Scheme on promoting Vietnamese enterprises to join directly foreign distribution network in a period to 2020

SCHEMES ON PROMOTING VIETNAMESE ENTERPRISES TO JOIN DIRECTLY FOREIGN DISTRIBUTION NETWORK IN A PERIOD TO 2020

I. Viewpoints, objectives

1. Viewpoints
- To ensure compliance with viewpoints, orientations, objectives and solutions of development of commodity export in import-export strategy in a period of 2011 - 2020, orientation to 2030.
- To contribute to build and strengthen cooperation among producers, exporters of Vietnam with foreign distribution system, creating a stable, strong distribution channels and close links between production and consumption for export goods of Vietnam.
- Through exporting directly to foreign distribution network, Vietnamese enterprise can access, catch up with demand, consumer tastes in foreign countries as well as requirements and regulations on goods quality, process of quality management and control in accordance with international standards; thereby building suitable and effective orientation, plan of investment, production, export.
- To encourage Vietnamese enterprises to export directly into distribution system on basis of promoting strengths and maximizing competitive advantage of export goods of Vietnam.
- To contribute to attract foreign and domestic investment into manufacturing or processing export goods which have high and stable quality; bringing added value to export goods, especially branded, processed and high added value goods.
2. Objectives
2.1. Overall objectives
To implement concentrated, synchronously tasks and solutions to boost Vietnamese enterprises to directly participate in foreign distribution network to promote direct export of goods of Vietnam to foreign distribution system of multinational distribution groups; increasing scale of export value, diversifying types of export goods of Vietnam in foreign distribution system; proportion of direct export value in foreign distribution networks to total export value of the wholly country increases annually.
2.2. Specific objectives
- To increase turnover of goods which are exported directly into foreign distribution network, firstly existing distribution system in Vietnam and other huge distribution system in next time.
- To increase turnover of advantage goods of Vietnam which are exported directly into foreign distribution system each year (such as textiles, footwear, seafood, coffee, tea, fruit and vegetables, wooden...).
- To strive to 2020, export goods of Vietnam will be exported directly to all major distribution systems in regions of Europe, North America, Southeast Asia and Northeast Asia, in countries which signed Free Trade Agreement with Vietnam.
II. Tasks, solutions on implementation of the scheme
1. Building system of information and databases
- To gather, build accurate, extensive information and databases system about foreign distribution systems, focusing on key markets such as Europe, North America, Southeast Asia and Northeast Asia.
- To build system of information and databases of Vietnamese enterprises, export goods to provide for import customers.
- To set up columnist in web portal of Ministry of Industry and Trade on hubs of importing Vietnamese goods in foreign distribution network to create favorable conditions for Vietnamese enterprises to understand and exploit.
- To propagate and disseminate to all of domestic production enterprises, export trading enterprises to promptly update and have necessary adjustments in structure, production capacity to meet requirements of direct export to foreign distribution network.
- To coordinate with foreign distribution groups to disseminate, guide export and production companies of Vietnam to apply manufacturing process under international standards, provide goods which meet requirements of standards, specifications, quality of foreign distribution network. In short time, giving priority to export industries, having advantages and potentials to export to huge distribution network in key foreign markets.
2. Stepping up trade promotion and connection with foreign distribution network
- To support enterprises in production and development of product design, building trademarks of export products in line with requirements of foreign distribution network.
- To prioritize to implement trade promotion activities and connect with foreign distribution system in framework of national trade promotion program in accordance with the law.
- To strengthen activities of trade offices, trade promotion offices in foreign countries in assisting enterprises to explore, connect and export directly to foreign distribution systems.
- To organize programs of Vietnamese goods week in foreign distribution system; in short time, focusing on huge distribution systems in Europe, North America, Southeast Asia and Northeast Asia which have trade presence in Vietnam; supporting domestic enterprises to bring goods to show and introduce at program of Vietnamese goods week as stipulated by law.
- To step up activities of trademark advertisement, focusing on international media activities and innovating communication methods toward putting directly information into foreign press, media.
- To build hubs of importing, selling goods in target markets to enhance ability of supplying directly goods to foreign distribution system; opening base, place of product warranty to support direct export to foreign distribution network.
- To research, propose, negotiate with foreign distribution network agreements and commitments on quantity and types of Vietnamese trademark products, goods which are distributed in network of foreign distribution systems.
3. Promoting foreign direct investment enterprises which operate in distribution sector to take part in invest in producing goods for exporting to distribution system in foreign countries.
- To create favorable conditions for attracting foreign investments into distribution sector in order to enhance cooperation and facilitate Vietnamese export goods through system of retail branches, bases of foreign distribution network.
- To encourage and support multinational distribution corporations and foreign investment capital enterprises which are operating in distribution business sector to invest, link and cooperate with domestic production enterprises to develop commodity source for global distribution network of such corporations, enterprises.
4. Encouraging and facilitating establishment of bonded warehouses to timely supplying goods for foreign distribution system
To research, identify suitable positions for establishment of bonded warehouse of Vietnamese goods in overseas market region which bases on factors about incentive policies, market potentials, distance to neighboring localities, and geographical position on international transport routes in order to improve ability of supplying timely, consistently goods into foreign distribution network.
5. Raising capacity of Vietnamese export and production enterprises to meet requirements of foreign distribution network
- To support and guide enterprises to improve capacity of management, technology, product quality to meet requirements of foreign distribution network.
- To strengthen communication and dissemination, consultant and training for enterprises of producing, processing export goods about management processes, standards and quality of commodity of foreign distribution network.
6. Policy
- To review and develop policies to encourage foreign distribution groups which are presence in Vietnam to cooperate to put export goods of Vietnam, especially branded goods, into distribution system of the groups in foreign countries.
- To research and develop suitable policies (in terms of capital, taxation, market information supply, foreign exchange...) to support overseas investment projects for establishing units of processing, distributing Vietnamese products, bonded warehouse, units of product warranty in foreign countries.
III. Implementation
1. Assignment of tasks
+ Ministry of Industry and Trade:
- To base on its assigned functions and tasks, shall function as the main implementer, in collaboration with ministries, branches, localities, industry associations and enterprises to implement tasks and measures outlined in the scheme.
- To organize, advertise, disseminate the scheme to associations, enterprises and direct, supervise implementation.
+ Ministry of Finance shall functions as the main implementer, in collaboration with Ministry of Industry and Trade to ensure fund of implementing the scheme in accordance with laws.
+ Ministries, branches and localities:
- To synthesis difficulties and obstacles of enterprise to promptly propose, suggest policies supporting policies and remedial solutions.
- To proactively review, amend and supplement mechanisms and policies within assigned sectors and fields to encourage and create favorable conditions for Vietnamese enterprises to take part in exporting directly into foreign distribution system.
+ Enterprises, associations:
- To supply and update data on direct export of enterprises into foreign distribution network.
- To suggest Ministry of Trade and Industry to choose key export items in order to set up quality management process set which is in consistent with objectives and requirements of exporting to foreign distribution network.
- To synthesis arising difficulties and propose, recommend competent authorities supporting policies, solving measures.
2. Fund for implementation of the scheme
- Fund for implementation of the scheme will be secured by the State budget, autonomous funds of enterprises and other legal fund.
- To base on tasks and solutions of this scheme, ministries, agencies and concerned localities estimate annual fund demand to submit to competent authorities for approval under legal provisions on the State budget.
