DETAILED DEVELOPMENT PLAN ON INLAND WATERWAY TRAFFIC OF CA MAU PROVINCE TO 2020, ORIENTATON TO 2030

1. Viewpoints
- Communications and inland waterway play crucial role and is an integral part of socio economic development of Ca Mau province. Plan to ensure the fullest advantages of inland waterway transport in the province, effective combination of ports, terminals, warehouses, support and connect effectively with road transport, sea ;
- Development planning and inland waterway transport in the direction of Ca Mau province utilize the river network, the existing channels; at the same time, focusing on upgrading an affordable way to meet transportation needs, ensuring the traffic, unobstructed within between Ca Mau province and other provinces in the Mekong Delta region, characteristic especially areas in Ho Chi Minh city;
- Investment in infrastructure inland waterways linked to road networks, seaports constitute uninterrupted system. For crossing works to ensure appropriate technical requirements of inland waterway levels are planned;
- Promote the application of advanced science and technology, new technology, new materials in the field of design and construction. Attaches great importance to the development of human resources development needs of the industry;
- Diversification of investment sources (ODA capital sources, to develop the infrastructure. To encourage all economic sectors to invest in infrastructure and transportation business participation.
2. Objectives of plan
2.1. Common goal
- Meeting the needs of economic development - economic development of the Mekong Delta province of Ca Mau in general and in particular, to ensure sustainable development of the transport sector waterways;
- Develop a plan specific investment scale, technical level and propose solutions renovation and upgrading of rivers, main canals in the province to improve uninterrupted transport operators across provinces and support regional trucking; identify priority investment projects and interested in safety issues waterway.
2.2. Detail goal
- Economic Goals - Social: Further enhancing the role and economic efficiency of water transport by developing the capabilities of the online activities of local transport, connecting with intercity routes and with the national waterways. Planning rearranged based water transport channels, sourcing, travel volumes to layout and reasonable rehabilitation of infrastructure for transportation.
- Technical Objectives: To assess and rebuild water transport network in the provinces of Ca Mau and technical infrastructure in a reasonable manner in accordance with the technical level, according to the transport tasks to ensure the connection uninterrupted in the region, between regions with provinces in Mekong Delta region and the national economic areas, ensure smooth transportation, safety and efficiency.
- Goal management: Capacity building, the work force in professional management in order to improve organizational management apparatus, ensuring systematic, comprehensive and unified focus from central to local Phoenix. Create a legal environment as the basis gradual environmental improvement waters and riparian habitat areas, ensuring environmental sanitation canals, safety in inland waterway transport.
3. Content planning
3.1. Detailed planning flows inland waterways
3.1.1. The axis lines flow: As of 04 channels, waterways National and propose opening 01 axes Nam - Bodhi, namely:
- Route shaft 01: A system of corridors channels National Saigon - Ca Mau - Nam Can (via Xa No canal), 92.6 km long. Including rivers, following channels: Channel Trem Trem - Black Edge (Channel canal Make Tape), Trem River, Ong Doc River, Luong The Tran channel, Ganh Hao River, Bay Hap channels - Ganh Hao, Bay Hap River;
- Route shaft 02: A system of corridors channels National Ho Chi Minh City to Ca Mau; walking through Ca Mau province 14 km long canal Lieu - Ca Mau;
- Route shaft 03: A system of rivers and canals of the National corridors Rach - Ca Mau - the estuary Mr. Christian, 90.8 km long. Include the following channels: river of Trem, Ong Doc river;
- Route axis 04: Quan Lo Phung Hiep route connecting the provinces of Hau Giang, Soc Trang, Bac Lieu and Ca Mau; passage through the province of Ca Mau has a length of 14 km on the Quan Lo Phung Hiep canal;
- Route 05 axes: Route Nam - Bodhi, including the central line and local channels. The total route length is 75.5 km, including rivers: river of Nam - Rach Tau, Cua Lon river, Bo river.

- Route branch 01: Tac Thu - Ganh Hao, 38.3 km long, including rivers: River Tac Thu, Ganh Hao River;
- Route branch 02: Channel Tac Van, 9.4 km long;
- Route 03 branches: Rach Arab - Five-Based - Root canal, 85.0 km long, including the following channels: Rach Arab River - Dam Cung, Nam Tac channel, Rach Root River;
- Route 04 branch: Song Cai Tau - Measures II, 45.0 km long;
- Route 05 branches: River Dam Doi, 47.5 km long;
- Route 06 branches: Dam Birds - Ganh Hao, 52.0 km long, including channels: Bird River Dam, canal Co., Channel Six East, Hamlet Hap River;
- Route branch 07: The Right - Channel 17, 27.5 km long, including channels: Song Cai Soon, Channel 17;
- Route branch 08: The Candy - Bao Chau, 56.0 km long, including the following channels: Channel Marketing Candy - Cai Doi Vam, Bao Chau River;
- Route 09 branches: Channel canal Use District, 13.0 km long;
- Route branch 10: The Draft Canal, 11.0 km long.
3.1.3. The route proposed supporting new open
Thi Candy canals - Tho Mai, 15.5 km long, including channels: Channel Tho Mai Thi Candy channels.
3.1.4. Inland waterways managed by the district
Planning included technical level inland waterway for 115 rivers, canals with a total length of 1,201 km in the districts and the city of Ca Mau. Irrigation channels served by the irrigation sector management combined with water traffic from time to time in order to enhance the conditions to exploit the availability of transport infrastructure and irrigation.
3.2. Planning system signal buoys inland waterway
3.2.1. For inland waterways managed by the central government have been equipped with buoys and signals, signal planned to be modernized step by step according to the plan each rivers, channels, and each project central detail.
3.2.2. For inland waterways managed by the province oriented 2020 system is equipped with buoys and waterway traffic signs full accordance with industry standards (NTR 39: 2011 / BGTVT).
3.2.3. For inland waterways managed by the district level, gradually equipped with buoys, signaling towards the main priority routes.
3.3. Update seaport system planning
Planning to 2020 and orientations to 2030 Ca Mau province has 02 major ports as follows:
- Nam Can Port: The position on the left bank of the river Cua Lon, Nam Can town, flows into the harbor through the door into the East Sea Bodhi 46,8km long. Immediate construction of 01 new 100m long berth (replacing buoys connected), intensive investment, overtime and enhanced repository technology equipment unloading. By 2020, building a 140m long berths, throughput capacity reaches 2 to 2.5 million tons / year, 5,000 DWT ship size reception area of ​​9.2 ha building.
- Hon Khoai synthetic Seaports: Port Project Hon Khoai is located in the southeast region Hon Khoai island, Ngoc Hien district, Ca Mau province. Project scope includes 24 berths, including 12 berths for vessels of 250,000 tons and 12 berths for ships forward from 50,000 to 100,000 tons.
3.4. Planning inland waterway ports
System planning inland waterway ports updated with Decision No. 1108 / QD-BGTVT 04.26.2013 of the Minister of Transport to approve the detailed planning system of inland waterway port area south to 2020 and orientations to 2030. Accordingly, the province of Ca Mau has 03 cargo port, 03 port and 02 port passengers specialized.
3.4.1. System cargo port
- Port Ong Doc: Location on the southside of the river Ong Doc, Doc Rivers of IPs, Tran Van Thoi district. Capable of receiving ships of 1,000 tonnes payload, capacity through 2020 of 400,000 tonnes / year; 2030 reached 700,000 tons / year.
- Port of unloading Ca Mau: Capable of receiving ships of 1,000 tonnes payload, capacity through 2020 to reach 300,000 tonnes / year; 2030 reached 600,000 tons / year.
- Fishing Port Ca Mau: Located in the city of Ca Mau, 42.000m2 area, capacity is 200,000 tonnes / year, capable of receiving the largest ships to 500 tons.
3.4.2. System passenger port
- Port Ca Mau hotel: Capable of receiving ships of 100 seats, the capacity through 2020, 4.0 million passengers / year; 2030 reached 5.5 million passengers / year.
- Guest Nam Can Port: Capable of receiving ships of 100 seats, the capacity through 2020, 1.5 million passengers / year; 2030 reached 2.3 million passengers / year.
- Port visitors Ong Doc: Capable of receiving ships of 100 seats, the capacity through 2020, 1.5 million passengers / year; 2030 reached 2.1 million passengers / year.
3.4.3. Specialized port system
- Ca Mau Gas-Power Port: Locations in Khanh An commune, U Minh district, capable of receiving ships of 2,000 tons, achieving throughput capacity of 800,000 tonnes / year.
- Port petroleum storage Tac Van: Capable of receiving ships of 300 tons, capacity reaching 250,000 through tons / year.
3.5. Planning system inland wharves, river passenger terminal
Advanced content planning cargo inland wharves, terminals and inland waterway passengers, travel terminals, river passenger terminal with Decision No. 1822 / QD-Committee dated 05/12/2014 of the Chairman of the approving inland wharves, river passenger terminal in the province of Ca Mau 2020 and orientations to 2030.
4. The capital and capital structure
4.1. Capital funds and divergence
- From now to 2020: Total investment is needed at this stage is 124.2 billion per year on average need about 24.8 billion;

4.2. Capital structure
- Dredge and channel management of rivers: Budget 100%;
- Construction of the marina district hotel: Budget 60%, 40% socializing;
- Construction of a general wharf cargo: Budget ground infrastructure investments 40%, the remaining 60% of socialization;
- Build up and down cargo terminals communal: Socializing 100%;
- Develop cross-river passenger terminal: Socializing 100%.
5. Mechanisms and policies and the implementation of the planning solution
- Policies to mobilize investment capital;
- Solution using investment capital;
- Solutions and policies on science and technology and environmental protection:
- Solutions, policy development of human resources;
- The solutions to cope with climate change and sea level rise.
6. Implementation
- Communications and Transport Department shall, in coordination with other offices of the provincial and district People's Committee, the city of Ca Mau announcement and implementation planning as prescribed; regularly monitor, synthesize and report the results of the implementation plan of the PPC to consider directing;
- For delivery by the central stretch of the provincial management (Ganh Hao river, canal Quan Lo - Phung Hiep Bac Lieu canal Canal - Ca Mau), while investment in the construction of bridges, if any difficulties problems and suggested the Department of transport, Department of Construction, the people's Committee of Ca Mau city promptly reported the provincial people's Committee to consider static navigational adjustments to suit specific transport systems urban.
