Scheme on raising capacity of trade promotion information task in a period of 2016 - 2020

SCHEME ON RAISING CAPACITY OF TRADE PROMOTION INFORMATION TASK IN A PERIOD 2016 - 2020
I. VIEWPOINTS
1. To contribute to implement effectively and fulfill successfully objectives of development of market, export and import goods, strengthen and expand domestic market, closely linking between production and consumption of goods , strengthening goods supply and demand connection under approved strategies, schemes.
2. To renovate all aspects of trade promotion information work; maximizing efficient of using existing information infrastructure, giving priority to rent information technology services to serve trade promotion information work; promoting socialization of activities of trade promotion information supply.
3. To ensure that concerned State authorities, associations, enterprise, organizations and individuals at home and abroad which have demand will be allowed to access conveniently, exploit efficiently resources of trade promotion information.
II. Objectives of the scheme 
1. General objective
To implement synchronously measures in order to improve capacity and efficiency of trade promotion information task through innovation of models, methods, financing mechanisms on implementing trade promotion information; accelerating application of information technology, diversifying and improving quality of trade promotion information source to meet requirements of production and consumption of goods and services; enhancing training, improving quality of human resources working in trade promotion information task; mobilizing maximum all of resources, giving priority to non-State resources to serve trade promotion information task.
2. Specific objectives
- To build and operate smoothly system of databases and links, exchange of national trade promotion information. By 2020, 100% of domestic enterprises, organizations and individuals, foreign economic organizations, foreign traders which have demand are able to access and exploit sources of mainstream, quality trade promotion information; striving that 100% trade promotion agencies at central and local level, trade promotion agencies of Vietnam in foreign countries, business associations, agencies connect to system of link and exchange of national trade promotion information.
- To standardize training program, operational manual of trade promotion, skills of handling, aggregating, analyzing and providing trade promotion information. Combining traditional and online training methods for officers and staff working in trade promotion information task of trade promotion agencies at central and local levels, associations, enterprises, institutions and individuals which have demand. By 2020, striving that 100% of staff working in trade promotion information task in trade promotion agencies at central and local level, association will be trained professional skills to meet requirements of trade promotion information task.
- To sign agreements of cooperation and exchange of trade promotion information with foreign trade promotion organizations and other important trade and economic organizations to diversify and improve quality of trade promotion information.
- To mobilize maximum social resources to reduce proportion of funding from the State budget to total budget of trade promotion information. By 2020, proportion of socialized funding is over 50% of total funding of trade promotion information.
- To construct synchronously infrastructure of information technology including equipment and internet connections of trade promotion agencies at central and local levels, associations and enterprises which have demand to serve trade promotion information task.
III. Objects of the scheme
Objects of the scheme include:
1. Central and local trade promotion agencies.
2. Trade promotion agency of Vietnam in foreign countries.
3. Business associations, industries and enterprises, related organizations and individuals.
IV. Tasks and solutions of the scheme
1. Renewing model of implementing trade promotion information
- To build a database system of national trade promotion on basis of newly building and connecting, extracting information from related database system in order to create favorable conditions for management agencies, associations, enterprises, domestic and foreign countries, economic organizations and foreign trader ... to access and exploit.
- To organise to link, exchange national trade promotion information in order to establish mechanisms of collecting, exploiting, using and sharing trade promotion information to ensure unified, coordinated, efficient, engraving link disruptions, slow exchange of information between trade promotion organizations, related units and individuals.
- To support related organizations, units and individuals in connection, exchange and exploit trade promotion information.
2. Improving quality of human resources carrying out trade promotion information task
- To build and standardize training programs in professional skills, skills of trade promotion information, especially skills of handling, synthesis, analyzing and supplying trade promotion information; building process, operational manuals of trade promotion information.
- To organize professional training, skills of trade promotion information to officials and employees of trade promotion agencies at central and local levels, associations, enterprises, organizations and individuals which have demand to meet actual requirements.
- To develop online training system to diversify training methods, creating favorable conditions for organizations and individuals to enhance their professional skills, trade promotion information skill; overcoming limitations of traditional training methods.
3. Diversifying and improving quality of information trade promotion
- To promote collection and analysis of trade promotion information of trade promotion agencies in the country, the trade office, trade promotion representatives of Vietnam in foreign countries.
- To negotiate and sign cooperation agreements on trade promotion with organizations of economic, international trade, trade promotion organizations of other countries, first of all, key export markets of Vietnam, the country has signed or acceded to free trade agreements to which Vietnam is a member.
- To develop mechanisms, appropriate policies to promote activities of collecting, exchanging and trading trade promotion information of domestic and foreign economic, trade and specialized trade promotion organizations to update database of national trade promotion;
- To develop thematic reports of trade promotion for each market, commodities, products to provide for associations, enterprises, institutions, individuals and domestic and foreign partners.
- Classifying trade promotion information under nature of information, market, industries in line with practice requirements.
4. Renewing financial mechanism for trade promotion information task
- To research and gradually transfer service of providing trade promotion information to be public services in accordance with current law.
- To step up socialization of trade promotion information task; encouraging organizations and individuals to invest in building software to collect, process information of trade promotion, online training systems in accordance with current law.
- To give priority to hire services, information technology infrastructure in accordance with the law.
5. Increasing investment, improvement of technical infrastructure, information technology for trade promotion information task
- To review and assess situation of specific technical infrastructure, information technology for trade promotion information task of local trade promotion agencies.
- To develop plan of linkage between local and central trade promotion agencies, associations, enterprises to collect, store, provide trade promotion information.
- To invest in equipment and machinery, completing technical infrastructure, information technology for trade promotion information task.
V. Fund source of the scheme
1. Fund sources:
- Fund for implementation of the scheme is guaranteed from the state budget; contributions from domestic and foreign organizations; socialization resources and other lawful collection sources in accordance with current law.
- Funding for the implementation of the tasks, the solutions of the Scheme from the State budget resources allocated in the annual budget of the Ministry of Industry and Trade, relevant ministries, agencies under provisions of current law.
2. Principles for management and use of funds:                                                    
- Agencies and units using budget funds are responsibile for setting up account and submitting to competent authorities for approval and management, useing in accordance with the provisions of law.
- Units in charge of implementing measures set in the scheme are responsible for mobilizing legal financial resources, combining with state budget to ensure that implementation of the scheme will be consistent with actual conditions and in compliance with provision of current law.
- Các cơ quan quản lý nhà nước, tổ chức, đơn vị phối hợp với Bộ Công Thương đề xuất các hoạt động phù hợp với nhiệm vụ, giải pháp của Đề án; dự toán kinh phí trình cấp có thẩm quyền xem xét, quyết định theo phân cấp quản lý ngân sách nhà nước và các quy định của pháp luật hiện hành.
- Các tổ chức, cá nhân, doanh nghiệp có năng lực, điều kiện phù hợp đóng góp kinh phí và được khai thác, hưởng lợi ích từ các hoạt động trong khuôn khổ Đề án theo quy định của pháp luật hiện hành.
- The management of state agencies, organizations and units to coordinate with the Ministry of Industry and Trade proposed activities consistent with the mission, the solution of the scheme; cost estimates for the competent authority to consider and decide by decentralized state budget and the provisions of the current law.
- Organizations, individuals and businesses have the capacity, suitable conditions contribute funding and to exploit and benefit from the activities in the framework of the scheme under the provisions of the current law.
VI. IMPLEMENTATION
1. Ministry of Industry and Trade
- Lead and coordinate with the State management agencies, organizations, units and individuals involved in implementing this scheme.
- Guidelines for State management agencies, organizations, units and individuals involved to build active content suited to the task, the solution of the scheme; synthesis and issued plans, the schedule on the contents of the tasks, the solution of the Scheme.
- Lead and coordinate with the Ministry of Finance building operation regulation of the system databases, links, information exchange trade promotion, online training systems within the framework of this scheme.
- Review, modify, supplement and perfect the legal documents, statutes, regulations create a legal framework for the deployment, implementation of the Scheme; research, policy recommendations, specific regulations on the activities of trade promotion information ensuring effective implementation of the tasks, the solution of the Scheme.
- Organization survey of information technology infrastructure of the trade promotion organizations Central Government, local authorities and associations. On that basis, in collaboration with the ministries concerned establish synchronization infrastructure underlying the information technology of the trade promotion agencies at the central, local and abroad, ensuring perform the tasks, the solution of the scheme.
- Propaganda, introduce, promote content, the solution of the scheme to the Vietnam business community, organizations, state management agencies of the central and local level; integrated matching activities, trade promotion events other to ensure efficient and economical.
- Lead and coordinate with relevant agencies to supervise, inspect and supervise the implementation of the scheme. Organizational review, evaluate and report to the Prime Minister the results of implementation of the scheme, proposed orientations, tasks and measures to implement the scheme in the next stage.
2. The Ministry of Finance
- Coordinate with the Ministry of Industry and Trade building operation regulation of the system databases, links, information exchange trade promotion, online training systems within the framework of this scheme.
- Guidance and arrange the annual budget for the Ministry of Industry and Trade, the agencies and relevant units to implement the contents of the operation of the scheme in accordance with the law.
3. The ministries, branches and localities;
- Coordinate with the Ministry of Industry and Trade Research, suggest relevant content appropriate to the task, the solution of the scheme to synthesize MOIT, issued plans and roadmap for implementation of the scheme.
- To develop and implement the tasks and solutions under the authority of the scheme, in line with the actual conditions of the bodies, local and planning, roadmap implementation of the Scheme by the Ministry of Industry and Trade promulgate.
4. The associations, businesses, organizations and individuals involved
- To coordinate with the Ministry of Industry and Trade in organizing the effective implementation of the contents, the solution of the Scheme.
- Propose content activities to contribute to improving the communication capacities of trade promotion.
