Development plan of garment and textiles industry of Vietnam to 2020, vision to 2030

GARMENT AND TEXTILES INDUSTRY DEVELOPMENT PLAN OF VIETNAM TO 2020, VISION TO 2030

1. Development viewpoints

- To develop garment and textile industry toward modern, efficient and sustainable direction; to transfer rapidly from processing to raw materials purchasing and semi-finished products selling, ensuring quality improvement and diversification of export items;
- To take export as basic method for development of the industry as well as meet maximum demand of domestic market. To focus on developing strongly products of supporting industry, production of materials, enhancing added value of products of the industry;
- Garment and textile industry development must associates with environmental protection and trends of transferring labor in agriculture and rural areas. To develop concentrated fiber, knitting and dyeing industrial parks and clusters to create favorable conditions for environment treatment. To move labor-intensive garment and textile enterprises to rural areas while developing fashionable garment and textile market in urban areas and big cities;
- To develop human resources in both quantity and quality for sustainable development of garment and textile industry. Out of which, to focus on training managers, technicians, workers in order to generate excellent businessmen team, skilled workers, professional cadres;
- To mobilize resources for investment and development of garment and textile industry, calling on foreign investors to invest in sectors but domestic enterprises are still weak and inexperienced.
2. Development objectives
2.1. Overall objective
- To develop garment and textile industry to become one of key, export-oriented industries and have ability to meet increasingly domestic consumption demand; to create more jobs for society; to enhance competitiveness, integrating firmly into regional economy and the world;
- To ensure sustainable, effective development of garment and textile industry on basis of modern technologies, quality management system, employee management, environmental management under international standards;
- To arrange garment and textiles industry in appropriate areas: having advantages of human resources, transport, seaports;
- By 2020, garment and textile industry will be built some famous brands.
2.2.
Specific objectives
In a period of 2013 – 2015: growth rate of industrial production value of the wholly garment and textile industry reaches from 12%-13%/year. Out of which, textile industry increases by 11%-12%/year, garment industry raises 13%-14%/year. Export growth posts from 10%-11%/year. Growth rate of domestic market hits 9%-10%/year;
In a period of 2016-2020: growth rate of industrial production value of the wholly garment and textile industry reaches from 12%-13%/year. Out of which, textile industry increases by 13%-14%/year, garment industry rises 12%-13%/year. Export growth posts from 9%-10%/year. Growth rate of domestic market hits 10%-12%/year;
In a period of 2021-2030: growth rate of industrial production value of the wholly garment and textile industry reaches from 9%-10%/year. Out of which, textile industry increases by 10%-11%/year, garment industry rises 9%-10%/year. Export growth posts from 6%-7%/year. Growth rate of domestic market hits 8%-9%/year;
Ratio of textile industry, garment industry in the whole structure of garment and textile industry: in 2015, textile industry accounts for 45% of the wholly garment and textile industry, garment industry makes up 55%; by 2020, textile industry accounts for 47%, garment industry makes up 53%; by 2030, textile industry accounts for 49%, garment industry makes up 51% of the whole garment and textile industry.

3. Orientation of product development and plan

3.1. Development orientation of important products, areas
First: strengthening export garment industry to take full advantage of market opportunities
- To diversify and enhance rank of garments products, developing high added value products;
- To enhance capacity of enterprises in moving business production methods: from outsourcing forms of cutting, making, trimming (CMT) to other forms such as part outsourcing (OEM), purchase of raw materials - production – sale of finished products (FOB) or design - manufacture – related products and services supply (ODM), looking toward to manufacture products with own brand (OBM);
- To improve labor productivity, increase capacity in business management, design, quality management, trade promotion;
- To move garment production from major cities to localities having human resources and favorable transport.
Second: building program of fabric production for export, development of technical textile products, textile products for healthcare.
- To develop knitted items, woven products, having capacity of combining fiber and garment production in order to promote advantages of free trade agreements like TPP, FTA...; to develop technical textile products, textile products for healthcare;
- To focus on essential points in order to increase product quality and trust of customer, including weaving, dyeing, which are the most important;
- Projects of investing in yarn, weaving, dyeing factories must be selected appropriate technology towards improving product quality and cause less environmental pollution;
- To plan textile, finished factories to several certain locations to facilitate water supply and wastewater treatment. To invest in synchronous and modern garment and textile industry cluster under value chain: production of raw materials, raw materials and sewing products under models of FOB, ODM.
Third, development of cotton fiber materials, fiber crops, artificial fibers and materials
- To implement development program of cotton tree. Out of which, to focus on building irrigated cotton tree growing areas to increase productivity and quality of domestic fiber cotton and supply for textile industry;
- To select, invest additionally man-made fiber factories, step by step to meet actively demand of textile industry on variety, quality, quantity, in order to raise localization rate.
3.2. Plan under region and territory
Garment and textile plan under territory are arranged in areas with main orientations:
- Region 1: Red river delta
+ Hanoi is center of fashion design, model production, providing services, materials, garment and textile technology, continuing to develop many garment enterprises of high-end, high quality and high added value products;
+ To develop factories of yarn, weaving, dyeing in industrial parks, export processing zones having full infrastructure such as like industrial park of Pho Noi - Hung Yen province; industrial parks of Hoa Xa, Bao Minh - Nam Dinh province; industrial parks of Phuc Khanh, Nguyen Duc Canh - Thai Binh province; industrial park of Trang Due - Hai Phong city; industrial park of Chau Son – Ha Nam province...
+ To develop industrial cluster of garment and textile in industrial park of Hai Yen - Quang Ninh province;
+ To develop factory of producing mechanical equipment and spare parts for garment and textile industry in industrial park of Binh Xuyen - Vinh Phuc province.
- Region 2: northern midland and mountainous area
+ To continue to develop factories of yarn, weaving, dyeing in industrial parks of Thuy Van, Trung Ha, Tam Nong in Phu Tho province, Pho Yen industrial park in Thai Nguyen province as well as developing garment factories in provinces of Thai Nguyen, Yen Bai, Tuyen Quang, Bac Giang, Bac Kan;
+ To have orientation of producing yarn, weaving, dyeing to supply for domestic garment industry and for export through international border gates;
+ To develop areas of growing cotton trees, silk raw materials in provinces of Son La, Dien Bien.
- Region 3: north central region
To develop strongly and invest in yarn production, weaving, dyeing in industrial parks of Bim Son B, Ghep Quang Xuong in Thanh Hoa province; factories of fiber, weaving in Nam Dan district - Nghe An province, concentrated dyeing and textile industrial park in Dien Chau district - Nghe An province; yarns, weaving and dyeing factories in concentrated industrial park of Hong Linh - Ha Tinh province; factories of fiber, weaving, dyeing in Quang Binh province; east Ai Tu industrial cluster in Quang Tri province; industrial parks of Phong Dien, Ha Tu, Phu Bai in Thua Thien Hue province;
+ To arrange garment factories in suburban areas, towns and townships of province in the zone;
+ To invest in developing fiber cotton material areas in provinces of Quang Tri, Quang Binh;
+ To develop factory of producing made-man fibers associating with petrochemical zone in Nghi Son, Thanh Hoa province.
- Region 4: south central coastal region
+ To have orientation to invest in garment and textile industry arranging alongside north - south national road No.1 with many industrial clusters, parks in provinces of Binh Dinh, Phu Yen, city of Da Nang;
+ To build key industrial parks including factories of yarn, weaving, dyeing concentrating in Hoa Khanh industrial park in city of Da Nang; industrial parks of Tay An, east Que Son, Thang Binh in Quang Nam province; industrial park of Dung Quat in Quang Ngai province, industrial park of Nhon Hoi in Binh Dinh province; industrial park of An Phu in Phu Yen province; industrial park of Tan Duc in Binh Thuan province;
+ To invest in developing cotton fiber material areas in provinces of Ninh Thuan, Binh Thuan;
+ To develop many factories of sewing materials; mechanical equipment and spare parts for garment and textile industry in this zone.
- Region 5: south eastern region
+ Ho Chi Minh city is center of fashion design, model production center, providing services, raw materials, garment and textile technology;
+ To develop, expand and invest in factories of yarn, weaving, dyeing in industrial parks, export processing zones having full infrastructure such as industrial parks of Binh An, Dong An 1, Dai Dang in Binh Duong province; industrial parks of Nhon Trach, Phuoc An, Dau Giay, Long Khanh, Long Binh, Song May 2, Go Dau in Dong Nai province; industrial parks of Le Minh Xuan, Tan Thoi Hiep, Cu Chi and Vinh Loc 1; export processing zones of Linh Trung, Tan Thuan in Ho Chi Minh City;
+ To develop garment and textile industrial clusters in Tan Khai, Viet Kieu, Dong Xoai, Chon Thanh 1, north Dong Phu in Binh Phuoc province; industrial parks of Bourbon - An Hoa, Phuoc Dong – Boi Loi, Trang Bang in Tay Ninh province; industrial parks of Dat Do in Ba Ria Vung Tau province;
+ To develop many factories of producing sewing materials; mechanical equipment and spare parts for garment and textile industry in this region.
- Region 6: Mekong river delta region
To have orientation of producing yarn, weaving, dyeing in Xuyen A industrial park - Long An province. To develop export garment production and domestic consumption in provinces of Tien Giang, Ben Tre, Vinh Long, Dong Thap, Can Tho, Bac Lieu, Kien Giang.
- Region 7: central highlands
To have orientation of boosting specialization of textile material tree like cotton tree, mulberry ... associating with processing and manufacturing products for export and domestic market. At the same time, to develop garment units to manufacture products for domestic market or playing role as satellite units for export garment factories.
4. System of solutions and policies of plan implementation
4.1. Policies and market solutions
To diversify export markets, expand domestic market. To continue to export to traditional markets such as the U.S., Europe, Japan and increase exports to new markets, niche markets such as Korea, BRIC, ASEAN, Africa, Canada Turkey ...
The State management agencies:
- To focus on negotiation possibilities and opportunities to expand garment and textile market, strengthening role of trade representatives abroad, building trade promotion strategy which are suitable for international retailers, buyers;
- To promote administrative procedure reform in fields of taxation, customs, import towards simplifying procedures; to strengthen inspection and control of market and fighting against smuggling, tax evasion;
- To strengthen dissemination of international trade laws to help businesses overcome barriers of importing countries.
Enterprises of garment and textile industry: to organize and expand its domestic retail network, innovating export marketing methods, paying attention on building, advertising brand, and image of garment and textile industry of Vietnam in international market.
4.2. Investment policies and solutions
- To develop more detail map of garment and textiles plan, list of investment encouraging projects;
- To encourage investment in construction of concentrated weaving and dyeing industrial parks, ensuring infrastructure of electricity, clean water supply, wastewater treatment and to meet requirements of environment, skilled and trained human resources;
- To encourage investment in manufacturing fabrics, technical and medical textiles products and other apparel accessories for garment industry; to give priority to investment in projects of irrigated cotton production; to research capacity of manufacturing petrochemical products for garment and textile industry;
- To pay attention on investing in supplying services, trade to develop consumption network;
- To promote construction and perfect system of transport infrastructure such as seaports, road, railway, forming warehouses, cargo concentration points in key economic zones.
4.3. Policies and solutions of garment and textile industry management
- To build quickly garment and textile industrial cluster, creating networks of linking production among enterprises in garment and textile industry, developing value chain of garment and textile industry;
- To raise capacity of value chain management, forming alliances and cooperative organization among enterprises in supply chain from raw materials supply to apparel product distribution;
- To strengthen cooperation, expertise and experience learning from foreign manager, foreign technical experts in order to solve difficult for some enterprises or operating new projects and new technologies;
- To apply actively solutions, mechanisms to improve productivity and quality; to manufacture under standards; to exploit efficiently benefits of information technology and boosting e-commerce applications;
- To enhance role and performance of Vietnam Textile and Apparel Association and Vietnam Cotton and Spinning Association.
4.4. Solutions of human resource development
To continue to implement human resource training programs for garment and textile industry. Training content includes training of technical, technology and soft skills in field of management, product development, design and market research, job training;
- To develop a plan on training human resource of garment and textile industry to serve strategy of enhancing competitiveness of garment and textile industry;
- To strengthen training system of garment and textile industry, establishing an university specializing in garment and textile technology and fashion;
- Vietnam Textile and Apparel Association functions as a main implementer to coordinate and link with enterprises, domestic and foreign educational units to fulfill human resource training programs for garment and textile industry.
4.5. Scientific and technological solutions
- To research and apply new technologies, new materials to create textile products having different features; to implement cleaner production programs, energy savings, increasing productivity and quality of products, ensuring safety and protection of consumers; to apply software into design, management of production and quality of garment and textile products;
- To enhance quality management, testing and certification in accordance with regional and international standards; to build a system of technical standards and regulations of garment and textile products which are suitable and harmonized with international regulations; to raise capacity of technology consultant, research, development, transfer, ability of model design and creation of research institutions;
- The State support a part of activities of design research, controlling product quality and overcoming trade technical barriers of importing countries; to support to upgrade quality assessment center, inspection of garment and textile products;
- To enhance international cooperation to learn experience management and transfer modern technology.
4.6. Solutions of raw material supply
- To construct centers of raw material supply in Hanoi, Ho Chi Minh city and large cities to timely supply to enterprises in garment and textile industry;
- To attract foreign investment and mobilize investment capital resources to produce petrochemical products (fiber, yarn, chemicals, dyes...);
- To develop irrigated growing area of cotton fiber material; the State supports infrastructure investment in plan area for material tree growing.
4.7. Environmental protection measures
- To develop and implement technology renovation roadmaps of garment and textile industry towards "environmentally friendly" production, cleaner production, using rationally, saving and high efficiency of chemicals and additive, dye, gas, electricity, water...
- To strengthen scientific and technological research on environment to meet environmental requirements and technical barriers in international economic integration.
4.8. Solutions on finance
- To encourage all domestic and foreign economic sectors to contribute capital to participate in investment. To encourage enterprises to participate in stock market to have capital mobilizing channel;
- The State supports a part of expenditure from the State budget for research, training and technical infrastructure investment to enhance capacity of research institutes and training units for garment and textile industry under principle of conformity with international commitments those Vietnam has participated;
- Investment projects of environmental treatment of enterprises in garment and textile industry are allowed to borrow credit of the State, ODA and credit of environmental fund.
5. Organizing implementation
1. The Ministry of Industry and Trade functions as the main implementer in collaboration with related ministries and localities to make public, disseminate, guide and implement the plan; to inspect and supervise implementation of the plan; to make recommendations to competent authorities to adjust mechanisms and policies to suit actual situation in implementation process of the plan.
2. Ministry of Planning and Investment; Ministry of Finance; Ministry of Agriculture and Rural Development; Ministry of Science and Technology; Ministry of Natural Resources and Environment; Ministry of Labor, War Invalids and Social Affairs; The State Bank of Vietnam; Vietnam Development Bank under their assigned authority and functions, coordinate with Ministry of Trade and Industry in organizing implementation of this plan.
3. Ministry of Planning and Investment functions as the main implementer, in collaboration with the Ministry of Finance, the State Bank of Vietnam and related ministries and agencies organize; seek foreign and domestic capital resource, FDI and ODA sources to meet requirements of investment and development of garment and textile industry.
4. The People's Committees of centrally-run provinces and cities in collaboration with Ministry of Industry and Trade and related ministry and agencies specify the plan in province, cities in consistent with overall socio-economic development plans of localities. To coordinate with the Ministry of Industry and Trade to inspect and supervise implementation of the plan.
5. Vietnam Textile and Apparel Association research, suggest the State management agencies to adjust policies and mechanisms for development of garment and textile industry under the plan.
