Overall plan on agricultural production development to 2020, vision to 2030

MASTER PLAN ON AGRICULTURAL PRODUCTION DEVELOPMENT TO 2020, VISION TO 2030
 
I. Viewpoints
1. Development plan of agricultural production (including agriculture, forestry and fisheries) has towards improving productivity, quality, competitiveness, efficiency and sustainability of agriculture.
2. Development plan of agricultural production must be based on innovation thinking, marketing, combining rapid application of scientific and technology achievements, efficient use of land resources, water, trained human resource and adaptation to climate change, protecting the ecological environment to effectively exploit advantages and natural conditions of each region, each locality.
3. Development plan of agricultural production must be closely linked production with industry of preservation, processing industry and consumption markets; land accumulation, forming areas of concentrated commodity agriculture production.
4. Development plan of agricultural production must be linked to restructure of labor in agriculture and rural areas, population adjustments alongside with trained human resource to meet the requirements of commodity production of agriculture, forestry, fisheries with increasing technical and technology level.
5. Development plan of agricultural production must have a system of policy to ensure mobilization of social resources, primarily, land, labor, forest and sea, promote strength of international integration and support of the State.
II. Development goals
1. The overall goal
To build a comprehensive developed agriculture towards modern, sustainable, large-scale commodity production on the basis of promoting comparative advantage; applying science and technology to improve productivity, quality, efficiency and high competitiveness, ensure strongly national food security both short term and long-term, to meet the diverse needs of home and export; improve the efficiency of land use, water resources, labor and capital; increase income and livelihood of farmers and fishermen, salt and forest workers.
2. Some specific norms
2.1. In a period of 2011 - 2020
- Structure of a field of agriculture, forestry and fisheries in 2020: agriculture accounts for 64.7 %, forestry 2 %, fisheries 33.3 %.
- Average GDP growth rate of agriculture, forestry and fisheries is from 3.5 to 4 %/year.
- Growth rate of agriculture, seafood and forestry production value is from 4.3 to 4.7 %/year.
- Forest coverage area reaches 44-45 % in 2020.
- Export value of agriculture, forestry and fishery products reaches $ 40 billion, out of which, agriculture accounts for $ 22 billion and forestry $7 billion, fishery $11 billion.
- Average value of output per 1 hectare of agricultural production land is VND 70 million/year.
2.2. Vision to 2030
- Structure of a field of agriculture, forestry and fisheries in 2030: agriculture accounts for 55 %, forestry 1.5 %, fisheries make up 43.5 %.
- Average GDP growth rate of agriculture, forestry and fisheries is from 3 to 3.2 %/year.
- Growth rate of agriculture, seafood and forestry production value is from 4 to 4.3 %/year.
- Forest coverage area reaches 45-50 % in 2030.
- Export value of agriculture, forestry and fishery products reaches $ 60 billion, out of which, agriculture accounts for $ 30 billion and forestry $10 billion and fishery makes up $20 billion.
- Average value of output per 1 hectare of agricultural production land is VND 100 - 120 million/year.
III. Orientation for plan of land using and development of agricultural production by product sector to 2020 and vision to 2030.
1. Land using plan
1.1. To reclaim more land of agriculture, forestry and fisheries from 2011 to 2020 about 1.1 million hectares, including 37,000 hectares for rice, 60,000 hectares of annual crops, 100,000 hectares of long-term trees, 930,000 hectares of forestry.
1.2. Land for agricultural production in 2020 is 9.59 million hectares, down by 580,000 ha comparing to that in 2010; land for annual crop is 6.05 million ha, out of which 3.812 million hectares of rice land, land for farming feed trees is 300,000 hectares, land for perennial crops is 3.54 million hectares.
1.3. Forest land in 2020 is from 16.2 to 16.5 million hectares, an increase of 879,000 ha comparing to that in 2010 including 8.132 million hectares of production forests, protection forests of 5.842 million ha, special using forest of 2.271 million hectares.
1.4. Land for aquaculture is 790,000 hectares, an increase of 99,700 ha comparing to that in 2010, out of which, area of aquaculture land in the Mekong delta accounts for 70 %.
1.5. Salt production land is stable at 14,500 ha, out of which, industrial salt production land is 8.500 ha.
2. Food crops
2.1. Rice:
- To protect area of rice land to be stable at 3.812 million ha in 2020, out of which, area of rice of over two seasons is 3.2 million ha; apply synchronously advanced cultivation measures to achieve output of 41-43 million tons/year in 2020 and 44 million tons/year in 2030, ensuring food security and food export.
- Rice processing: Investing in processing industry to hit capacity of 25 million tons/year, having ability to process 60 % of the total paddy output. Strictly complying technological process in chain of manufacturing products from purchase, preservation, drying, milling, storage, circulation, put rice collection rate to hit 68 %; reducing post-harvest losses of paddy to 5 - 6 %; improve quality of export rice: proportion of 5-10 % broken rice accounts for 70 % of output, rate of silver grains is less than 4 %, percentage of damaged grains shall not exceed 0.2 %, rate of yellow grains is less than 0.2 %. By 2015, added value of rice export increase 10-15 % comparing to that in present due to application of technical progress, improving quality of product.
2.2. Maize: expands area of maize by increasing area of winter season in the Red river delta, increasing area of
​​land of one season of rice crop in the mountainous provinces in northern, central highlands. Stabilizing the area after 2020 about 1.44 million hectares, concentrating in the mountainous provinces in the northern, central highlands, north central coast, the southeast, cultivating intensive maize to meet about 80 % of materials for processing industry of feed.
2.3. Cassava: stabilizing area of
​​450,000 hectares of cassava in 2020 with an output of about 11 million tones to be raw material for animal feed and biofuels; using land of slope of less than 150 in the mountainous northern, north central coast, central south, central highlands, southeastern to produce.
3. Kinds of vegetables
Planned land area for kinds of vegetable is 400,000 hectares, put land-use coefficients to 2.5 to 3 times, increasing area of vegetables of winter season and increase season on other land, ensure cultivation area of 1.2 million hectares with an output of about 20 million tons, out of which, the northern mountainous midland of 170,000 ha, the Red river delta of 270,000 hectares, the north central of 120,000 hectares, south central of 80,000 hectares, central highland of 110,000 hectares, south eastern of 120,000 ha, the Mekong delta of 330,000 ha.
Vegetable production directs to improve quality, ensure food safety, development of concentrated vegetable production, applying high technologies, production under processes of good agricultural production practices (VietGAP).
4. Soybean
Planned land area for soybean is about 100.000 hectares, increase season on land for paddy cultivation, strive to 2020, cultivation area is about 350,000 hectares with an output of 700,000 tons; main production regions are the Red river delta, north mountainous midland and central highlands.
5. Groundnuts
Planned land area of about 150,000 hectares and paddy-groundnuts land to stabilize groundnuts cultivation area of 300,000 hectares with an output of over 800,000 tons; main production regions are the north central coast, the north mountainous midland, south central coast.
6. Sugarcane
- Stable planned area for sugarcane is 300,000 ha, out of which, raw material area for factories of 220,000 hectares. Arrange four key areas: the north central 80,000 ha, south central and central highland of 53,000 hectares, east southern of 37,000 ha, Mekong delta of 52,000 ha. Concentrating on cultivation, ensure irrigation, using varieties with high productivity and high rate of sugar, raise sugarcane productivity to reach about 80 tons/ha in 2020.
Sugar processing: Do not build new factories, concentrate on expand capacity of existing factories, in-depth investment, modernization of production lines to improve retrieval performance and product quality; additional investment of refined sugar production to meet market demand. By 2020, the total pressure capacity will be 140,000 TMN; sugar output reaches 2 million tons to meet domestic consumption demand and export.
7. Cotton plant
To develop cotton trees to replace a part of imported raw cotton fiber, to 2020, area of cotton tree reaches over 40,000 hectares; output of raw cotton fiber reaches 50,000 tons. Developing cotton trees in wet season in the central highlands, east southern, south central coast, and the northern mountainous midland. Focusing on development of irrigated cotton trees by drip irrigation method in provinces of the central highlands, by a system of wells in the central coastal province, by irrigation system in provinces of Ninh Thuan and Binh Thuan.
8. Tobacco
Stable planned area for tobacco trees is
​​40,000 hectares, satisfying 90 % of demand of raw materials for existing tobacco factories. Develop production mainly in northern mountainous midlands, provinces in south central coast, east southern, central highlands provinces.
9. Feed trees
Area of planned land for feed trees is
​​300,000 hectares, an increase of 260,000 ha comparing to that in 2010. Main production areas associates with large livestock area including regions of north mountainous midland, north central, south central coast, east south and central highlands.
10. Tea
- Long-term, stable planned land area is 140,000 hectares, an increase of 10,000 ha comparing to that in 2010, out of which, north mountainous midland provinces have about 7,000 hectares, Lam Dong province of 3,000 hectares. Apply clean tea production process, ensure food hygiene and safety, and use new varieties of high quality and high productivity to cultivate newly.
- Processing of tea: Newly invest and upgrade tea processing factories toward modernization and reach total capacity of 840,000 tons of fresh leaves/year; industrial processing of 70 % of output of tea leaves to produce 270,000 tons of dried tea. To restructure product toward 55 % of black tea and 45 % of green tea; to 2020, exported tea prices of Vietnam to be equal to the average world tea price.
11. Coffee trees
- Planned land area for coffee trees is 500,000 hectares, including tea and coffee area is about 60,000 hectares, the main production region are provinces in central highlands, east southern, the north central coast.
- Coffee processing: under a model of economic cooperation between enterprises and farmers, to increase rate of processed coffee in industrial scale from 20 % in 2010 up to 40 % in 2015 and 70 % in 2020; reducing rate of parchment coffee processing, bucket coffee bucket in household scale from 80 % to 60 % in 2015 and 30 % in 2020. Increase rate of wet processed coffee from 10 % of coffee output in 2010 to 20 % in 2015 and 30 % in 2020. Expanding processing scale of powder coffee, instant coffee from 10,000 tons in 2010 to 20,000 tons in 2015 and 30,000 tons in 2020.
12. Rubber tree
- To maintain target of stabilizing area of rubber tree of 800,000 hectares and plan orientation in regions such as Decision No.750/QD-TTg dated June 3, 2009 of the Prime Minister approving the master plan on developing rubber to 2015 and vision to 2020. After 2015, on basis of evaluating effectiveness of planted rubber area and area of land of regions to consider adjustment of suitable, efficient and sustainable scale of rubber area.
- Rubber processing: to 2015, total rubber processing capacity is 1.2 million tones of dried rubber latex/year. By 2020, total rubber processing capacity is 1.3 million tones of dried rubber latex/year. Improving technology, creating a reasonable product structure, including crumb rubber latex of SVR 3L, SVR 5L accounts for 40 %, 20 % of cream rubber latex,  technique rubber latex of RSS, SR and SVR 10, SVR20 make up approximately 40 % to enhance export value of rubber.
From now to 2020, it must invest in increasing dried rubber latex processing capacity of 500,000 tones/year. For rubber cultivated at large scale of area, investing rubber processing factories with a capacity of 6,000-20,000 tons/year; for rubber cultivated at small scale of area, investing rubber processing factories with a capacity of 1,200-1,500 tones/year;  for existing rubber processing factories, it needs to continue to upgrade, perfect equipment, synchronize production line. Comply management and techniques processes, conducting inspection of rubber products for export.
To construct factories of producing tires, car and motorbike tires..., put proportion of using of domestic rubber latex to at least 30 % by 2020.
13. Cashew tree
- Planned land area for cashew tree is ​​400,000 hectares, continuing to grow newly 20,000 hectares from now to 2020, mainly unused land uses, main cashew tree growing regions are provinces in the central highlands, east southern and south central coast.
- Processing of cashew nut: Diversify products of cashew industry, improve processing cashew nut rate of at least 40% under forms of salted cashew nuts, cashew nut avocados, cashew nut candy...; and also increase rate of domestic consumption in order to avoid risk of export markets which have turned negative, on the other hand, use maximum of radical cashew nut due to process of applying mechanization which replaces manual labor.
14. Pepper
- To stabilize current area of 50,000 hectares, main pepper tree cultivation regions are provinces in east southern of 26,800 hectares, central highland of 17,800 hectares, north central of 3,700 hectares, south central coast of 1,200 ha, the Mekong river delta of 500 ha.
- Pepper processing: Investing in renovating and upgrading existing pepper processing factories, out of which, 14 factories ensure advanced processing techniques with high quality and food safety. At the same time, investing in expand capacity of pepper processing factories and newly investing in white pepper processing factories, increasing rate of white pepper products from 19.4 % in 2010 to 30 % in 2020. Investing to raise rate of powder crushed pepper products from 12.2 % in 2010 to 25 % in 2020.
15. Coconut tree
To stabilize area for coconut tree of
​​140,000 hectares, main coconut tree cultivation regions are provinces in Mekong river delta, central highlands, east southern and south central coast.
16. Cocoa
Planned land area for cocoa trees is about 50,000 hectares, main cocoa tree cultivation regions are provinces in Mekong river delta and south central coast.
17. Fruit tree
- Planned land area for fruit tree is about 910,000 hectares, out of which, 810,000 ha of key fruit trees such as litchi of 140,000 ha, lagoon of 140,000 hectares, 145,000 hectares of banana, mango of 110,000 ha, orange, tangerine of 115,000 ha, pineapple of 55,000 ha. Main fruit tree growing regions are provinces in the northern mountainous midland of 200,000 hectares, the Red river delta of 80,000 hectares, 70,000 hectares of the north central, south central coast of 30,000 hectares, central highlands of 30,000 hectares, east southern of 145,000 ha, the Mekong river delta of 350,000 ha.
Productions of fruit trees must look towards expand application of practical process of good agricultural production (VietGAP), ensure food hygiene and safety.
- Fruit processing: Enhance capacity and efficiency of the existing fruit processing plant (currently at about 30 % of designed capacity of comprehensive sector). Key processed products include kinds of frozen, canned, dried fruit, natural fruit juices, frozen and concentrated fruit juice; paying attention to frozen products, concentrated fruit juice (pineapple, litchi, and concentrated mango). Increase storage capacity, reduce post-harvest losses in both quantity and quality from current 25 % to below 15 % within next 10 years. Applying science and technology to extend season of fruits, advanced preservation measures, radiation and sterilized method with hot water to export fresh key fruits (dragon, litchi, mango, longan, pomelo, rambutan...).
18. Breed
To develop livestock and poultry towards breeding of industrial, semi-industrial farms closely linking to slaughter bases, treating and disposal of waste, ensure food safety, hygiene and environment.
18.1. Herd plan:
- Pigs: Focus on developing pig suitable with tastes of domestic consumers. Develop high quality pig in some areas having advantages such as the Red river delta, the northern mountainous highlands, east southern towards industrial production, ensure disease safety, food hygiene for domestic consumption and export. Total number of pig in 2020 reaches 34 million units and meat output of about 4.8 to 4.9 million tons.
- Cattle: To develop buffalo mainly for meat, number of buffalo in 2020 is about 3 million units, cattle livestock regions are provinces in the north mountainous midland and north central coast.
Develop beef cows with high productivity, well meat to meet consumption demand in the country, bringing number of cows to reach about 12 million units in 2020 with an output of 650,000 tons of meat. Expanding dairy in suitable suburban areas and regions of having geographical advantages, raising dairy herd scale to 500,000 units in 2020.
- Poultry: to develop poultry towards concentrated breeding with appropriate scale to meet domestic consumption demand; actively control disease aiming to contain outbreaks of avian influenza. Number of poultry is approximately 360-400 million in 2020; meat production is 2 - 2.5 million tones and 14 billion units of eggs.
18.2. Slaughtering and processing: to build slaughter bases of cattle and poultry towards concentration industry, distribution network of fresh and industrial processing meat to ensure food hygiene safety and protect environment. By 2020, total production of meat (mainly pork, poultry, and beef) is 7 million tones. Rate of industrial processed and slaughtered meat to total meat production reaches over 35 % or about 2 million tons, out of which, output of industrial processed meat accounts for 25 % or about 500,000 tons.
19. Forestry
19.1. Planned forest land area is from 16.2-16.5 million hectares in 2020, up about 879,000 ha comparing to that in 2010, out of which 8,132 million ha of production forest, 5,842 million ha of protection forest, 2,271 million ha of special used forest.
- Protection forest: to plan 5,842 million ha, mostly protection forest of critical level; including 5.6 million hectares of  watershed protection forest, 0.18 million hectares of breakwater and reclamation protection forest, 0.15 million hectares of wind prevention- sand blown protection forest, 70,000 hectares of protection forests which protect environment for large cities, industrial parks and border, islands protection forest.
- Special used forests, strengthen the existing forest system of 2.14 million hectares towards improving quality and value of biodiversity, ensure to reach quality criteria of forest. For region having no or less ecosystem, develop a few new areas in the north mountainous region, north central, central highlands and wetlands in the Red river delta and the south with an area of
​​about 60,000 ha.
- Production forest: to arrange about 8,132 million hectares, an increase of 735,000 ha comparing that in 2010; out of which, 125,000 hectares of planned protection forest land switches to, 620,000 hectares of degraded natural forests needs to recover, regenerate and newly grow about 610,000 hectares of unused forest land.
19.2. Processing: to reorganize wood processing industry in order to balance between production capacity and stable material supply. From now to 2015, focusing on reviewing, consolidating and upgrading system of forest products processing factories at small and medium scale and developing processing industry of forest products at a large scale after 2015.
To construct and expand forestry product processing industry in regions having capable of providing enough raw materials, stability, favorable infrastructure, ensuring profitable and having competitiveness in regional and international market. Encouraging construction of facilities of manufacturing, processing synthesis planted timber and non-timber forest products; promote processing of artificial board and pulp, reducing processing and export of paper shavings.
By 2020, total capacity of sawn timber of 6 millions
m3/year, particle board of 320,000 m3/year, MDF board of 220,000 m3 products/year; value of wood products exports reaches $ 7 billion (3.5 million m3 products), value of non-timber forestry products of about $ 0.8 billion.
20. Fisheries
20.1. Farming: planned land area for farming aquaculture in 2020 is 1.2 million ha, out of which, using coastal unused land for farming aquaculture approximately 7,000 hectares and conversion of rive cultivated lowland rice to 90,000 ha. Construction of industrial farming areas for key species such as catfish, shrimp, white shrimp, mollusks, sea fish, tilapia.
To stabilize area of breeding
​​freshwater aquaculture with kinds of traditional fish in rural areas to meet consumption demand in the region, create jobs and increase income for farmers. Focusing on implementation of industrial catfish farming, moving from applying GlobalGAP standards to VietGAP. Converting some rice cultivated land for one season flooding in low-lying area in the Mekong river delta, the Red river delta to breed shrimp and fish.
For brackish water, planning to form concentrated industrial breeding area at ​​large scale under GAP standards which are suitable to each market, creating greater production of goods for export and domestic consumption in the Red river delta region, the central coast and the Mekong river delta associating with traceability, establishing reputable and high quality seafood brandname.
For saltwater farming, planning concentrated mariculture zones in association with marine hatcheries facilities in regions, expand aquaculture breeding areas on marine and in islands.
20.2. Protection and exploitation of marine resources: to continue to invest in researching and investigating marine resources, forecasting fisheries field for fishing. To reorganize fishing craft in direction of modernization of fisheries management on basis of restructuring vessels, in accordance with marine zone, sea routes, natural environment, marine resources, associating with investing in upgrading and modernizing fishing ports, anchorage area of preventing storm, marine fishing logistics service areas and on islands. Expanding exploiting activities within framework of international cooperation outside Vietnam marine waters. Constructing and developing system of marine protected areas and conservation of inland waters.
20.3. Seafood processing: amount of export seafood reaches 1.55 million tons in 2015, hitting 1.9 million tons in 2020; increase processing capacity from 6,500 tons/day to 10,000 tons/days; seafood frozen storage systems posts an increase of 630,000 tons to reach a total capacity of 1.1 million tons.
- For frozen processing: to replace old, outdated appliances, especially refrigeration equipment using refrigerant to destroy ozone layer must be removed from now to the end of 2030; in-depth investment is a key to produce more value-added products and increase used capacity to 70 % comparing to 40-50 % at present. Particularly, in the Mekong river delta, from now to 2015, it needs to build newly catfish processing factories with an average capacity of 7,500 tons/year to process completely catfish output of 1.5 million tones in 2015 and raise capacity of existing factories for processing completely 2 million tones of catfish in 2020.
- For processing of fishmeal: do not encourage development of processing capacity, focus on improving utilization capacity to 70 % in the north and the central.
- For dry processing: reduce output of low-quality dried products, increase output of high added value, increase quality of export dried products and keep stable level of output of 30,000 – 40,000 tons/year.
- For processing of canned foods: to raise utilization capacity to 80-90 % by importing materials of tuna and octopus.... Diversifying kinds of canned goods, increasing supply volumes for domestic market and export.
- Construct a large frozen storage systems to store product overcoming seasonality, market regulation and for export.
20.4. Mechanization of repair of boats and fishing logistics services: to focus on investment to strengthen and develop synchronously mechanical industry, building and repairing fishing vessels; ancillary production in association with constructing infrastructure of services of logistics for exploiting, breeding and processing seafood.
21. Salt
To plan stably salt production area of 14,500 hectares with an output of 2 million tons; out of which, 8,500 ha of industrial salt with an output of 1.35 million tons. Investing in modernizing industrial salt production in areas where have conditions and advantages under concentrated and large-scale orientation to produce high-quality salt, associating production with processing and post-salt chemical to supply salt materials for chemical industry and domestic salt consumption, proceeding to export salt.
IV. Some key solutions
1. Raising awareness, directing concentrate construction and implementation of agriculture production development plan in market economy
- To strengthen management, monitoring of implementation of the plan to ensure oriented and sustainable development. Local authorities should increase awareness of importance of activities of planning agriculture in the area; directing and guiding agricultural sector and related sectors to implement effectively content of the plan in accordance with specific conditions of each locality.
- To develop programs of economic development, investment in infrastructure construction, industrial processing systems and consumer markets from the central to local levels, ensuring necessary and sufficient conditions for implementation of approved plans.
2. Market development and trade promotion to implement objectives of the plan
2.1. Implement well ASEAN commitment on agriculture, forestry and fisheries; especially food security, animal health, plant protection, fisheries, forestry; WTO commitment on animal and plant quarantine, investment and services; agreements on animal, plant protection and veterinary for countries which import agricultural, forestry and fishery products of Vietnam, facilitate implementation of the plan of production development in both inputs and output.
2.2. To develop and implement promotion programs on agriculture, forestry and fisheries, maintaining largest and traditional market (including China, EU, Japan, USA, Philippines, Indonesia, Iraq...) and extend to eastern European markets, the Middle East, the Republic of Korea... to promote consumption of agricultural products.
2.3. To support and facilitate enterprises to build brandnames and quality standards of key export products of agriculture, forestry and fisheries; to meet requirements of quality, design and specification of imported countries.
2.4. To develop and expand domestic market, especially in tourism zones, municipalities, large residential areas.
2.5. Localities guide enterprises to plan and invest in areas of materials, implement signing of product consumption contracts with producers and create stable goods sources for processing and export.
3. Researching, transferring science and technology and training human resource
3.1. The State shall ensure to give priority investment budget to research and transfer science - technology, corresponding to tasks of developing agriculture, forestry, fishery and salt production in accordance with an approved plan.
3.2. To enhance cooperation with countries in region and in the world on science and technology of production, disease prevention, preservation and processing of agriculture, forestry, fisheries, fishing, shipbuilding engineering, vessel engine, set information system of managing marine fisheries.
3.3. To continue to renovate scientific, technology policies, enhance socialization of research, science and technology transfer; renovate preferential policies towards encouraging and promoting well science and technology resources, to attract economic sectors involving in research, transfer of advanced technology.
3.4. To strengthen capacity of system of promoting agriculture, forestry and fisheries; systems of plant protection, animal health, quality management system of forestry, fisheries and other services for production of agriculture, forestry and fisheries.
3.5. To raise capacity of technical, management staffs, implement ting socialization of professional training to ensure that farmers have accessed to new technologies and apply to production and exploitation of natural resources, using equipment and machinery in production, storage, processing and marketing of products.
4. Development of infrastructure to meet the requirements of development of agricultural, forestry, aquaculture and salt production as an approved plan.
4.1. Irrigation
To develop irrigation towards modernization, increased efficiency of water supply for production and living; proactively preventing and mitigating of natural disasters and gradual adapting to climate change conditions. Ensuring adequate water resources to effectively exploit 4.5 million hectares of cultivated land every year (including 3.8 million ha of paddy land), looking toward actively irrigating 100 % of paddy area of two-crop. Improving capacity of irrigation for area of plantations of perennial industrial trees and concentrated fruit trees, supplying water for aquaculture of 0.79 million ha, out of which, 80 % of breeding area are supplied water in an active way. Improving drainage to main river, ensuring drainage of the plains, low-lying areas with design frequency of 5-10 %, having measures and projects to adapt to climate change.
To focus on investment in upgrading existing irrigation system; investing completely for each system, upgrade, modernize headwork and canals, control and operation equipments to develop design capability and serving capacity.
To continue to invest in construction of small irrigation in upland and remote, border and island regions to supply water for irrigation and living. Developing irrigation for breeding aquaculture, industrial activities, improving coastal environment. Investing in construction of large projects for flood control, tide control, saltwater prevention, infiltration, drainage and limiting impacts of climate change and seawater rise.
To develop water using organizations of farmers, build mechanisms of protecting, managing, operating effectively irrigation systems and water savings, improve efficiency and design capacity of existing works.
4.2. On rural transport
To implement system plan, linking rural roads with provincial roads and national highways in order to promote development of production and circulation of commodities.
To give priority to make roads in highlands and mountainous area, especially districts, communes with poverty rates of above 50 %, ensuring that until 2020, they have transport systems at the same at those in other areas to facilitate development of commodity production.
To improve transport system on hilly areas, creating conditions for development of industrial zones and new urban areas without impacts on traditional agricultural land.
4.3. Regarding fisheries infrastructure
To plan, build technical infrastructure of stations and infrastructure for farming regions, including embankments, water supply and drainage channel of level I, sewer and large pumping stations. Investing in centers of environmental monitoring and warning of major aquaculture breeding regions. Investing in system of storm shelters, including regional level and local level; upgrade, expand or build newly fishing ports system and essential logistics facilities to ensure fishing activities in key fishing grounds.
4.4. Regarding agricultural infrastructure
To invest in raise capacity of infrastructure systems of science and technology research, especially -----select-----ing, creating, producing plant varieties and animal breeds; plant protection, animal health, seed quality control, fertilizers, agricultural products.
4.5. Regarding forestry infrastructure
To develop system of forest roads in mountainous and remote areas, ethnic minorities regions. Investing in raising capacity of system of facilities of research of forestry, variety, national gardens; multi-purpose disaster warning such as fire alarm, floods combining with measuring meteorological data.
4.6. Development of infrastructure for trade
To develop post office system, telephone system, communal culture post points to reach 100 % in 2020 and ratio of rural population having access to internet is 30 %.
The State create favorable conditions and support communes to construct; investing in developing system of wholesale markets of agricultural, forestry and fisheries products, border markets, regional market under a market plan which was approved by the Prime Minister. Investing in wholesale centers in areas of concentrated commodity of agriculture, forestry and seafood.
5. Continue to renovate and build organizational forms of production, services in rural area
5.1. To create favorable conditions for household economic to develop commodity production by expanding farm scale, supporting poor households to reduce poverty and gradual enrichment. Encouraging development of links between farmers with enterprises, cooperatives, scientific organizations, trade associations in production and consumption of products.
5.2. To implement policies to promote rapid development of economic cooperation, private sector, especially small and medium size enterprises in rural areas, so as to facilitate investment in production under plan associating with market.
5.3. To complete basically conversion of enterprises into joint stock enterprise, especially enterprises operating in fields of agriculture, forestry and associating interests of enterprises with interests of farmers, investing actively in building material area under an approved plan, guiding farmers to produce under market demand.
6. Land
6.1. To well organize management and use of paddy land under provisions of law on land to ensure national food security.
6.2. To develop mechanisms and policies to encourage farmers contributing equity by value of land use rights to participate in enterprises, in business investment projects.
6.3. To continuing to expedite allocation of forestry and forest and have policy to encourage community of villages, communes and the people to involve in protecting natural forests and developing forest economy.
7. Agricultural mechanization
Mechanization is an important solution to develop agriculture. Strive to 2020, mechanization rate of land preparation increases from 70 % in 2010 to 95 %; crop sowing, fertilization from 25 % to 70 %, harvest up from 30 % to 70 %, processing from 30 % to 80 %.
To develop policies to encourage investment in manufacturing motors and cultivated machines for agriculture, forestry, salt industry at reasonable prices. Expanding production by concentrating on intensive cultivation, forming fields of large scale area in order to create favorable conditions for farmers, businesses, organizations of production of agriculture, forestry, fisheries, salt to quickly apply mechanization into stages of production - storage - processing - transportation and consumption.
V. Implementation
1. Ministry of Agriculture and Rural Development
- To guide localities to review, set up production development plan of agriculture, forestry, aquaculture and salt.
- To complete expeditiously environmental impact assessment report as regulation.
- To strengthen information systems to provide timely information about production, pricing, market for producers to invest under an approved plan.
- To evaluate and approve production plan of agriculture, forestry, salt and aquaculture in regions.
- To organize and direct the implementation of overall plan on development of agriculture, forestry, fishery and salt nationwide.
2. Ministry of Planning and Investment: On basis of plans, investment projects which have been approved by competent authority to balance and allocate capital for investment in agriculture, rural areas every year as approved plans.
3. Ministry of Finance: to ensure financial policies for implementation of overall plan on agriculture, forestry, salt and aquaculture.
4. Other ministries: According to functions and duties, involving, creating favorable conditions for localities, organizations, families and individuals to implement the plan.
5. People's Committees of centrally-run provinces and cities
5.1. To review, build agriculture, forestry, salt production, seafood plans of each locality; organizing to implement approved plans.
To instruct districts, towns and provincial cities and communes, towns to plan agriculture, forestry and fisheries production.
5.2. To build development programs and projects of key sectors of localities and implementation.
