I. Situation of joint production and consumption of agricultural products in Lam Dong province
1. Situation and implementation results:
By the end of 2018, the whole province has 278,154 ha of agricultural cultivation; 596,000 heads of cattle, total meat output of about 100,000 tons; fresh milk production is estimated at 77,000 tons; There are 125 value chains with the participation of 75 businesses, 40 cooperatives, 42 cooperative groups, small businesses and 13,140 farmer households; Of which, 68 production and consumption chains have been certified by domestic and international organizations for product quality in all stages from production, preliminary processing, processing, packaging to consumption product.
2. Shortcomings and difficulties:
Majority of chains are small-scale and not yet formed chains in each concentrated production region; output of agricultural products consumed through associated contracts is still very low, not ensuring sustainability in production and business.
The market for agricultural products is still uncertain and unstable; most farmers also produce spontaneously, following the market. The phenomenon of mixing tea, fake Lam Lam agricultural product trademark for sale and sale has not been prevented and completely dealt with; Although the brand building and development of agricultural products of Lam Dong have been implemented, there are not many certified brands, resulting in low competitiveness of agricultural products, making it difficult to consume and export agricultural products. to foreign markets.
Agricultural products are produced in the province for export, but the rate of preliminary processing and processing for a number of key products of the province is low, mainly for crude export, so the added value is low; Technical barriers on breed copyrights and technology, chemical residues, import regulations, etc. also hinder production and access to international markets.
The association of production, purchasing, processing, preserving and consumption of agricultural products in the province through enterprises (especially large enterprises), cooperatives, cooperative groups and people still remains. Weak and lacking, limited scope, ..
Many agricultural products are specialties, typical features that make up the brand of the province, and are losing competitive advantages due to many localities investing in technology to produce and import from countries around the world.
II. Objects and scope of implementation
1. Objects of implementation: Cooperatives, cooperative groups, enterprises, purchasing and processing establishments and households engaged in agricultural production and trading.
2. Implementation location: In 12 districts and cities in the province.
III. Target
1. General objective:
Promote linkage of production and consumption of agricultural products among farmers, businesses and cooperatives to overcome the situation: fragmented production, small production, quality control and consumption of difficult agricultural products, improve product value, increase income for people, contribute to achieving the agricultural growth target.
To increase the proportion of products produced along the value chain, purchasing, processing, preserving and consuming agricultural products in the province to ensure a high and sustainable scale of goods, quality and economic efficiency.
2. Specific targets till 2023:
a) By 2023, the whole province will have 200 agricultural production and consumption chains; in which: forming 89 new chains, upgrading 9 chains (120 chains at provincial level, 80 chains at district and commune levels); ensure each commune has at least one linkage model for the key products; The total area of ​​the chain is 50,000 ha (accounting for 18% of the cultivated land, with the participation of 32,000 households, about 150 enterprises and 50 cooperatives; Agricultural products consumed through the chain reach 30% of agricultural output. key products of the province.
b) All 100% of products in the chain are controlled on origin and quality, and processed and processed; For vegetables of at least 80%, which are preliminary processed and 20% processed by modern technology.
c) Promulgate 30 sets of standards on quality, models and specifications of the province's key products.
d) Increase the proportion of contracted agricultural products to 50% of the province's agricultural output, thereby contributing to the increase in average agricultural production value to 220 million / ha / year.
IV. Content implementation
1. Training on capacity building on link chains:
Training organizations and individuals concerned about management, mechanisms, policies, implementation process to ensure that the project is implemented promptly, with high efficiency, specifically:
a) State agencies responsible for implementing the project (including People's Committees of districts and communes, district-level project evaluation councils and relevant departments, professional bodies, associations and mass organizations): training on methods of building, managing and controlling chains; documents, procedures and order for the implementation of state support policies.
b) Consulting units, enterprises, cooperatives, cooperative groups, farms:
- Proactively studying the contents of the Scheme: policies and mechanisms to encourage cooperation and linkages in agricultural production and consumption and skills to form, manage and operate chains (internal). content and requirements of the associated project, the process of organizing the project implementation, the process of operation and management of the linked chain, the production and business plan; the main content of the contract, the process of quality control product quality and traceability, ...)
- Attend all training courses when state agencies organize in the area.
2. Building and upgrading agricultural production and consumption chains:
Supporting the formation, upgrading and completion of 98 key chains of production and consumption of key agricultural products of the province in the province, including 37 provincial and 61 district chains, namely:
a) For vegetables: Establishing 27 new chains and upgrading 3 chains of production and consumption of certified vegetables (Viet GAP, Global GAP, Organic); in which: 10 provincial chains and 20 district and commune chains in the key vegetable growing areas of the province (Da Lat city and districts: Lac Duong, Don Duong, Duc Trong, Lam Ha, Dam Rong); by 2023, there will be 92 chains of production and consumption of vegetables corresponding to an area of ​​3,700 ha (accounting for 18% of the cultivated area), 2,500 households will join the linkage, the consumption output through the chain will reach 30-35% vegetable production in the province.
b) For flowers: Newly forming 8 chains and upgrading 2 chains linking flower production and consumption (3 chains of provinces and 7 chains of districts and communes); By 2023, there will be 15 chains of flower production and consumption corresponding to an area of ​​400 hectares (accounting for 10% of the cultivated area), the number of households participating in the association will reach 500 households, the consumption output through the chain will reach 20- 25% of the province's flower production.
c) For coffee: Forming 15 new chains of coffee production and consumption (6 chains at provincial level and 9 chains at district and commune levels); by 2023, there will be 25 chains, corresponding to an area of ​​12,500 hectares (accounting for 7.2% of the cultivated area), the number of households participating in the link is 9,030 households, the consumption through the chain reaches 25% of the total coffee output. the provincial; At least 70% of the coffee area is cultivated according to safety standards, high quality and sustainability according to domestic and international regulations.
d) For tea: Newly established 9 chains of tea production and consumption certified (Viet GAP, Global GAP, Organic); in which: 6 chains at provincial level and 3 chains at district and commune levels; by 2023, there will be 29 chains of tea production and consumption with an area of ​​2,100 ha (accounting for 17% of the production area), about 600 households will participate, increasing the consumption rate in the linked chain accounting for 40% of production. tea of ​​the province.
d) Fruit trees and cashew nuts (cashew, macadamia): Newly formed 11 chains and upgraded 2 chains of linking production and consumption of fruit trees and seeds; in which: 2 chains at provincial level and 11 chains at district and commune levels; by 2023, there will be 15 chains of production and consumption of fruit trees and seeds, with an area of ​​1,300 ha (accounting for 7.4% of production area), about 400 households will participate, increasing the consumption rate. in the 25% linkage chain of fruit and nut production in the province.
f) Rice: Newly formed 3 chains of linking rice production and consumption at district and commune levels; by 2023, there will be 7 chains of production and consumption of rice with 1,500 ha (accounting for 5.1% of production area), about 1,000 households will participate, increasing the consumption rate by 15%. Rice production of the province.
g) Livestock products (beef, dairy cow, pig): Forming 8 new chains, upgrading 2 chains, linking production and consumption of livestock products; in which: 2 chains at provincial level and 8 chains at district and commune levels; by 2023, there will be 20 chains of production and consumption of livestock products with about 3,500 households participating, with an output of about 4,000-5,000 tons; increase consumption rate in the chain of links 30-35% of the province's output.
h) For a number of other products: Integrating from the funding of programs and schemes to support the building of 5 chains of manufacturing and consuming pharmaceuticals, 3 chains of production and consumption mulberry silk.
3. Trade promotion and establishment of market information channel:
a) Trade promotion outside the province: Organize trade promotion delegations with provinces with large consumption markets and regions producing goods similar to the provinces to formulate regional cooperation and association plans.
b) Establishing a market information channel on the Department of Agriculture and Rural Development's website on weather forecasts, production situation and food safety; prices of agricultural products and agricultural materials; export situation; market demand; supporting policies related to agricultural production and consumption.
4. Building product criteria and developing brands of Lam Dong agricultural products:
a) Develop and issue a set of criteria for 30 key provincial agricultural products; In particular, there are criteria for products using the brand "Da Lat-crystallized magic from the good land" to serve the management and help purchasing businesses and consumers to identify and identify. identify the origin and value of each type of agricultural product.
b) Issue 2,000 documents; introduce and promote the brand "Da Lat - a miraculous crystallization from the good land" on the mass media.
c) Organize delegations to participate in national-level agricultural fairs; trade promotion, product promotion; looking for partners in fairs, technology research, product diversification, markets, methods of marketing, protection ... for agricultural products of the province.
5. Traceability and quality control:
a) Developing the area code for growing 6 types of agricultural products associated with regions: vegetables, flowers in Da Lat; Da Huoai durian; Bao Loc and Bao Lam tea; Di Linh and Cau Dat coffee. Agricultural products of the certified regions have packaging and trademarks attached to electronic traceability with QR traceability stamps.
b) Quality control and food safety: Carry out inspection and sampling of food safety of the chains and quality of agricultural products using the trademark "Da Lat-crystallized magic from good soil" .
c) Control of imported agricultural products: Organize inspection of establishments importing agricultural products into Lam Dong for the origin and quality associated with the handling of fake trademarks of agricultural products of the province.
V. Supporting mechanism from the State budget:
The State budget invests in providing 100% of the following contents: Training courses and trade promotion activities and setting up market information channels; building product criteria and developing brands of Lam Dong agricultural products; traceability and quality control agricultural quality control ...

VI. Funding for the implementation of the Scheme
1. Total funding for the Scheme implementation period 2019-2023: VND 270,175 million, distributed over the years as follows:
- In 2019: VND 61,831 million;
- In 2020: VND 52,141 million;
- In 2021: VND 52,311 million;
- In 2022: VND 51,861 million;
- Year 2023: VND 52,031 million.
2. Implementation funding source:
- State budget capital: VND 138,350 million, accounting for 51.2% (including: the provincial budget of VND 25,000 million and capital sources for the implementation of the national target program on building a new countryside (from the central budget). VND 113,350 million) and integrated capital from other programs and projects.
- Reciprocal capital of the people, cooperative groups, cooperatives and enterprises: VND 131,825 million, accounting for 48.8%
VII. Solution
1. Solutions to propaganda information:
a) Continue to organize propaganda and raise awareness to people of all classes about benefits and responsibilities when participating in cooperation and cooperation activities in production, processing, preservation and consumption of agricultural products. .
b) Develop and implement a plan of information, propaganda and dissemination on how and conditions for registration to preside over the implementation of associated projects and state support policies on formation and development. developing linkage of production and consumption of agricultural products.
c) Mobilizing enterprises and farmers to become members of the link chains at each stage (from the supply of input materials to production, purchasing, preliminary processing, processing and consumption of products according to criteria). standards, technical processes) to create quality, safe and highly competitive products.
2. Solutions to investment capital:
a) Using non-business capital of the National Target Program on New Rural Construction to invest in forming associated projects in order to implement the content of supporting the production of linked production along the value chain, making a real contribution Currently, criteria 13 in new rural construction.
b) Allocate funding from other agricultural programs and projects for direct investment in the implementation of the Scheme. At the same time, to integrate funding from other programs and projects, including: Sustainable development of mulberry silk industry in Lam Dong province in the period of 2019-2023, Development of dairy farming in Lam Dong province in the period of 2016-2020; Developing high-yield beef cow raising in Lam Dong province in the period of 2016-2020 to build chains of production and consumption of products for mulberry, beef, dairy cow.
c) Mobilizing capital from enterprises, cooperatives and people to participate in the chain of production and consumption of agricultural products in the province.
3. Solutions on application of science, technology and technology:
a) Access, invest in improvement and application of new and effective technologies from production, preliminary processing, processing and quality control to product transportation and consumption; especially focusing on high technology applications, smart agriculture 4.0 and organic agriculture in production, traceability and product consumption.
b) Synchronous application of technical solutions in production, preliminary processing and processing. Strengthen agricultural extension, technology transfer in cultivation, husbandry, harvest, post-harvest preservation to ensure the criteria of hi-tech agricultural production; transfer to certified livestock production (GAP, GAHP, UTZ, 4 C, Organic, HACCP, ...)
c) Paying attention to the application of information technology in management of production and consumption of products, especially in advertising, information, product introduction, improvement of sales methods through online markets, agricultural auction floors prod ...
4. State management solutions:
a) To support the development of production along the value chain, encourage the development of diversified forms of cooperation and linkages, especially between farmers and enterprises and cooperatives to form the value chain. compete and expand markets for important products and products according to the Decision No. 2105 / QD-UBND dated October 18, 2018 of the Provincial People's Committee. Perform synchronously and effectively Resolution No. 104/2018 / NQ-HDND dated December 13, 2018 of the Provincial People's Council and the Government's Decree No. 98/2018 / ND-CP dated July 5, 2018 on policies to encourage cooperation and cooperation in production and product consumption.
b) Attract and create conditions for enterprises capable of investing in agricultural development, associating in production, purchasing, processing, preserving and consuming products, especially through export. c) Promulgate the list of provincial key agricultural products to attract businesses to invest in rural agriculture.
d) Strictly perform the state management of: agricultural supplies (plant varieties, fertilizers, pesticides, veterinary drugs, animal feeds, aquatic products); food safety and hygiene, inspection, control, traceability and quality of agricultural products.
VIII. Organization of implementation
1. Department of Agriculture and Rural Development:
a) Being a standing agency, in coordination with relevant departments and agencies, People's Committees of districts and cities organize the implementation of the program, make periodic and final reports; assisting the Provincial People's Committee in managing, monitoring and urging departments, agencies, and localities to implement this Project.
b) Annually advise the Provincial People's Committee on approving the list of provincial projects; On the basis of the approved list, prepare the project file and submit it to the provincial People's Committee for approval and the host unit will organize the implementation as prescribed.
c) Proactively advise the proposal, development and implementation of mechanisms, policies, schemes and projects related to the development of links in production, processing and consumption of agricultural products to attract resources to invest in promoting sustainable development of agricultural production, creating a drastic change towards the export of agricultural products.
2. Department of Industry and Trade:
a) Supporting the formation and expansion of the model of a post-harvest center and a flower trading center. To organize guidance, examination, personal inspection and agricultural business establishments, using registered trademarks.
b) Support to promote and develop the registered trademarks and the trademark "Da Lat - a miraculous crystallization from the good land".
3. Department of Finance: allocates capital and funds to implement the Scheme in accordance with the contents, tasks and investment phases approved by the Provincial People's Committee to promote agricultural product consumption.
4. Department of Planning and Investment: Effective implementation of Resolution No. 104/2018 / NQ-HDND dated December 13, 2018 and Resolution No. 112/2018 / NQ-HDND dated December 13, 2018 of Provincial People's Council on policies to attract investment in agriculture and rural areas to attract businesses to invest in agricultural production, especially for projects on purchasing and processing agricultural products.
5. Investment, Trade and Tourism Promotion Center: Presiding over and coordinating with departments, branches and localities to organize trade fairs and exhibitions, to conduct trade promotion activities in order to promote the brand. and promoting consumption of agricultural products in the province.
6. Relevant departments and branches shall base themselves on their functions and tasks to direct the implementation of the Scheme contents and solutions in their respective provinces.
7. People's Committees of districts, cities of Da Lat and Bao Loc:
a) Pursuant to the approved Project; annually register the project list, direct specialized agencies to elaborate project dossiers, approve explanations and units in charge of implementation in their respective localities according to their decentralized competence.
b) Balance local budgets and integrate sources of investment programs and projects on socio-economic development in the area to promote the development of linkages in a timely and effective manner.
