I. Objects and scope
1. Objects of this plan includes public organizations of science and technology founded by the National Assembly, Standing Committee of the National Assembly, the Government, the People's Supreme Court, the People's Supreme Procuracy, the Prime Minister, ministers, heads of ministerial-level agencies, heads of government agencies, Chairman of people's Committees of centrally-run provinces and cities which decide to establish and invest in accordance with the law.
2. Plan of university education establishments which comply with legal regulations of university education.
3. Public organizations of science and technology under Ministry of National Defense, Ministry of Public Security, political organizations, social - political organizations comply with other regulations.
II. Viewpoints

1. Network of public scientific and technology organizations ensure unified, synchronized, reasonable scale and structure in organizations and personnel, in accordance with investment possibilities of the State budget, satisfying demands of development of science and technology.
2. Plan on network of public science and technology organizations must be in consistent with process of restructuring of science and technology field; renovating strongly and synchronously in organization, mechanism of science and technology operation management; focusing on investing and developing capacity of a number of priority science and technology organization to achieve level of the region and the world.

3. To strengthen decentralization of public science and technology organizations, uphold authority and responsibilities of heads of ministries, branches and localities. Promoting implementation of autonomy mechanisms and gradually socialize activities of public science and technology organizations.
III. Objectives
1. To sort and consolidate and accelerate restructuring to improve capacity and effectiveness of public organizations of science and technology, by 2030 decreasing approximately 30% of total numbers of organizations.

2. To focus on investment and development of organizations which operates priority and key fields of science and technology in which Vietnam has advantage, by 2020, having about 15 science and technology organizations, by 2030 having 30 science and technology organizations reaching qualifications of the region and the world.
3. By 2020, about 55% of researchers of public science and technology organizations has degree of master or higher, out of which at least 20% of the doctorate. By 2030, approximately 70% of researcher public science and technology organizations have degrees of master, out of which at least 30% of the doctorate.

IV. Content of this plan
1. Period of 2016-2020
1.1. Organizations of strategy, policy and technique economic norms research which are dicided to establish by National Assembly, Standing Committee of National Assembly, the Government, the People's Supreme Court, the People's Supreme Procuracy, Prime Minister under the Standing Committee of the National Assembly, the People's Supreme Court, People's Supreme Procuracy; ministries, ministerial-level agencies have 01 organizzations, Ministry of Industry and Trade and Ministry of Planning and Investment has 02 organizations.
1.2. Basic research organizations, application research, science and technology services organizations under ministries, government agencies and 02 National University which were decided to establish by the Government, the Prime Minister including :
- 08 organizations under the Ministry of Industry and Trade;
- 01 organizations under the Ministry of Labour - Invalids and Social Affairs;
- 01 organizations under the Ministry of Transport;

- 05 organizations under the Ministry of Construction;
- 01 organizations under the Ministry of Information and Communications;
- 03 organizations under the Ministry of Education and Training;
- 10 organizations under the Ministry of Agriculture and Rural Development;
- 02 organizations under the Ministry of Planning and Investment;
- 01 organizations under the Ministry of the Interior Affair;
- 14 organizations under the Ministry of Health;
- 11 organizations under the Ministry of Science and Technology;
- 03 organizations under the Ministry of Culture, Sports and Tourism;
- 06 organizations under the Ministry of Natural Resources and Environment;
- 27 organizations under the Vietnam Academy of Science and Technology;
- 32 organizations under the Vietnam Academy of Social Sciences;
- 01 organizations under the Vietnam News Agency;
- 01 organizations affiliated Voice of Vietnam;
- 01 organizations under Vietnam Television;
- 01 organizations under Vietnam Social Insurance;
- 03 organizations under Ha Noi National University;
- 01 organizations under the National University of Ho Chi Minh City.
In a period of 2016 - 2020, ministries and agencies focuses on reviewing functions, tasks, organize structure of each above-mentioned science and technology organizations toward narrowing attached clues; accelerating implementation of mechanism of autonomy, gradually transforming eligible organization of applied research, science and technology service to operate under enterprises model or privatization.

1.3. Public science and technology organizations which were decided to established by ministers, heads of ministerial-level agencies, heads of government agencies, People's Committees of centrally-run provinces and cities shall be established to review, organize streamlined, overcoming duplication of functions and tasks. No new institutions established science and technology public; do not establish newly public science and technology organizations except special, absolutely necessary cases due to practical requirements. Continuing to strengthen public science and technology organization which operate effectively. Encouraging applied research institutions and science and technology services organizations transfer to fully autonomous model, operating under enterprise model. Gradually equitizing public science and technology organizations which are eligible under the provisions of law.
2. Period of 2021-2030
2.1. To promote restructuring network of public science and technology organizations towards reducing number of organizations, increasing size, capacity and performance of public science and technology organizations basing on mergerring or consolidation of duplicate functions organization and tasks; dissoluting organizations which operate inefficiently or unnecessary to maintain operations; equalizing organizations which are eligible or not necessary to maintain public form;

2.2. To adjust, distribute public science and technology organizations under research fields in accordance with specification and social economic development plan of each region or locality;
2.3. To continue to focus on investment in developing a number of public science and technology organizations in priority fields to reach level of region and the world.
V. IMPLEMENTING MEASURES
1. Mechanisms and policies
- Continue to improve policies and legislation on the operation mechanism of the organization of science and technology-public, public-private partnership mechanisms in scientific activities and technology.
- Develop and complete criteria for classification, rating, evaluation of the results, the performance of the organization of science and technology public, as a basis for investment priority for organizations works results, merger and dissolution of the organization less efficient operations.

2. On the organization and operation
- To review the functions and tasks of the organization of science and technology public of ministries, branches and localities to implement the restructuring under the planning aimed at reducing clues, overcoming duplication, spreading, duplicate the functions, tasks and areas of study, and in line with the restructuring process of science and technology.
- Promote the implementation of mechanisms for autonomy and operational transformation in the model of enterprise equitization scientific organizations and technology public.
3. In terms of human science and technology
- To evaluate and classify the quality of human science and technology to develop a plan of training, retraining, layout, rational use and efficiency of human resources, to meet the requirements of network development organizing scientific and technological public.
- Implement the training plan, fostering scientific and technological capacity; policies to attract, use and personal importance of scientific activities and technology. Attract human priority science and technology highly qualified scientific experts are Vietnam abroad, foreigners working in science and technology in Vietnam.
4. Investment and finance
- Priority investment from the State budget, capital funding deals and official development assistance to enhance the capability, capacity building institutions in the field of science and technology priorities, key which Vietnam has the strength to reach the level of the region and the world.
- To ensure proper allocation of investment targets for development of science and technology has been a competent authority for approval to invest in developing the institutions of science and technology public.
- Promote the mobilization of social resources, especially from the investment business for scientific activities and technology under the public-private partnership and other forms. Strengthening links, cooperation between scientific institutions and public technology together, now, with the other institutions in research, training, application and transfer of technology and innovation.
VI. IMPLEMENTATION
1. The Ministry of Science and Technology
- To guide the ministries, branches and localities to review, evaluate, classify and rank scientific organizations and technology companies established under management as a basis arrangement, amalgamation, merger, dissolution nest scientific and technological public in each period according to this planning.
- To monitor, inspect and evaluate the results of the implementation plan and periodically report to the Prime Minister.

2. The Ministry of Planning and Investment
Balance and allocate capital sources for development investment annually from the state budget and preferential loans, credit support capital development (ODA) to investment and development, capacity building for organizations scientific and technological public.
3. The Ministry of Finance
Balanced and arranged funding scientific career and technology every year to carry out this planning.
4. The Ministry of Interior
To coordinate with the Ministry of Science and Technology to guide ministries, branches and localities to implement the relevant content in the master plan.
5. The ministries, branches and localities
- Coordinate with the Ministry of Science and Technology to review, organize scientific institutions and technology attached public to fit this planning.
- Directing the scientific institutions and public technology under review, rearrange the member units in the streamlined clue, concentration of resources, avoid overlapping and duplication of functions and tasks , research area.
- Assess, classify, rank scientific institutions and public technology as a basis for development investment priorities of the institution operate effectively, merger and dissolution of the organization less efficient operations.
