2. Housing development is one of important contents of socio-economic development policy; The State encourages all economic sectors to develop housing according to market mechanism to meet all people's needs and at the same time has policies to support housing for social policy beneficiaries, people with low income and the poor have difficulty in housing in order to contribute to political stability, ensure social security and develop urban and rural areas in direction of civilization and modernity.
3. To develop housing in localities in association with development of housing real estate market, in accordance with local housing development program and plan in each period and in compliance with housing law, master plans and plans approved by competent agencies, ensuring synchronous technical and social infrastructure; housing development on basis of economical use of resources, especially land resources; strengthen management of housing construction.
4. Housing development must ensure safety and satisfy conditions on construction quality, architecture, landscape, facilities and environment; be capable of responding to climate change, natural disasters, epidemics, using energy economically, developing sustainably with low emissions in accordance with regulations and standards promulgated by competent agencies.
5. Develop a variety of housing types, focusing on the development of social housing, apartment buildings, houses for rent, housing for workers in industrial zones, in order to basically solve the housing requirements for the people, especially in urban areas, strive to develop housing in rural areas in association with the national target program on new rural construction.
6. Ensuring stable accommodation for workers and developing worker housing associated with the responsibility of the employer, the Management Board of industrial parks, export processing zones, local authorities and public organizations group; in a manner suitable to the requirements of production activities, stipulating that workers' housing is an essential infrastructure of the industrial park.
II. Target
1. Overall goal
- Developing housing to meet people's demand for new construction and housing renovation, ensuring quality according to regulations and standards. Existing houses, including condominiums and separate houses of households and individuals, when degraded or not of good quality, shall be renovated and rebuilt.
- Development of affordable housing suitable to the affordability of low- and middle-income households and policy beneficiaries.
- To develop a sustainable and transparent housing real estate market under the State's regulation and supervision, in accordance with the land use planning, strategies, programs and plans for housing development; limit speculation and waste of land resources in housing development.
2. Specific goals
a) Development of residential area
- By 2025, the country's per capita housing area will strive to reach about 27 m2 of floor/person, of which: the per capita housing area in urban areas will reach 28 m2 of floor/person and in urban areas. In rural areas, 26 m2 of floor space/person.
- By 2030, the country's per capita housing area will strive to reach about 30 m2 of floors/person, of which: the per capita housing area in urban areas will reach 32 m2 of floors/person and in urban areas. In rural areas: 28 m2 of floor/person.
b) Improve housing quality
- Newly developed housing must ensure quality according to regulations and standards, associated with urban development projects, ensuring synchronous technical and social infrastructure, connecting traffic and infrastructure floor, design to expand the functional space of the house in the direction of developing green, sustainable, low-emission space.

- The State has policies to ensure the allocation of resources for housing development through a market mechanism, openness and transparency.
d) Development of social housing
- Promote the development of social housing to meet the needs of policy beneficiaries with housing difficulties such as urban low-income people, industrial park workers, civil servants, public employees, officials, People's armed forces through adjusting and supplementing policies to increase supply and support solvency.
- To develop social housing according to projects with locations and sizes associated with areas where many people are in need of social housing, in the land funds for social housing development arranged in the project plan, urban development projects, housing development projects to ensure equity and increase access to synchronous infrastructure and essential social services.
- Diversify the supply of social housing through the addition of more practical forms of social housing development; preferential mechanisms for investment, land, finance, tax... in which to focus on encouraging organizations and individuals of all economic sectors to participate in the development of houses for rent.
- Each object needs to have its own and specific policy, ensuring the right target, right audience and eligibility as well as appropriate preferential policies.
- Pay attention to solving the housing needs for workers associated with the production area, ensuring the synchronous response of essential technical and social infrastructure systems in terms of traffic, healthcare, education and culture, modernization of housing areas, creating stable accommodation, improving living standards so that workers can work with peace of mind and contribute to social security.
d) Development of official residences
- Ensure to fully and promptly meet housing needs for subjects eligible to stay in official residences of central and local agencies when they are mobilized and rotated to ensure stability for these subjects, life, peace of mind, convenience in the process of working.
- Diversify the methods of creating the official housing fund through the form of the State directly investing in construction or investing in buying and renting commercial houses to serve as official residences.
- The exploitation, management, operation and use of the official housing fund must ensure thrift and efficiency.
e) Housing development for resettlement
- To basically meet the housing needs for resettlement, ensuring compliance with the development principles and arrangement of resettlement housing in accordance with the housing law.
- Diversify methods of arranging resettlement through the use of commercial housing or the use of social housing built according to the project or land fund for resettlement. Prioritize the arrangement of resettlement in place, in the vicinity in order to contribute to ensuring social security for resettled subjects.

g) Housing support according to the target program

III. Tasks and solutions for housing development
1. Completing institutions and policies on housing

2. Group of solutions on planning and development of land fund

- Strengthening the efficiency of state management in the field of real estate and housing business; raise the responsibility of state management of housing and real estate market of ministries, branches and localities; complete the construction, management and use of information systems on housing and real estate market to ensure publicity and transparency; improve the efficiency of inspection, handling and prevention of violations in the housing and real estate business.
7. Solutions to reform administrative and investment procedures
- Simplify administrative procedures in the housing investment and development process from selecting investors, allocating land, investing in project construction, granting ownership certificates... IV. Implementation organization
1. Ministry of Construction
a) Assume the prime responsibility for, and coordinate with ministries, branches and localities in, organizing the implementation of the National Housing Development Strategy for the period of 2021 - 2030, with a vision to 2045; guide and urge the implementation of housing development programs in localities; monitor and summarize the implementation of the Strategy to report to the Prime Minister and organize periodical review and summary of the implementation of the Strategy; propose amendments and supplements to the Strategy to suit the actual situation in each period.
b) Assume the prime responsibility for proposing, amending and supplementing the provisions of the law on urban construction and development, the law on housing and the law on real estate business in accordance with the strategic direction of development. housing and actual situation; study, propose the amendment, supplement and perfect the system of regulations and standards related to housing development; develop mechanisms, policies and solutions to support housing improvement for each social policy target group facing housing difficulties.
c) Direct, guide and appraise housing development programs and plans of provinces and centrally run cities before they are approved by competent agencies and supervise their implementation.
d) To assume the prime responsibility for, and coordinate with concerned ministries, branches and localities in, formulating target programs, schemes and projects on housing support and development for each specific target group according to their competence and distribution, assign responsibilities to localities for submission to the Prime Minister for consideration and decision.
To assume the prime responsibility for, and coordinate with relevant agencies in, conducting basic research and professional training in the housing sector; research and application of new designs, techniques and technologies for low-emission, environment-friendly housing, housing that adapts to climate change.
2. Ministry of Planning and Investment
a) Assume the prime responsibility for, and coordinate with relevant ministries and branches in, summarizing and submitting to the Government and Prime Minister for allocating investment capital from the state budget for the implementation of target programs, schemes, and projects to support the Government, housing development assistance specified in this Decision after being approved by a competent authority.
b) To assume the prime responsibility for, and coordinate with the Ministry of Construction and relevant ministries and branches in, studying, amending and supplementing policies and laws on investment and related laws to simplify investment procedures housing development.
3. Ministry of Finance
a) To assume the prime responsibility for researching policies to encourage the diversified development of long-term capital sources for housing development such as real estate investment funds, real estate investment trust funds, real estate corporate bonds and other real estate investment funds, other long-term financial instruments.
b) Research and propose the addition of a number of taxes related to the real estate market such as housing property tax in order to stabilize the market, limit speculation, effectively exploit residential real estate and ensure interests of the State.
c) Guide the implementation of incentives related to financial policies, tax, credit, land use levy exemption, promulgate according to their competence or submit to competent authorities for regulations on tax exemption and reduction regimes, value-added tax, corporate income tax, personal income tax and other taxes related to social housing development.
4. Ministry of Natural Resources and Environment
a) Assume the prime responsibility for, and coordinate with the Ministry of Construction and relevant ministries and branches in, studying, amending and supplementing policies and laws on land according to the tasks and solutions set out in this Decision.
b) Presiding over and supplementing regulations to confirm lawful ownership of new residential real estate and legally formed real estate products with residence function.
c) Assume the prime responsibility for reviewing and completing regulations in the direction of simplifying administrative procedures in the process of allocating land for various types of housing development projects according to regulations.
5. State Bank of Vietnam
a) Directing and operating the credit system to ensure a safe and stable credit policy for the residential real estate sector.
b) Completing mechanisms and policies related to real estate mortgage in order to exploit the ability to mobilize capital to serve the needs of residential real estate development.
c) Timely guide credit institutions to lend social housing, direct the Bank for Social Policies to implement the social housing lending program in accordance with the Housing Law and relevant laws.
d) Coordinate with the Ministry of Construction and the Ministry of Finance in the process of these units proposing and building a mechanism to create long-term financial sources for housing development.
6. Bank for Social Policy
To assume the prime responsibility for, and organize the implementation of, preferential loans to support beneficiaries of the policy of buying, renting and buying social housing, building new or renovating or repairing houses, and borrowers to invest in housing construction.
7. Ministry of Justice
Must be compatible with relevant ministries and branches in formulating and supplementing legal regulations in the field of housing and real estate business to ensure uniformity, compatibility, and avoid overlap with other relevant laws to develop housing according to the tasks and solutions set out in this Decision; carry out the control of administrative procedures, investment procedures in the field of housing and real estate business.
8. Relevant ministries and branches
Relevant ministries and branches within their assigned functions and tasks are responsible for coordinating in researching, formulating mechanisms and policies and directing the implementation of policies related to housing development. .
9. People's Committees of provinces and centrally run cities
a) Perform the function of state management of housing in the locality through organizing the formulation of housing development programs and plans and controlled development of the residential real estate market.
b) Actively planning and allocating land fund for housing development, especially social housing within the locality in accordance with law.
c) Allocate capital from the local budget to invest in social housing construction and provide housing support for social policy beneficiaries within the locality in accordance with law.
d) Include housing development targets in local socio-economic development plans from time to time; organize the implementation and periodically evaluate the results of implementation of housing development tasks in the local socio-economic development plan.
Continue to promote decentralization, decentralization and administrative reform related to housing development.
e) Paying attention to and encouraging the support of the community, social organizations, voluntary organizations and individuals, and benefactors in the work of improving housing for the poor and having housing difficulties.
10. Other organizations
a) Request the Vietnam Fatherland Front and its member organizations to propagate and mobilize the people to implement and supervise the implementation of the law on housing; mobilize domestic and foreign organizations and individuals to contribute and support housing construction programs for social policy beneficiaries, low-income people, and the poor facing housing difficulties.
b) Professional associations related to housing are responsible for propagating and educating their members to abide by the provisions of the law in the field of housing; participate in consulting, criticizing and actively implementing housing policies.
c) The Vietnam General Confederation of Labor is responsible for coordinating with relevant ministries, branches and agencies in investing in the construction of houses, medical and educational facilities, supermarkets and commercial works. , services, cultural and sports facilities in industrial parks and export processing zones in order to improve the quality of accommodation for workers and workers in industrial parks and export processing zones.
