DEVELOPMENT PLAN ON HIGH SPEED ROAD NETWORK OF VIETNAM TO 2020, ORIENTATION TO 2030

I. Viewpoints:
- Development plan on high speed road in accordance with socio economic development strategy, plan on transportation development of the contry and long-term development plan of the country.
- Expressway network includes spindle with high vehicle traffic, linked to the road network, the infrastructure of other transport modes in order to exploit synchronous, active and efficient services transport in economic development. While taking the connection with highway systems of the countries in the region to actively cooperate, regional integration and international.
- Promoting the application of science and technology advances, new technologies, new materials in the field of consultancy, construction, management and exploitation of the limited objective of environmental pollution and save energy.
- Mobilize all resources at home and abroad to invest in developing high-speed road network in many forms.
- Planning the national highway as the basis for determining investment funds, land funds and progress in implementing the expressway project between now and 2020, 2030 and the following years.
II. Target:
- Quickly network formed national highway, ensuring the connection of key economic centers, the main gate, the important traffic hub with major transport demand, high speed. In particular, focus on building roads north-south highway, the priority of the highway connecting the major cities (Hanoi, Ho Chi Minh City, Da Nang), the largest online seaports.
- Create a high ability to link with the modern modes of transport other regional integration and international.
- Expressways are set separately but must be linked to the existing road network, ensuring that the environment and the landscape.
- To contribute to solving traffic congestion, primarily in big cities such as Hanoi and Ho Chi Minh City.
- The highway is planned in the master plan complete with scale, but in the process made possible divergence built to match traffic flow and ability to raise capital, but must proceed fund managers to restrict land clearance costs later.
III. Development plan on high speed road network in Vietnam:
Based on the forecast transport demand, driven economic development - society of the country in 2030; oriented economic development of four key economic region; strategic transport development till 2020 and orientations to 2030, planning to establish high-speed road network consists of 21 online Vietnam with a total length of 6,411 km, including:
1. North-south high speed road
02 routes with a total length of around 3,083 kilometers:
- The motorway North - South East, a total length of 1,814 km.
- The motorway North - South West, a total length of 1,269 km.
2. Highway system in the north
14 radial highway connecting Hanoi with a total length of 1,368 km, as follows:
+ The motorway Hanoi - Bac Giang - Lang Son, 143 km long;
+ The motorway Hanoi - Haiphong, 105 km long;
+ The motorway Hanoi - Vietnam Tri (Phu Tho) - Lao Cai, 264 km long;
+ The motorway Hanoi - Thai Nguyen, 62 km long;
+ Taiyuan expressway - New Market (Bac Kan) - Bac Kan, 43 km long;
+ At Lang (Hanoi) - Hoa Lac (Hanoi), 30 km long;
+ Hoa Lac expressway (Hanoi) - Peace, 26 km long;
+ At Noi Bai (Hanoi) - Bac Ninh - Ha Long (Quang Ninh), 176 km long;
+ The motorway Ha Long (Quang Ninh) - Mong Cai (Quang Ninh), 128 km long;
+ The motorway Ninh Binh - Hai Phong - Quang Ninh, 160 km long;
+ The motorway Dong Dang (Lang Son) - Tra Linh (Cao Bang), 144 km long;
+ The motorway Doan Hung (Phu Tho) - Tuyen Quang, 18 km long;
+ The motorway Ben (Peace) - US Yen (Hung Yen), 35 km long;
+ The motorway Phu Ly (Ha Nam) - Nam Dinh, 25 km long.
3. System of high speed road in central region and central highlands:
Consists of 03 routes with a total length of 264 km, as follows:
+ The motorway Hong Linh (Ha Linh) - Huong Son (Ha Tinh province), 34 km long;
+ The motorway Cam Lo (Quang Tri) - Lao Bao (Quang Tri), 70 km long;
+ The motorway Quy Nhon (Binh Dinh) - Pleiku (Gia Lai), 160 km long.
4. System of high speed road in south region
Consists of 07 routes with a total length of 983 km, as follows:
+ The motorway Bien Hoa (Dong Nai) - Phu My (Ba Ria - Vung Tau) - Vung Tau (Ba Ria - Vung Tau), 76 km long;
+ At Dau Giay (Dong Nai) - Lien Khuong (Lam Dong) - Da Lat (Lam Dong), 208 km long;
+ The motorway Ho Chi Minh City - Dau (Pacific) - Chon Thanh (Binh Phuoc), 69 km long;
+ The motorway Ho Chi Minh City - Moc Bai (Tay Ninh), 55 km long;
+ The motorway Chau Doc (An Giang) - Can Tho - Soc Trang province, 200 km long;
+ The motorway Ha Tien (Kien Giang) - Rach Gia (Kien Giang) - Bac Lieu, 225 km long;
+ The motorway Tho - Ca Mau, 150 km long.
5. System of high-speed ring road in city of Hanoi and Ho Chi Minh City
- Hanoi City:
+ Belt 3, 54 km long;
Belt + 4, 125 km long;
Belt + 5, the long 246 km (total length of belt 5 - Long-Hanoi 331.5 km).
- Ho Chi Minh City:
+ Belt 3, 89 km long;
Belt + 4, 198 km long.
In the course of implementing the plan, based on actual demand for resources, the need for transport will make investment research several expressways, including the following priority routes: Ha Giang - Tuyen Quang ; Lai Chau - Bao Ha (Lao Cai); Hoa Binh - Son La - Dien Bien; Pleiku (Gia Lai) - Border Le Thanh (Gia Lai); Chon Thanh (Binh Phuoc) - Hoa Lu border gate (Binh Phuoc); Thanh Thuy (Nghe An) - to Rome (Nghe An); Cao Bo intersections (Ninh Binh) - Long Thinh (Nam Dinh).
IV. Land fund:
Total land for construction of high-speed roads under the Planning About 42 043 ha of which were occupied area of ​​roads have been built around 8688 ha, the area must be added about 33 355 ha (including agricultural land area about 16 402 hectares estimated). Details occupied area of ​​each expressway shown in Annex II.
V. Mechanisms and policies:
1. Investment
Invested construction expressway system was mobilized from the following sources:
- Investment capital from the state budget in the form of government loans or guarantees for loans, issuing bonds ... prioritize projects using the State budget capital support for projects less attractive for financially but bring economic benefits - social, security and defense.
- Mobilize all resources, continue to improve the mechanisms and policies to attract investment from all economic sectors, including foreign investors to invest in development of highways under Challenges for public private partnership (PPP) as BOT, BT and BTO ... Amendment of the regulations on financial support policies, taxes, rates, charges and fees, franchisors to increase their trade projects and responsibilities of user contributions, to ensure the interests of the investor satisfactory.
- Promote the mobilization of donors to continue providing ODA to develop highways, especially the works are very pervasive, creating major breakthroughs. Need to calculate carefully, with appropriate steps to promote efficiency PPP model between enterprises with foreign investment for financing from foreign countries and international organizations.
2. Application of advanced science and technology
- Construction and completion of regulations, standards and economic norms, techniques in the fields of surveying, design, construction, testing, maintenance ... highway.
- Encourage the application of new technologies, new materials in the construction of highways. Application of advanced technology on organizational management - construction - exploitation: The traffic safety equipment; information technology in the executive, management and exploitation.
- Capacity building research institutes, experimental centers, testing in the transportation industry.
3. Management organisation
- The Ministry of Transport is the State management agencies in the construction and exploitation of highway networks on a national scale.
- To manage the whole network share a high-speed road, construction of 03 regional Operations Center in the North, Central and South. The Operations Centre, the region associated with the Executive of the General Administration sections to monitor management activities across the entire network operators expressway Vietnam.
4. Develop comprehensive policies to implement the Master Plan
- The creation of an equal competitive environment of the investors.
- Environmental protection policy in the development of high-speed road.
- Policy on Human Resource Development: Expanding the form of training at home and abroad for the construction, management and exploitation of highways.
V. Implementation
1. Ministry of Transport:
- Responsible for managing and implementing development planning expressway network Vietnam until 2020 and orientations to 2030.
- Acquiring the opinions of Ministry of Natural Resources and Environment and the ministries, branches and localities concerned about environmental protection measures during the implementation of the planning.
- Studying the formation of appropriate organizational model for investment management, construction and exploitation of highway systems.
2. The ministries and agencies:
According to the functions, duties and powers of their responsibility and coordinate with the Ministry of Transport and the People's Committees of provinces and cities made the target of the plan, to ensure consistency, consistency with the implementation of economic development strategies - social Vietnam until 2020 and orientations to 2030, the economic development plan - industry and economic conditions of each locality.
3. The People's Committees of provinces and cities involved:
- Coordinate with the Ministry of Transport and the ministries concerned to implement the construction of high-speed roads.
- Conduct a review and adjustment of planning, the project on the local areas in line with the contents of this planning.
- To approve, under the authority decides to convert the land use purpose to construction of highways under the Land Law; strictly manage the land fund for implementing the master plan.
