MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF HUNG YEN PROVINCE TO 2025
I. Development viewpoints
1. Master plan on socio-economic development of Hung Yen province to 2025 must conform with socio-economic development strategy of the whole country, plan of the Red river delta region, plan of northern key economic region and plan of Ha Noi capital region, ensuring uniformity, consistency with plans of sectors.
2. To promote maximum potential and advantages of the locality; exploiting and using effectively all resources to maintain high economic growth rate; focusing on investment in building, creating a breakthrough in infrastructure, development of industry and services; attaching great importance to develop high-tech agriculture associating with construction of new countryside to develop rapidly and sustainably socio-economic in a period of accelerating industrialization and modernization; investing heavily in key sectors having advantage and higher value to contribute to promote economic structure transfer, improving quality of growth and competitiveness of the economy.
3. To associate economic development with cultural, social development; implementing successfully social welfare policies, improving physical and spiritual living of the people; socio-economic development must closely links with protecting natural resources and environment; constructing urban, rural areas toward civilization, modernity, ensuring social progress and justice.
4. To focus on improving quality of human resources, paying attention on development of education and training, science and technology development; promoting traditional culture, encouraging creative and dynamic spirit of the people and enhancing effectiveness and efficiency of management of administrative authorities at all levels to build Hung Yen province to become one of human resource training centers of the Red river delta region and the whole country.
5. To link closely socio-economic development with ensuring national security, defense, social order and safety.
II. Development objectives
1. Overall objectives
To continue to innovate powerfully, comprehensively and synchronously to build Hung Yen province to become modern industrial province by 2020 in the Red river delta region with high and sustainable economic growth rate; having system of synchronous infrastructure towards modernization.
To develop education and training system to meet demand of human resource for development; creating healthy, high competitive environment of investment and business; closely linking with localities in the northern key economic region and other localities for rapid and sustainable development; creating a firm basis for Hung Yen province to basically become a modern industrial province by 2020; improving living standards of the people; ensuring national defense and security.
2. Specific objectives
2.1. Economic development
- Average economic growth rate in a period of 2015 - 2020 reaches 12.5% and about 12-13.2% in a period of 2021-2025; GDP per capita hits USD 2,000 by 2020 and USD 4,300 by 2025.
- To shift strongly economic structure, by 2020, proportion of service sector to GDP accounts for about 33%; industry - construction make up about 50% and agriculture about 17%. By 2025, striving that service: 37.8% - 39.2%, industry - construction: 50%-51% and agriculture: 10.5%-11.2%.
- Total retailsale turnover of goods and services hits VND 17,000 billion by 2015 and reaches over VND 35,000 billion by 2025. Striving that total value of export goods increases by an average rate of 17% in a period of 2015 - 2020, 18%/year in a period of 2021-2025.
- To increase the State budget collection of the province to ensure expenditure of the province and accumulate gradually. Striving to 2020, proportion of the State budget to total added value reaches 11.5% and about 9.9% by 2025.
- Total investment capital in the province in period of 2015 - 2020 is about 63.8% of total added value and in a period of 2021 - 2025 is approximately 65.9% of total added value.
2.2. Social development
- Rate of poverty household drops to 3% by 2020 (under new standard of poverty household) and maintaining firmly less than 3% by 2025; creating jobs annually over 2,200 employees; increasing rate of trained employees to reaches 55% by 2020 and about 63-67% by 2025.
- By 2020, rate of agencies, units and family hits culture title is over 85% and over 95% in 2025; rate of villages and towns reaching culture title is 80% by 2020 and 90% by 2025.
- To universalize primary education and secondary education at right age, striving to 2020, completing universalization of high school education. By 2020, 100% of classrooms will be solidified; striving to 2020, 30% of kindergartens, 80% of primary schools, 55% of junior high school and 30% of secondary schools achieves national standards; by 2025, the rates are 55%, 100%, 80%, 55%, respectively.
- By 2020, 96% of communes meets national standards on health care; striving to achieve targets: 6 doctors/10,000 people by 2020 and reaching more than 7 doctors/10,000 people and 100% of communes hits national standards on health care by 2025.
2.3. Environmental protection
- By 2020, 97% of urban population use clean water and 94% of rural population use clean water; 85% of production facilities apply clean technology or equipping with machines of reducing pollution, waste treatment hitting environmental standards; 70% of industrial parks, industrial clusters have concentrated waste treatment systems achieving environmental standards, rate of solid waste collection and treatment reaches 97% in urban areas and 55% in rural areas ; handling 95% of hazardous waste and 100% of hospital waste.
- To solve well sanitation of urban, rural areas, food safety and environment of industrial parks, tourism zones, traditional villages on basis of harmonious settlement between socio-economic development with protection of ecological environment.
III. Development orientation of fields, sectors

- To develop comprehensively, effectively and sustainably agriculture towards direction of industrialization and modernization associating with construction of new countryside; continuing to transfer crops, livestock structure, applying engineering and technology in agricultural production towards production of goods associating with processing and consumption of these products, producing clean products with high yield and high added value; forming concentrated commodity production area with large scale on basis of new rural plan; planning to use agriculture land savings, efficiency, ensuring national food security and meeting development requirement of the province.

- Average annual growth rate of production value of agricultural, fisheries hits 4% in a period of 2015-2020 and reaches 2.5 to 3% a period of 2021-2025; average annual growth of added value of agriculture, fisheries gains about 2.2% in a period of 2015-2020 and reaches 1.6% in a period of 2021-2025.
- To transfer agricultural production structure in a direction of increasing development of key agricultural products, with high economic value to form agricultural structure with ratio of cultivation - livestock - services by 2020: 45%, 50%, 5%, and by 2025: 41%, 52%, 7%, respectively.
- By 2020, 25% of commune hits new rural standards and reaching 75% by 2025.
2. Industry – construction production
- To strive to hit growth rate of production value of industry - construction in a period of 2015 - 2020 of 19% /year, 16%/year in a period of 2021-2025. Average growth rate of added value of industry - construction is at about 16% in a period of 2015-2020 and reaches 13.5% in a period of 2021-2025.
- To develop strongly industry and construction toward modernization, raising quality and competitiveness; prioritizing development of high-tech, modern industries and developing selectively processing industry, supporting industries, ensuring high added value; building industrial center of high technology associating with agricultural sector and services on basis of industry plan of the region.
- To speed up construction, soon completing synchronous and quality infrastructure of industrial parks; closely linking to development of handicraft, traditional villages and services, tourism; adjusting, adding system industrial parks, industrial clusters, ensuring synchronization with plan on development of human resources, vocational training institutions and social infrastructure projects. At the same time, creating a favorable business environment to attract domestic and foreign capital, including given priority to qualified and high technology investors.
3. Trade and services
- To strive to hit average annual growth rate of value of services of 16% in a period of 2015-2020 and increasing 16.5%-17% in a period of 2021-2025; average annual growth rate of added value of service sector reaches 13-14% in a period of 2015-2020 and hits 15%-16% in a period of 2021-2025.
- To speed up construction and completion progress of trade center, a regional wholesale market as planned; consolidating and strengthening retail distribution system in the province and making a breakthrough to attract and develop tourism and services. Step by step looking toward to build and develop strongly modern, high quality services sector such as finance, credit, banking, telecommunications, insurance, legal consultation and other fields.
- To encourage and issue policies to support economic sectors, especially non-state enterprises to invest in tourism and services development, forming tourism complex, high quality recreation center, resorts, ecotourism zones...
4. Development of technical infrastructure
4.1. Transport
To develop synchronous transport system, linking with Hanoi and localities in northern economic region.
- Roads: coordinating with the Ministry of Transportation to implement construction of highway of Hanoi - Hai Phong; road connecting Hanoi - Hai Phong highway with Cau Gie - Ninh Binh highway; ring road No.4 of Ha noi; inter-provincial road of Ha Noi - Hung Yen.
- To transfer agricultural production structure in a direction of increasing development of key agricultural products, with high economic value to form agricultural structure with ratio of cultivation - livestock - services by 2020: 45%, 50%, 5%, and by 2025: 41%, 52%, 7%, respectively.

4. Development of technical infrastructure

- On rural roads: striving to 2025, provincial roads hit minimum standards of grade III; district roads achieves minimum standards of grade IV and 100% of inter-communal, village roads will be solidified by 2020.
- Railways: coordinating with the Ministry of Transport to upgrade railway of Hanoi - Hai Phong (section through Hung Yen province).
- On rural roads: striving to 2025, provincial roads hit minimum standards of grade III; district roads achieves minimum standards of grade IV and 100% of inter-communal, village roads will be solidified by 2020.
- Railways: coordinating with the Ministry of Transport to upgrade railway of Hanoi - Hai Phong (section through Hung Yen province).
4.2. Power supply, water supply and drainage
- Power supply: coordinating with the Ministry of Industry and Trade, Vietnam electricity group to implement development plan of national electricity by 2020 being approved by the Prime Minister, including construction, renovation, increasing capacity of high voltage line and substation; construction of medium-voltage lines and distribution substations; renovating and upgrading low voltage grid in urban and rural areas to ensure stable power supply for socio-economic development and ensure electricity needs for living of the people.
- Water supply and drainage: arranging local funding and mobilizing social resources to build and expand water supply network for city of Hung Yen, towns, industrial parks; striving to 2020, basically achieve objective: all urban and rural population use clean water.

Out of which, focusing on building and perfecting mobile communication station; replacing equipment of stations by transmission systems using optical cables, performing underground of cable network in the province; accelerating application of information technology in fields of production and social living, step by step providing diversified services under international standards.
5. Culture – social field
5.1. Education and training
- To develop both scale and type of education - training, enhancing quality and efficiency. Building projects of development of education and training by 2020 to train human resources to serve development requirements of Hung Yen province, Red river delta region and the country. Hung Yen province strives to continue to be a leading locality in education - training field of the country.
- To build complex of university of Pho Hien in accordance with requirements of development, striving to attract other universities to complex of Pho Hien university.
- To promote vocational training for workers, especially agricultural, rural workers in crop growing and livestock areas to have more jobs.
5.2. Protection, improvement of people's health
- To build health systems toward comprehensive, modern and in-depth development, having high technology facilities, technical staff having reasonable structure, professional qualifications to meet requirement of protection, caring and improving people's health. Consolidating and developing preventive health systems and emergency systems, emergency transportation, rescue; consolidating and developing system of population, reproductive health care, ensuring quality and efficiency.
- To expand scale of hospital, striving to hit rate of 25.6 beds/10,000 people by 2020 and 27 beds /10,000 people in 2025. Expanding and modernizing provincial, district hospitals; building and putting into use hospital of children. Developing Pho Noi hospital to become regional hospital.
5.3. Culture, information, sport
- To continue to promote implementation of movement of entire population building cultural living, paying attention on building cultural family, cultural village, culture neighborhood; implementing a civilized lifestyle in wedding, funerals and festivals. Striving to 2020, rate of culture family is over 90% and by 2025 over 95%. Rate of villages and towns being recognized as culture villages, towns reaches 80% by 2020 and 90% by 2025.
- To implementing well restoration, preservation of national and provincial monuments. Encouraging socialization of fields of culture, sport under many forms. Upgrading and expanding broadcasting system to ensure better service to meet requirement of the people.
5.4. Labour, employment and poverty reduction
- To create new jobs for over 2,000 workers each year. Increasing rate of labour time in rural areas to about 88% and reducing unemployment rate in urban areas to less than 2.2% by 2020.
- To focus on improving quality of jobs and creating new jobs, increasing incomes for workers. Implementing synchronously, comprehensively and effectively programs, poverty reduction projects; implementing land supporting policies, vocational training, job creation, credit, product sales associating with raising awareness, responsibility and encouraging poor households to escape from poverty.
- To promote social welfare activities; successfully implementing social policies, caring the people; paying attention on training, vocational training, job creation for child of the poor families.
6. Environmental protection
- To prevent, limit extent of pollution, environmental degradation; using effectively and sustainably natural resources, protection of biodiversity; recovering and treating environmental pollution in severely polluted areas, gradually recovering and improving quality of environment, especially water and air environment.
- To encourage use and transfer of advanced technology to save raw materials, energy, manufacturing products those are not harmful or less harmful to environment; recycling and using recycled products in production and living.
- To ensure environmental requirements, standards from stage of building and approving investment plans, investment projects; striving to 2020, districts, cities, towns have concentrated garbage points and treated by appropriate methods, meeting environmental criteria.
7. National security, defense and social order
To combine economic development mission with ensuring national security, defense, social order and safety. Promoting synergy of political system, building the people’s national defense posture associating with the people's security posture, ensuring a stable and solid national security and defense.
IV. Orientation on organizing space
1. Orientation of urban system plan of Hung Yen province to 2025:

IV. Orientation on organizing space

- To attach development of industrial space with urbanization process; developing rapidly and sustainably industry, being compliance with master plan, protecting ecological environment and social stability.
- To promote completed investment in technical infrastructure, improving productivity, quality and production efficiency of industrial parks, industrial clusters which has been already approved by competent authorities; encouraging development of industry towards modernization, efficiency and environmental protection. Striving to 2015, industrial parks, industrial cluster will be filled and operate stably and effectively.
- To research and develop suitably industrial clusters, handicraft villages and creating favorable conditions to encourage production facilities, enterprises to invest in production and business toward concentrated manner, contributing to transfer economic structure of agriculture and rural areas.
- To plan synchronously urban and residential areas, developing services in areas of industrial park plan to create a favorable environment for attracting investment.
V. Key solutions on implementing plans
1. Solutions on raising capital
Demand of investment capital in a period of 2015 - 2020 are forecasted to hit VND 120,000 billion and VND 310,000 billion in a period of 2021-2025 with expected capital structure: capital source from the central State budget; local State budget and capital source mobilizing from other legal sources.
Basing on ability of balancing annual budget, the province should have solution to mobilize maximum domestic and foreign resources development investment; mobilizing funds from land, attracting capital from all economic sectors, including:
- To pay attention on investing in development of key infrastructure and regional projects in the province. Developing and promulgating a list of programs and projects calling for investment by 2025, on these basis, promoting introduction promotion, investment promotion to attract enterprises and investors into the province, focusing on exploitation of ODA.
- To improve investment, production, business environment, especially investment procedure reform; creating favorable conditions for infrastructure to be ready to receive investment projects; issuing investment supporting policies attractive, transparent in consistent with provisions of law;
- To promote socialization of investment especially in areas of education, training, health, culture, sports, radio, television, science, technology, environmental protection... to raise funds from all economic sectors to invest in these fields;
- To expand investment form of BOT, BT, BTO, PPP... to create favorable conditions for development of capital markets; developing forms of joint ventures, affiliate investments as prescribed by law.

- To speed up construction and early put into operation complex of Pho Hien university in order to improve quality of training of human resources of Hung Yen province, Red river delta region and the whole country.
- To invest and improve quality of education and training systems, focusing on developing training systems; exploiting well, effectively existing training facilities in the province, implementing training of high quality human resources to meet development requirements; vocational training program for rural laborers.
- To gradually standardize staff of the State civil servants by training, re-training in accordance with tasks and titles; innovating models of recruitment of officials and civil servants. Encouraging and supporting young staff to raise capacity of information technology, foreign languages to meet development requirements of the province.
- To develop and disseminate policies and mechanisms of encouraging and creating suitable working environments to attract, employ highly qualified human resource to serve socio-economic development of the province.
