Strategy on cultural industry development of Vietnam to 2020, vision to 2030

STRATEGY ON CULTURAL INDUSTRY DEVELOPMENT OF VIETNAM TO 2020, VISION TO 2030

I. Viewpoints
1. Cultural industry is an important component of national economy. The State shall create favorable conditions to attract maximum resources from enterprises and society to develop cultural industry.
2. To develop cultural industry that bases on innovation, science and technology and intellectual property rights; maximizing economic factors of cultural values.
3. To develop cultural industry with key points, a roadmap towards professional, modern trend, promoting advantages of Vietnam, in accordance with basic laws of market economy; placing in overall plan on socio economic development, ensure consistency and coordination between sectors and stages of creation, production, distribution, dissemination and consumption.
4. Development of cultural industry must be in connection with country's image, and people of Vietnam, contributing to protect and promote national cultural identity in process of exchanges, integration and international cooperation.
II. Target                                
1. General objective
Development of cultural industry of Vietnam include: advertisement; architecture; software and game entertainment; crafts; design; film; publish; fashion; performance arts; fine art, photography and exhibitions; TV and radio; cultural tourism become importance service economic sectors, developing markedly in quality and quantity, contributing positively to economic growth and job creation through production of more and more products and diverse, high quality cultural services, meet needs of innovation, enjoyment, culture consumption of the people in country and for export; contributing to promote image of the country and people of Vietnam; establishing trademark products and culture service; giving priority to develop sectors of Vietnam those have many advantages, potentials.
2. Key objectives                                    
2.1. Key objectives to 2020
- Strive that turnover of cultural industry will contribute about 3% of GDP and create more jobs for the society, out of which, specific contribution of sectors as follows:
+ Film industry reaches about US$ 150 million (Vietnamese film turnover reaches about USD 50 million);
+ Performance art industry reaches about US$ 16 million;
+ Arts industry, photographic and exhibition reaches about USD 80 million;
+ Advertisement industry (television, radio, newspapers, magazines, internet and outdoor advertisement) reaches about USD 1,500 million;
+ Cultural tourism industry accounts for 10-15% of total turnover of USD 18,000-19,000 million from tourists.
- Focusing on developing a number of existing industry which have advantages, potential, including: Cinema; Performing Arts; advertisement; crafts; software and game entertainment; TV and radio; fashion; cultural tourism.
- Having orientation and gradually developing sectors: architecture; design; publish; fine art, photography and exhibitions become important service economic sectors, contributing positively and effectively to socio economic development of the country.
2.2. Key objectives to 2030
- Strive that turnover of cultural industries contribute 7% of GDP and continue to create more jobs for the society, out of which, contribution of specific sectors as follows:
+ Film industry reaches about USD 250 million (Vietnamese film turnover reaches about USD 125 million);
+ Performing arts industry reaches about USD 31 million;
+ Arts industry, photographic and exhibition reaches about USD 125 million;
+ Advertisement sector (television, radio, newspapers, magazines, internet and outdoor advertising) reaches about USD 3.200 million;
+ Cultural tourism industry accounts for 15-20% of total revenue of USD 40,000 million from tourists.
- To develop diversified, integrated and modern all cultural industries in a sustainable way, applied advanced technologies; products, cultural services have prestigious brands in region and international arena, reaching standards of developed countries and participate deeply in global value chain of products, culture services.
III. Tasks and solutions
1. Joint tasks and solutions on development of cultural industries
1.1. Promoting education, raising awareness
- To promote communication, raising awareness and responsibility of all levels, branches, localities and entire society about position and role of cultural industries in socio-economic development; raising awareness of enterprises in cultural investment as part of business strategy and demonstration of social and community responsibility;
- To mobilize wide, effective participation of mass media in propagating and disseminating the Party's guidelines, laws and policies of the State on development of cultural industries.
1.2. Completing mechanisms and policies
- To develop and supplement and perfect mechanisms and policies to develop cultural industry in a new period in order to improve business conditions of products, service of culture, improving efficiency of enforcement of intellectual property and related rights, promoting healthy competition in market; preferential policies on financing, taxation, land, encouraging creativity for startup artists, enterprises;
- To review, adjust, add effective coordination mechanism among ministries and agencies, ensuring uniform to avoid overlapping and duplication in order to promote development of cultural industries; increasing decentralization of administrative system and step up activities of monitoring, supervising, inspecting duty performance;
- Strengthen organizational models, raising capacity of centers of copyright protection and service organizations of copyrights;
- Building a system of statistical indicators and a database of cultural industry;
- To continue to implement strategies, plans on development of sectors which have been approved by the competent authorities; proposing amendments and supplements as well as researching and proposing strategies, development plans for sectors which have no strategies and plans (if necessary).
1.3. Promoting development of human resources
- To develop a plan on development of human resources, promoting exchange of knowledge, raising professional capacity, training professional human resources for cultural industry;
- To renew content, training programs aiming at raising capacity and improving management skills, business skills in cultural industry; increasing collaboration and cooperation to boost university education establishments, research institutes to participate effectively in development of human resources in particular and development of cultural industry in general. Training and retraining staff of management and staff of enforcement of copyright and related rights; regular technical training on protection of copyright and effective copyright fee collection; forming team of professionals in cultural industry and field of copyright;
- To have appropriate remuneration to attract high-quality human resources, basic training with professional experience from countries with a high level of development of cultural industries to work in Vietnam.
1.4. Strengthening application of science and technology
- To apply science and technical achievements and modern technologies in creation, production, dissemination and storage of cultural products and improve quality of cultural services; implementing content innovation, operation mode of cultural industry associating with application of modern science and technology; enhancing scientific and technical content of production chain of products and services of cultural industry;
- To renovate and develop industries of manufacturing traditional products and services such as: printing, publishing, distribution, performing arts, film production, entertainment, advertising and exhibitions. Strengthening cooperation, taking advantage of technology, advanced technology from developed countries.
1.5. Attracting and supporting investment
- To develop incentive policies, promoting advocacy, promotion of investment development of cultural industries which have available advantages, potential such as cinema, performing arts, advertisement, crafts, software and game entertainment, television and radio, fashion, cultural tourism;
- To encourage domestic and foreign enterprises to increase investment in cultural creative activity, producing cultural products and services; developing enterprise network, out of which, forming consortiums of major cultural industries in fields of media, film, radio and television, software and online games;
- The State shall create favorable legal environment, support investment in human resource development, promotion and development of cultural market, creating market linkages of industries and regions, building national branding for cultural industries; diversifying investment models, especially model of public-private partnership (PPP); encouraging formation and development of investment funds in a cultural sector;
- Strengthening role of organizations and professional associations in investment, support development of creative activity, production, distribution, dissemination and consumption of cultural products and services.
1.6. Market development             
- Gradually setting up community of consumers of domestic cultural products and services through promotional activities, improving accessibility and use of cultural products and services of the people; promoting role of advocacy, education units and cultural organizations to develop the people and consumers about capacity of understanding, perception of cultural products and services;
- To renew production technology, raising production capacity and creativity of new cultural values, creating high quality cultural products and services to participate in domestic and international cultural market; building corporate branding, high quality cultural products and services;
- To mobilize resources of society to establish and develop three cultural industrial centers in Hanoi, Da Nang, Ho Chi Minh City and a number of centers associating with world cultural, natural heritages.
- To boost export of cultural products, services; building and developing market of cultural products and service of Vietnam in foreign countries. Having policies to support enterprises in process of participating in and development of international markets.
1.7. Expanding international cooperation, exchange
- Organizing international cultural and art events in Vietnam to become an annual, prestigious event in region and the world, attracting participation of artists and arts and cultural organizations which have reputation, big attention of the public;
- To develop and implement programs of promoting brand products, cultural services, corporate cultural brand of Vietnam, cultural typical talent of the country at international fairs, festivals international; integrating promotion of cultural industry development associating with diplomatic events;
- To increase export of cultural products, services, expand cultural exchanges with other countries in region and the world; constructing and developing markets for cultural products, services of Vietnam in foreign countries.
2. Tasks and solutions on development of a number of specific cultural industries
Cultural industries: cinema; performing arts; fine art, photography and exhibitions; advertisement; cultural tourism on implementation of general tasks, solutions, while paying attention to tasks and specific solutions for each sector as follows:
2.1. Film
- To review, supplement, adjust provisions of Law on cinema and relevant legal documents as well as international agreements and treaties to which Vietnam has signed to ensure conformity with development practice of cultural industries of Vietnam;
- To develop modern cinema centre in Ho Chi Minh City and Da Nang. Constructing and finishing studio in Hanoi, Da Nang and Ho Chi Minh City;
- To increase proportion of Vietnam films in theaters; producing short cartoon in association with attached products and services (comics, toys, souvenirs ...). Building prestige international film festival trademarks in region and Asia. Developing and disseminating cinematographic works which have artistic value, high commercial value and high competitiveness in domestic and international markets;
- Paying attention on training professions: director, producer, entrepreneur, writer, critic, film, art design (stage), technical - technology, actors. Training to raise skills in short term in home and foreign countries; paying attention on formal training in home country and in countries which have developed film industry. Encouraging writer, director to maximize creativity in process of building a cinematographic work.
2.2. Performance arts
- To develop market for dramatic, music and performance works. Preserving and promoting traditional ethnic art combining with contemporary art forms, creating high-quality work, demonstrate creativity and originality of traditional art. Encouraging establishment of enterprises, giving priority to enterprises which operates in fields of music, performances, events; strengthening cooperation between sectors relating to performance arts. Encouraging and supporting artists to participate in learning, training, performance and other related activities in foreign countries;
- Encouraging development of non-public art units (private, private); promoting autonomy for public service units consistent with characteristics of each art form. Forming centers of versatile performing arts in big cities;
- Developing and finalizing policies of human resource training; policies of encouraging talent, creativity of writers and incentive of artists; policies of socializing performing arts;
- Focusing on training and retraining professions: Director, musician, painter of stage designer, manufacturer, trader, writer, performer, presenter, model .. . and expanding international cooperation in human resource training; forming a number of prestigious brands in honor of performing art.
2.3. Art, photography and exhibitions
- To issue Government’s Decree on exhibition and mechanisms and policies on developing art market, photography market.
- About art:
+ To build public art works, people serving works, landscape architecture have aesthetic values and national identity; developing industrial art, applied art meet development requirements of market economy;
+ To build fashion design brands which have domestic and international reputation; enhancing proportion of value of fashion design;
+ Forming non-public centers of art work expertise and auction, fashion design centers and network of production links among companies in the industry;
+ Training team of painters, sculptors, designers, industrial arts, applied arts who have higher qualifications and professionalism. Developing teams of research and critic, art curator who have levels equivalent with other countries in the region and the world. Attracting fashion experts in foreign countries to participate in training and retraining domestic fashion design team. Open departments of design and fashion business in universities, colleges and vocational training schools.
- On photography:
+ To build image collections of country, culture and people of Vietnam to promote culture advertisement and meet consumption needs of tourists and international exchanges;
+ To apply modern technology to create attractive, diversity photographic works. Bringing Vietnam photography to deeply integrate into photography of the world and region.
- About exhibition:
+ To build models of exhibitions, fairs having international brand on promotion, purchase and sell culture and tourism products and services, implement cooperation, joint ventures, association in creation, production, dissemination and consumption under regular term in the country, region and the world;
+ To create favorable conditions for cultural products and services to participate in exhibitions and fairs which have international prestige.
2.4. Advertisement
- To continue to improve legal framework, mechanisms and policies to create favorable conditions for developing promotional activities; promoting socialization of activities of outdoor advertisement; building professional code of conduct for advertisement;
- To promote application of high and modern technology for advertisement, especially in area of ​​digital, mobile technology;
- Planning outdoor advertisement in centrally run provinces and cities;
- To participate in promotional events around the world and organizes international advertisement events in Vietnam. Strengthening advertisement in cultural, sports and tourism events in the country and the world. Diversifying forms of advertisement in mass media, outdoor and cultural, tourism products and services;
- To training advertisement design team which have ability to acquire and apply advanced science and technology, having cultural knowledge.
2.5. Cultural tourism
- To encourage development of cultural tourism models, particularly heritage tourism, spiritual tourism. Linking to build cultural tourism products with the ASEAN countries, promoting regional links and locality links.
- To build and complete infrastructure, tourism business service infrastructure in localities having world heritage points, special national monuments, museums, theater, cinema center, traditional craft villages, amusement parks. Developing national tourism brand;
- To focus on interdisciplinary collaboration in appropriate management, exploitation and promotion of cultural values ​​in development of cultural tourism products to meet requirements of sustainable development;
-  To promote widely cultural tourism products at home and abroad; focusing on attracting cultural tourists with high affordability and long-stay; promoting production of cultural products to meet shopping needs of tourists;
- To train and develop human resource of cultural tourism, particularly for human resources managers, instructors, and staff member directly serving tourists. Improving quality of vocational training of cultural tourism under ASEAN vocational standards.
IV. Capital resource
1. Socialized capital resource of domestic and foreign enterprises invest in development of products and services of cultural industry.
2. The State budget depending on balancing capability in each period, support investments in essential infrastructure and facilities for cultural industry, training human resources, promoting trademarks of cultural products, services. Use of the State budget shall comply with provisions of the current law.
3. Mobilized source of organizations and individuals at home and abroad and other legal sources will be invested for projects, applied projects, technology deployment into production and business of cultural products, services.
V. Organizing implementation
1. Ministry of Culture, Sports and Tourism
- Shall functions as the main implementer, set up action plan of culture, sports and tourism sector to implement strategy; in collaboration with related ministries, branches and People's Committees of centrally run cities and provinces to implement this strategy;
- To directly implement objectives, tasks and solutions for development of cultural industry: cinema; performing arts; fine art, photography and exhibitions; advertisement; cultural tourism, at the same time, continuing to implement strategies, development plans which have been approved by the Prime Minister;
- Shall functions as the main implementer, in collaboration with related ministries and agencies to review, suggest or recommend related agencies to propose, amend and supplements, promulgate according to its competence or submit to competent authorities for promulgation of mechanisms and policies, particularly inter-sectoral coordination mechanisms, preferential policies on financing, taxation, land, encouraging creativity for artists, organizations and start-up enterprises;
- To organize inspection, monitor and report annually to the Prime Minister to implement the strategy; proposing adjustments and supplements if necessary.
2. Ministries of Construction, Information and Communications, Industry and Trade basing on viewpoints, objective, tasks and solutions, are responsible for reviewing, researching and proposing construction of strategy on development of cultural industry under fields of management outlined in this strategy; submitting to the competent authority for consideration and decision on appropriate point.
3. Ministry of Finance, Ministry of Planning and Investment balance annual funding for development of cultural industries under current regulations; in collaboration with Ministry of Culture, Sports and Tourism and related agencies to build mechanisms, special preferential policies, submitting to the Prime Minister for consideration, decisions and approval.
4. Other ministries, socio political organizations are responsible to organize to implement strategy within assigned functions and tasks assigned and current legal provisions.
5. People's Committees of centrally-run provinces and cities within functions and powers are responsible for implementing strategy in localities; ensuring uniformity, consistency with implementation of socio-economic development plans of localities; participating in construction and implementation of projects and tasks in appendix attached to this strategy.
