IV. Funding for implementation

V. Organization of implementation
1. The Ministry of Information and Communications is the agency leading and coordinating the implementation of the Scheme, with the following responsibilities:

4. People's Committees of provinces and centrally run cities

- Coordinate with the Ministry of Information and Communications in performing the tasks specified in Clause 3, Clause 4, Point b, Clause 5 and Clause 6, Part II, Article 1 of this Decision.
- Arranging local budgets or mobilizing socialized capital sources to perform the tasks assigned in the Scheme and funding for maintenance, management and maintenance of operation of local information systems according to regulations of the Law.
- Direct the Department of Information and Communications to coordinate with local authorities in planning and implementing the assigned tasks in the Project.
5. Periodically before December 20 every year, ministries, agencies and People's Committees of provinces and centrally-run cities send reports on implementation results to the Ministry of Information and Communications (time of closing the number data from December 15 of the year preceding the reporting period to the end of December 14 of the reporting year). The Ministry of Information and Communications shall summarize and report to the Prime Minister before December 25 every year.
