Plan on lobster breeding development to 2020 with an orientation to 2030

AsemconnectVietnam - Plan on lobster breeding development must conform to Vietnam’s master plan on fisheries development to 2020 with a vision to 2030 and in accordance with social – economic development plan, aquaculture development plan of the Central provinces.

 
PLAN ON LOBSTER BREEDING DEVELOPMENT TO 2020 WITH AN ORIENTATION TO 2030

I. Development viewpoints
1. Plan on lobster breeding development must conform to Vietnam’s master plan on fisheries development to 2020 with a vision to 2030 and in accordance with social – economic development plan, aquaculture development plan of the Central provinces.
2. To promote the advantages, use rationally resources, exploiting effectively existing resources of the central coastal provinces to breed sustainably lobster, attaching to environmental protection in line with demand of domestic and foreign markets.
3. To apply advanced science and technology and reorganize production to reduce product cost and improve added value, reduce risk for existing area which breeding lobster in cages; developing and applying technologies of coastal cage breeding, breeding in circulatory system on the banks to increase output of lobster.
4. To mobilize resources of various economic sectors to develop lobster farming, out of which, the State supports investment in infrastructure of concentrated farming areas and investing in scientific and technological research.
II. Orientation             
1. In a period of 2016-2020
To develop sustainably lobster breeding by cages in bays and coastal sea water. Lobster breeding bases must satisfy standards, technical regulations for aquaculture and gradually local authorities grant access codes to help identifying origin of lobster products. Activity of lobster breeding in concentrated breeding areas will be in community-based management and being supervised by local authorities.
2. In a period of 2020-2030
To continue to develop sustainably lobster breeding by cages in bays and coastal sea area which apply new farming technology. Developing sustainably lobster in circulating water system on shore by industrialized food under enterprise model on basis of initiative of seed, feed; managing effectively environment of breeding systems. Lobster products must ensure food safety.
III. Objectives
1. General objective
To develop lobster breeding in central coastal areas into key economic sectors of the Central provinces towards gradually modernizing new and environmental friendly farming technology. Lobster products will be for domestic consumption and export to increase income of local people, contribute to development of marine economy, ensuring national security and defense.
2. Specific objectives to 2020
2.1. Breeding by floating cages in bays and coastal sea area: volume of cages: 1,000,000 m3; production: 1,940 tonnes / year.
2.2. Lobster merchandise value: VND 3.200 billion / year.
3. Specific objectives to 2030
3.1. Breeding by floating cages in close bays and coastal water: volume of cages: 1,041,500 m3; output: 2,200 tonnes / year.
3.2. Breeding on coastal area: area of ​​land: 160 hectares; output of 480 tons / year.
3.3. Value of goods: VND 4.300 billion / year.
3.4. Producing 1.0 million units of artificial seed in order to assuring quality of breeding.
IV. Content of the plan
1. Species
To develop breeding of 4 lobster species in the Central provinces, out of which, 2 key objects are cotton lobster (Panulirus ornatus) and green lobster (P. hormarus). Other lobster species are red lobster (P. longipes) and bamboo lobster (P.polyphagus).
2. Forms of breeding
2.1. From now to 2020:
Breeding lobster by floating cages in bays and coastal water which are not subject to large waves or floods.
2.2. Orientation to 2020 - 2030:
- Lobster breeding by floating cages in bays, coastal water.
- Farming of lobsters on the banks in water reusing circulatory system.
3. Commercial breeding area, output
3.1. Quang Binh province
Orientation in a period of 2020 - 2030: breeding on the offshore in Quang Trach district; ground area of ​​20 hectares; output of 60 tons / year.
3.2. Da Nang city
- From now to 2020: breeding by cage in Son Tra peninsula with cage volume of 5,000 m3, output of 10 tonnes / year.
- Orientation to 2020 - 2030: maintaining status quo of existing cage breeding area.
3.3. Quang Nam province
Orientation 2020 - 2030: Raising in offshore area in Nui Thanh district; ground area of ​​20 hectares; output of 60 tons / year.
3.4. Quang Ngai province
- From now to 2020: breeding by cage in Ly Son island district; 20,000 m3 volume of cages; output of 40 tons / year.
- Orientation to 2020 - 2030: maintaining status quo of existing cage. Developing onshore aquaculture development in Binh Son district (Binh Thuan commune); ground area of ​​20 hectares; output of 60 tons / year.
3.5. Binh Dinh province
- From now to 2020: breeding by cage in Nhon Chau commune, Quy Nhon city; cage volume of 5,000 m3; output of 12 tons/year.
- Orientation to 2020 - 2030: breeding by cage in Nhon Chau commune, Quy Nhon city with cage volume of 7,500 m3; output of 15 tons / year. Developing onshore aquaculture breeding in Phu My District; ground area of ​​20 hectares; output of 60 tons / year.
3.6. Phu Yen province
- From now to 2020: breeding by cage in Xuan Dai bay and Cu Mong lagoon in Song Cau town, cage volume of 450,000 m3. Offshore sea water breeding in Tuy An district with cage volume of 25,000 m3. Total cage volume in Phu Yen province in bays and coastal waters is 475,000 m3 with output of 950 tons / year.
- Orientation to 2020 - 2030: maintaining status quo of existing cage breeding. Developing onshore aquaculture breeding in Song Cau town (Xuan Hoa, Xuan Hai commune) and Tuy An district (An Hai commune); ground area of ​​40 hectares; output of 120 tons / year.
3.7. Khanh Hoa province
- From now to 2020: breeding by cage in Cam Ranh bay, Van Ninh district, Van Phong Bay and Nha Trang Bay; cage volume of 415,000 m3 ; output of 770 tons / year.
- Orientation to 2020 - 2030: maintaining status quo of existing cage breeding. Developing offshore aquaculture breeding in Van Ninh district; ground area of ​​20 hectares; output of 60 tons / year. Developing high-tech cage breeding in northern coastal area of Cam Ranh peninsula; cage volume of 20,000 m3; output of 160 tons / year.
3.8. Ninh Thuan province
- From now to 2020: breeding cage in the gulf of Phan Rang, Ninh Hai district (planning area of C1, C2); cage volume of 75,000 m3; output of 150 tons / year.
- Orientation to 2020 - 2030: maintaining status quo of existing cage breeding. Developing onshore aquaculture breeding in An Hai commune, Ninh Phuoc district; ground area of ​​20 hectares; output of 60 tons / year.
3.9. Binh Thuan province        
- From now to 2020: breeding cage at Phu Quy island; cage volume of 4,000 m3; output of 8 tons / year.
- Orientation to 2020 - 2030: maintaining status quo of existing cage breeding. Developing new technologies cage breeding in coastal waters of Phu Quy island; cage volume of 20,000 m3; output of 100 tons / year.
4. Variety plan
- By 2020, seed demand for production is 4.5 million units including domestic exploitation and import. Breeding seed focuses in provinces of Quang Binh, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan which provide s70-80% seed demand.
- By 2030, seed demand for production is 5.5 million units; out of which, 4.5 million seed from domestic exploitation and imports. Producing 1.0 million artificial lobster units in provinces of Phu Yen, Khanh Hoa and Ninh Thuan.
5. List of implementation priority projects
5.1. About resources and breeding
- To research environment and resources of lobster to serve seed lobster resources.
- To improve hatchery technology. Developing technology, building model of lobster hatchery with high survival rate, disease-risk, high economic efficiency.
- To develop production technology of artificial seed lobsters.
5.2. Food, disease and environmental management
- To research on improving efficiency of fresh feed using for cage lobster; researching to raise efficiency of industrial food for lobster in tank and onshore.
- To study and formulate measures for effective disease prevention in lobsters.
5.3. High-tech farming to ensure food safety
To deploy lobster model by cage in coastal seawater; model of breeding by tank on shore applying water circulation technology.
6. Funding needs
Total amount of investment capital of priority projects in section 5 of this decision is VND 223 billion and being divided into two phases. From now to 2020, investing VND 72 billion, out of which, the State budget capital is VND 60 billion; orientation from 2020 to 2030, VND 151 billion, out of which, the State budget capital is VND 117 billion.
V. Key measures
1. Solution of policy mechanisms
1.1. To continue to implement issued policies and mechanisms on investment, credit to support to organizations and individuals which breeds seed, producing feed, breeding and processing lobster, supporting risks in production of seeds and lobster breeding; controlling environment, diseases, branding and trade promotion, ...
- The State budget invest in upgrading national seed centers; building essential technical facilities and works for concentrated lobster areas; investing in scientific research and importing new advanced technologies; collect, enter, keep seed; funding for trade promotion, branding and fisheries encouragement.
- The State budget support infrastructure construction for concentrated lobster areas applying high technology and producing prototype as stipulated in the Prime Minister’s Decision 2194 / QD-TTg dated 25/12/2009.
- To implement investment policies, regulations on exemption of land rent or water surface lease using for aquaculture seafood activities of households and individuals according to Decree 67/2014/ND-CP of the Government dated 07/07/2014.
- Organizations and individuals involving in development of aquaculture, hatchery, aquatic products processing have been awarded credit policy under Decree 55/2015/ND-CP of the Government dated 06/09/2015.
- Enterprises invests in raising and processing aquaculture products will enjoy preferential policies and additional investment supporting policies of State for enterprises investing in agriculture and rural development under the provisions of Decree 210/2013/ND-CP of the Government dated 19/12/2013. Applying laws on encouraging investment in all domestic and foreign economic sectors.
1.2. To give priorities in investing fresh food for cage breeding; researching to develop terrestrial animal forms; developing artificial breeding; finding measures for serious pathogens; applying land and water surface allocation policies for a long time, giving priority for organizations/individuals producing under model of enterprises in concentrated production areas.
Continuing to diversify mobilized sources associating with capital sources of implemented programs and projects to continue to invest in building infrastructure for development of seed production and lobster.
1.3. To research to add, complete mechanisms and policies on encouraging and support fisheries farmers to set up and organize cooperative economic models for lobster breeding; breeding farms applying advanced technology and environmental protection, resources such as: application of good aquaculture practice (VietGAP), waste water treatment, fresh water use savings ...; supporting enterprises to collect and process lobster, ensuring stable and profitable prices for farmers; developing policies to support lobster breeding in remote coastal and island areas...
2. Solutions to organize production
- Review and issue additional documents related to mining; storing and transporting lobster seed; the provisions on registration of hatcheries, grow-out, processing and consumption of products as the basis for management at the local level.
- The local detailed planning areas concentrated lobster; organize, rearrange the traditional lobster focus.
- Orientation of the participating organizations and individuals have registered lobster, was certified for the location, the area prescribed cages.
- Giao commune / ward coordinate with related units organize and manage the mining operations, shipping, local lobster.
- Organize, manage operations lobster includes community-based activities such as farming partition for communes, villages and households; household size of each animal; organized collection and disposal of production, domestic waste.
- Orientation attract businesses to participate in the production services provide food and breeding lobsters, lobster invested commercial enterprise scale; Priority organizational models link from hatcheries, feed production, mass production product consumption.
3. Solutions on science and technology and extension
- Develop and implement research programs divergence point is important to solve the problems of artificial lobster seed, grow-out feed, grow-out technology, environmental management and disease to reduce product costs, minimize risks.
- Mobilizing resources to organize research focused, long-term on the basis of cooperation with countries such as Australia, New Zealand, Norway or imported technology to proactively seed production of cotton and man-made technological lobster lobster on shore.
- Coordination between state, scientists and businesses to conduct research and apply the results of the study of fresh food production, food processing, industrial food production in commercial shrimp farming hum; construction technology process high quality nursing; construction process technology commercial lobster farming in coastal marine cage openings, raised in the circulatory system on shore.
- Develop standards and regulations for the lobster.
4. Solution for seed and resources
- Planning, managing to restore the marine protected areas and breeding grounds of lobsters in Vietnam, implement measures to prohibit exploitation of lobster parents in the breeding season; initiative hugging lobster eggs.
- Improve efficiency upgrades run the same phase lobster white shrimp to breed technical according lobster hatchery.
- Step by step approach and proactive artificial hatchery lobsters in Vietnam cotton through research, technology import.
5. Environmental Solutions and disease

- Strengthen management, quality inspection and quarantine lobster.
6. Solutions to market and trade promotion
- To organize production according to the standard lobster orientation ensure traceability, food safety; combining information and communication to promote the image, market research to gradually Vietnam lobster brand.
- Attracting the participation units distribution system construction fresh lobster includes purchasing point, kept in intensive breeding areas; the transit point before distribution to clean shrimp products, quality assurance.
- Strengthening of trade promotion, in close cooperation with traditional market research and expand into new markets.
7. Solutions training and human resource development
- Standardize the documents of lobster including resource management; commercial farming techniques to meet the training needs of farmers.
- Strengthening the Research Institute, University through facilities equipped, collaborative research on seed production; diagnosis, testing dangerous pathogens; technology lobster grow-out.
8. capital solutions, investment
Implementing public-private partnership, attracting investment from all economic sectors. State investment focus from the state budget for experimental research project produced the larval stage; seed; partial support to businesses to import technology, technology transfer and raising artificial hatchery lobsters.
VI. Organizing implementation
1. General Department of Fisheries
- Advise building regulations on the management of lobster breeding and feeding, treatment and rehabilitation of the environment and facility standards for lobster.
- To guide local development planning review lobster breeding area planning, organization of production, ensuring consistent with objective of this planning orientation.
- Organizing the inspection, monitoring and evaluation of the implementation plan and proposed additional planned adjustment lobster.
2. Units of the Ministry                               
- DAH: Advising building regulations to ensure safety conditions and veterinary hygiene, disease prevention, medication management, quarantine for hatcheries, lobster base; implement quarantine breed lobsters.
- Department of International Cooperation: To advise the Ministry of strengthening research collaboration and technology transfer with international partners on breeding and lobster.
- The Department of Science, Technology and Environment: Recommended scientific tasks, norms and standards related to lobsters.
- The Department of Planning and Finance Department: Summary of Investment Portfolio of the central budget, and coordinate with the ministries to allocate capital development planning implementation lobster.
3. The People's Committees of provinces and central coastal city
- To direct the specialized agencies to review, construction, additional detailed planning of local lobster; reorganize production towards promoting the advantages, potential of the locality; construction and implementation of programs / projects and implementing development planning lobster within local matching plan approved in this Decision.
- To organize the inspection and supervision of the implementation in the province, ensuring the correct deployment planning objective, orientation and strict management; promptly report proposed adjustments and additional planned accordingly practical production.
