity will be around 143,000 - 286,000 TEU/year by 2020; By 2030, the total capacity will be about 390,000 - 559,000 TEU/ year. Giving priority to location which can be integrated with planned center logistics of the Mekong Delta economic center, directly serving industrial parks in Can Tho and Tra Vinh provinces, Hau Giang, Vinh Long, Kien Giang, Ca Mau, Soc Trang and An Giang.
3. Investment priority list
In a period from now to 2025, to concentrate and encourage investment in a number of inland container depots on transport corridors connected with big seaport ports in northern region (Hai Phong seaport) and southern region. (ports of Ho Chi Minh City, Cai Mep - Thi Vai wharf area), inland container depots on transboundary freight corridors linking with international border gates. Prioritize investment in inland container depots which are linked to two modes of transportation; locations attached to or locates near industrial parks and export processing zones; large international road borders.
III. A number of solutions and policies for implementation of the master plan
1) Strengthening the State management of inland container depot development: improve quality and efficiency of the State management in line with implementing master plan for development of inland container depot system, ensuring compatibility with plan of socio-economic development, plan of transportation, construction plan, urban plan and other specialized plan such as plan center logistics system plan, plan of industrial parks, commodity production parks, economic zones and border gate economic of localities and the country.
2) The State has a policy to promote development of waterway transportation, contributing significantly to poverty reduction, sustainable socio-economic development, green growth, minimizing environmental pollution, reducing pollution, reducing burden on road system; Strengthening connectivity between inland waterway transport and maritime and road transport. To prioritize formation and development of inland container depot which are capable of linking inland waterway transport modes and rail transport to seaports.
3) Combining plan of inland container depot and logistics center: linking and integrating inland container with logistic center according to master plan for development of logistics center system nationwide was approved by the Prime Minister in Decision No. 1012 / QD-TTg dated July 3, 2015 to save social resources and raise efficiency of exploitation in accordance with actual conditions of Vietnam.
4) Allocating appropriate land for development of inland container depot, inland container depot group. Local authorities are active and flexible in implementing land policies to support construction of inland container depot. To conduct auctions of land use rights in accordance with law for projects with favorable business locations.
5) Make most of rationality and advantages of existing inland container depot. To step by step change functions or relocate inland container depot to new planned positions according to appropriate roadmap on basis of ensuring interests of enterprises as well as without interruption or major impacts on activity of organizing transportation between seaports and goods sources.
6) Inland container depot is invested by socialization capital, from enterprises to meet market demand, not using the State budget. Need for port investment in priority project list is the cost of the project, total investment will be calculated by investor during implementation phase and self-responsibility for investment efficiency.
7) Conducting investment in construction of inland container depot in compliance with Government's Decree No. 38/2017/ND-CP of April 4, 2017 on investment in construction and management of inland deport operation and management.
VI. Organizing implementation
1. Responsibilities of Vietnam Maritime Administration
- To function as the key implementer, in collaboration with provincial, municipal departments, branches and concerned agencies in announcing and managing implementation of approved plans.
- To function as the key implementer, in collaboration with provincial/ municipal Services, branches and related agencies to advise Ministry of Communications and Transport in managing investment in construction and operation of inland container depots.
- To assume prime responsibility in appraising and reporting to Ministry of Communications and Transport for consideration and decision on updating, supplementation and adjustment of the scale, functions and tempo of investment in and construction of inland container depots.
- To regularly coordinate with local authorities and relevant agencies to inspect implementation of port development plan, propose handling of projects those do not comply with plans; To propose adjustments and additions to plans so as to ensure compatibility with practical situation; To annually report to Ministry of Finance on implementation of the plan.
- To guide existing port-exploiting enterprises in supplementing and perfecting necessary procedures for publication according to regulations.
2. Responsibilities of Vietnam road administration and specialized management agencies
- To coordinate with the Vietnam maritime administration and localities in managing investment in construction and operation of inland container depot in association with specialized modes of transport.
- To guide and create conditions for enterprises to connect inland container depot with national inland, railway and inland waterway transport systems.
- To complete and supplement legal bases for management and planning of inland ports and wharves in inland container depot.
3. People's Committees of provinces and cities under central authority
- To strictly manage land fund for construction of inland container deport; To allocate land fund as plan to develop inland container depot and infrastructure connecting inland container depot, ensuring that inland container deport shall connect with national and local transport systems and ensure good operating conditions for inland container depot.
- To coordinate closely with Ministry of Communications and Transport on contents related to management of investment in construction and operation of inland container depot (utility, scale and timing of investment) according to regulations.
