Scheme on orientation of direct flight route development between Vietnam and key nations and regions in order to promote development investment, enhance exchange and international integration

AsemconnectVietnam - To develop aviation activities with tourism activities and then, tourism will be at forefront of international economic integration; promote role of enterprises, enhance socialization of tourism.

I. Objectives
1. To develop international flight routes between Vietnam and key markets of Vietnam including the United States, China, South Korea, Japan, Thailand, Malaysia, Russia, Germany, Australia and France, UK and India as well as other potential markets such as United Arab Emirates, South Africa ... of Vietnamese and foreign airlines to promote development investment, enhance international integration.
2. To develop aviation activities with tourism activities and then, tourism will be at forefront of international economic integration; promote role of enterprises, enhance socialization of tourism.
3. To renovate thinking and make full use of all development opportunities but must calculate and ensure sustainable development.
4. To link aviation and tourism development, international integration with preserving national cultural identity, protecting environment, assuring national security and safety for tourists.
5. Tourism field must have a breakthrough in tourism development, by 2020, Vietnam will attract 17 to 20 million international visitors, total turnover of tourism accounts for 10 to 12% of GDP and export value through tourism reaches $ 20 billion.
II. Direction for developing direct flights between Vietnam and key markets
1. Orientation for promoting, encouraging airlines to develop direct flights between Vietnam and key markets
- To create maximum conditions for aviation service prices when opening new international routes, take-off time, forms of regular and irregular exploitation, combining many destinations in Vietnam for foreign airlines which develop direct flight routes from key markets and increase frequency on existing international routes to international airports and domestic airports which are permitted to receive international flights in Vietnam;
- To create maximum conditions for price of specialized aviation services when opening new international routes, take-off time and forms of regular and irregular exploitation of Vietnamese airlines which open direct flights from Vietnam’s international airports and domestic airports being allowed to receive international flights to key destinations and increase frequencies on existing routes.
2. Orientations for development of air routes and tourism products to each key market of Vietnam's aviation and tourism enterprises
a) Chinese market
- Orientations for development of air routes to China:
+ The Ministry of Transport organizes consultations with Chinese aviation authorities to remove difficulties for Vietnamese airlines when operating to China with regard to take-off time at airports, optimizing air traffic flight;
By 2020, Vietnam Airlines will open new routes from Da Nang, Hai Phong, Nha Trang, Phu Quoc, Da Lat, Hue, Can Tho ... to Chongqing, Dalian, Haikou, Wuhan, Nanjing, Guilin, Guiyang, Harbin, Lanzhou, Shenyang, Xiamen, Xi Song, Zhengzhou; increase the frequency of delivery, use wide-body aircraft on gateway routes to Beijing, Shanghai, Guangzhou, Kunming and Chengdu.
- Orientation of tourism promotion in Chinese market:
To determine tourism products for Chinese market: high-end island, beach vacation for long-term holiday travelers and air travel tourists; travel products to discover city and cuisine, cultural tourism associate with the world cultural heritages in Vietnam, Me Kong river tourism for most visitors.
b) Japanese market
- Orientations for development of air routes to Japan:
Ministry of Transport shall exchange opinions with the Japanese aviation authorities to supplement agreements on operation to Haneda airport, Tokyo;
By 2020, Vietnam Airlines will open new routes from Da Nang, Hue, Nha Trang, Da Lat ... to Tokyo, Osaka; increase the load on current routes to Tokyo, Osaka, Nagoya, Fukuoka.
- Orientation of tourism promotion in Japan:
To identify Vietnamese tourism products for Japanese tourists: a world cultural heritage tourism, food, souvenir shopping and marine tourism; introducing tourism products for the elderly, honeymoon tourism products for newly-weds, tourism products for long-term visitors.
c) Korean market
- Orientation of flight route to South Korea:
Ministry of Transport held an exchange of views with Korean aviation authorities to remove difficulties for Vietnamese airlines when operating to Korea in relation to the take-off time at airports of South Korea;
By 2020, airlines from Vietnam will open new routes from Da Nang, Hue, Nha Trang, Hai Phong, Da Lat, Phu Quoc, Can Tho ... to Seoul; opening new routes from Hanoi, Ho Chi Minh City, Da Nang to Jeju; increasing load on existing routes to Seoul and Busan.
- Orientation of tourism promotion in Korea market:
To identify Vietnamese tourism products for Korean tourists: tourism associates with historical, cultural and natural values; business, golf, entertainment products with shopping options, health care.
d) Thai market
- Orientations for development of air routes to Thailand:
By 2020, Vietnam Airlines will open new routes from Da Nang, Hue, Nha Trang, Hai Phong, Vinh, Da Lat, Phu Quoc, Can Tho to Bangkok; opening new routes from Hanoi, Ho Chi Minh City, Da Nang to Chiang Mai, Phuket; increase the load on current routes to Bangkok.
- Orientation of tourism promotion in Thai market:
Identifying Vietnamese tourism products for Thai tourists are: a shopping tour, world heritage tour, cultural experience, local life, golf resort tourism which associates with other tourism destinations on the East-West corridor, MICE tourism and conference products.
e) Malaysia market
- Orientation for development of flights to Malaysia:
By 2020, Vietnamese airlines will open new routes from Danang, Hue, Nha Trang, Hai Phong, Da Lat, Phu Quoc ... to Kuala Lumpur; opening new routes from Ho Chi Minh City to Penang; Increase load on current routes to Kuala Lumpur.
- Orientation of tourism promotion in Malaysian market:
Identifying Vietnamese tourist products for Malaysian tourists are: shopping, dining, short-stay city tour, traditional, unique travel product for youth and middle-aged travelers, tourism products of exploring the Mekong Delta.
e) Australian market
- Orientation to develop routes to Australia:
Transport Ministry exchange views with Australian Aviation Authority to supplement exploitation deals to cities of Sydney, Melbourne, Bristol and Peya;
By 2020, Vietnamese airlines will open new routes from Hanoi to Melbourne, Ho Chi Minh City to Brisbane, Perth; increase load on current routes from Ho Chi Minh City to Sydney, Melbourne and Hanoi to Sydney.
- Orientation of tourism promotion in Australian market:
To identify Vietnamese tourism products for Australian tourists: shopping, dining, short-stay city tour, traditional, unique travel products for youth and middle-aged travelers, golf courses and tourism products of exploring Mekong Delta.
g) Russian market
- Orientation of flight routes to Russia:
The Ministry of Transport shall exchange opinions with Russian Aviation Authorities to supplement agreements related to extension of the permitted flight routes to cities in Russia and third countries;
By 2020, Vietnamese airlines will open new routes to Yekaterinburg, Vladivostok; to open new routes between Danang and Russia; re-route Nha Trang to Moscow; increase the load on existing routes from Hanoi, Ho Chi Minh City to Moscow.
- Orientation of tourism promotion in Russian market:
Identifying tourism products of Vietnam for Russian tourists are: luxury beach resort, sea sports and tourism products, city sightseeing combining with entertainment, shopping.
h) UK market
- Orientation for flight routes to England:
By 2020, Vietnamese airlines will increase their supply on existing routes from Hanoi and Ho Chi Minh City to London to increase connection of ground transportation facilities to other destinations in the UK and Europe.
- Orientation of tourism promotion in the UK market:
To identify Vietnamese tourism products for British tourists: a tour to explore heritage, island tourism products, cultural tourism products, experience products in Mekong river delta.
i) French market
- Orientations for development of air routes to France:
Ministry of Transport shall exchange opinions with the French aviation authorities to supplement exploitation agreements between the two countries;
By 2020, Vietnamese airlines will increase frequencies on two routes of Hanoi and Ho Chi Minh City to Paris to increase connection of land transport facilities to other destinations in France and Europe.
- Orientation of tourism promotion in the French market:
To identify Vietnamese tourism products for French tourists: a high-end island resort, tourism products of returning to the ancient battlefield, tourism products with environment responsibility, tourism products of visiting family, leisure and beauty tourism, heritage tourism products and city sightseeing, exploration tourism products.
k) German market
- Orientations for development of flights to Germany:
Ministry of Transport held an exchange of views with German aviation authorities to supplement exploitation agreements between the two countries;
By 2020, airlines of Vietnam will open new routes to Berlin and increase frequencies on the two routes of Hanoi and Ho Chi Minh City to Frankfurt to enhance connection of land transport means to other destinations in Germany and Europe.
- Orientation of tourism promotion in German market:
To identify Vietnamese tourism products for German tourists: a high-end island resort, tourism products of returning to the ancient battlefield, tourism products with environmental responsibility, tourism products of visiting family, leisure and beauty tourism, heritage tourism products and city sightseeing, exploration tourism products.
l) US market
- Orientation for flight routes to the United States:
Vietnam Airlines will launch a new direct route to the United States with an initial selection of a spot on the west coast of the United States (San Francisco or Los Angeles) by 2018.
- Orientation of tourism promotion in the US market:
To identify Vietnamese tourism products for US tourists: an annual visit to the ancient battlefields, visiting relatives, family members, resorts and beach resorts, cultural and historical tourism products, tourism products of visiting garden
m) Indian Market
- Orientations for development of air routes to India:
Ministry of Transport organizes consultations with Indian aviation authorities to remove difficulties for Vietnamese airlines when planning their exploration to India in connection with exploitation licensing.
By 2020, Vietnamese airlines will open regular international flights from Hanoi, Ho Chi Minh City to Delhi, Mumbai and make charter flights to Goa, Gaya and Varanasi. ..
- Orientation of tourism promotion in the Indian market:
Identifying tourism products of Vietnam for Indian tourists: a tour to historic sites, ancient battlefields, traditional shopping and traditional tourism products for family groups and tourism products of exploring Halong Bay, Hoi An ancient town, My Son sanctuary, Son Doong cave, Phong Nha - Ke Bang.
III. Organization of implementation
1. Ministry of Transport
a / To function as the key implementer and in collaboration with Ministry of Defense in building new air routes to airports in order to connect conveniently with international air routes thus facilitating international aviation exploitation activities in and out Vietnam at requests of airlines of Vietnam and foreign airlines;
b / To notify and consult Ministry of Defense, Ministry of Finance, Ministry of Public Security and Ministry of Health before submitting to the Prime Minister for decision on announcing opening of domestic airports into international airports;
c/ To formulate and announce policies to facilitate the prices of specialized aviation services under its competence for operation of Vietnamese airlines and foreign airlines when opening new international routes;
d/ Regularly publicizing the entire domestic and international flight network of the Vietnam aviation market;
e/ To intensify work with foreign aviation authorities in order to unify aviation agreements on the proposal of opening new routes of Vietnamese and foreign airlines;
e) To continue research and development of air routes to other markets such as United Arab Emirates, South Africa ...;
g) Annually, work with foreign airlines and Vietnam to seize new plans and routes;
h/ To coordinate with concerned localities in organizing conferences promoting exploitation of international air routes to new international airports.
2. Ministry of Foreign Affairs, the Ministry of Communications and Transport, the Ministry of Industry and Trade shall put into the high-level cooperation programs of the Party, State and Government leaders, the Joint Committee, the Intergovernmental Committee, bilateral cooperation with partner countries contents of facilitating operation of airlines of Vietnam and Vietnam encourage national airline partners to enhance exploitation of international flights in and out Vietnam.
3. Ministry of Foreign Affairs shall functions as the key implementer and in collaboration with concerned ministries and branches in intensifying negotiation with countries and territories around the world in order to expand scope of visa exemption for citizens of two countries under reciprocity principles.
4. Ministry of Foreign Affairs, Ministry of Trade and Industry and Ministry of Planning and Investment shall direct representative missions in key markets to intensify activities of promoting investment and international integration of Vietnam as well as to announce policies to encourage national airline partners to enhance operation of international air routes in and out Vietnam.
5. Ministry of Culture, Sports and Tourism
a/ To coordinate with Ministry of Information and Communication, Ministry of Industry and Trade and other ministries, branches, localities, agencies and organizations, especially Vietnamese representative offices in foreign countries in boosting tourism promotion of Vietnam in foreign countries; Reviewing and evaluating effectiveness and appropriate solutions for participation in domestic tourism fairs and festivals, especially international tourism fairs; To concentrate resources for organizing key international fairs;
b/ Researching, orienting market and building tourism products to exploit direct flights to key tourism markets of Vietnam.
c) To coordinate with Ministry of Transport to organize promotion activities to advertise destinations and introduce tourism products in key tourism markets of Vietnam which have direct flights at conferences, seminars, fairs, market, launching programs and other communication activities;
d) To coordinate with the Ministry of Transport, airlines including airlines of Vietnam to build and organize programs of surveying Vietnam’s tourism destinations in order to efficiently exploit direct flights from key markets of Vietnam tourism.
6. Ministry of Finance, the Ministry of Public Security and the Ministry of Health shall work out plans and arrange transfer of equipment and human resources for reception and receipt of regular and non-scheduled international flights to new international airports or domestic airports which are allowed to receive international flights (where there are not enough customs forces, border-gate police or quarantine units) at notice of Ministry of Communications and Transport.
7. Ministry of Labor, War Invalids and Social Affairs shall work out a plan on swap of working days during annual holidays and Tet holidays and report them to the Prime Minister for decision six months before holidays.
8. People's Committees of centrally run cities and provinces have exist airports shall work out and promulgate policies to support airlines to exploit new routes to the localities without using the State budget such as discount of location renting fee, new flight promotions on local newspapers, TV, support for outdoor activities...
