National action plan for ocean plastic waste management by 2030
I. Objectives
1. General objectives
- Effectively carry out Vietnam's initiatives and commitments to the international community on solving plastic waste issues, focusing on ocean plastic waste, ensuring to prevent the discharge of plastic waste from sources, land-based waste and marine activities, striving to make Vietnam a pioneer country in the region on minimizing ocean plastic waste.
- Contribute to the successful implementation of the National Strategy on integrated solid waste management by 2025, with a vision to 2050 approved by the Prime Minister in Decision No. 491 / QD-TTg dated May 7, 2018 and ensure the effective construction and implementation of the Scheme to strengthen plastic waste management in Vietnam.
- In accordance with the approach of a circulating economic model, contributing to promoting the recovery, recycling and reuse of plastic waste in Vietnam.
- Raising awareness, behaviors and habits of using disposable plastic products, persistent nylon bags of the community and society.
2. Specific objectives
a) By 2025
- Reduce 50% of plastic waste on the sea and oceans; 50% of lost or discarded fishing gear is collected; 80% of tourist areas, destinations, tourist accommodation service providers and other tourist services in coastal areas do not use disposable plastic products and plastic bags that are difficult to decompose; ensure at least twice a year to launch a campaign to collect and clean beaches across the country; 80% of marine protected areas are free of plastic waste.
- Carry out annual and biannual monitoring to assess the current status of ocean plastic waste in some estuaries of 5 major river basins in the North, North Central, Central and South Central regions. , The South and the islands with potential for tourism development in 12 island districts.
b) By 2030
- Reduce 75% of plastic waste on the sea and oceans; 100% of fishing gear lost or discarded is collected, ending the disposal of fishing gear directly into the sea; 100% of tourist areas, destinations, tourist accommodation service providers and other tourist services in the coastal areas do not use disposable plastic products and difficult-to-biodegrade plastic bags; 100% of marine protected areas are free of plastic waste.
- Expansion of annual and regular monitoring every 5 years to assess the current state of ocean plastic waste in some estuaries of 11 main river basins and in 12 island districts.
II. Mission, solution
1. Propagating, raising awareness, changing behaviors and dealing with plastic products and ocean plastic waste
a) Content of the task and solution
- Develop and implement communication programs on the harmful effects of single-use products originating from plastic, persistent nylon bags for the sea and ocean, marine ecosystems, environment and human health; programs on collecting and treating ocean plastic waste; methods and meanings of waste sorting at source, changing the habit of using disposable plastic products and hard-biodegradable plastic bags.
- Promptly praising and rewarding organizations and individuals with good achievements and valuable initiatives, and scaling up good models in the movement of collection, classification, transportation and handling of substances, waste, plastic waste in coastal areas, at sea. Specific and accurate information about cases of violations of the law on environmental protection, especially cases of dumping or dumping wastes and plastic wastes at prescribed places, causing environmental pollution.
- Training, training, raising awareness, sense of responsibility, changing the habit of using disposable plastic products, persistent nylon bags and acts of discharging garbage and plastic waste into the environment for coastal communities, fishermen, sailors, tourists and organizations and enterprises; improve the capacity and experience in plastic and waste management for managers at all levels in coastal areas.
- Propagating and calling organizations and individuals to increase recycling and reuse of plastic waste, promoting the construction of a circulating economy and green growth.
b) Implementation responsibilities
- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies, government-attached agencies and concerned agencies in, elaborating contents of communication programs on the harmful effects of plastic waste on with the seas and oceans, marine ecosystems, the environment and human health; launch programs to collect and treat ocean plastic waste; developing and implementing communication programs on ocean plastic waste associated with the organization of Vietnam Sea and Islands Week.
- The Ministry of Information and Communications shall direct news agencies and newspapers to coordinate with the Ministry of Natural Resources and Environment in formulating programs and documents suitable to each year and each period; publish news and articles on the mass media and the basic information system; timely propaganda of advanced examples in the movement to reduce plastic waste in the ocean.
- The Voice of Vietnam Radio, Vietnam Television Station and central and local press agencies shall base on the principles and purposes of their attached press agencies to coordinate with the Ministry of Natural Resources and Environment, People's Committees at all levels develop programs, specialized pages and categories to inform and propagate about the harmful effects of plastic waste, persistent plastic bags on the sea and oceans, marine ecosystems , the environment and human health; programs on collecting and treating ocean plastic waste; responsibilities of businesses, organizations, communities and people in preventing, minimizing and treating ocean plastic waste.
- The People's Committees of the provinces and cities directly under the Central Government shall organize propaganda and information on the harms of plastic waste, persistent plastic bags to the sea and ocean, marine ecosystems, environment and human health; programs of collecting and treating ocean plastic waste in accordance with local conditions and actual situation.
c) Implementation period: from 2020 to 2030.
2. Collecting, sorting, storing, transporting and disposing of plastic wastes and waste from activities in coastal areas and at sea.
a) Content of the task and solution
- Organize the effective implementation of national and local collection and cleaning campaigns and beach cleaning campaigns at least twice a year; arranging storage devices and places for gathering waste and plastic waste appropriately, safely, conveniently, ensuring beauty and environmental sanitation.
- Mobilize people's participation in collecting, making statistics, classifying ocean plastic waste and coordinating to build a consistent and consistent database of ocean plastic waste and data in accordance with the database. national data on waste sources.
- Create favorable conditions, encourage and support organizations and individuals to carry out activities of collecting, sorting, storing, transporting, recycling and reusing plastic wastes in river basins and regions, coastal ecosystems, mangroves, beaches, coastal waters.
b) Implementation responsibilities
- Responsible agency: People's Committees of provinces and centrally run cities with sea.
- Coordinating agencies: Ministry of Natural Resources and Environment, concerned ministries, branches and agencies.
c) Implementation period: from 2020 to 2030.
3. Controlling plastic waste from sources a) Contents of tasks and solutions
- Investigate, statistic, classify and evaluate plastic waste sources arising from the mainland and from activities on the sea and islands; well implementing the model of sorting waste and plastic waste at source; building, perfecting the system of collecting, sorting, transporting and treating plastic waste in industrial parks, urban areas, tourist resorts, concentrated residential areas along coastal areas, riversides and seaports according to regulations of the law on environmental protection.
- Integrating the implementation of surveys, statistics, classification and assessment of plastic waste sources from the mainland, from activities on the sea and islands with solutions, integrated management measures of river basins, and coastal cities and estuaries; strengthen control and management of discharges into water sources and take measures to handle micro-plastics from wastewater from urban areas and industrial parks, especially in coastal areas, estuaries and coastal areas.
- Inspect and supervise the implementation of regulations on collection and treatment of plastic waste generated from pure marine economic activities, including: marine tourism and services, maritime economy, oil exploitation gas and marine mineral resources, aquaculture and marine energy, especially in islands with high potential for tourism, marine services and biodiversity development in 12 island districts and structures, architecture on the sea inhabited.
- Preventing and minimizing the disposal and loss of fishing gear together with strictly implementing sanctions and tools for sanctioning violations; strengthen inspection, supervision, regular and irregular handling of violations on sea discharge.
b) Responsibilities and implementation time
- The Ministry of Culture, Sports and Tourism, the Ministry of Transport, the Ministry of Industry and Trade, and the Ministry of Agriculture and Rural Development shall, within the scope of their respective responsibilities and management of branches and domains, assume the prime responsibility and coordinate with the Ministry of Natural Resources and Environment, concerned ministries, branches and agencies develop and implement a plan for management and control of plastic waste from pure marine economic activities.
Implementation time: from 2020 to 2030.

4. International cooperation, scientific research, application, development and technology transfer of ocean plastic waste treatment
a) Content of the task and solution
- Participate responsibly with the international community to address the problem of ocean plastic waste, especially with ASEAN countries and countries in the East Asia Sea region; promote research, intensive exchange, and sharing of information and data with countries and regions in the region and the world on ocean plastic waste.
- Maintain and develop cooperative relations with international organizations on the sea; actively signing and implementing international treaties; coordinate in controlling and managing ocean plastic waste.
- Mobilize international resources in technical assistance, investment in controlling plastic waste from the ocean; receive management models and technologies for substituting products, recycle plastic waste and convert to a green growth and circulation economy.
- Research, development, application, technology transfer and technology in treating and minimizing ocean plastic waste; encourage research and development of the ocean plastic waste collection and treatment system on the basis of adjusting and adapting to Vietnam's practical conditions.
- Organization of the operation of the International Center for Ocean Plastic Waste after its establishment; building and managing a national database of ocean plastic waste.
- Develop and implement research projects and projects to build scientific and practical foundations on ocean plastic waste; assess the risks, pollution risks and impacts of plastic waste, especially micro plastics on the sea and oceans, marine ecosystems, the environment and human health.
- Establish a system of monitoring and supervision of ocean plastic waste based on remote sensing technology, image interpretation and geographic information systems combined with artificial intelligence and indigenous knowledge.
b) Responsibilities and implementation time
- The Ministry of Natural Resources and Environment shall assume the prime responsibility and coordinate with the concerned ministries and branches and the localities in the sea in organizing the elaboration and operation of natural resources and environmental observation networks, periodically assessing the current state of garbage, discharging ocean plastic in some main estuaries, coastal areas and pre-settlement islands, with potential for tourism development; assume the prime responsibility for promoting international cooperation activities and deploying Vietnam's initiatives to the international community on the management of ocean plastic waste.
Implementation time: From 2020 to 2025.
- The Ministry of Foreign Affairs shall assume the prime responsibility and coordinate with the Ministry of Natural Resources and Environment, the concerned ministries and branches and the People's Committees of the provinces and centrally-run cities with sea signs to promote the signing and joining treaties, international management of ocean plastic waste.
Implementation time: From 2020 to 2025.
- The Ministry of Natural Resources and Environment shall assume the prime responsibility and coordinate with the Ministry of Foreign Affairs, the concerned ministries and branches and the People's Committees of the provinces and centrally-run cities at sea to organize the ASEAN Forum on Marine Environment, The focus is on ocean plastic waste when Vietnam becomes ASEAN Chair 2020.

5. Investigating, surveying, reviewing, researching and building a mechanism for managing plastic waste from the ocean to ensure consistency, uniformity, effectiveness and efficiency.
- Implementation responsibilities: The Ministry of Natural Resources and Environment shall assume the prime responsibility and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Transport, concerned ministries, branches and agencies and provincial-level People's Committees. , cities under central authority have seas.
- Implementation time period: From 2020 to 2030.
III. Organization of implementation
1. Ministers, heads of ministerial-level agencies, government-attached agencies and presidents of People's Committees of sea-going provinces and centrally run cities shall, within the scope of their respective management responsibilities, actively formulate plans and implement the assigned tasks, ensure the schedule, quality and efficiency; biannually and 5 years, send the report on implementation results to the Ministry of Natural Resources and Environment for synthesis and reporting to the Prime Minister.
2. The Ministry of Natural Resources and Environment is responsible for assisting the Prime Minister in organizing the implementation of the Plan, guiding, monitoring, inspecting and urging the implementation of the Plan of ensuring quality, efficiency and properly progress; promote and expand international cooperation on ocean plastic waste management; annual and 5-year general report, evaluate the results of implementation of the Plan and report to the Prime Minister.
3. The Ministry of Finance and the People's Committees of the provinces and cities directly under the Central Government have the sea allocating funds to implement the National Plan of Action on the management of ocean plastic waste by 2030 according to the regulations on fertilizer current state budget management level.
The agency assigned to assume the prime responsibility for performing the tasks in the Plan shall proactively arrange and allocate funding within the approved budget and mobilize other funding sources according to the provisions of law to organize.
4. The Ministry of Foreign Affairs shall assume the prime responsibility for, or coordinate with the Ministry of Natural Resources and Environment in, mobilizing, mobilizing and selecting appropriate funding sources from countries and international organizations to implement the Plan; actively signing, participating in and implementing international treaties on ocean plastic waste.
5. The Ministry of Defense shall direct the Navy, the Coast Guard and the Border Guard to intensify coordination with the Ministry of Natural Resources and Environment and concerned ministries, branches and localities in controlling and handling acts which violate laws related to ocean plastic waste management.
6. To propose the Party, Vietnam Fatherland Front and member organizations, social organizations and professional social organizations to proactively develop programs, tasks and projects for the implementation of the Plan, annually send results of implementation to the Ministry of Natural Resources and Environment for synthesis.
The Vietnam General Confederation of Labor, the Ho Chi Minh Communist Youth Union Central Committee, the Women's Union at all levels continue to promote the role of shocking, proactive and creative in activating movements and activities, sweeping up and going to say no to plastic waste, together with the family, the community and the whole society to effectively implement the guidelines, mechanisms and policies to reduce ocean plastic waste.
7. The Vietnam Chamber of Commerce and Industry helps mobilize resources from the business community, mobilizes, supports and encourages businesses to actively respond to the movement of minimizing ocean plastic waste.
