National program on improving productivity and quality of products of Vietnamese enterprises to 2020

I. Viewpoints
1. Improve productivity and quality of products and commodities on the basis of application of standards, technical regulations; advanced management systems and tools to improve productivity and quality; application of science and technology and technological innovation.
2. The State create foundation, support for improving productivity and quality. Enterprises play a key role in improving productivity and quality of products and commodities.
3. The mission of the program is integrated with the national target programs, national programs, programs of socio-economic development and development strategies related to improving productivity and quality of products and commodities.
II. Objectives
1. Overall objectives:
a) Develop and apply a system of standards, technical regulations, management systems, models and tools to improve productivity and quality, development of essential human resources to improve productivity and quality of products and commodities;
b) To create a marked improvement in productivity and quality of key products and commodities of the enterprises to contribute positively to socio-economic growth of the country.
2. Specific objectives:
a) Period 2010 - 2015:
- Build newly 4.000 national standards (TCVN), ensuring synchronous TCVN for major products and goods of the economy, 45% of TCVN of system of national standards harmonized with international standards , regional standards;
- Management by national technical standards for 100% of the group of products or goods likely to endanger the safety, sanitation, environmental pollution;
- Establish a organization network of assessing conformity with technical regulations, conformity of national standards for key products, goods;
- Build capacity and quality movement in 40 provinces and cities throughout the country;
- Build a team of specialists, consultant staff on productivity and quality; organization or individual operating professionally on productivity and quality of products and commodities at the ministries, branches, localities and enterprises produce key products and commodities;
- 40,000 enterprises are guided application of advanced scientific and technological innovation, application management systems, models and tools to improve productivity and quality;
- 40% of enterprises manufacturing key products and commodities construct and implement projects on improving productivity and quality;
- To contribute to raising the proportion of the productivity of general factors (TFP) in gross domestic product (GDP) growth to 30% in 2015.
b) Period 2016 - 2020:
- Develop new 2,000 TCVN; and 60% TCVN of system of national standards harmonized with international standards, regional standards;
- 100% laboratory of quality of key products, commodities reaching international level;
- 60,000 enterprises are guided to apply advanced scientific and technology and technological innovation, applying management systems, models and tools of improving productivity and quality;
- Build capacity and quality movement in all provinces and cities throughout the country;
- 100% of enterprises producing key products and goods develop and implement key projects of improving productivity and quality;
- To contribute to raise the proportion of the productivity to general factors (TFP) in gross domestic product growth (GDP) to at least 35% by 2020.
III. Tasks of the program
1. Develop national standards system fully to all socio-economic sectors, -update-d with the progress of science and technology, in harmony with international standards. Build sufficient national technical regulations for groups of products, goods can endanger the safety, hygiene and environmental pollution. Dissseminate standards and technical regulations. Build a database system for quality of products and goods; domestic warning information system in the country about the quality of products and goods connecting with the international warning system.
2. Building a network of organizations to assess conformity with technical regulations; conformity of national standards for key products and goods. Strengthen ability of institutions of assessment to reach international standards. Investment in the construction of laboratory of quality of products and goods to meet the requirements of international level to meet assessment requirement in conformity with standards and technical regulations for key products and goods. Implement activities of mutual recognition of results of assessing conformity with standards, technical regulations at all levels.
3. Build a network of organizations and individuals working professionally in productivity and quality. Train a team of specialists, consultant staff on productivity and quality in the ministries, branches, localities and enterprises. Organize to train and foster knowledge of productivity and quality for leaders, managers, workers in enterprises. Put content on productivity and quality of training programs of schools of vocational, management, business, science and technology ...
4. Organize promotional activities to raise awareness of productivity and quality; build capacity and quality movement in the provinces and cities nationwide. Guide enterprises to apply advanced scientific and technical and technological innovation; apply management systems, models and tools to improve productivity and quality. Organize to apply integrated management systems and tools to improve optimized productivity and quality for a number of enterprises to have international competitiveness.
5. Identify key products and goods of the economies. Identify requirement of quality of products and goods to meet demands of the market. -select- enterprises to manufacture key products and goods, construct and implement project to improve productivity and quality of product and goods on the basis of applying solutions to improve productivity and quality in line with specific of sectors, localities and enterprises.
6. Assess the quality of products and goods; measure the productivity of the economy, industries and enterprises.
IV. Projects of the program
1. Project 1: "Develop and apply standards, technical regulations"
a) Content: Develop and apply common standards and technical regulations; develop organizational networks of assessing standard conformity, technical regulations; invest in constructing laboratory of quality of products and goods;
b) Implementing agencies: Ministry of Science and Technology chaired, the ministries, branches and People's Committees of provinces and cities to coordinate implementation.
2. Project 2: "Promoting productivity and quality activities"
a) Content: Propaganda, training, improve knowledge of productivity and quality; disseminate application of management systems, models and tools to improve productivity and quality, promoting application of scientific and technical and technology innovation in enterprise; evaluate quality of products, goods; measuring productivity of economy, industries and enterprises;
b) Implementing agencies: Ministry of Science and Technology chaired, the ministries, branches and People's Committees of provinces and cities, Chamber of Commerce and Industry of Vietnam, professional associations coordinate for implementation.

1. Project 1: "Develop and apply standards, technical regulations"
a) Content: Develop and apply common standards and technical regulations; develop organizational networks of assessing standard conformity, technical regulations; invest in constructing laboratory of quality of products and goods;
b) Implementing agencies: Ministry of Science and Technology chaired, the ministries, branches and People's Committees of provinces and cities to coordinate implementation.
2. Project 2: "Promoting productivity and quality activities"
a) Content: Propaganda, training, improve knowledge of productivity and quality; disseminate application of management systems, models and tools to improve productivity and quality, promoting application of scientific and technical and technology innovation in enterprise; evaluate quality of products, goods; measuring productivity of economy, industries and enterprises;
b) Implementing agencies: Ministry of Science and Technology chaired, the ministries, branches and People's Committees of provinces and cities, Chamber of Commerce and Industry of Vietnam, professional associations coordinate for implementation.
3. Project 3: "Improving productivity and quality of products and goods of industry sector"
a) Content: Improving productivity and quality of key products and goods priority industrial sector, key industries on a basis of application of solutions to improve productivity and quality suitable to particular characteristics of the industry, enterprises; technology innovation and application of advanced technology in production to improve quality, scientific and technological content and value-added ratio, domestic value of industrial products ;
b) Implementing agencies: Ministry of Industry and Commerce chairs, the Ministry of Science and Technology, professional associations coordinate for implementation.
4. Project 4: "Improving productivity and quality of products and goods for agriculture sector"
a) Content: Improving productivity and quality of key products and commodities in agricultural sector on a basis of application solutions to improve productivity and quality in line with specific industry or enterprise; application and transfer of science and technology in the production, cultivation techniques and applications of new plant varieties, animal breeds for high productivity and quality; apply and renovate technology in exploitation , processing, preservation, in-depth processing, increasing value of key agriculture - forestry - fishery products, goods for export;
b) Implementing agencies: Ministry of Agriculture and Rural Development chairs; the Ministry of Science and Technology, People's Committees of provinces and cities, professional associations coordinate for implementation.
5. Project 5: "Improving productivity and quality of products and goods of information and communication sector"
a) Content: Improving productivity and quality of key products and goods in the fields of manufacturing information and communication equipment on the basis of application of solutions to improve productivity and quality suitable to particular characteristics of the sector and enterprises; strengthen ability of testing quality of information communication equipment; raise capacity of research and development, application and innovation of technology to improve product quality of switchboards, terminals to meet national standards, international standards and standards of export markets;
b) Implementing agencies: Ministry of Information and Communications chairs; Ministry of Science and Technology coordinate for implementation.
6. Project 6: "Improving productivity and quality of products and goods of construction industry"
a) Content: Improving productivity and quality of key products and goods in the fields of producing construction materials on the basis of application of solutions to improve productivity and quality in line with specific of agencies and enterprise; using advanced technology, -select- appropriate equipment to ensure production of high quality products according to national standards, international standards and standards of export markets, as well as saving mineral resource, reduces fuel costs and friendship with environment;
b) Implementing agencies: Ministry of Construction chairs, Ministry of Science and Technology, Ministry of Natural Resources and Environment, professional associations on construction to coordinate implementation.
7. Project 7: "Improving productivity and quality of products and goods of health sector"
a) Content: Improving productivity and quality of key products and goods in the field of producing vaccines and health biologicals, pharmaceuticals, health equipment and medical on the basis of application of solution and measures to improve productivity and quality in line with specific of sectors and enterprises; application and development of advanced technology in production of traditional and essential medicines, vaccines, biological products, medical equipment ; invest, strengthen capacity of testing quality of medicines, pharmaceuticals products to meet international level for production, import and export products and commodities;
b) Implementing agencies: Ministry of Health chairs, Ministry of Science and Technology to coordinate implementation.
8. Project 8: "Improving productivity and quality of products and goods of transport sector"
a) Content: Improving productivity and quality of key products and goods in the field of producing transport means and equipments on the basis of application of solutions to improve productivity and quality in consistent with the special characteristics of the industry, enterprises; invest, strengthen capacity of testing quality of specialized products, technological innovation, application of advanced technologies in the production of key products and goods with high localized ratio, reach export standard or equivalent with quality of the same product in foreign countries.
b) Implementing agencies: Ministry of Transport chairs; the Ministry of Science and Technology, Ministry of Industry and Commerce coordinate for implementation.
9. Project 9: "Improving productivity and quality of products and goods of small and medium enterprises in localities"
a) Content: Improving productivity and quality of key products and goods of localities on a basis of application of solutions to improve productivity and quality in line with the characteristics of localities and enterprises; direct enterprises to exploit information on quality standards, technical regulations, technology and information on industrial property to put into production practice and business; replace obsolete technology, apply advanced technology, mastering the technology transferred from foreign countries into Vietnam;
b) Implementing Agency: People's Committees of provinces and the city chairs; the Ministry of Science and Technology coordinate for implementation.
V. Implementation solution
1. Financial Solutions:
a) Expense for implementation of the program raised from capital sources:
- Capital of enterprises are essential to application and transfer of scientific and technological advance; investment, strengthening capacity of measuring, testing for production and business of the enterprise; training staff, improve management of enterprise; application of management systems in enterprises;
- Funds from the State budget to support development of standards, technical regulations; strengthening capacity of testing quality of products and goods for the State management; training staff of experts and consultants staff on productivity and quality in the ministries, agencies and localities; information and communication, dissemination and mobilization of the movement of productivity, quality; guidelines for application of management systems, models, tools to improve productivity and quality for enterprises and other contents;
- Other capital sources.
b) Each year, base on objectives, program content, approved project, the ministries, agencies and localities estimates expenses and submit to competent authorities for approval to carry out tasks under the program under law on State budget.
2. Solutions for organization and human resources:
a) Develop a network of organizations and individuals working professionally in productivity and quality of products and goods throughout the country;
b) Train staff of trainers, experts and consultants staff on productivity and quality in the ministries, branches, localities and enterprises.
3. Solutions on international cooperation:
a) To organize activities for international cooperation for training and improving qualifications of staff, experts on productivity and quality of products and goods;
b) Enlist international cooperation to support and strengthen capacity of testing quality products, goods for implementing activities of assessing conformity with standards and technical regulations;
c) Signing bilateral agreements on mutual recognition of results of conformity assessment at the national level.
4. Program Management:
a) the Minister of Science and Technology establishs a Program Executive Board by the Minister of Science and Technology as its head, members are representative of the Ministries of Planning and Investment, Finance, Industry and Commerce, Agriculture and Rural Development, Information and Communication, Construction, Transport, Health;
b) Ministry of Science and Technology (General Directorate for Standards and Quality) is a standing body of a Program Executive Board.
VI. Responsibilities to implement the program
1. Ministry of Science and Technology shall takes responsibility for:
a) Organize to implement the program, manage operation of the program and implementation of assigned projects;
b) To make suggestions to the ministries, branches and localities in developing and implementing projects under the program;
c) To guide, inspect and annually review situation and report to the Prime Minister; conduct preliminary review and evaluate the results and effective implementation of the program.
2. Ministry of Planning and Investment, Ministry of Finance is responsible for:
a) Balance, allocate funds from the State budget to implement the program in accordance with the law on State budget;
b) To coordinate with the Ministry of Science and Technology on guiding the financial management mechanism for the tasks of the program.
3. Ministries, agencies chairing projects under the program shall:
a) Organize to build the project, submit the Prime Minister for consideration and approval after obtaining the consent of the Ministry of Science and Technology;
b) Integrate development projects of agencies, national target programs, other socio-economic development programs with other projects under this program for implementation;
c) Organize to implement the project; annually conduct preliminary review and evaluate the results and effectiveness of project implementation to the Ministry of Science and Technology for a general report to the Prime Minister.
4. People's Committees of provinces and cities under central authority shall:
a) To build and approve the project under contents of the program after consulting the Ministry of Science and Technology;
b) To organize and mobilize the resources and integrate projects under the national target program, other program of socio-economic development in areas with others projects under this program to implement ;
c) Organize to implement the project: annually conduct preliminary review and evaluate the results and effectiveness of project implementation to the Ministry of Science and Technology for a general report to the Prime Minister.

b) Implementing agencies: Ministry of Information and Communications chairs; Ministry of Science and Technology coordinate for implementation.
6. Project 6: "Improving productivity and quality of products and goods of construction industry"
a) Content: Improving productivity and quality of key products and goods in the fields of producing construction materials on the basis of application of solutions to improve productivity and quality in line with specific of agencies and enterprise; using advanced technology, -select- appropriate equipment to ensure production of high quality products according to national standards, international standards and standards of export markets, as well as saving mineral resource, reduces fuel costs and friendship with environment;

a) Content: Improving productivity and quality of key products and goods in the field of producing transport means and equipments on the basis of application of solutions to improve productivity and quality in consistent with the special characteristics of the industry, enterprises; invest, strengthen capacity of testing quality of specialized products, technological innovation, application of advanced technologies in the production of key products and goods with high localized ratio, reach export standard or equivalent with quality of the same product in foreign countries.
b) Implementing agencies: Ministry of Transport chairs; the Ministry of Science and Technology, Ministry of Industry and Commerce coordinate for implementation.
9. Project 9: "Improving productivity and quality of products and goods of small and medium enterprises in localities"
a) Content: Improving productivity and quality of key products and goods of localities on a basis of application of solutions to improve productivity and quality in line with the characteristics of localities and enterprises; direct enterprises to exploit information on quality standards, technical regulations, technology and information on industrial property to put into production practice and business; replace obsolete technology, apply advanced technology, mastering the technology transferred from foreign countries into Vietnam;

V. Implementation solution
