1. Scope and scale of the plan

3. Development forecasts

4. Space development orientation
a) Overall spatial structure framework

Space of Cao Bang border gate economic zone includes 04 zones as follows:
- Region 1 (Western border gate economic zone), including border communes of Ha Quang district; The planned area is about 4,018 ha, the population size by 2040 is about 8,000 - 9,000 people, the center is the border gate area - Soc Giang urban area. Region (1) includes 03 main areas as follows:
+ Na Quan opening area (Can Yen commune) with a planning area of about 114 hectares: Forming a pair of markets, having the function of import-export trade, goods exchange, border residents; building management control areas, goods warehouses, developing new residential areas, upgrading and renovating existing residential areas, improving the social infrastructure system and technical infrastructure in the entrance area. open and of Can Yen commune.
+ Soc Giang border gate area (Soc Ha commune) with a planning area of about 311 ha: Orientation to build and develop Soc Giang border gate area into a grade V border gate urban area. Complete development of gate functional areas Imports: management agencies, commercial services, warehouses for transshipment of goods, new residents; to renovate, embellish and complete the central area of Soc Ha commune.
+ The area of Pac Bo special national relic site (Truong Ha commune), with a planning area of about 2,450 ha: Comply with the approved relic zone planning, develop Pac Bo historical relic area to become a historical relic site, sustainable tourism destination. Preserve and embellish the system of monuments, build functional areas of tourist service centers, renovate and upgrade social and technical infrastructures of the relic site and Truong Ha commune center, build residential areas, resettlement, establishment of community tourism establishments; preserve and protect the landscape of the hilly forest area.
- Region 2 (Northern border gate economic region) includes the area of villages and communes of Trung Khanh district; the planned area is about 8,134 ha, the population size by 2040 is about 30,000 - 32,000 people; The center is the border gate area - Tra Linh town. Region (2) includes 03 main areas as follows:
+ Tra Linh border gate area and Na Doong opening (Tra Linh town), planned area of about 1,490 hectares: As an international border gate, the center of Cao Bang border gate economic zone, a gateway connecting China and ASEAN. The border gate area will develop functional areas for management and control, border trade and service complexes, logistics center with ICD inland port, warehouse system, production and processing center for export (export processing zones), existing residential areas and new residential areas for resettlement. Completing the system of social infrastructure, technical infrastructure of Tra Linh town up to grade IV urban standards.
+ Po Peo border gate area (Ngoc Con commune), the planning area is about 1,134 ha and Dinh Phong opening (Dinh Phong commune), the planned area is about 3,367 ha: Orientation to form trade and service centers import and export services, logistics services, warehouses and transshipment of goods, exchange of goods for border residents; developing tourism services: resort tourism along Quy Son river, sightseeing tours, entertainment services, sports training (golf course)...; renovate and upgrade the infrastructure of existing residential areas.
+ Ban Gioc waterfall tourism area (including the entire boundary of Ban Gioc waterfall tourist area), planned area of about 1000 ha: is a national tourist area of international stature. The development orientation complies with the construction planning of Ban Gioc Waterfall tourist area approved by the Prime Minister; to build tourist service areas, border trade and service zones, resorts, sightseeing tours, areas to explore and experience community culture; develop new residential areas, renovate and upgrade the social infrastructure and technical infrastructure of the tourist area.
- Region 3 (Northeast border gate economic zone), including border communes of Ha Lang district; the planned area is about 3,346 ha, the population by 2040 is about 7,500 - 8,000 people; The center is Ly Van border gate area. Region (3) includes 03 main areas as follows:
+ Ly Van border gate area and Ban Khoong entrance (Ly Quoc commune), planned area of about 1,250 ha: Oriented to upgrade into an international border gate, focusing on developing functional areas of commercial and service services import and export services, travel services, warehousing and logistics services for transshipment of goods, control and management areas. Develop new residential areas, upgrade and renovate existing residential areas, renovate the social and technical infrastructure system in the area of the border gate and the opening.
+ Ha Lang border gate area (Thi Hoa commune), the planned area is about 144 hectares: On the basis of the central area of Thi Hoa town connecting with the border gate area, forming import-export trade and service zones. goods transfer, goods exchange border residents; agricultural and forestry production; control and management areas, develop new residential areas, upgrade and renovate existing residential areas, improve the social infrastructure system and technical infrastructure in the border gate area.
+ Opening area Pac Ty (Quang Long commune) planning area 18 - 20 ha and Ky Soc (Thong Nhat commune) planning area 10 - 12 ha: Planning functional areas of control, management, warehouse goods yards and commercial and service areas for exchanging goods for border residents.
- Region 4 (Eastern border gate economic zone), including border areas of Quang Hoa and Thach An districts; The planned area is about 14,632 ha, the population size by 2040 is about 51,000 - 53,000 people, the center is Ta Lung border gate - Phuc Hoa urban area. Region (4) includes the following two main areas:
+ Ta Lung border gate area - Phuc Hoa urban area (Quang Hoa district), the planned area is about 14,105 ha: To build Phuc Hoa urban area into a grade IV urban area, organized in the direction of a multi-functional complex, Accordingly, Ta Lung is used as an economic center, Hoa Thuan is an urban administrative and commercial center with mixed functions, and other urban clusters (in the territory of My Hung, Dai Son, and Cach Linh communes) thematic functions, development of residential areas and service and commercial routes alternating between functional areas outside urban areas and rural agricultural areas.
+ Na Lan area (Duc Long commune, Hoa An district), planning area of about 433 ha: Complete development of functional areas including management and control agencies, commercial services, warehouses and transshipment of goods ... guarantee the upgrade to the sub-border gate. Planning the tourist service area, forming a new residential area combined with community tourism to develop in association with the Dong Khe Victory Monument. Upgrading and renovating existing residential areas, improving the social infrastructure system and regional technical infrastructure.
5. Orientation for planning the socio-economic infrastructure system
a) System of gates and openings:
- International border gates: Ta Lung, Tra Linh (including Na Doong customs clearance). Planning to upgrade Ly Van border gate into an international border gate.
- Main border gate: Soc Giang. Planning to upgrade Po Peo auxiliary border gate to main border gate.
- Secondary border gate: Ha Lang. Planning to upgrade Na Lan opening (Duc Long commune, Thach An district) to become a secondary border gate.
- For openings: Planning, investing in upgrading to customs clearance passages at border gates when eligible: Truc Long and Na Quan openings are goods clearance passages at Soc Giang border gates; Dinh Phong opening (new opening) is the way to clear goods at Po Peo border gate; The border opening of Ban Gioc shall comply with documents and agreements on cooperation in protection and exploitation of tourism resources Ban Gioc Waterfall (Vietnam) - Duc Thien; Ban Khoong opening is the customs clearance of goods at Ly Van border gate; The opening of Po Tap and Coc Sau is the customs clearance of goods at Ta Lung border gate. Maintain existing Pac Ty and Ky Soc openings.
b) Areas of industrial development, handicrafts and goods transshipment warehouses:
- Planning the export processing zone at Tra Linh border gate, 04 industrial clusters in Quang Hoa district (Ta Lung town, Hoa Thuan town, Dai Son commune, Cach Linh commune). In addition, there are industrial and handicraft sites in communes: Cach Linh, Dai Son (Quang Hoa district), Soc Giang (Ha Quang district), Dinh Phong (Trung Khanh district). The total area of planned industrial - export processing zones is about 50 - 60 ha, industrial clusters and handicrafts are planned about 200 - 210 ha.
- Logistic area, warehouse system, transshipment area for export and import goods: To develop logistics service areas, concentrated in Ta Lung, Tra Linh. Planning the warehouse system at all border gates and openings. The total area of logistics, warehouse and goods transshipment zones in the economic zone is about 380-400 ha.
c) Tourist functional areas:
Orientation to develop the tourism service system of the economic zone in connection, support and sharing with the tourism service system of the province, the center of which is Cao Bang city. The main tourism areas include:
- Tourist area associated with Pac Bo historical relic and Kim Dong relic, with an area of about 1,137 ha (Truong Ha commune, Ha Quang district);
- Ban Gioc Waterfall tourist area, Nguom Ngao cave, with an area of about 1000 ha (Dam Thuy commune, Trung Khanh district);
- Eco-tourism resort Nguom Lom Nam Khao, with an area of about 36 hectares (My Hung commune, Quang Hoa district);
- Planning the complex of tourism, resort, physical training and sports services (golf course), entertainment; scale of about 200 - 250 ha in Dinh Phong commune (Chong Khanh district).
To develop community-based tourism and agro-ecological tourism in agricultural areas and villages in Duc Long commune (Thach An), Dinh Phong commune (Trung Khanh district), Ta Lung town, My Hung commune, Cach Linh commune (Quang Hoa district). To develop sightseeing and shopping tourism at the open border gates, in which the focus is on Phuc Hoa and Tra Linh tourism and shopping centers.
d) Agro-forestry areas:
Forming hi-tech agricultural production areas, conserving precious genetic resources of local products and contributing to creating sustainable and stable livelihoods for people. To build concentrated agro-forestry farms in areas of Quang Hoa, Trung Khanh and Ha Quang districts: Dairy farming and milk processing areas in Lung Ten, Dai Son and Lung Muoi communes, town of Hoa Thuan (Quang Hoa district), high-tech agricultural production area in Dai Son commune (Quang Hoa district), orange and tangerine growing area in Tra Linh town... The farm development model is oriented to be established according to regulations.
d) Residential development areas:
- Urban residential area:
Orientation to 2040 in the Economic Zone, there are the following urban areas: (1) Phuc Hoa Urban Area: Orientation for development of Hoa Thuan town, Ta Lung town and 03 neighboring communes (My Hung and Cach Linh communes) and Dai Son of Quang Hoa district) meets the urban standard of grade IV. (2) Tra Linh urban area: Orientation to build Tra Linh town up to grade IV urban standards. (3) Soc Giang Urban: Orientation to form Soc Giang town up to grade V urban standards on the basis of Soc Giang commune. (4) Ban Gioc Urban: Orientation to establish Ban Gioc town to develop from the center of Dam Thuy commune in association with Ban Gioc waterfall tourist area and Ban Gioc - Duc Thien opening.
Orientation for urban development to support the development of services for border-gate areas, commercial and tourist zones. Stabilize and renovate existing residential areas. Develop new residential areas in the form of routes along the main traffic axes, respecting the natural topography, preserving and promoting the value of local identity, preventing and minimizing natural risks. Layout interlaced, spaced with green wedges, low-density residential areas with high-density residential areas, commercial streets and mixed residential areas. Reserve space for semi-flooded areas, flood drainage corridors of rivers and streams. Arrange residential clusters along Bang Giang River, Bac Vong River, Tra Linh River, residential areas along the mountainside, etc. to ensure safety against floods and landslides, and convert them into green spaces, open spaces, and open spaces.
- Rural residential areas:
Rural development in border areas in order to strengthen the protection and preservation of the national territory. Completing the system of technical and social infrastructure in rural residential areas according to the new rural construction planning, embellishing to create a rural appearance. Planning centers, points of display, introduction and sale of OCOP products in association with commune centers and concentrated rural residential areas. Preserve traditional values in village residential areas. To encourage the development of the garden economy in combination with tourism, to develop community-based tourism, and to develop rural-agricultural eco-tourism.
e) System of social infrastructure works
The planning of the system of social infrastructure works in the economic zone must ensure the standards of grade IV urban centers for Phuc Hoa and Tra Linh urban areas, and grade V urban standards for 02 urban centers expected to be formed. Ban Gioc - Dam Thuy urban area and Soc Giang urban area. The infrastructure system of education, health, trade and services, culture, green parks, physical training, sports, entertainment and recreation are planned in a synchronous and harmonious manner, ensuring compliance with the objectives, socio-economic development planning of localities in the border gate economic zone.
6. Orientation to control architecture and landscape
- For the border gate area: The urban design of the central border gate area creates many highlights and typical shapes for the space of the economic zone (national gate works - border gate gate, central management area), operating border gate operations, financial trade centers, general services...).
- For industrial, warehouse and auxiliary areas: Organize a system of trees isolated from surrounding residential areas; encourage the construction of green industrial works.
- For urban areas and residential areas: To encourage high and medium density development, use land effectively for urban development; exploiting images of riverside urban areas for Phuc Hoa, Tra Linh and Soc Giang urban areas; renovating and embellishing urban landscapes, giving priority to the development of public spaces, open spaces and green spaces.
- For tourist centers and tourist attractions in Pac Bo, Ban Gioc, Tra Linh, Phuc Hoa: Respecting the natural landscape, harmoniously combining elements of natural topography, forest landscape and area agriculture with traditional spatial structure, associated with neighboring residential areas. The architecture of the works is associated with the natural landscape topography, encouraging the construction of works with indigenous traditional architectural styles, in harmony with nature.
- For rural residential areas: Inheriting and promoting traditional village landscape architectural spaces of ethnic groups in organizing the construction of public works, community living centers, associated with roads agricultural and natural landscape. Encourage the construction and development of eco-garden houses combined with tourism services.
- Agro-forestry development and reserve areas: Areas where construction of works for agriculture and forestry are allowed with low overall density. The works must be suitable for the type of farm and agro-forestry production. Limit the construction of works in the group of houses and urban centers here in the planning stage.
- Management and conservation of natural landscape and green space, including landscape area of Ban Gioc waterfall, Pac Bo historical relic site, Gioc Dau cave (Tra Linh) scenic relic site, scenic relic Landscape of Bat Cave (Ha Lang), forest areas upstream of rivers and streams: Preserving natural ecosystems, limiting mining activities that affect the landscape.
7. Land use planning
The total area of the direct planning area is about 30,130 ha.
a) In the period up to 2030:
Total construction land area is about 3,800 - 3,900 ha.
- Civil land is about 400 - 450 ha, of which:
+ Land for residential units: about 310 - 330 ha (current unit land is about 280 ha, new residential unit land is about 30 - 50 ha).
+ Urban public land: 15-20 ha.
+ Public green land: 20-30 ha.
+ Land for urban traffic: 60 - 70 ha.
- Non-residential land is about 3,300 - 3,500 ha, of which:
+ Land for warehouses and yards is about 200-240 ha.
+ Land for industrial production, handicrafts, export processing zones: about 150 - 160 ha.
+ Commercial and service mixed land is about 230 - 250 ha.
+ Office land: about 55 - 60 ha.
+ Tourist land: about 180 - 200 ha.
+ Land for education and training: about 20-25 ha.
+ Land for medical centers (outside urban areas): about 12 - 15 ha.
+ Land for construction of rural residential areas: 400 - 450 ha.
+ Land for specialized green trees: about 1,100 - 1,150 ha.
+ Cemetery land: about 15-20 ha.
+ Land for relics and religions: about 15-20 ha.
+ Land for security and defense: about 65 - 70 ha.
+ Land for key technical infrastructure works: about 60 - 70 ha.
+ Land for external traffic: about 750 - 800 ha.
- Other land is about 26,300 - 26,400 ha, of which: forestry land is about 19,100 - 19,200 ha; agricultural land is about 6,200 - 6,300 ha, other land (water surface, mining land, scenic caves...) is about 950 - 1,000 ha.
b) Period up to 2040:
Total construction land area is about 6,300 - 6,500 ha, of which:

+ Commercial and service mixed land is about 400 - 420 ha.
+ Office land: about 80 - 85 ha.
+ Tourist land: about 400 - 450 ha.
+ Land for education, training and research: about 40 - 50 ha.
+ Land for medical centers (outside urban areas): 45 - 50 ha.
+ Land for construction of rural residential areas: about 500 - 550 ha.
+ Land for specialized green trees: about 2,100 - 2,200 ha.
+ Cemetery land: about 45 - 50 ha.
+ Land for relics and religions: about 15-20 ha.
+ Land for security and defense: about 140 - 150 ha.
+ Land for key technical infrastructure works: about 100 - 110 ha.
+ Land for external traffic: about 1,200 - 1,250 ha.
- Other land: about 23,600 - 23,800 ha, of which: forestry land is about 18,800 - 19,000 ha; agricultural land is about 4,100 - 4,200 ha, other land (water surface, mining land, scenic caves...) is about 650 - 750 ha.
8. Orientation to planning technical infrastructure system
a) Orientation of irrigation works and natural disaster prevention works
- Increase planting and protection of watershed protection forests.
- Planning resettlement sites for urban areas, newly relocated population from areas at high risk of natural disasters.
- Build additional retaining walls, backing up in areas at risk of landslides. Adding ditches to receive water from the foothills and mountains.
- Dredging and expanding rivers, streams and drainage channels to enhance water drainage.
- To build a new system of embankments of rivers and streams: Bang river, De Rao river, Bac Vong river, Quai Son river, Tra Linh river, Khuoi Ky stream, Duc Long commune stream... sections running through residential areas and urban areas market, industry, tourism services.
- To build new water reservoirs in communes: Xuan Noi commune, Phong Chau commune, Chi Vien commune (Chong Khanh), Co Ngan commune (Ha Lang)....
b) Orientation for planning the elevation of the construction foundation
Make the most of the natural terrain, retaining the existing natural drainage system.
Existing area: keep the level of the foundation, when constructing intercropping new works will keep the leveling or local leveling level to suit the current construction status and regional conditions.
New construction areas near rivers and streams must be at least 0.3 m higher than the maximum flood water level for civil land and 0.5 m for industrial land.
c) Orientation of rainwater drainage planning
- Using a distributed network of pipes, closely following the terrain, ensuring fast drainage, without causing local flooding for functional areas.
- Existing area: using a common drainage system, gradually improving it into a semi-private system; New construction area: use a completely separate exit system.
- Collecting surface water drainage system in 5 basins, draining into open canals, regulating lakes, and drainage pumping stations before draining into De Rao River, Bang River, Tra Linh River, Bac Vong River, and Quai Son River.
d) Orientation of traffic planning
* Outbound traffic
- National highway system: National highways passing through Cao Bang border-gate economic zone include: highway Dong Dang (Lang Son) - Tra Linh (Cao Bang); Ho Chi Minh road; the road crossing Ho Chi Minh road; Highway 3; national highway 4; national highway 34; Highway 34B is planned in compliance with the national traffic development strategy and approved regional traffic plans.
+ Expressway Dong Dang (Lang Son) - Tra Linh (Cao Bang): total length of 115 km, scale of 4 lanes, designed with a speed of 80 km/h. Planning the main connection points: (1) Connecting with Tra Linh border gate, intersecting with national highway 4; (2) Connecting with Cho Moi - Cao Bang expressway, this connection point will connect Tra Linh border gate area with the expected Cao Bang airport location in Bach Dang commune, Hoa An; (3) Connecting with National Highway 3 to Ta Lung border gate; (4) Connect to National Highway 34B to Na Lan opening.
+ Ho Chi Minh road and Ho Chi Minh crossroad system: up to grade III road standards, asphalt concrete pavement structure. The Ho Chi Minh route is the main route connecting Pac Bo area with Cao Bang city.
+ National Highway 3: is the main route connecting to Ta Lung border gate; upgrade the whole route up to grade III road standards.
+ National Highway 4A: To upgrade the whole route up to grade III road standards. Renamed National Highway 4. This is the border belt route, the main traffic axis connecting all the developed areas in the Economic Zone.
+ National Highway 34 (Pac Nhuong - Khau Don; Ma Phuc - Tra Linh border gate): is the main route connecting to Tra Linh border gate; upgrade the whole route up to grade III standards in mountainous areas.
+ National Highway 34B: connecting Dong Dang - Tra Linh highway with Na Lan opening area; upgrade the whole route up to grade III mountain road standards.
- Provincial road system:
To renovate and upgrade provincial roads through the economic zone (including provincial road 204; provincial road 205; provincial road 206; provincial road 207; provincial road 207A; provincial road 208; provincial road 210; provincial road 213) to reach grade II - III mountainous areas and some routes at least grade IV mountainous areas with uncompromising technical standards, asphalt concrete pavement with solid road protection works, finishing items, ensure the best traffic safety in all driving conditions.
Provincial road 204 is the main route connecting with Na Quan opening area; Provincial road 213 connects Trung Khanh town with Po Peo border gate area; Provincial road 207 connects National Highway 4 with the opening area of Khoong village and Ly Van border gate; Provincial road 208 connects National Highway 4 with Ha Lang border gate; Provincial road 210 is the main route connecting along the border from Ly Van border gate area to Na Lan opening, continuing to connect to Lang Son.
* Urban and rural traffic:
- Complete construction of the main trunk roads of urban centers: trunk roads in the area of Ta Lung border gate town, Tra Linh town and newly established towns; bypasses of national highways, provincial roads passing through urban centers, trunk roads and branch roads of urban areas in economic zones. The roads are designed in accordance with urban road standards, the percentage of traffic land in urban areas ranges from 20% - 25%, depending on the urban size.
- All district roads according to the planning orientation must meet the standards of grade V - VI mountainous roads, some important roads reach grade IV mountainous areas, and the pavement structure of cement concrete or asphalt roads must meet the standards of the commune roads, grade VI mountainous roads or grade A and B roads in rural areas.
* Transport works
- Bus station: Ta Lung town builds a class 3 bus station according to the approved planning. Planning of bus station at Tra Linh border gate, Trung Khanh town to upgrade to class 3 bus station. Other border gates and towns: 1 class 4 bus station in each area.
- Parking: planning to build a parking system in districts and border gates in the region, parking vehicles and goods with a full range of warehouse services, supermarkets, motels and gas stations, repair house, car technical care and car wash... area about 1,000 - 5,000 m2/parking lot.
Orientation of electricity and energy supply planning
- Power source: Building 6 new 110 kV transformer stations with total capacity of 360 MVA by 2040.
+ Phuc Hoa 110/35(22) kV station: capacity 25 + 40 MVA.
+ Trung Khanh 110/35(22) kV station: capacity 2 x 40 MVA.
+ Tra Linh 110/35(22) kV station: capacity 25 + 40 MVA.
+ Ha Quang 110/35(22) kV station: capacity 2 x 25 MVA.
+ Thong Nong 110/35(22) kV station: capacity 2 x 25 MVA.
+ Thach An 110/35(22) kV station: capacity 2 x 25 MVA.
- Grid:
110 kV lines using ACSR steel core aluminum wire ensure a cross section of ≥185 mm2 for reliable supply and require a ring structure.
Existing 35 kV medium voltage lines that are not suitable will be relocated. The electricity grid in urban centers, border gates, tourist area centers and densely populated areas is renovated to 22 kV to encourage underground, other areas use floating lines.
Low-voltage grid: Upgrading and building a new synchronous low-voltage grid. Urban center areas, border gates, tourist area centers, densely populated areas are encouraged to go underground. Other areas use floating lines.
Lighting grid: to renovate, upgrade and develop all types of lighting, including: lighting for traffic works, lighting for public works, and lighting for advertising and festivals. Equipped with an automatic and centralized control system for lighting systems in urban centers, border gates and tourism areas.
e) Orientation of communication
- Organizing the system network: in the first stage, upgrading transmission equipment, meeting the points of demand for traffic alternation; capacity upgrade. Later, use new technology to increase capacity as needed.
- Network development focusing on application of technology, quality, building a synchronous network according to the new generation network model, with redundancy to ensure safety when demand spikes or when there is a natural disaster or incident.
g) Orientation of water supply planning
Total water demand by 2040 is about 35,000 m3/day.
Divided into 4 water supply areas as follows:
* Region 1: Western border economic zone
- Total water demand by 2040 is about: 3,000 m3/day.
- Water source: Khuoi Ky lake, spring water and underground water.
- Building a new water supply station for Pac Po tourist area; building a new water supply station at Soc Giang border gate; new construction of Na Quan water supply station; to build new small and concentrated water supply stations to supply water to rural areas.
* Region 2: Northern border gate economic zone
- Total demand for water by 2040 is about: 10,800 m3/day.
- Water sources: water from Quai Son river, Bac Vong river, Tra Linh river, Ban Viet lake, streams and underground water.
- New construction of Dam Thuy water plant; to renovate and increase the capacity of Tra Linh water plant; new construction of Po Peo border gate water plant; new construction of Dinh Phong water plant.
* Region 3: Northeast border gate economic zone
- Total demand for water by 2040 is about: 2,200 m3/day.
- Water source: water from Quai Son river and its tributaries.
- New construction of Ly Van border gate water plant; new construction of Ha Lang border gate water plant; to build new small and concentrated water supply stations to supply water to rural areas.
* Region 4: Southeast border-gate economic zone
- Total water demand by 2040 is about: 18,000 m3/day.
- Water source: Using water from Bang Giang river, Bac Vong river and Nam Khao stream and its tributaries flowing through.
- Maintain the existing capacity of Ta Lung water plant. Renovating and raising capacity of Hoa Thuan water plant; new construction of Phuc Hoa water plant; building a new water plant at Na Lan border gate.
h) Orientation to the planning of wastewater collection and treatment
To plan a distributed wastewater drainage network, collect wastewater from each region to a centralized treatment station.
- Region 1 - Western border gate economic zone:
+ Soc Giang border gate area: includes 02 main drainage basins. Planning 02 wastewater treatment stations with a total capacity of about 800 m3/day.
+ Na Quan entrance area (Can Yen commune): planning 01 wastewater treatment station with a capacity of 200 m3/day.
+ The remaining areas: generated wastewater is treated locally, meeting environmental standards before being discharged into the receiving source.
- Region 2 - Northern border gate economic zone:
+ Ban Gioc Waterfall tourist area: comply with the general plan approved by the Prime Minister in Decision No. 485/QD-TTg dated April 13, 2017.
+ Dinh Phong entrance area: planning 01 wastewater treatment station with a capacity of 300 m3/day.
+ Po Peo border gate area: planning 02 wastewater treatment stations with a total capacity of about 500 m3/day.
+ Tra Linh border gate area: planning 04 wastewater treatment stations with a total capacity of about 2100 m3/day.
+ The remaining areas: generated wastewater is treated locally, meeting environmental standards before being discharged into the receiving source.
- Region 3 - Northeast border gate economic zone:
+ Ha Lang border gate area (Thi Hoa commune): planning 01 wastewater treatment station with a capacity of 200 m3/day.
+ Ly Van border gate area: planning 02 wastewater treatment stations with a total capacity of about 1700 m3/day.
+ The remaining areas: generated wastewater is treated locally, meeting environmental standards before being discharged into the receiving source.
Region 4 - Eastern border gate economic zone:
+ Phuc Hoa urban area: planning 08 wastewater treatment stations with a capacity of 400 - 1700 m3/day.
+ Na Lan entrance area (Duc Long commune): planning 01 wastewater treatment station with a capacity of 500 m3/day.
i) Orientation for solid waste collection and treatment planning, cemetery planning
- Planning on 04 solid waste treatment zones, incineration technology in 04 regions of the economic zone, each solid waste treatment zone includes 01 incinerator and the ash burial area after treatment is about 1 ha. (solid waste incinerator located in zone 1: 20 tons/day; solid waste incinerator located in zone 2: 80 tons/day; solid waste incinerator located in zone 3: 20 tons/day; waste incinerator) snakes located in zone 4: 125 tons/day).
- Centralized cemetery planning:
+ For existing cemeteries, reconstruction planning will be carried out to ensure compliance with current regulations and regulations on cemetery land, environmental sanitation and technical infrastructure. For existing cemeteries in urban areas, there is a roadmap to stop burial and burial, renovate these cemeteries into a cemetery park or relocate if there is a need for construction land.
+ Each urban area is expected to plan its own centralized cemetery. In rural areas, each commune has its own centralized cemetery planning, in compliance with the approved new rural planning.
9. Strategic Environmental Assessment
- Control and limit environmental impacts in areas of residential development, industry, handicrafts, warehouses, wharves, tourism service development; construction of works for collection and treatment of waste water and generated waste.
- Strengthening the protection, conservation, banning and restricting construction in historical sites, nature reserves, landscape conservation areas, special-use forests, protection forests, and water resource exploitation areas; strengthen forest rangers, raise community awareness in protecting forests and natural ecosystems.
- Conservation and promotion of agro-ecological landscape; strictly control the use of chemicals in agricultural cultivation; modern and sustainable agricultural development.
- Strengthening security control at border gates and openings; develop auxiliary works, ensure the effectiveness of immigration activities in the region; strengthen quarantine, security and protection of border safety.
- Strengthen supervision, environmental protection, raise community awareness; eradicating hunger, reducing poverty, improving people's material and spiritual life, ensuring social security; economic development associated with environmental protection, national security, and border protection.
10. Priority investment programs and projects:
a) Implementation phase:
- Period 2020 - 2030: Developing the framework infrastructure system and key works. Develop strategic projects, act as a driving force to promote economic zone development. Focusing on infrastructure construction projects in Tra Linh, Ta Lung, Soc Giang and Ly Van areas to serve the purpose of border-gate economic development, and projects in Ban Gioc area to serve services for tourism development.
- Period 2030 - 2040: Synchronous development. To complete the infrastructure system of border-gate areas and border-gate urban areas. To renovate and embellish existing urban areas, improve the efficiency of exploitation and use of existing land funds. To develop the social infrastructure system, to complete the standards of grade IV urban centers for Phuc Hoa and Tra Linh urban areas, grade V urban centers for Soc Giang township, and Dam Thuy/Ban Gioc townships.
b) Priority investment programs and projects
Framework technical infrastructure projects and key works of the economic zone, which act as the driving force for socio-economic development of the whole economic zone (Dong Dang - Tra Linh expressway, border ring road). border - national highway 4...); infrastructure construction investment plans and projects in border-gate areas have been prioritized for construction development in the early stages (Tra Linh, Ta Lung, Soc Giang and Ly Van border gates and the area of Ban Gioc waterfall and resettlement projects at border gates and openings with investment projects; projects to achieve the goal of urban upgrading according to the provincial planning roadmap (upgrading Phuc Hoa urban area to the standard of grade IV urban area); projects to implement the new rural construction program associated with community tourism.
11. Implementation organization
11.1. Assign the People's Committee of Cao Bang province: to organize the public announcement of the planning project; promulgate regulations on management according to the approved master plan on construction of Cao Bang border-gate economic zone by 2040; organize the review, formulation and adjustment of urban general planning, zoning planning, detailed planning in accordance with the approved general planning of the economic zone. When studying and implementing construction plan and investment projects in the border gate economic zone of Cao Bang province, it is necessary to limit the leveling of natural terrain, assess the impacts on socio-economic development, preserve cultural identity, landscape and environment, compliance with legal provisions on forest and environment protection; ensure response to climate change and natural disaster prevention; meet the protection of border sovereignty, ensure strengthening of national defense and security; ensure compliance with the allocated land use quotas, minimize the conversion of the use purpose of afforestation land or forest land to other purposes, ensure proper and efficient use of land; ensure compliance with the provisions of the law on urban planning and other relevant laws.
In the process of implementing the planning, it is necessary to ensure compliance with the orientations on conservation and promotion of the value of relics of the special national relic Pac Po, without violating protected areas I and II of the area. Pac Po relic site, complying with the orientations of functional subdivisions of Ban Gioc Waterfall National Tourist Area and regulations and a tourism cooperation agreement between Vietnam and China. For other areas, it is necessary to pay attention to the protection of the mountain landscape and the cultural identity of the local community, in case of implementing construction investment activities if archaeological sites, relics, etc. antiquities... it is necessary to zoning and protecting, strictly complying with the provisions of the Law on Cultural Heritage and guiding documents.
11.2. Assign ministries and branches:
- The Ministry of Construction shall guide and coordinate with the People's Committee of Cao Bang province to announce the general construction planning project; periodically review the implementation of the planning in accordance with the law.
- The Ministry of Planning and Investment, the Ministry of Finance: coordinate, consider allocating and support from the central budget, call for investment to implement programs and projects prioritized for investment according to regulations.
- Other relevant ministries and branches shall, on the basis of the approved planning, coordinate with the People's Committee of Cao Bang province in implementing the local sectoral and construction plan to ensure the consistency and correct synchronization.
