1. Scope of the plan
Scope of direct research: according to administrative boundary of Ho Chi Minh City with an area of ​​2,095.6 km² (including 19 urban districts and 5 suburban districts). Location of research area is limited as follow:
- To border Binh Duong province to the North;
- To border Dong Nai province to the East and Northeast;
- To border Ba Ria Vung Tau province to the Southeast;
- To border Tay Ninh province to the Northwest;
- To border Long An province and Tien Giang province to the West and Southwest.
Scope of indirect research: Ho Chi Minh City and provinces in Ho Chi Minh City region, including provinces of Binh Duong, Binh Phuoc, Tay Ninh, Long An, Dong Nai, Ba Ria - Vung Tau, Tien Giang with an area of 30,404 km² and total amount of population of about 18 million persons.

2. Studying subjects for planning
Types of solid wastes to be studied in solid waste treatment plan of Ho Chi Minh city to 2025 with a vision toward 2050 including ordinary and hazardous solid waste arising from following sources:
- Daily-life solid wastes (including daily-life solid waste of residential and public areas);
- Industrial solid wastes (hazardous and ordinary);
- Medical waste (hazardous and ordinary);
- Construction solid waste;
- Sludge from drainage and wastewater treatment system (including waste, sludge on canals), sewage sludge from water plant and septic tank mud (referred to as sludge).
(Radioactive waste is particularly hazardous type and should be studied separately and not subject of the plan).

3. Viewpoints of the plan:
To be in line with socio-economic development plan; land using plan; adjusted construction master plan of Ho Chi Minh City to 2025 and other relevant sector plans (industrial development plans, trade development plans, etc.).
To be in line national strategy on integrated management of solid waste until 2025 with a vision to 2050; solid waste management plan for Dong Nai river basin up to 2030 which has been approved by the Prime Minister.
To encourage participation of various economic sectors in order to bring into play competitiveness and at the same time ensure strict management of the State in order to meet improvement of integrated management of solid waste and improve quality of environment in accordance with custom of the people, ensure public health and sustainable development.
To ensure goals of waste security, security and defense of the city, responding to impacts of climate change.

4. Objectives of the plan:
To propose measures to reduce solid waste arising at source, increasing reuse and recycling; proposing to build a network of transshipment stations to ensure inter-district service with modern and advanced technologies to meet demand of collecting, transporting and treating solid waste of the city in each period; To propose advanced technologies for treatment of solid wastes, to limit landfill for land resources, construction costs, minimize environmental pollution;
To meet demand of solid waste treatment in the whole city. Resolving existing issues, limitations in management of municipal solid waste at present. To improve efficiency of integrated management of solid waste, improve quality of environment, ensure public health and sustainable urban development.
To raise community awareness on solid waste management, forming an environmentally friendly living way. To set up necessary conditions on infrastructure, finance and human resources for the State management of solid waste. Raise sense of volunteering to abide by the regulations on solid waste management of the people.

To propose solutions to organize implementation of the plan to ensure coordination of agencies, departments and establishments which operates in field of waste management and the people in the closed chain of waste management, avoiding private interests which affects treatment of solid waste throughout the city.
To be legal basis for implementation of detailed plan, project setting up, investment preparation and construction management in accordance with the plan.
5. Contents of plan study:
Contents of solid waste treatment plan of Ho Chi Minh City up to 2025 and vision toward 2050 shall comply with provisions in Article 28 of Decree No. 37/2010/NĐ-CP dated April 7, 2010 of the Government on planning, appraisal, approving and management of plan and Circular 12/2016/TT-BXD June 29, 2016 on regulating dossier of regional construction planning tasks and blueprints, urban plan and construction plan of specific functional areas, content of strategic environmental assessment in compliance with regulations on Circular No. 01/2011/TT-BXD.

- To assess natural conditions, socio-economic situation and forecasts in Ho Chi Minh City; investigating and evaluating arising situation, classification, collection, transportation, treatment and management of solid waste; surveying and evaluating transfer stations, solid waste treatment facilities (location, scale, treatment technology, operational status and environmental issues); To review plans and projects on solid waste treatment facilities which is already implemented in the localities.

To forecast emission sources, composition, characteristic and total volume of ordinary and hazardous solid waste by 2025 with a vision to 2050;
- To propose methods of storing and classifying solid wastes at source; projects on recycling and reusing solid waste arising from daily life, industrial production, healthcare, construction and services;
- Solid waste treatment plan of Ho Chi Minh City up to 2025 with a vision to 2050:
 + To determine zoning, transportation and treatment of solid waste in Ho Chi Minh city and inter-regions (if any); To determine solid waste collection, transportation and treatment methods;
+ To determine locations and sizes of transfer stations, solid waste treatment and burial facilities; determining environmental sanitation safe distance, technical infrastructure outside fences of transfer stations and solid waste treatment facilities in each planning period; Total land fund for transshipment and solid waste treatment in each plan period.
- Building plans, solutions and resources for implementation of the master plan:
+ To identify priority investment programs and projects, funds for implementation, investment phases and plan implementation;

+ To propose solid waste management solutions under solid waste treatment plan of Ho Chi Minh City (implementation organization, mechanisms and policies ...).
- To assess strategic environment for solid waste management plan (incorporating in plan report), including recommended measures for reducing negative impacts of environmental changes for solid waste management.
- To prepare maps for solid waste treatment in Ho Chi Minh City
6. Profile component:
Composition of product dossiers shall comply with the provisions of Circular No.12/2016/TT-BXD dated June 29^th, 2016 on regulating dossier of tasks and blueprints of regional construction plan, urban plan and construction plan of functional areas and Circular 13/2007/TT-BXD dated December 31^st, 2007 on guiding a number of articles of Decree No. 59/2007/NĐ-CP on solid waste management.
Text: Synthesis report, explanatory notes, relevant legal documents, draft report, decision approving the project "solid waste treatment plan of Ho Chi Minh City to 2025, vision to 2050”.
