MASTER PLAN ON DEVELOPMENT OF CONCENTRATED INFORMATION TECHNOLOGY PARKS TO 2020 AND VISION TO 2025
I. Viewpoints
Development of concentrated information technology parks is an important basis for development of information technology industry of Vietnam, contributing to help Vietnam to promptly become a strong information technology and communications nation.
To select localities which have advantages of transportation and telecommunications infrastructure, information technology human resources and level of information technology application and development to build concentrated information technology parks.
II. Requirements
To form a system of concentrated information technology parks with reasonable scale of area, rationally allocating professional industries, geographic location to ensure investment effectiveness.
Development of concentrated information technology parks should ensure sustainable development of environment, socio-economic, defense, security and at the same time, ensuring effective use of land resources.
III. Objectives
To build many concentrated information technology parks in provinces which are eligible under provisions of law, especially capital source for building infrastructure of concentrated information technology parks (from local State budget and investment capital source of enterprises) and had huge investment projects, products of information technology.
To construct 2 - 3 concentrated information technology parks in Hanoi, Da Nang and Ho Chi Minh City.
IV. Tasks and solutions
1. To continue to improve and supplement legal documents, mechanisms and policies on concentrated information technology parks, especially preferential policies.
To strictly implement laws, policies and mechanisms relating to concentrated information technology parks.
2. To encourage resources of society, foreign investment capital to take part in building and developing concentrated information technology parks, especially technical infrastructure within the parks as prescribed by law.
3. To support and encourage investment in research and development activities in concentrated information technology parks; promoting exchange and combination of production and research activities between concentrated information technology parks and research and training facilities.
To construct and develop network of linkage between concentrated information technology parks with universities, research institutes, enterprises and government agencies in field of information technology to share information, knowledge among training and research facilities with production and trading units.
4. To research to develop mechanisms on establishment of venture capital funds to support incubation and operation of new enterprises in concentrated information technology parks.
To select and invest in several key breeding grounds in concentrated information technology parks, specializing in researching and development of specific products to serve application of information technology in operations of the State agencies and enterprises.
5. To support and encourage units of training of information technology human resources in concentrated information technology parks, organizing training programs, implementing collaborative linkages with other reputable training organizations of the world in field of information technology to develop high-quality human resources in concentrated information technology parks.
6. To strengthen advertisement of trademark, image of concentrated information technology parks of Vietnam, as well as trademarks of information technology and media industry of Vietnam in general to contribute to attraction of investment of domestic and foreign enterprises of information technology, especially multinational corporations, to operate in concentrated information technology parks.
V. Organizing implementation
1. Ministry of Information and Communications
- To disseminate and guide localities to implement the plan;
- To guide implementation of mechanisms and policies on supporting enterprises operating in concentrated information technology parks;
- To support concentrated information technology parks on improving ability of research and commercialization of products, development of information technology human resource;
- To develop and manage national information system on concentrated information technology parks; evaluating performance of concentrated information technology parks;
- To construct, issue under competence or submit competence authority to promulgate mechanisms, policies and projects to implement objectives, tasks and solutions of the plan;
- To supervise implementation, annually report to the Prime Minister on implementation of the plan; suggesting adjustments, supplementation of the plan when necessary.
2. Ministry of Planning and Investment, Ministry of Finance allocate funds to implement objectives, tasks and solutions of the plan in accordance with law.
3. Ministries, agencies under their functions, tasks and powers, coordinates with Ministry of Information and Communications to direct localities to implement the master plan.
4. People's Committees of centrally-run provinces and cities basing on criteria of concentrated information technology parks in accordance with the Government’s Decree No. 154/2013/ND-CP dated November 8, 2013 on concentrated information technology parks and viewpoints, requirements and objectives of this plan, initiatively suggesting recognition, establishment of concentrated information technology parks in localities.
