1. Scope and boundaries of research planning:
Chu Lai Open Economic Zone has a total natural area of ​​27,040 ha, including Nui Thanh Town and communes of Tam Quang, Tam Hiep, Tam Hoa, Tam Anh Bac, Tam Anh Nam, Tam Tien and a part of Tam Nghia Commune. in Nui Thanh district; Tam Thanh, Tam Phu, part of Tam Thang commune and An Phu ward of Tam Ky city; Binh Hai and Binh Sa communes, a part of Binh Nam, Binh Trung, Binh Tu, Binh Trieu, Binh Minh and Binh Dao communes of Thang Binh district, Quang Nam province; There are geographical boundaries defined as follows:
- East sea bordering the east;
- West: adjacent to Da Nang - Quang Ngai highway in Nui Thanh district; bordering on Ban Thach river in Tam Ky city; bordering on current land of communes of Binh Nam, Binh Trung, Binh Tu and Binh Trieu in Thang Binh district;

2. Nature:

3. Scale of population and land:
a) Population scale:
- By 2025, the population is 250,000 people; in which, the city is 120,000 people;
- By 2035, the population is 550,000 people; in which, urban is 450,000 people.
b) Land size:
- By 2025, the forecast of industrial construction land is about 3,000 ha; land fund for construction of urban, tourist and service functional areas about 5,000 ha;

4. Space development orientation:
a) Organization of functional areas in economic zones:
- Areas under the general planning of Chu Lai open economic zone (approved in the Prime Minister's Decision No. 43/2004 / QD-TTg of March 23, 2004) shall be adjusted:
+ Non-tariff area, with a total area of ​​1,012 ha: Adjusted according to the direction of arranging 01 zone attached to Chu Lai airport, an area of ​​225 ha; 01 area associated with Tam Hiep harbor area, area of ​​40 ha; 01 area attached to Tam Hoa port area, area of ​​747 ha;
+ Industrial zones are adjusted, namely: North Chu Lai Industrial Park, an area of ​​700 ha; Tam Anh industrial park, an area of ​​1,545 ha; Tam Hiep industrial park, an area of ​​530 ha; Tam Thang industrial park, an area of ​​800 ha;
+ Ports and logistic areas are adjusted specifically: Ky Ha wharf area, area of ​​110 ha; Tam Hiep wharf area, area of ​​155 ha;
+ Tourist and service areas concentrated in Tam Hoa, Tam Tien and Nui Thanh districts and Tam Thanh commune, Tam Ky city, with a total area of ​​850 ha. . Dong Tam Ky urban area has a population of about 40,000 by 2035. Natural area is about 3,030 ha; in which, the area of ​​construction of urban functional areas is about 1,106 ha.
- New development areas:
+ Newly developed industrial parks: including 03 zones, specifically as follows:
. Gas - energy industrial zone and industries using energy and products after gas, located in Tam Quang commune, Nui Thanh district, with an area of ​​410 hectares;
. Nam Thang Binh Industrial Park is located in the communes of Binh Trung, Binh Nam and Binh Sa in Thang Binh district, with an area of ​​655 ha;
. Thang Binh Hi-tech Industrial Park is located in the communes of Binh Tu, Binh Trung and Binh Sa in Thang Binh district, covering an area of ​​310 hectares.
+ Tam Hoa port and logistic zone, located in Tam Hoa commune, Nui Thanh district, with an area of ​​50 ha;

+ High-tech agricultural application area, covering about 190 ha in Binh Sa commune, Thang Binh district;
+ Coastal protection forest, with an area of ​​2,613 ha, is planned at the following locations: Along the coastal road and road 129; some industrial zones; Tam Anh urban area and some areas are concentrated in the communes of Binh Dao, Binh Trung, Binh Sa and Binh Nam in Thang Binh district; communes of Tam Thang, Tam Phu, Tam Ky city and Tam Tien commune Nui Thanh district;

5. Orienting social infrastructure and economic infrastructure
a) Orientation for developing the administrative - political center system:
- Administrative center of the economic zone is associated with Tam Ky city administrative center, concentrated scale, creating modern image;
- The administrative and political center of Nui Thanh urban area: Expanding the scale of existing centers; renovating and embellishing landscape architecture space;
- Administrative works at commune and ward levels: Maintain at the current position, upgrade and renovate the architecture of buildings, landscape space.
b) Development orientation of education and training system:
- Building international vocational and university training schools to train high-quality human resources for economic zones in urban areas;

6. Land use planning:
a) By 2025: The total area of ​​the whole economic zone is 27,040 ha; in which, the main types of land are as follows:
- Non-tariff area land: 430 hectares, accounting for 1.59%;
- Land for construction of industrial parks: 3,000 hectares, accounting for 11.09%;
- Land for ports and logistics: 265 ha, accounting for 0.98%;
- Land for tourist, service and mixed areas: 2,425 ha, accounting for 8.97%;
- Education, training and vocational training land: 105 ha, accounting for 0.39%;
- Land for construction of urban functional areas: 2,325 ha, accounting for 8.60%;
- Land for ecological greenery and isolation: 750 ha, accounting for 2.77%;
- Land for rural residential areas and agricultural production: 8,070 ha, accounting for 29.84%;
- Protective forest land: 2,613 ha, accounting for 9.66%;
- External and inter-regional traffic land: 545 ha, accounting for 2.02%;
- Land for infrastructure and technical works: 3.40 ha, accounting for 1.26%.
b) By 2035: The total area of ​​the whole economic zone is 27,040 ha; in which, the main types of land are as follows:
- Non-tariff area land: 1,012 ha, accounting for 3.74%;
- Land for construction of industrial parks: 5,010 ha, accounting for 18.53%;
- Port area and logistics: 315 ha, accounting for 1.16%;
- Land for tourist, service and mixed areas: 2,475 ha, accounting for 9.15%;
- Education, training and vocational training land: 105 ha, accounting for 0.39%;
- Land for construction of urban functional areas: 4,525 ha, accounting for 16.73%;
- Land for ecological greenery and isolation: 750 ha, accounting for 2.77%;
- Land for rural residential areas and agricultural production: 4,970 ha, accounting for 18.38%;
- Protective forest land: 2,613 ha, accounting for 9.66%;
- External transport land: 1,445 ha, accounting for 5.34%;
- Land for technical infrastructure facilities: 390 ha, accounting for 1.44%.
7. Orientation of urban technical infrastructure system
a) Development orientation of the transport system:
- Outbound traffic:
+ Airway: Chu Lai international airport shall comply with the adjustment of the planning on development of air transport transportation in the period to 2020 and orientations to 2030 in Decision No. 236 / QD-TTg of 23 months. 02 years of 2018;
+ Seaway: Follow the adjustment of Vietnam's seaport system development plan to 2020, orientation to 2030 Decision No. 1037 / QD-TTg dated June 24, 2014. Chu Lai seaport will be studied. First-class port (national port) is a major hub for transportation, trade and international exchanges. + River way: Dredging Truong Giang river up to grade 4 standards, building a river wharf along the river to create conditions for tourism development and landscape on both sides of the river.
- Internal traffic:

+ Roads in industrial parks: To build a modern and synchronous traffic system suitable to the characteristics of each industrial park, in accordance with current standards and standards;
+ Roads in urban areas: Complete and ensure the connection between the internal traffic system and the main transport network of the whole economic zone. Maintaining the approved traffic system in Tam Ky urban area. In the remaining areas, the design criteria for grade-II urban centers are applied;
+ Roads in rural areas and tourist areas: Ensuring convenient and smooth connection with the general traffic system of the economic zone.
- Public transport:
+ Organizing fast bus routes to transport inter-urban passengers;
+ To upgrade Nui Thanh bus station up to grade-II standards;
+ Organizing ship routes for passenger transportation along Truong Giang and Tam Ky rivers, combined with tourism.
b) High ground level planning, surface water drainage:
- Planning high ground level:

+ Tam Ky area:
For areas in the basin of Ban Thach and Tam Ky rivers: The elevation to control the construction ground for residential areas is Hmin≥ + 3.2 m; Hmin≥ industrial zone + 3.5 m.
For the area in Truong Giang river basin: The height of the construction ground for residential areas is Hmin ≥ + 2.30 m. In the east of Ban Thach river, to build a new dike route in combination with roads running parallel to the river bank.
+ Thang Binh area: Construction elevation control level Hmin≥ + 2.5 m; Hmin green park area ≥ + 2.0 m;
+ Coastal area: High altitude of controlling construction ground Hmin≥ + 2.1 m.
- Rainwater drainage: Organization of rainwater drainage network suitable to the terrain conditions of the area to ensure the principle of self-flowing. Drainage system is divided into many small branches to escape to Truong Giang, Tam Ky and An Tan rivers.
c) Water supply: Forecast of water supply demand by 2025 is about 90,000 m3 / day and night and 2035 is about 240,000 m3 / day.
- Period to 2025: Stable exploitation of Tam Hiep Water Plant to expand capacity of 15,000 m3 / day and exploitation of surface water of Phu Ninh lake; increasing the capacity of Tam Hiep water plant from 9,000 m3 / day to 15,000 m3 / day and night, exploiting Thai Xuan lake surface water; extend; increasing the capacity of BOO Phu Ninh Water Plant from 50,000 m3 / day to 100,000 m3 / day and night (stage 1), exploiting surface water of Phu Ninh lake; to build a water factory to reuse treated water of Tam Thang industrial park with an expected capacity of 13,000 m3 / day;
- Period to 2035: Stable exploitation of capacity of water plants: Tam Hiep expansion, Tam Hiep. To expand and raise the capacity of Tam Ky water plant from 35,000 m3 / day to 60,000 m3 / day and night, to exploit surface water of Phu Ninh lake; to increase the capacity of BOO Phu Ninh Water Plant from 100,000 m3 / day to 200,000 m3 / day and night (phase 2) or to 300,000 m3 / day and night (stage 3) if the need arises and exploits surface water from Lake Phu Ninh; increasing the capacity of the Water Plant to reuse the treated water of Tam Thang Industrial Park from 13,000 m3 / day to 26,000 m3 / day.
d) Power supply and lighting:

+ To build concentrated wastewater treatment stations in each industrial type: Bac Chu Lai industrial park with 3,800 m3 / day and night - 9,000 m3 / day and Tam Anh industrial park of 18,000 m3 / day and industrial park. 8. Strategic environmental assessment
a) Main solutions on environmental protection:
Using renewable energy; prioritize the development of green architecture model, maintain, expand and protect the water surface area; encourage the use of environmentally friendly technologies in the areas of production and daily life; encourage the use of public transport means, use of clean energy; to use and rationally exploit mineral resources, water sources, ensuring environmental regulations. To build a system of periodical environmental monitoring and supervision in industrial parks, industrial clusters, mineral exploitation zones, trade village areas and other areas which may cause environmental pollution.
b) Main solutions for each partition:
- Truong Giang river area: To preserve and protect the value of natural landscapes, enhance greenery areas and maintain biodiversity; improve water quality;

- Industrial zone: Applying environmental management and protection system according to ISO 14,000;

9. Projects prioritized for investment and construction
a) Projects invested by the central government:
- Investment project of gas processing plant and power plant of gas - electricity project invested by Vietnam Oil and Gas Group and Exxon mobil Group (United States);
- Project on investment in seaport public infrastructure (dredging access channels and breakwaters in An Hoa Bay) to develop Chu Lai port into a type-I port;
- Investment in upgrading Chu Lai airport: Building a new take-off and landing road, upgrading the station to ensure the reception of 5 million passengers / year;
- To upgrade national highways linking Da Nang - Quang Ngai expressway, national highway 1A and road 129 and coastal road.
b) Local-managed projects:
- Continue to invest in completing residential areas and unfinished resettlement. - Investment projects on construction and trading of industrial park infrastructure and industrial production projects of secondary investors; tourism and service projects, community tourism projects associated with traditional trade villages;
- High-tech agricultural projects;
- Investment in construction of private medical, health care, education and training facilities;
- Investment in construction of sea tourism centers, parks and riverside entertainment and recreation projects;
- Investment in construction of wastewater treatment plants for industrial parks, waste treatment plants, waste recycling plants according to modern technologies.
10. To assign the People's Committee of Quang Nam province to publicize the scheme on adjustment of the general planning on construction of Chu Lai open economic zone, Quang Nam province, up to 2035, with a vision till 2050; elaborate and promulgate regulations on management according to planning schemes; to organize the elaboration of construction subdivision plannings, detailed construction plannings and urban designs for functional quarters in economic zones as a basis for planning management and implementation of construction investment projects.
