I. SCHEDULE TARGETS
1. General objectives
Policy orientation to support the transfer, mastery and development of technology from abroad into Vietnam, especially source technologies, high technology, platform technology to quickly innovate technology, shorten the range ways of qualification and technological capacity compared to advanced countries in the region and the world, contributing to restructuring economic sectors to serve the cause of national industrialization and modernization, in which some sectors , areas of international competitiveness and deep involvement in the value chain of production of products with competitive advantages and enhancement of security and defense.
2. Specific objectives
a) Completing mechanisms and policies to create favorable conditions for the transfer, mastery and development of technology from abroad into Vietnam, contributing to promoting innovation models in depth.
b) Focus on developing a number of priority sectors: information and communication, industry, agriculture, construction, transportation, health, natural resources and environment; focusing on a number of fields: information technology industry, electronic industry; mechanical engineering; High-tech agriculture; preserving and processing agricultural, forestry and aquatic products; construction, transport and infrastructure technologies; environmental technology, anti-climate change; pharmaceuticals, diagnosis and treatment of diseases.
c) Improve the technological capacity of organizations and enterprises to serve the transfer, mastery and development of technology from abroad into Vietnam.
II. DUTIES AND SOLUTIONS
1. Building and perfecting the system of mechanisms and policies, raising the efficiency of state management to support the transfer, mastery and development of technologies from abroad into Vietnam:
a) Renovating mechanisms and policies to create a favorable legal environment for the transfer, mastery and development of technologies from abroad into Vietnam, market development, market creation of new technologies and products new products, especially policies that prioritize the use of domestic products and services to create technical standards compared to foreign ones in investment projects;
b) Completing and renovating mechanisms and policies on financing and supporting loans, guaranteeing loans from credit institutions, national technological renewal funds, science and technology development funds of enterprises , ministries, ministerial-level agencies, Government-attached agencies, provinces and centrally-run cities shall meet enterprises' demands for transfer, mastery and development of foreign technologies into Vietnam;
c) Review, amend and supplement preferential policies on tax and credit; remove problems of specialized inspection regulations, administrative procedures for organizations, enterprises and individuals who have activities of transferring, mastering and developing technologies from abroad into Vietnam in the priority sectors and fields;
d) Develop mechanisms to encourage organizations and enterprises to associate with higher education institutions and vocational education establishments to enhance material foundations and train capable high-quality human resources. absorb, master and effectively exploit foreign technology into Vietnam;
d) Renovating the policy of attracting foreign investment (FDI) in the direction of encouraging and prioritizing FDI projects using advanced technology, high technology, smart technology, environmentally friendly and committed. establishment of research and development, human resource training and technology transfer facilities;

2. Investment in technical infrastructure to support organizations and enterprises to transfer, master and develop technologies from abroad into Vietnam:
a) Review and integrate new investment, upgrade technology research and development infrastructure of science and technology organizations to serve organizations and enterprises to master and develop technology from abroad into Vietnam. 5. Deploying to support organizations and enterprises to transfer, master and develop technologies from abroad into Vietnam:
a) Supporting organizations and enterprises to seek technology information, consultancy, technology transfer, training of human resources to master and develop technologies from abroad into Vietnam through scientific programs and national technology;
b) Supporting organizations and enterprises to implement projects on transferring, mastering and developing technologies from abroad into Vietnam through non-state budget funds, the ministry's science and technology development fund; ministerial-level agencies, Government-attached agencies, provinces and centrally-run cities;
c) Mobilize capital sources in the society to support organizations and enterprises to invest in research, application and technological development on the basis of combining: State, enterprises and scientists to improve public capacity. technology and application of new technologies;
d) Deploying credit programs and packages with reasonable interest rates in order to create conditions for organizations and enterprises to access investment capital to transfer, own and develop technologies from abroad into Vietnam.
6. International cooperation:
a) Promote the search, purchase and transfer of high technology, new technologies and advanced technologies into Vietnam to enhance the capacity of organizations and enterprises; create conditions for organizations and enterprises to actively cooperate and receive technology transfer from abroad to produce products with competitive advantages;
b) Strengthening international cooperation with organizations, individuals and overseas Vietnamese in research and development, technology transfer, human resource training, focusing on cooperation with countries industrial development.
7. Information and propaganda:
a) Organize propaganda and dissemination to create a strong change in the awareness of all levels, sectors and the whole society about the role, position and importance of technological innovation, protection and enforcement of intellectual property rights; dissemination and replication of technology innovation examples;
b) Organize activities to connect technology supply and demand, technology and equipment markets, scientific and technological exhibitions, trade promotion activities, investment promotion activities and conferences and seminars. relate to;

III. COST OF IMPLEMENTATION OF THE SCHEME
1. Funding sources for performing tasks under the Scheme are guaranteed from: State budget, self-invested capital of organizations and enterprises, loans from credit institutions and other lawful mobilized capital sources. according to regulations of the Law; in which, the capital source mainly implements the scheme guaranteed by organizations, enterprises or invested in the form of public - private partners.
2. For state budget capital, the estimation of annual budgets shall comply with the provisions of the State Budget Law and be included in the annual budget estimates of ministries, branches and localities. assigned to assume the task.

c) Formulating plans and state budget estimates for scientific and technological tasks in search of technological information, technological know-how and transfer, master and development of foreign technologies Vietnam belongs to national science and technology programs;
d) Coordinating with relevant ministries, branches and localities in reviewing, supplementing and amending mechanisms and policies to create favorable conditions for organizations and enterprises to transfer, master and develop technologies from foreign countries entering Vietnam;

a) Balancing and allocating investment funds to enhance material foundations and equipment for scientific and technological organizations;
b) To study, amend and supplement policies to prioritize the use of home-made products meeting technical standards compared to foreign products in investment projects;
c) Develop specific policies and mechanisms to attract high technologies and advanced technologies from foreign countries through foreign direct investment (FDI) activities.
3. Ministry of Finance presides:
a) Balancing and allocating appropriate funds for the implementation of the Scheme;
b) Proposing to amend and supplement preferential policies on tax and credit for activities of transferring, mastering and developing technologies from abroad into Vietnam in priority sectors and fields.
4. Vietnam State Bank:
Direct credit institutions to deploy credit programs and packages at reasonable interest rates in order to create conditions for investment organizations and enterprises to transfer advanced technologies, new technologies and high technologies to access capital. .
5. Ministries: Information and Communications, Industry and Trade, Agriculture and Rural Development, Construction, Transport, Health, Natural Resources and Environment, Science and Technology, People's Committees provinces and centrally-run cities within the scope of their assigned functions, tasks and powers:
a) Review, supplement, amend and publicize the list of priority orientations for transferring, mastering and developing technologies from abroad into Vietnam in different sectors and domains in each period, suitable to the situation socio-economic development and the ability to master and create domestic technologies, on the basis of unified opinions in writing with the Ministry of Science and Technology;
b) Collecting, processing and providing information on technology and equipment, information on technology transfer of priority branches and domains for establishments on technology and technology transfer of establishments national data on science and technology;
c) Performing statistics of technology transfer activities, technology innovation from foreign countries into Vietnam of enterprises.
6. The Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs shall, according to their competence:
a) Develop mechanisms to encourage organizations and enterprises to associate with higher education and vocational education establishments to invest in strengthening material bases, equipment and training human resources for enterprises;
b) Develop plans to renovate the training in the system of higher education institutions and vocational education towards the development of human resources for priority sectors and fields.
7. Ministries, ministerial-level agencies, Government-attached agencies and provincial / municipal People's Committees shall have to coordinate with the Ministry of Science and Technology in implementing:
a) Develop a plan to deploy the contents of the scheme and send it to the Ministry of Science and Technology;
b) To organize the implementation of the Scheme's tasks and solutions; proactively allocate capital, support organizations and enterprises to build and implement programs and projects to transfer, master and develop technologies from abroad into Vietnam in line with priority sectors and fields of ministries, branches and localities;
c) Review, amend and supplement functions and tasks of science and technology development funds of ministries, ministerial-level agencies, Government-attached agencies, provinces and centrally run cities to support activities transfer, master and develop technology from abroad into Vietnam;
b) Leading and coordinating with ministries, branches and localities to report to the Prime Minister on updating, supplementing and amending the priority orientation of transferring, mastering and developing technologies from abroad into Vietnam in sectors and domains in each stage issued in the Appendix attached to this Decision, suitable to the practicality and capability of mastering domestic technologies;
c) Formulating plans and state budget estimates for scientific and technological tasks in search of technological information, technological know-how and transfer, master and development of foreign technologies Vietnam belongs to national science and technology programs;
