NATURAL CONDITION OF BINH DINH PROVINCE
- Geography
Binh Dinh is a province in the South-Central Coast of Vietnam, adjoining Quang Ngai Province to the north, Phu Yen Province the south, Gia Lai to the west and the South China Sea to the east.
The provincial capital, Quy Nhon City, is 1,065 km from Hanoi, 686 km from Ho Chi Minh City, 300 km from Da Nang City and 230 km from Nha Trang City (Khanh Hoa Province)
This geographical position is of significance to development strategies of the Central Coast and the Central Highlands. Also, the province acts as a focal point of major transportation routes, such as the North-South railway, aviation, national highway No.1A, and national highway No.19,  connecting Quy Nhon Port with the Central Highlands and extending as far as southern Laos, north-eastern Cambodia and Thailand.
Additionally, Binh Dinh is a member of the Central Key Economic Zone. The CKEZ includes five provinces, namely Binh Dinh, Thua Thien Hue, Da Nang, Quang Nam and Quang Ngai.

The province’s average temprature is 27.40C, with the highest temperature of  39.10C and the lowest temperature of 15.50C.
Total number of annual sunny hours is 2,223. Annual rainfall is 1,935 mm. Mean humidity is 80 percent
The height of tidal wave is recorded at 154 cm, ranging from 260 cm to 44 cm.

INDUSTRIAL PARKS OF BINH DINH PROVINCE

- Phu Tai Industrial Park
Area: 350 ha
Location: At the intersection of National Highways No.1A and No. 19 in the territories of Tran Quang Dieu and Bui Thi Xuan wards, Quy Nhon City, 12 km west of Quy Nhon Seaport, 2 km from Dieu Tri Railway Station and 20 km south of Phu Cat Airport.
Priority sectors: Production and processing of wooden and forest products, paper and cardboards, granite, construction materials, fishery products, food, beverages and so on.
- Long My Industrial Park
Area: 200 ha
Location: Bui Thi Xuan Ward, Quy Nhon City and Phuoc My Commune, Tuy Phuoc District, 18 km from Quy Nhon City’s centre and nearby Phu Tai Industrial Park.

Founded on June 14, 2005, Nhon Hoi Economic Zone was built and developed into a interdisciplinary and multi-sector area, having its own operation regulation. The zone is made up of a non-tariff area, an industrial area, a seaport and related services area, tourism and service areas, a new urban area operating under the special preferential mechanism. The economic zone of Nhon Hoi acts as a driving force behind socio-economic development in Binh Dinh province and Central Vietnam.
Priority sectors:
- Large-scale industries, including agricultural, forestry and fishery processing, building materials, shipbuilding and repair, petrochemicals, electronics, electrical materials, exportable garments and textiles.
- To build commercial and transit center combined with investment  in deep-water seaports and logistic service sites of Nhon Hoi Port to make it together with National Highway No. 19, Duc Co and Bo Y border gates an important gateway to the sea for the South-Central Coast region, the Central Highlands and the greater Me Kong River sub-region.

DEVELOPMENT RESOURCES OF BINH DINH PROVINCE
- Natural mineral resources
Stone of various kinds and granite, used as high-grade construction materials, are mainly distributed near traffic routes with reserves of about 700 cubic meters.
Limenite can be found in the districts of Phu My, Phu Cat, and Hoai Nhon district, with estimated reserves of about 2.5 million tons.
Sand and white sand are available along the coast, in valleys and alluvial grounds of dry riverbeds, with reserves of 14 million cubic meters
Kaoline can be mined in the districts of Phu Cat and Tuy Phuoc, with reserves of around 25 million tons.
Clay can be tapped in the districts of Tay Son, An Nhon, Tuy Phuoc and Hoai Nhon, with reserves of about 13.5 million cubic meters.
Gold mines are allocated in the districts of in Hoai An, Vinh Thanh and Tay Son, with original gold reserves of about 22 million tons.
In addition, the province has five springs, including Hoi Van, Chanh Thang (Phu Cat), Dinh Quang, Vinh Thinh (Vinh Thanh), and Long My (Tuy Phuoc). Of these, Long My hot spring is of international standard, and it is estimated that 50 million litters of hot mineral water can be tapped here a year.

- Water resources
The province has 145 water reservoirs, 108 water dams, 171 pumping stations. Fifty two percent of the province’s cultivation area is watered by irrigation works. Also, Binh Dinh has the costal line of 134 km and its water territory of about 2,500 sq. km. Water supply capacity in Quy Nhon City is estimated at about 45,000 cubic meters per day and night.
Human resources
The population of Binh Dinh province is estimated at 1.6 million, of which working- age population accounts for over 50 percent. The Quy Nhon University provides education and training for 31 different branches. It is significant to note that the province’s Technical Workers’ College, the Teacher’s Training College and vocational schools annually train thousands of technical and scientific cadres, skillful workers for the region in general and for the province in particular

Roads
National Highway 1A passes through the province for 118 km. National Highway 1D connects Quy Nhon City with Song Cau District, Phu Yen Province on National Highway 1A’s route, with a length of 19 km. National Highway 19, which extends through the province for 70 km, links Binh Dinh to Central Highland’s provinces, Southern Laos and the Northeast of Cambodia. The provincial road network has a total length of 386 km along with thousands of kilometers of rural roads.
Railways
The national railway runs through the province for 150 km, with the main railway station being Dieu Tri and districts’ substations. 
Seaports
Quy Nhon Port is one of Vietnam’s ten biggest seaports, which are given investment priority by the Government, given that the advantages of airtight berths, a water depth of 8.50 m, large yards and warehouses. It can accommodate 3,000-ton ships. The port is 5 nautical miles of buoy 0, 10 km from National Highway 1A, 175 nautical miles of Da Nang Port, 90 nautical miles of Nha Trang Port, 280 nautical miles of Vung Tau Port and 455 nautical miles of Hai Phong Port.
Thi Nai Port is close to Quy Nhon port, with a total length of quays being 268 meters and a water depth of 4-6 meters. The port can handle ships of 3,000 - 5,000 tonnages.
Nhon Hoi seaport, which is situated in Nhon Hoi Economic Zone, has a handling capacity of 12 million tons.
 Electricity
The electricity network of Binh Dinh province includes high-voltage lines, low-pressure lines and distribution transformer stations. All wards and communes in the province can be accessible to electricity, of which 152 wards and communes are provided with electricity from the national grid, and 3 wards use diesel electricity.
 
BINH DINH PROVINCE’S OVERALL PLAN ON
SOCIO-ECONOMIC DEVELOPMENT
 
I.DEVELOPMENT VIEWPOINT
1. Binh Dinh province’s overall plan on socio-economic development in a period of 2006 - 2020 must be consistent with a general strategy of socio - economic development of the country, with south central coastal region and placed in relationship with the central key economic region , in association with east – west corridor, with central highlands provinces, provinces in southern Laos, northeastern Cambodia and Thailand.
2. Maximize internal resources, taking advantage of attracting external resources, open environment to attract investment, accelerate economic growth, economic restructuring toward industrialization of modernization.
3. To ensure objective of increasing rapidly and sustainable economic associated with field of social – culture; preservation and promotion of national cultural identity.
4. Develop socio-economic associated with promoting people factor , improve quality of human resources; strengthen and attach importance in investing and developing human resource.
5. Incorporate economic development with protecting ecological environment, ensuring sustainable development. 6. Add goal of economic development with construction of strong social-political system , strengthen defense and security, building great national unity in the province.
 
II. DEVELOPMENT GOALS
1. Overall objectives:
- To crow and develop sustainable economic, implementation of economic restructuring, labor structure, urban scale in direction of industrialization, modernization; increase proportion of industry, construction and services, substantially reduce proportion of agriculture, forestry and aquaculture in economic structure. Strive to 2020, Binh Dinh become a modern industry province and is one of a center on socio - economic development , positively contribute to development of key economic region of the Central and the country. People's living will be improved and enhanced, protecting ecological environment; guarantee national defense and security.
- To strive to reach growth rate of GDP of 14.8% per year in a period of 2006 – 2020, 13% in a period of 2006 – 2010, 15% in a period of 2011 - 2015 and 16,5% in a period of 2016 - 2020. GDP per capita in 2010 is about US$ 900; $ 2,200 in 2015 and $ 4,000 in 2020;
- Economic structure continues to shift towards positive trend, in particular: in 2010 proportion of industry - construction accounts for 37.4%, agriculture, forestry and fisheries account for 27.6%, services 35.0%, by 2015 these proportion are 40.0% - 22.0% - 38.0% and in 2020 : 43.0% - 16.0% - 41.0%, respectively;
- Export turnover reaches $ 360 million in 2010, 750 million in 2015 and $ 1.4 billion in 2020;
- Urbanization rate reaches 35.0% in 2010, 45 % in 2015 and 52% in 2020; ]
- Forest coverage rate reaches 44% in 2010; 47% in 2015 and 49% in 2020; - Rate of natural population growth per year is 0.6% during a period of 2006 - 2010 and stabilize natural population after 2010;
- To reduce poverty rate to below 10% in 2010 ( poverty standard of a period 2006-2010) and basically there are no poor households in 2015. By 2010 about 95% of urban resident use clean water, 85% of rural population use clean water, in 2015 to ensure 100 % of people use clean water for daily life;
- To strive to increase number of labourers having jobs up to 24,000 - 25,000 people a year in a period of 2006 - 2010 and about 25,000 - 30,000 people per year in 2010; in which, number of people having demand for jobs in the province are 16,000 - 17,000 employees.
2. Specific objectives:
- To complete program of national standard on health commune under regulation. Strive to reduce number of malnutrition children under 5 years old in 2010 to less than 20%, below 14% in 2015 and less than 5% in 2020.
III. Development orientation of fields
1. Industry and handicraft: 
- To concentrate investment and accelerate development of Nhon Hoi economic zone in order to create a breakthrough for socio - economic development of the province;
- To strive to reach average growth rate of industry production value in a period of 2006 - 2015 of 24.5% and in a period of 2016 - 2020 is 24% per year;
- To complete industrial parks of Phu Tai, Long My and continue to develop industrial parks: Nhon Hoi, Nhon Hoa, Hoa Hoi, Khanh Cat, Cat Trinh, Bong Son, Binh Nghi - Nhon Tan, building industrial complexes in districts, city. At the same time, review and supplement the Plan industrial zones and complexes of the province in a period after 2010;
- To focus on developing industries which having advantages of raw materials towards increasing proportion of refined items such as processed seafood products, wood processing, pulp and forest products, agricultural processing, mining and mineral processing, pharmaceutical production ... - Increase gradually new industrial products, high-tech products to meet national and international standards such as electricity - electronics, petrochemicals, power industry (thermal power, wind power, medium and small – sized hyower), seaport industry, engineering ... - Developing some other industries in rural areas to create jobs for local labor force, raising incomes in rural area; at the same time restoring some traditional villages, traditional handicrafts.
2. Agriculture and forestry:
 - To develop agriculture, forestry and fisheries in direction of associating with commodity production, export production; improve productivity, quality of agricultural products basing on strong investment in seed stage; promote application techniques into production; strengthen training of scientific and technical staff, managers to have qualifications to meet requirements of industrialization and modernization of rural area and agriculture;
- To promote agricultural restructure, reduce gradually cultivation, increase proportion of animal husbandry and agricultural services. By 2010 proportion of livestock rise to 45% and rise above 50% in 2020;
- To focus on conversion of land which produce three rice crops per year to produce two crops per year in some areas produced 3 crops by unstable weather. , stabilize cultivation, increase productivity area of raw materials like sugar cane (4,400 ha), wheat (4,400 ha), cashew, rubber, paper material trees ... to meet demands for processing plants;
- To develop livestock in form of centralized industrial farms; away from residential area with reasonable herd scale. Improve seed quality, diversify product, develop a cattle herd in 2010 to 300,000 of cows, percentage of crossbred cattle to reach 65%; in 2020 reaching 400,000 of cows, basically crossbred cows, 800,000 of pigs with 90% of crossbred pigs in 2010 and 1 million of pigs with crossbred of ratio of 98% in 2020;
- To improve infrastructure including transportation, electricity, irrigation, clean water supply, market networks and other services for agricultural sector and rural areas. agricultural belt to serve Quy Nhon city, towns, industrial clusters and zones; - Promote focused afforestation focused, strive to grow in annual average of 5,000-6,000 ha.
3. Fisheries:
- Total catching output in 2010 reaches 110,000 tons per year and in a period of 2015 - 2020 the output is stable at 150,000 tonnes per year. Newly building and equip synchronously modern fleet of ocean tuna fishing with a capacity of 150-600 CV to increase their offshore fishing production, limit inshore fishing boats;
- To strive to achieve shrimp and seafood output of 4,500 tons / year in 2010, in 2015 reaches 6,500 tons per year and in 2020 reaches 10,000 tons per year. Diversify aquaculture in both salt water, brackish water and fresh water; at the same time, focusing on solutions to associate improvement of production efficiency with environmental protection; - Develop logistic services for fishing; complete construction of fishing ports: Quy Nhon , Tam Quan, De Gi.
4. Export activities, tourism, services and urban development
4.1. For export
- To develop strategic export items like seafood, refined furniture, minerals, garments, footwear, handicrafts ... towards limiting export of raw materials, increase proportion of refined products and gradually produce high quality products for export.
4.2. Tourism
- To strive to 2010, reaching 1 million tourists per year (international visitors accounting for about 16%); by 2020, reaching approximately 2 million tourists per year (25% international visitors). To plan space of tourism zones, route and focus on investing and developing characteristic tourism products of the province. There investment encouraged policies to attract large national and international tourism companies to invest in tourism route of Phuong Mai – Nui Ba to form soo a key national tourism tour.
4.3. Service
- To develop services : finance, banking, transportation, telecommunications, consultancy, development of market systems, combining existing market with building new markets, wholesale markets.
4.4. Urban development
- To strive to upgrade Quy Nhon city became urban level I under the province soon; develop town: Binh Dinh to become Binh Dinh township, Bong Son to become Bong Son township in 2010, Phu Phong to become Phu Phong township before 2015 and Cat Tien become Cat Tien township before 2020.
5. Infrastructure development
5.1. Transportation
- By 2010, upgrade national highway 19 Quy Nhon port - An Khe pass into delta road level III, in which, road of Quy Nhon port - Phu Phong of 40 km long under delta road level I. From 2011 - 2020, highway construction of Quang Ngai.
- Quy Nhon - Nha Trang connecting system of national highways;
- Construct road from town of Tuy Phuoc to Nhon Hoi port, upgrade national highway 1D Km0 to Km7 to standard level I urban roads; - By 2010, concrete entire provincial road system, in a period after 2010, continue to upgrade provincial road system; - Complete construction of urban roads under planning Quy Nhon. Investment in construction of roads of   newly formed urban inner cities (towns) ; - By 2010, concrete 100% inter-communal roads, communal axis roads to reach rate of 60% of concrete roads in rural areas and in 2020 reaches 100%; - Upgrading and expanding runways and terminals of Phu Cat airport to receive large aircraft. Strive to reach capacity of 0.2 million passengers and 2,000 tons of cargo in 2010, 0.3 million passengers and 4,000 tons of cargo in 2020; increase frequency of flights Hanoi - Quy Nhon - Ha Noi and Ho Chi Minh city - Quy Nhon - Ho Chi Minh City. After 2010, having flights to Quy Nhon - Hue, Quy Nhon - Da Lat, Quy Nhon - Cam Ranh. Having orientation to upgade Phu Cat airport become an international airport soon;
- In a period after 2010, relocate railway station of Quy Nhon; preparing to construct railway of 23.2 km long connecting Nhon Hoi economic zone and seaport with national railway through Tien station, Binh Nhon Port .
- Improve capacity of Quy Nhon port to reach and stabilize 4 million tons / year in 2010; Thi Nai port reaches 0.8 to 1 million tons in 2010 and stablize 1.3 million tons / year in a period of 2015 - 2020;
- Construct Nhon Hoi port to handle ships of 50,000 tons. Strive to reach 2 million tons a year after 2010 and in 2020 reaches 11.5 to 12 million tons; construct Tam Quan port , port of De GI become commodity port.
5.2. Water resources
- In a period of 2006 - 2010: Complete construction of lakes of Binh Dinh , Quang Hien, Can Hau, Nuoc Trong Thuong, Suoi Duoc, canals of N1 Ninh Thuan, Da Mai, Thuan Phong, Phu Dong… and some small lakes in Van Canh, Vinh Thanh ... In 2010, 80% of cultivated land are irrigated. Upgrade and repair deteriorated irrigation. Solidify canals in the province reached 100% of canal level 1 and 50% of level 2, 3 in 2010; to 2020, completing program of solidifying canals;
- In a period of 2011 - 2020: construct lakes of Dong Mit, Ding Song (An Lao), Nui Thap, Lai Giang dams, Can Hau, Vuon Moi, Da Ban (Hoai Nhon); river systems: Kim Son, Nuoc Luong (Hoai An) ... and some lakes on rivers and streams in Van Canh, Vinh Thanh.
5.3. Water supply
- By 2010, construct concentrated clean water supply systems in rural areas where have favourable water resource to provide sufficient water for industrial zones, complexes and residential areas; build clean water supply systems in 10 towns; build a water plant with a capacity of 64,000 m3/day to supply water for Nhon Hoi economic zone. After 2010, rise capacity of Quy Nhon water plant to 100,000 m3/day and renovate, upgrade water plants which were built before 2007 towns.
5.4. Power supply
- By 2010, 100% of households have electricity. Average consumption of electricity per person in 2010 reaches 792 kWh, 1,700 kWh in 2015 and 3,000 kWh in 2020.
5.5. Post and telecommunications
- By 2010, strive to reach 100% of communes having communal cultural post offices; number of telephone subscribers reaches 55 - 60 subscribers per 100 people; density of Internet subscribers reaches 6-8 subscribers per 100 people, out of which, broadband Internet subscriber accounts for about 98%, percentage of Internet users posts 25 - 30% of population. By 2020, strive to be among group of relatively developed provinces in a field of telecommunications and Internet services across the country.
6. Development of social sectors and fields
6.1. Population, labor and employment
- To reduce birth rate 0.6 ‰ per year in a period of 2006-2010, stablize natural population after 2010. In 5 years from 2006 to 2010, attract 24,000 -25,000 employees each year in a period of 2011 - 2020, create jobs for 168,000 employees in the provincial; labor structure shifts towards reducing proportion of agricultural labour to 64% in 2010 and 40% in 2020. Strive to reduce poverty household rate to below 10% and there are no poor households in 2015.
6.2. Education and training
- By 2010, ensure 100% of communes, wards and towns having kindergartens, in which at least 40% of kindergartens meets national standard, 50% of primary schools meets national standard, 50% of primary pupil learn two sessions per day and 80% in 2015. Transfer semi-public schools and some public schools to private schools. At the same time, restructure public school system to achieve high quality and efficiency;
- By 2020, each commune has at least one school facilities meeting national standards. Develop more high schools in communal clusters, centers of communal clusters, 100% of pupil in age of 11-15 come to secondary schools and 75% of pupil in age of 16-18 come to high secondary schools; - Promote vocational guidance for pupils of secondary schools and high secondary education. By 2010, 75-80% of pupil are vocational guidance and 100% in 2015. Invest and develop university of Quy Nhon and Quang Trung university (private); build vocational college, vocational school of Hoai Nhon and vocational training centers in Tay Son, Phu My, An Nhon ; upgrade college of health.
6.3. Development of health
- To continue to strengthen and improve organizational systems, develop medical network at grassroots level in both quantity and quality. Standardize and enhance cadre training for local health care, paying attention on ethnic minorities;
- To continue to invest in facilities and equipment in order to gradually improve health system from provincial level to grassroots level. Perform diversification forms of health care, socialize medicine tasks. In 2010, strive to achieve 100% of target such as consolidating health care network from provincial to grassroots, health stations were built under national standards model. Further improve quality of health services;
- To upgrade provincial hospital to become hospital type I before 2010; build traditional medicine hospital; form eye hospital, pediatric hospital; continue to upgrade, supplement equipment for regional hospitals, district and city hospitals, health stations; - Encourage investment in development of private hospitals, high quality medical diagnostic center.
6.4. Culture and information
- To conserve, restore, promote value of traditional cultural heritage (both physical and intangible culture); invest in restoring and upgrading of historical , revolutionary relics;
- To complete construction of center of culture and information, labourer culture house, youth culture house; upgrade Quang Trung museum, general museum; build Cham museum;
- To complete and upgrade facilities of radio and television throughout the province. Improve local program duration to 15 hours per day on radio in 2010 and 20 hours in 2015. By 2015, have two channels in local television program and in 2020 raise to three channels; increase duration of radio and television in ethnic s.
6.5. Development of science and technology
- To promote efficiently new driving power factor (computerization, biotechnology, new materials, new energy and clean, environmental protection technology) and traditional driving force factors of science and technology (electrification, mechanization); develop endogenous resources, timely exploit opportunities and market trends to contribute to implement properly objectives of socio-economic development. By 2020, the province's science and technology basically become  important, core force and they are really productive forces of local economy.
6.6. Environmental protection
- To protect, develop sustainable environment and natural resources; exploit rationally and use savely , effectively natural resource in permited limits on ecological and environmental protection; treat and control effectively environmental pollution, overcome environmental degradation, manage solid waste and implement process of "clean industrialization".
IV. Development of key areas, programs and projects given priority for investment
1. Development of urban systems and rural residential areas
- Quy Nhon City is built toward city type I, which includes Dieu Tri town and two communes of An Phuoc, Phuoc Thanh (Phuoc Tuy district). - Vision to 2020, establish four towns in the province; in which towns of Binh Dinh and Bong Son become township in 2010, town of Phu Phong become township of Phu Phong before 2015 and town of Cat Tien become Cat Tien township before 2020, build new urban area in north Ha Thanh river, Phu Hoa kake, Cat Tien and Nhon Phuoc resettlement area. - Construct towns become a development center of districts, promote development in rural areas of these districts.
 2. Investment and development of Nhon Hoi Economic Zone
- To ưork expeditiously to complete detailed plan of functional areas and invest in infrastructure construction. Implement better mechanisms and policies which have been approved by the Prime Minister; enhance investment promotion, early establish and put into operation industrial parks, service and tourism areas, make important breakthrough in industrial development, tourism services and economic restructure for a period of 2011 – 2015 Nhon Hoi economic zone contribute to the province's economic growth around 20-30% and 30-40% in a period of 2016 - 2020.
3. Social - economic development in mountainous areas:
 - To prioritize investment projects and programs for social - economic development of mountainous districts and communes; have mechanisms and appropriate policies to encourage investment in this sector to improve people's living standards.
 V. Major solutions on implementing plan
1. To review, adjust and supplement development plan of fields and sectors and economic areas in the province, ensure consistency of time, space and fit overall plan of socio - economic development of the province; improve quality of management, plan implementation as a basis for social - economic development, consolidate, maintain security and defense. Develop key programs of social - economic development and phase investment of projects which have been identified priority in development plan to suit each stage. Make well investment preparation.
2. To continue to implement effectively promulgated mechanisms and policies; at the same time, research to build a number of policies which are suitable with characteristics and situations of Binh Dinh province, particularly measures to encourage accumulation for investment, production development, solve timely difficulties and problems in production, trading, import and export, services; strengthen inter-provincial cooperation to better exploit local potential, economy; link synchronously mechanisms, policies and direct implementation suitable with the plan.
3. To step up investment promotion, build investment strategies toward export orientation and export market promotion program. Actively develop new markets, especially rural market to boost production and consumption of agricultural goods; strengthen and encourage application of advanced scientific and technology into production to create high-quality products having competitiveness in market; build mechanisms to stimulate purchasing power of the people, especially in rural areas.
4. To  promote training and retraining of cadres, civil servants and business management personnel to meet requirements of industrialization and modernization; have full abolity to access advances management scientific, technology, market, proactive international economic integration. - Improve quality of human resource training to meet labor market needs; encourage all economic sectors to participate in vocational training, especially in form of vocational training according to order of enterprises, investors ; promote employment services, labor export. Also, there are measures to closely monitor the activities of labor export enterprises, organizations to ensure legal rights of workers.
5. Total demand for investment development capital in a period of 2006 - 2010 is about 45,000 billion VND; in a period of 2011 - 2015 is approximately VND 247,000 billion and in a period 2016 - 2020 is approximately VND 329,000 billion.
To meet demand for capital investment, must have solution to mobilize capital in order to promote diversification of investment. Out of which, mainly moblize internal resources , mobilize and use effectively capital resourse from land, attract investment from other economic sectors, continue to promote socialization of investment in health , education and sports sectors. Capital resources mobilizing for development investment as follows:
- The State budget (central budget and local budgets) must be focused on investment in social –economy infrastructure development; - Continue to generate capital from land fund, implement mechanisms of land use right auction to have investment capital to construct infrastructure in new urban areas and industrial zones. Review, withdraw unused land, improper used land in accordance with law on land. - Other capital sources to join investment, especially investment in building infrastructure systems, roads in industrial zones, complexed, ensuring convenience for production and business activities.
6. To step up administrative reforms, especially administrative procedures to reduce inconvenience for businesses and the people; enhance effectiveness in administration and social - economic management; Promote better material and political responsibility of organizations and individuals in all levels and enterprises. 7. Once this plan is approved, the province announce promptly in many ways to Party committees and governments, -UNION-s, businesses and people in the province; organize to introduce, broadcast priority projects for investors, strengthen supervision of implementation of development investment under approved plan. At the end of each plan period ( 2010, 2015, 2020), evaluate implementation of plan in each period, supplement and adjust timely objectives, investment list in line with reality situation.
 
SPEARHEAD ECONOMIC SECTORS OF THE PROVINCE
Industry
Binh Dinh province has set up and developed many industrial production fields such as agriculture- forestry and fisheries processing, consumption products, construction material producing industry, mineral exploitation and processing, garment and textile, footwear for export, etc. Several local industrial products have high quality and obtain their prestige in domestic and foreign markets including: frozen seafood, animal husbandry products,  swallow’s nest, RS sugar, beer, fine – art rattan products, civil woodwork,  granite ashlars paving stone, products from titan, rubber, garment and textile, footwear, medicines, etc.
Fisheries
The province has the seaside of 134 km long with many seaports include  Quy Nhon, De zi, Tam Quan...and over 7,600 ha of water surface which are able to breed export fisheries. Sea ecosystem of the province is suitable for many kinds of high valuable fisheries, which are favourite in domestic and foreign markets
Agriculture
Binh Dinh has huge potential to develop domestic animals and valuable industrial trees include 13,000 ha of coconut trees, 9,000 ha of sugar – canes and being able to expand to 15,000 ha; 9,000 ha of cashew –nut and being able to expand to 30,000 ha, 10,000 ha of peanut... and valuable fruit trees for domestic consumption and export such as pineapple, mango.
Binh Dinh also has a relatively great number of cattle including 243,000 cows, 385,000 pigs and over 3 million fowls.
Forestry
The province has 143,300 ha of natural forest with about 10 million m3 of wood and 54,600 ha of artificial forest. Forestry land area is 220,000 ha, being able to converse into raw material region to serve wood and paper processing industry.  Forest fauna and flora are very plentiful.

PLAN ON DEVELOPMENT OF PUBLISHING, PRINTING AND DISTRIBUTING PUBLICATION PRODUCTS OF BINH DINH PROVINCE TO 2020, WITH A VISION TO 2030
I. Objectives

1. To develop publishing, printing and distribution branch of Binh Dinh province into a major tool for educating political ideals and propagating the Party's lines and policies as well as the State's legal policies.
2. To build a wide distribution network from the city to centers of districts, towns and townships; By 2020, number of communes, wards and townships having distribution units will accounts 70% and 100% by 2030.
3. To develop appropriate support policies to encourage businesses to bring books to communes, especially mountainous and disadvantaged communes in the province.
4. To build up publishing, printing and distribution personnel staff with good professional skills, strong political will and ethics.
5. To develop publication, printing and distribution activities in conformity with market economy mechanism, to set up units of publishing, printing and distribution of publications with key products and ensure profitable business operation, dominate market in the province and step by step expand operation scope outside the province.
II. Plan on development of publishing, printing and distribution by 2020 with a vision to 2030
1. Plan on publishing sector
a. In a period of 2017 - 2020
* For non-business publications
- To create favorable conditions for agencies, units and localities to publish non-business documents for information dissemination and propagation of political tasks.
Priority should be given to publishing publications, books, catalogs, postal, and disseminating provincial resolutions on development of industry, services, agriculture, farmers and rural areas. To develop human resources for the process of industrialization and modernization, cooperation and development investment.
* For business publications
- To continue to guide and create conditions for agencies, units, enterprises and individuals to publish publications and books through publishing houses.
b. In a period of 2021 - 2030
* For non-business publications
- To work out detailed plans for implementation of plan on publishing, printing and distribution, focusing on publishing books of Binh Dinh with total number of published books of about 30 books per year.
* Business publications
- To research, survey, evaluat and develop scheme of establishing a publishing house and at the same time preparing necessary legal procedures to ensure conditions that can be established and put Binh Dinh publishing house into work.
- After 2025, to consider establishment of Binh Dinh publishing house (if it is appropriate to practical conditions).
- In case of inadequate conditions to establish a publishing house in the period, publishing activities shall be continued through neighboring publishing houses in the region or appropriate specialized publishing houses.
2. Printing field
a. In a period of 2017 - 2020
* About the type, product
- To encourage investment in and development of DDI and FDI printing enterprises, investment in filmless and digital printing technologies in a number of printing establishments, meeting demand for fast and high quality printing.
- To develop a diversified range of products, in which investment in printing of books, newspapers, magazines, newsletters and packages on thin-film, cardboard and metal materials is encouraged.
- To step up restructuring of publications in direction of increasing output of publications of high quality and high value in terms of education, science, technology and aesthetics.
* On technology investment
To encourage investment in upgrading, applying offset printing methods with advanced technologies and equipment, automating connection of three stages in production, testing devices, stellar quality-data transmission, products processing to improve quality, labor productivity, limit environmental pollution, actively compete for market share in the region.
* About market development
- To identify provincial market as main market.
- To prioritize investment to increase quality of printed products as a basic condition to increase sales.
- Provincial printing units cooperate with publishing house; To step by step invest in equipment with modern technology to create high-quality printing products and build up brand name of Binh Dinh's printing products.
* Regarding planning and rearrangement of places for combining environmental pollution treatment of printing units
- To set up a printing workshop to meet requirements of avoiding noise pollution, ensuring fire prevention and fighting plans.
- To arrange production workshops of companies, planning printing service industrial clusters to facilitate production and business cooperation.
- Do not invest in equipment technology and do not use materials that are likely to cause high environmental pollution or large amounts of waste.

- To continue to maintain and develop existing distributers; To ensure that 70% of communes and wards have bookstores and points of issuance on basis of combining and integrating them into activities of the commune cultural post offices, cultural houses and libraries in their respective localities.
- To encourage all economic sectors to invest in construction of self-selected bookstores or book supermarkets in Quy Nhon city, An Nhon town, Bong Son township, Phu Phong town and residential concentrated towns, specialized in publishing business or in retail supermarket system.
- To develop bookstores of enterprises and individuals in direction of publishing links and book distribution links.
- To develop agents and shops in communes, wards and townships in direction of small business households and organizations in association with book distribution units.
- To identify markets in the province as a major and strategic market.
b. In a period of 2021 - 2030
- To continue developing bookstores and book distribution networks and book distribution agents in remaining communes, ensuring that by year of 2030, completing target of 100% of communes and wards have bookstores which are integrated in activities of cultural post office, culture house, and library in local.
- To develop markets outside the province: preparing conditions for establishment of representatives and agents in a number of localities in central key economic region and southern central provinces.
4. The State management
- To strengthen leadership and direction of provincial Party Committee, provincial People's Committee for publishing, printing and distribution activities.
- To regularly inspect publication, printing and distribution activities.
- To organize general inspection, reviewing, granting or re-granting permits for publication, printing and distribution activities strictly obey to regulations.
- To strengthen management of small printing establishments, color photo facilities, printing establishments; to manage deposit of publications, to prevent in time any mistake of information security in publications.
III. Tasks, solutions
1. To elaborate, promulgate, supplement or complete mechanisms and policies for efficient management and create favorable conditions for sector of publishing, printing and distributing publications in a sustainable manner.
2. To enhance consolidation and improvement of payroll, the organizational apparatus and coordination mechanism of the State steering and management agencies in charge of publication, printing and distribution, ensuring quantity and quality requirements of each stage of development.
3. To renovate coordination of management of publication, printing and distribution of publications, clearly defining responsibilities of the provincial Party Commission for Propaganda and Training, Department of Information and Communication and related agencies. The aim is to ensure a more coherent and effective implementation.
4. To step up application of information technology and reform of administrative procedures in the State management of publishing, printing and distribution activities.
To promote national and international cooperation to gain experience in management and attract funding, technical and financial support for scientific research and staff training, modern equipment and technology in publishing, printing and distribution.
6. To promote propaganda to raise awareness about rights and responsibilities of organizations, enterprises and citizens for publishing, printing and distribution of publications.
IV. Budget funding, diverging and list of projects, schemes, programs needed for implementation of the master plan
1. Total budget for implementation
Total budget for implementation of the master plan: about VND 14.45 billion; include:
- Funds from the State budget: VND 5.45 billion (central capital: VND 2.8 billion, provincial capital: VND 2.65 billion);
- Fund from social mobilization: VND 9.0 billion.
2. Diverging implementation
- In 2017-2020 periods: about VND 1.3 billion, include:
The State budget capital: VND 1.3 billion (central budget: VND 0.8 billion, provincial capital: VND 0.5 billion).
- For a period of 2021 - 2025: about VND 5.85 billion, include:
The State budget capital: VND 1.85 billion (central capital: VND 1.0 billion, provincial capital: VND 0.85 billion);
Social capital: VND 4.0 billion.
- In a period of 2026 - 2030: about VND 7.3 billion, include:
The State budget capital: VND 2.3 billion (central capital: VND 1.0 billion, provincial capital: VND 1.3 billion);
The Social capital: VND 5.0 billion.
V. Organizing implementation
1. Department of Information and Communication
- Be responsible to the provincial People's Committee for advising on implementation of the master plan in the province.
- To function as the main implementer, in collaboration with concerned departments, branches and units; basing themselves on the practical situation and the functions and tasks, to formulate annual or periodical plans, solutions or plans for implementation of the master plan;
- To organize inspection, preliminary review, summing up and report on results of implementation of the plan; reporting to the provincial People’s Committee to adjust and supplement the plan (if necessary).
2. Department of Planning and Investment
- To coordinate with Department of Information and Communication and related departments to advise the provincial People's Committee to allocate investment capital for investment projects related to publishing, printing and distribution of publications under their responsibility.
- To coordinate with Department of Information and Communication in managing and issuing permits for printing business activities (meeting conditions prescribed by conditional business lines).
3. Department of Finance
To coordinate with Department of Information and Communication and related departments and units to advise the provincial People's Committee to allocate funds to implement the master plan.
4. Department of Construction, Department of Natural Resources and Environment, Management Board of Economic Zone
To coordinate with Department of Information and Communication and related units to advise and propose to the provincial People's Committee contents related to:
- To plan, assign or lease land according to its competence to organizations and enterprises, building book centers, bookstores and bookstores in centers of cities, towns and townships; universities, colleges and professional secondary schools.
- To plan land to serve construction or relocation of factories of printing companies from residential areas into industrial parks and clusters.
- To issue policies and mechanisms for companies and enterprises to relocate workshops from residential areas into industrial parks and clusters.
5. Department of Home Affairs
To coordinate with Department of Information and Communication and related units to advise and propose to the provincial People's Committee for arrangement, adjustment and supplement the staff  for Department of Information and Communication, Department of Culture and Information, districts, towns and cities to ensure implementation of the master plan.
6. Department of Education and Training
To direct active primary and secondary schools, secondary schools, and cooperating effectively with agents of book distribution units in Binh Dinh province to serve their learning needs.
7. People's Committees of districts, towns and cities
Be active in coordinating with Department of Information and Communication and relevant units in implementation of the master plan in locality; To direct propagation and introduction of plan’s contents; To coordinate with units of publishing, printing and distributing organizations in development and management of publishing, printing and distribution activities in their respective localities, strictly obeying plan’s contents; conducting land auctions, assigning land according to their functions and competence to subjects participating in distribution network under the plan, ensuring compliance with current regulations of the State and contents of the plan.
8. Relevant departments
Basing on functions, tasks and actual situation of agencies, units and localities; actively coordinating with Department of Information and Communication in implementing contents of the master plan.
9. Publishing, printing and distribution units
Basing itself on contents of the plan, development plans of units shall be annually or periodically determined; It also focuses on investing in equipment technology, orienting to build strategic products, orienting market development and some other major contents of the plan.
Printing establishments shall base themselves on the plan’s contents to draw up plans on relocation of workshops into industrial parks and clusters according to plan’s timetable.

LOGISTICS DEVELOPMENT PLAN OF BINH DINH PROVINCE TO 2025
I. Viewpoints and objectives
1. Viewpoints
- Development of logistics services must be in line with potential advantages of the province in order to improve competitiveness, attract investment, promote production, realize the province's socio-economic development goals and become a high added value service sector which are associated with development of commodity production, import and export and domestic trade, transport infrastructure and information technology.
- To improve competitiveness of logistics service providers. To develop logistics enterprises to increase in terms of quantity, quality, scale and level of human resources in direction of modernization and professionalism, application of hi-tech technologies in business management, having full of capable of competing in domestic and foreign markets.
- To improve the State management mechanisms in the locality, including: supportive policies for the development of logistics services, investment policies, administrative reforms, coordination mechanisms of authorized departments in logistics service chain to ensure that it is suitable with level of development of logistics services in process of international economic integration.
- To socialize investment in logistics infrastructure, mobilize all resources; give priority on domestic resources; synchronously and reasonably develop logistics infrastructure system; to efficiently exploit the East-West economic corridor linking with the Central Highlands provinces through National Highway No. 19. To allocate reasonable land fund for infrastructure development which are based on unity and close coordination between branches and localities.
2. Objectives
- To develop logistic services with high growth rate and increasing contribution proportion of logistics services; striving to 2025, logistic service’s contribution proportion to GDP is in high group among service sector of the province. Average growth rate of logistics services by 2020 is 10-12%/year and by 2025, it will increase by over 12%/year, contributing to successful implementation of Resolution of the 19th Provincial Party Congress.
- To develop a sustainable, efficient, quality and high value added logistics industry in process of industrialization and modernization of the country; to build a dynamic and competitive logistics service system in the Central Vietnam, the Central Highlands and the whole country, step by step bringing into play full of advantages of Binh Dinh province in logistics value chain of the country.
- To establish logistics service supply chain in Central and Highlands region. Out of which, freight forwarders use Quy Nhon Port as a gateway of logistics supply chain to ASEAN countries and to Asia - Pacific region.
- To build, step by step complete infrastructure: seaports, warehouses, transportation, communication, logistics centers to serve logistics services in the province.
- To develop diversified forms of logistics services in direction of integrating many services with modern and professional technologies. Focusing on development of third party logistics services (3PL), step by step deploying 4th party of logistics services (4PL) and 5th party of logistic service (5PL) on basis of developing e-commerce and modern supply chain management.
II. Implementation content
1. Perfecting policies and laws on logistics service
- To set up credit supporting policies for enterprises which invest in projects in a field of logistics; To review and study application of investment preferential policies according to provisions of investment law and policies on the province's preferences, support and investment attraction.
- Priority should be given to the land fund for development of logistics services, especially land fund in areas which have potential to develop supply and service activities of the service sector.
- To disseminate to raise awareness for management leaders, owners of enterprises which operate in areas of logistics service chain; renovating business thinking and taking service quality as the first priority. To improve efficiency of services, strive to reduce cost of services in order to attract more goods and improve competitiveness of enterprises which involve in logistics services.
- To attract enterprises to set up customs agents in Binh Dinh province; organizing association of logistics enterprises in Binh Dinh province when they meet conditions as prescribed.
2. Improving logistics infrastructure
To review plans to ensure synchronism of transport infrastructure and transport services with target of developing logistics service; To ensure that plans on traffic and transport will be in line with strategies and connections among industrial parks, factories and seaport systems (plan on transport system of connecting maritime transport models with railways, roads and inland waterways); plan on development of logistics services for maritime sector (maritime services, maritime agents, tugboat services, maritime brokerage ...), specifically:
- To plan and form a system of warehouses and storing yards at sea ports, proceeding to build logistics centers which are suitable to requirements of logistics development to attract domestic and foreign investment.
- To bring into play full of advantages of Quy Nhon seaport to form a professional container port; developing logistic services to be used as a satellite for logistics centers in national highway No.19 and South central coastal region under plan on development of the logistics center system in the whole country until 2020 with orientation to 2030 which was approved by the Prime Minister in Decision No. 1012/QĐ-TTg dated July 03, 2015.
 - In short time, concentrating on building and developing logistics center on national highway No.19, which will serve export and import activities for Quy Nhon seaport, supporting activities of connecting with provinces in the central key economic region.
- To develop synchronous infrastructure, attract investment in logistics development along direction of axis of Quy Nhon deep-water port and Phu Cat airport.
- To complete synchronously system of logistics infrastructure under approved transportation development plan, given priority to investment in roads from Quy Nhon port to national highway No.1, national highway No.19, national road No.19B, national road No.19C.
- To improve maritime transport capacity: increasing volume of cargo which is transported by sea route; planning port system in direction of concentrating on developing economic advantages of the province.
- Seaport infrastructure system: To perfect and develop system of shallow port depots/dry port/ICD, container consolidation (CFS), container yard (CY) and loading and unloading equipment, ensure that which are convenient to connect with network of transport infrastructure system.
- Information and communication technology infrastructure: to complete information infrastructure of serving development of logistics services, including the information network for production and business, electronic data exchange, internet system...
- To review investment, upgrade transport infrastructure, build bonded warehouse system, warehouses and yards, develop means of transport in order to meet demand for transportation of export goods in short term and long term.
- To encourage enterprises to develop technical infrastructure for logistics services and provide these services (warehousing, warehousing, forwarding, shipping, information, transaction, customer consultation, packaging...).
- To standardize process of service and quality of human resources; to attach importance to application of e-customs: network management and operation program, system of distance customs declaration, digital signature in electronic customs clearance ... to handle quickly and conveniently customs procedures for import and export commodities of enterprises.
- To promote and encourage domestic and foreign investors to invest in provincial logistics centers through investment promotion conferences, mass media.
3. Improving business capacity and service quality
- To support human resource training for logistics service providers in the province.
- To encourage enterprises and organizations to use logistics services provided by enterprises in the province.
- To support enterprises to improve capacity of negotiating, signing contracts and handling disputes related to logistics activities. Focusing on developing enterprises which are capable of directly implementing all stages of logistics service chain.
- To attract foreign investors to set up representative offices in the province for services that require high professional skills, have development potential, wide scope of supply and participation in business international integration.
4. Developing logistics services market
- To promote trade promotion for logistics services through organizing seminars, research delegations to study experiences in provinces and cities which have developed logistics services for exchange and cooperation, invite investors to develop logistics services in the province.
- To develop port services to meet needs of import and export of goods for other services; choose global supply chains which associates with heavy industry and other value - added industries.
- To build up linkage for logistics development in port area and outside port area to minimize cost of services and improve logistics efficiency in the province. Taking enterprise which are carrying out transportation services, loading and unloading services in the province as a core to set up joint venture, linkage with other enterprises to provide other services, using advantages of each enterprise (facilities , equipment, information systems, etc.) to provide package services, expand domestic and international operations scale; linking to be a service chain; set up additional departments to provide services which are is still lacking to cover package service.
5. Training on raising awareness and quality of human resources
- To train and foster to raise awareness and quality of human resources for officials, managers and laborers in agencies, units and enterprises in field of logistics in order to meet human resource requirements for logistic service.
- To promote socialization in field of vocational education, encourage and attract all economic sectors to invest in development of vocational education related to logistics in order to meet demand for human resources for logistic service.
- To closely coordinate with the State management agencies and professional education establishments and enterprises in propagating and promoting logistics and concept of logistics will become popular in economic sector in particular and society in general.
- To disseminate and provide information on policies and guidelines of the State in building a highly qualified staff in field of logistics services to vocational education institutions in the province.
- To guide professional education institutions to conduct propaganda in various forms, such as organizing seminars, contests on logistics; regularly update logistical newsletters on forums, encourage students to learn about this potential service sector.
- To create favorable conditions for investors to support training of labor in field of logistics services.
- To organize survey on demand for vocational training of laborers in the province on the logistics service.
6. Strengthening administrative reform, information technology application
- To reform administrative procedures, simplify, computerize customs procedures; to improve customs procedures for import and export (on licenses, customs agents, import-export documents ...) in accordance with the law, practice of countries in the region and the world.
- To upgrade and develop e-commerce transaction floor of the province to ensure that its scale and qualification will meet production and business activities of enterprises and logistics centers to facilitate process of accessing to information, supply transactions and exploit logistics services more effectively.
- To implement effectively automatic customs clearance system VNACSS/VCIS, electronic tax collection, electronic entry and exit procedures, ... apply quality management system ISO 9001: 2008 in management activities of the agency; at the same time, to perfect information technology system to meet customs management requirements at safety level at 24/7, 24/24; maintaining and operating automatic customs clearance system of VNACCS/VCIS and other applications.
Specific tasks to develop logistics services in Binh Dinh province by 2025 are provided in the appendix to this plan.
III. Implementation fund
Expenditures for implementation of this plan including the State budget, corporate capital, loans from credit institutions, international donors and other lawfully mobilized capital sources as prescribed by law.
IV. Organizing implementation
1. Departments, committees, branches, People's Committees of districts, towns and cities: according to their assigned functions and tasks, concentrate on directing and implementing tasks mentioned in this plan and will be responsible for performance of their units and localities. Annually report results to Department of Industry and Trade for summarizing and reporting to the provincial People's Committee.
2. Department of Industry and Trade:
- To function as the main implementer and in collaboration with concerned departments and branches and People's Committees of districts, provincial towns and cities in implementing this plan; to propose mechanisms and policies to mobilize social resources for implementation of tasks in the plan.
- To inspect, urge and monitor implementation of this plan; to summarize and report to People’s Provincial Committee for monitoring and direction.
3. Logistic service providers:
To actively invest in upgrading material facilities, warehouses and yards, means of transport,... applying new and modern technologies in logistics service; professional human resources training with high level of logistics; manufacturing, trading enterprises manage well supply chain, saving raw materials and production costs, shorten rotation of goods; fulfilling well the State's support policies, preferential loans from credit institutions for logistics services; suggesting to the local authorities difficulties and bottlenecks in business operation and at the same time proposing solutions to perfect mechanism, policies and orientations for setting up plan on development of logistics services of Binh Dinh province in coming time.
