MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF HAU GIANG PROVINCE TO 2025

I. Development viewpoints
1. Master plan on socio-economic development of Hau Giang province to 2025 must conforms to strategy of socio-economic development of the whole country, plan of Mekong river delta region; ensuring uniformity, consistency with plans of fields and sectors. Enlisting economic links with other province in the region and support of the central government to develop, build infrastructure, attract investment, develop human resources.
2. To exploit effectively full of potential and advantages of Hau Giang province, promoting international integration, strengthening cooperation with other localities in the whole country; focusing on growth model innovation and transferring economic structure towards: agriculture will be foundation for development, industry will be a breakthrough sector and service will be supporting sector for industry and agriculture in development process, transferring from width development to reasonable width and depth development to mobilize and use well all resources for rapid and sustainable socio-economic development and eco-environmental protection.
3. Economic development of Hau Giang province must be consistent with natural characteristics and specific climate change characteristics of the province and inherent biological characteristics; at the same time, respecting population characteristics, out of which, paying attention to ethnic minorities, creating good relations between long-standing people in Hau Giang province with new people participating in economic development of the province. Gradually adjusting to create harmonious development among areas in the province, narrowing gap and living standards among residential classes, between urban and rural areas; focusing on hunger eradication and poverty reduction, healthcare, social stability, strengthening solidarity among ethnic minorities in the province.
4. To focus on key areas of Hau Giang province to create breakthrough and fast development areas such as concentrated industrial clusters, parks, the most important urban areas, high-tech agricultural fields. At the same time, paying attention on development of disadvantaged areas in order to ensure stability, promoting advantages of all districts and towns, generating breakthrough development through renovation of mechanisms and policies.
5. To associate closely between economic development with consolidating and strengthening national defense and security; maintaining political security and social order and security.
II. Development objectives  
1. Overall objectives
To develop socio-economic toward modern and sustainability, hunger eradication and poverty reduction; making a fundamental change in quality of growth and competitiveness of economy; gradually building synchronous and modern infrastructure; constantly improving material and spirit living of the people. Focusing on transferring economic structure, taking agriculture as a foundation for development of industry and services; selecting breakthrough field to focus on advantages and overcome weaknesses.
2. Specific objectives
2.1. Economic development:
- GDP growth rate reaches 14.7%/year in a period of 2015 - 2020, hitting 16.3%/year in a period of 2020 - 2025;
- Economic structure in 2020: agriculture - forestry - seafood: 22.7%; industry - construction: 35%; services: 42.3%. Economic structure in 2025: agriculture - forestry - seafood: 14%; industry - construction: 39%; services: 47%;
- Added value per capita (current prices) in 2020 reaches VND 36.8 million/person and VND 72 million/person by 2025;
- To strive to hit average growth rate of export value of 27.2% in a period of 2015 – 2020, 19,8% in a period of 2020-2025. Export value reaches USD 400 million by 2020 and about USD 983 million by 2025;
- Annual average growth rate of the State budget revenues in the province hits 16.5% in a period of 2015 – 2020 and 17.5% in a period of 2020-2025;
- Output of food (rice and corn) in 2020 reaches 1.04 million tons and approximately 1.12 million tons in 2025.
2.2. Society development:
- By 2020, total amount of population is about 810,000 people and by 2025 about 871,000 people; rate of urban population is about 31.7% by 2020 and 44.2% by 2025;
- To reduce poverty household rate (at current standard) to about 15% by 2020 and less than 10% by 2025;
- To strive to 2020, about 50% of secondary schools meets national standards and about 80% by 2025;
- Rate of communes, wards and towns hitting cultural standard is 55-60% by 2020 and 65-70% by 2025; rate of commune reaching new countryside standard is 20% by 2020 and 50% by 2025;
- By 2025, 100% of communes, wards and towns meet national standards for health care, 100% health stations have doctor; by 2020, reaching rate of 7 doctors/10,000 people by 2020 and 8 doctors/10,000 people by 2025;
- To reduce unemployment rate to around 4.5% by 2020 and 3.5% by 2025. Striving to 2020, training labour rate hits 40% and 50% by 2025;
- To strive to hit residential rate of using clean water of 93% by 2020 and 98% in 2025. Rate of households using electricity reaches 98% by 2020 and 100% by 2025;
2.3. Environmental protection:
- To strive to 2020, upgrading and maintaining rate of forest and scattered trees coverage of over 10.7% and 15% by 2025; actively responding to climate change and sea level rise;
- By 2025, collecting and treating 95% of solid waste and industrial waste, over 80% of hazardous waste and 100% medical waste will be treated under standards before being discharged into environment; 100% of industrial parks have system of industrial wastewater treatment under specified standards; 100% newly built production facilities have clean technologies.
2.4. Defense - security:
- To associate socio-economic development with strengthening national defense - security, maintaining firmly political stability and social order, safety in new period.
- To continue to develop, consolidate the people’s national defense posture and the people’s national security posture, building firmly national defense area to meet requirements of new situation.
III. Development orientation of fields, sectors
1. Agriculture - forestry - fisheries and construction of new countryside
Agriculture - forestry - fishery plays very important role in development process of Hau Giang province. With natural advantage, agriculture - forestry - fishery is considered to be foundation for economic development of the province. Developing large-scale commodity production areas, focusing on promoting application of advanced science and technology and cultivation methods having a high rate of mechanization to produce high quality agricultural and aquatic products to meet demand at home and abroad. Striving to hit annual average growth rate of added value of agriculture - forestry - fishery of about 5,5% in a period of 2015 – 2025, 5,4% in a period of 2015-2020 and 5,5% in period of 2020-2025.
1.1. Cultivation:
- To maximize advantage of agricultural products, limiting conversion of agricultural land to other using purposes in concentrated agricultural areas having capacity of intensive cultivation, high productivity. Stabilizing agricultural land area of ​​about 134,710 ha by 2025, including 77,200 hectares of rice land, 32,300 ha of perennial trees, 2,800 hectares of specialized forest, 274 ha of production forest land, 5,000 ha of aquaculture breeding and 17,136 ha of agricultural land.
- Development of crop cultivation in next period must focus on two objectives: holding up maximum an area in the region of high yield, irrigation initiative. On other hand, renewing plant structure to be consistent with natural conditions (soil, climate, ecology...) of each region and market demand; stabilizing and using flexibly paddy land to ensure food security and improve efficiency of land use; applying new science and technology, renovating variety, applying biological solutions to get the highest yield. Focusing on increasing productivity of food crops (rice, corn), beans, vegetables, sugarcane, fruit trees.
1.2. Animal husbandry:
To develop animal husbandry to become main production field in agriculture, applying advanced science and biotechnology to improve productivity, quality and efficiency. Developing livestock and poultry breeding toward farm model and household associating with controlling, preventing disease. By 2025, flock of cattle have about 6,400 units, flock of pigs of approximately 296,000 units, flocks of poultry of about 15 million units.
1.3. Forestry:
To maintain area of special used forest of approximately 2,800 ha by 2025. It is expected that production forest area is ​​about 274 ha by 2025.
By 2025, it is expected that area of concentrated forest of 242 ha (mostly mangrove forests), area of afforestation of 605 hectares, protective forest area of 2,366 ha, launching cultivation of dispersed trees in treeless land along roads, field, canal with an area of about 1,016 ha. Improving area of forest and scattered trees coverage to reach 10.7% by 2020 and 15% by 2025.
1.4. Fisheries:
To develop aquaculture toward two directions: concentrated aquaculture at large scale (catfish) and aquaculture models of household at small scale (pond). Striving to 2025, total area of water surface using for aquaculture is approximately 10,000 ha (including concentrated aquaculture land of 5,000 hectares with total output of about 100,000 tons.
To promote scientific and technological research, selecting and receiving foreign advanced technology to create breakthrough for rapid, efficiency development in fields: seed production and preservation of aquatic materials after harvesting. Focusing on improving farming techniques and production technology. Constructing and renovating field under technical standard to properly fit with models and methods of aquaculture, transferring from improved extensive farming combining with paddy to semi-intensive cultivation, intensive cultivation.
1.5. Rural development:
To gradually build civilized, modern new countryside which are in conformity with national criteria on new countryside; ensuring that the people in rural area can access well to social services and public welfare. Developing forms of rural economy under new model to be consistent with current development stage in our country. Striving to hit rate of new countryside commune of 20% by 2020 and 50% by 2025.
2. Industry and construction
2.1. From now to 2025, industrial sector plays a role of breakthrough created sector in development process of the province. Developing industry, small scale industry to implement objective of growth and transfer economic structure towards industrialization and modernization. Striving to hit annual average growth rate of 17% in a period of 2015 - 2020 and 19,7% in a period of 2020 – 2025. By 2025, industry – small scale industry contributes 27.3% of GDP, creating jobs for 20.5% of social workers. Out of which:
- To enlist capital capacity of the province and attract investment capital of the central government, foreign countries and outside investors to develop strongly industry of processing of agricultural and fishery products;
- To invest, upgrade and develop existing industrial facilities to improve quality and competitiveness of industrial products associating with domestic market demand and export.
- To develop industry of consumption goods which have capabilities of export and competitive advantage;
- To promote big invested projects in the province (shipbuilding, paper, cement, electricity...) to take advantage of those and invest in supporting projects.
2.2. To focus on building capacity, gradually increasing size and quality; focusing on key projects in the province; continuing to renew urban area towards civilization, modern to be in consistent with requirements of each stage of development. Striving to hit average growth rate of added value of construction of 18,6% in a period of 2015 - 2020 and 12% in a period of 2020 - 2025.
- To speed up construction, finishing completely works, avoiding extension of construction time to increase productivity and achieve high efficiency in basic construction.
- To focus on construction of infrastructure, industrial parks, industrial clusters, industrial buildings, roads and bridges systems, system of important irrigation, educational and training institutions, hospitals, supermarkets, major hotels, resorts, culture house and high-rise apartment building ...
3. Service
To develop service fields having high contribution to economy such as trade, tourism, finance, banking and telecommunications. Striving to hit annual average growth rate of 18.59% in a period of 2015 – 2025. Out of which:
- To diversify type of services and improve quality of service activities; increasing circulation of goods, especially net of consumption of goods from urban area to rural area; expanding rural market, creating strong links among localities. Striving to 2025, building 02 provincial commercial centers in city of Vi Thanh and Nga Bay town, 05 supermarkets level III in city of Vi Thanh, Nga Bay town and districts: Long My, Chau Thanh and Chau Thanh A,, 86 markets;
- To develop traditional services; improving quality of service of transport, postal, telecommunications, information technology; access promptly new services, financial services, banking which are in consistent with requirements of each stage of development; expanding service for production and living of the people;
- To embellish and develop tourism sites, constructing projects as planned;
- To strengthen service operation with the provinces of the Mekong river delta region, Ho Chi Minh city and the provinces in southeastern; developing foreign markets to export agricultural products and import, supply materials, equipment and technology, goods for production and living.
4. Development of social sector
4.1. Population, labor and job creation:
- To perform well family planning and reproductive healthcare, striving to hit average population growth rate of 1.2% in a period of 2015-2020 and 1.5% in a period of 2020-2025; striving to hit average growth rate of total labor force of 2,8% in a period of 2015-2020 and 1.7% in a period of 2020-2025.
- To develop vocational training system to meet labor market demand, modernizing, standardizing, socializing and regionally and internationally integrating, developing rapidly training scale coupling with improving quality, efficiency of vocational training under three qualification level. Developing strongly forms of vocational training for rural workers and transferring labor structure to meet requirements of agriculture modernization and construction of new countryside;
- To implement variety, flexible methods of vocational training for rural workers and other objects (the poor, labor revoked arable land, demobilized soldiers, ethnic minorities ...) through integration of national target program with local budgets, supporting business, associating vocational training with employment and labor markets; linking vocational training institutions with enterprises in the locality; opening vocational training courses in enterprise; training under order; mobile training;... Striving to hit rate of trained workers of 40% by 2020 and 50% by 2025. Rate of unemployment workers fall to 4.5% by 2020 and about 3,5% by 2025.
4.2. Health and healthcare:
- To develop health, community healthcare towards prevention, positive and proactive; striving that all citizens will be enjoyed initial health care, having conditions to access and use quality health care service; reducing morbidity, improving fitness, increasing longevity;
- To promote policy of socialization, increasing investment in infrastructure, equipment and medical staff from provincial level to communal level; striving to 2025, 100% of health facilities meet national standards on healthcare, hitting rate of 8 doctors/10,000 people and 27 beds/10,000 people.
4.3. Education and training:
- To develop education and training towards comprehensive development of human resource, improving people's knowledge; fostering the talents; developing high-quality human resources; building a learning society;
- To inherit and promote results of system of education, training, ensuring practical and effectiveness. Implementing well national target program on education;
- To promote socialization of education and training in order to mobilize all resources for development of education; diversifying investment funds, investment forms, integrating these funds effectively;
- To strive to 2015, all districts, towns and cities meet national standards for preschool education for children of 5 years old; approximately 50% of schools at all levels of education meets national standards by 2020 and about 80% by 2025; hitting rate of 150 students/10,000 people by 2020 and 200 students/10,000 people by 2025.
4.4. Development of culture, education, sports:
- To promote cultural identity of the peoples in Hau Giang province; at the same time, enhancing cultural enjoyment of the people in the province, making culture to become a driving force for economic development;
- To enhance effectiveness of the State management on field of culture, information, physical education and sports. Promoting advocacy, timely introducing policies of the Party and laws of the State to all classes of people;
- To promote and improve quality, efficiency of movement "all people unite to build cultural living". Strengthening construction and consolidation of local information and cultural institutions. Striving that rate of commune, ward or township achieving cultural standards accounts for about 55-60% by 2020 and 65-70% by 2025.
5. Defense, security
- To associate closely socio-economic development with consolidating and strengthening national defense - security in process of planning all sectors and geographical areas; firmly protecting independence, sovereignty, unity and territorial integrity;
- To grasp thoroughly and implementing well policies and laws of the Party and the State on national defense - security. Provincial Military Command coordinates with Department of Education and Training, Department of Labour - Invalids and Social Affairs, provincial school of political to direct good implementation of coursework of defense - security education for pupils and students in system of school in the province;
- To develop strong local armed forces and local military agencies; promoting well advisory function of the Military Committee, agencies, organizations and specialized staff, part-time staff of defense work. Performing well registration and management of enlistment-age, militia-age population, striving to hit rate of recruiting citizens for enlistment of 100% from now to 2025, build proportion of armed force to total amount of population of about 1.5 to 2%.
- To increase effectiveness of the State management on defense; ensuring the State budget for national defense - security.
6. Development of infrastructure
6.1. Transportation:
- To strive to 2025, completing and upgrading synchronous, modern, continuous, smooth transport system at appropriate scale to each region, area.
- To coordinate with the Ministry of Transport to gradually upgrade, newly open and perfect system of national transport passing through province of Hau Giang which has been approved by the competent authorities, including 03 highway roads (north - south road in eastern, Soc Trang - Can Tho - Chau Doc, Ha Tien - Rach Gia - Bac Lieu); 05 national roads (national road No.1A, national road No.61, south Hau river national road, Quan Lo - Phung Hiep national road, national road No.61B); 02 national waterways (Xa No canal and canal of Quan Lo - Phung Hiep); Chau Thanh coal port for thermal power plants;
- To plan proactively and allocate reasonably resource in accordance with each stage of plan to build and perfect system of transport managed by Hau Giang province (including road, waterway, bus stations, river ports). Connecting transport system of the province with national transport system to form economic corridors, development areas of urban, industry, tourism, transport;
- To improve urban transport system as planned, including: city of Vi Thanh, Nga Bay town and townships in the province; developing and upgrading a network of rural roads to facilitate redistribution of population, development of socio-economic and regulation of transport density.
6.2. Irrigation system:
To develop irrigation systems to serve multidisciplinary, exploit generally and satisfy well requirement of conversion of suitable plant and transferring structure of agricultural economy. Striving to 2025, ensuring stable source of irrigation water for about 77,200 hectares of paddy land, 32,300 hectares of perennial plants and 5,000 hectares of aquaculture. Improving flood control project (Hau river sub-region, subregion of O Mon - Xa No, subregion of Can Tho – Long My).
6.3. System of power supply, water supply and wastewater treatment:
- By 2025, striving to complete construction of Hau river power center (Hau river power plant I with unit No.1 and No.2 with a total capacity of 2x600MW). From now to 2025, Hau Giang province focuses on rehabilitant, upgrading and modernizing gradually entire system of electricity transmission and distribution, ensuring stable power supply with high quality, meeting requirements of socio-economic development of the province. Striving to hit rate of electricity used households using electricity of 98% by 2020 and 100% by 2025.
- To invest gradually, upgrade synchronously system of water supply for urban areas and rural residential areas, ensuring enough living water requirements of the people. Striving to hit rate of clean water used people of 93% by 2020 and 98% by 2025.
- To develop synchronously system of rainwater drainage, collecting and treating waste water, especially in urban areas, industrial parks, industrial clusters.
6.4. Information and communication
- To construct and develop information, communication infrastructure with modern, safety, reliability technology and covering wide geographical areas with large capacity, high speed and high quality, meeting well requirement of communications, contributing positively to socio-economic development, ensuring national defense and security, rescue and disaster mitigation;
- Striving to 2020, national information communication will be connected to all districts and over 80% of number of communes by fiber optic and other broadband transmission modes. By 2025, rate of fixed telephone per 100 people reaches 96.6%; number of internet equipment hits an average increase of 9% in a period of 2015-2020 and 12.8% in a period of 2020-2025.
IV. Orientation of organizing development space
To develop harmoniously between urban areas and rural areas; gradually narrowing gap of development levels among regions in the province.
1. Development of urban and rural space
- Development of urban networks: building city of Vi Thanh to become a political, economic, socio-cultural, defense and security center of Hau Giang province and also economic exchange center of west Hau river region and north Ca Mau peninsula subregion. Constructing Nga Bay town, Long My district to become center of service, trade and economic exchanges of the province. Developing network of satellite towns: towns of Nga Sau, Mot Ngan, Mai Dam, Cai Tac, Rach Ngoi, Bay Ngan, Cay Duong, Kinh Cung, Nang Mau, Bung Tau, Tra Long. Developing communal centers of Phuong Binh, Xa Phien, Long Binh, Vinh Thuan Tay, Vinh Vien;
- Striving to 2025, Hau Giang province has 01 city (level II), 01 town (level III), 05 townships (level IV) and 11 urban areas (level V) with total amount of urban population of about 385,000 people. Rate of urbanization reaches 32% by 2020 and 44% by 2025;
- To develop stably rural population; arranging and distributing stably population in the province; gradually investing, building infrastructure for communal centers, concentrated residential areas associating with planning new countryside.
2. Development of economic regions
- Region I (around Hau river): including entire town of Nga Bay, districts of Chau Thanh, Chau Thanh A and a part of Phung Hiep district. The region has development advantages of along national road No.1A and Hau river, locating in very favorable exchange position, developing vegetables, fruit trees to serve urban areas and industrial parks. Forming industrial clusters: Tan Phu Thanh industrial park (Chau Thanh A district); Phu Huu industrial cluster, Dong Phu industrial cluster (Chau Thanh district)...Developing large-scale industrial models such as shipbuilding industry, cement, paper, thermal, seafood processing, ... This is region of strong industrial development of the province.
- Region II (central region): including city of Vi Thanh, Long My district, Vi Thuy district and southeast part of Phung Hiep district. This region has the largest scale, having significant contribution to development of Hau Giang province. Vi Thanh city is the province's political, social and economic center. Developing comprehensively high quality agricultural and seafood products; contributing much to export of rice, seafood and raw materials for processing. Developing strongly industry, including industry of scrapes, food processing, construction materials, mechanical, textile and leather garments for export, handicrafts, furniture...
- Remote areas and ethnic minorities area: continuing to invest in development of socio-economic infrastructure; raising the people's income and knowledge; gradually narrowing gap of living standards in disadvantaged areas with developed areas of the province. Organizing to perform well regimes, policies which were issued for difficult areas; calling for organizations, individuals, enterprises of all economic sectors to invest in developing economy of the areas.
- Developing economic corridors along canal of Xa No, national road No.61, provincial road No.931, Cai Con canal, Quan Lo - Phung Hiep canal, national road No.1A, national road in south Hau river area from Vi Thanh to Giong Rieng, Bon Tong to Mot Ngan.
V. Several measures on implementing the plan
1. Mobilization of investment capital source
Total amount of investment capital in a period of 2015 - 2025 is about VNN 233 trillion (at current prices), out of which, in a period of 2015-2020, approximately VND 60 trillion and VND 173 trillion in a period of 2020 - 2025. Beside investment capital source from the State budget, the province should have solutions to mobilize effectively domestic and foreign resources for investment in development such as:
- To develop and promulgate a list of programs and projects calling for investment to 2025, from all domestic and foreign economic sectors for trade and production development in province of Hau Giang. Organizing to investigate capital sources of the people of the province which has capacity of mobilizing to have plan to mobilize timely. On these basis, promoting activities of introduction and advertisement, investment promotion to attract well enterprises, investors to invest in the province;
- To improve investment, production and business environment, especially investment procedure reform; creating favorable conditions for infrastructure to be ready to receive investment projects; issuing investment supporting policies attractive, transparent which are in consistent with provisions of law;
- To promote socialization of investment especially in fields of education, training, health, culture, sports, radio, television, science, technology, environmental protection to raise funds from economic sectors to invest in these field;
- To expand form of BOT, BT, BTO, PPP, ... creating favorable conditions for development of capital markets; developing modes of joint ventures, investments and capital contribution by asset. Developing and implementing fund of investment and construction of infrastructure, especially in rural areas of the province. Using adequately land fund to finance construction of urban infrastructure, building infrastructure of concentrated industrial parks and industrial clusters;
- To use investment capital to proper purposes, project through bidding, reducing wastage, loss of capital especially in stage of construction. Integrating effectively programs and projects being implemented in the province to improve efficiency of capital investment. Promoting grassroots democracy to help the people involving in implementation of effective supervision of investment from the State budget;
- To improve quality and innovating banking and financial activities in the province. Creating appropriate mechanism to expand mode of capital addition and attracting idle capital sources of the people and foreign investment capital. Encouraging banks, domestic and foreign credit institutions to open branches or representative offices in the province of Hau Giang. Simplifying licensing procedures to improve investment environment.
- To strengthen mobilization of obligation labor forms (under laws) for construction of rural infrastructure, especially works of transport, irrigation, health, education and other welfare projects...
2. Training and development of human resources:
- Development of human resources are both target and driving force of socio-economic development of the province. Enhancing technical and skill training for workers, increasing rapidly rate of trained workers to meet requirements of developing many new industries and promote export of labor;
- To expand form of training, vocational training to various models (formal, in-service, short term, long term, mobile, job transfer...), out of which, focusing on necessary occupation for the province ( economy, science and technology, foreign languages) and advantage industries of the province, such as farming, seafood processing, tourism, water transport, shipbuilding, repairing mechanic for agriculture and fisheries…; creating collaborative links between training institutions with employers; at the same time, encouraging large enterprises in the province to participate in training and supporting education and training activities of the province.
3. Solution of science, technology and environmental protection:
To encourage and support enterprises of all economic sectors, especially the State-own corporations to renovate positively technology, owning technology of key industries and promoting production of products having high technological content ; enhancing support of provincial organizations, enterprises to boost investment, renovate technology; constructing, developing intellectual property; applying advanced quality management system in order to contribute to raise awareness and executive management capacity of agencies and the State administrative units to reform administrative procedures; promoting activities of standardization, energy savings which are in consistent with process of international economic integration of the province.
- To strengthen scientific and technological cooperation with domestic and foreign organizations and individuals, through which, selecting advanced and appropriate technologies to apply in the province and focusing on program of transferring new technology, new products in fields of agriculture, fisheries fields and industries of processing seafood, agricultural and food products;
- To study to develop incentive mechanisms and policies for development of science and technology to contribute to boost economic growth, social development and protection of natural resources, ecology, biodiversity;
- To implement mechanisms of linking between the State agency with scientific and technological institutions and enterprises in the whole process from identifying research tasks, implementing the tasks, evaluating and putting research results into practical applications. Having mechanism of encouraging and forcing enterprises to invest in researching and innovating technology and applying new technology, appropriate technology into production. Having policies of supporting taxes and capital to use new technology, new varieties. Applying promptly information technology into schools, the State management agencies;
- To propagandize and disseminate legal documents on environment, constantly raising awareness of community about environmental protection; building solutions for environmental protection in each fields, sectors of economy.
4. Solutions on improving the State management capacity:
To continue to promote administrative reform, at the same time, promoting application of information technology in public administration, reform of administrative procedures in all areas: evaluating investment projects, business registration, granting construction certificate, certificates of ownership of housing and land use rights, population registration, notary.
VI. Organizing and supervising implementation of the plan
1. Organizing to publicize and popularize the plan:
To organize to publicize, announce master plan on socio-economic development of the province to 2025 for Party committees, local governments, agencies, organizations, enterprises and the people in the province on basis of content and objectives of the plan and constructing specific action programs to step by step implement and achieve objectives of the plan.
2. Developing action plans:    
- After master plan being approved by the Prime Minister, on basis of content and objectives of the plan, the province should develop specific action plans for implementation of the plan;
- To concretize objectives of the plan by 5-year plans, annual plan to implement the plan effectively. To evaluate annually implementation of the plan, on these basis, reviewing and suggesting adjustment, addition of the plan under authority to suit with situation of socio-economic development requirements of the province in each period;
- All levels and sectors, political and social organizations and the people are responsible for inspecting and monitoring implementation of the plan.
3. Master plan on socio-economic development of Hau Giang province to 2025 is a basis for setting up, submitting for approve and implementing sectoral plans (construction plan, plan of using land and other relevant plans), investment projects in province of Hau Giang.
4. To assign the People's Committee of Hau Giang province, basing on objectives, tasks and direction of socio-economic development of the province in approved plan; shall functions as the main implementer, in collaboration with related ministries and agencies to direct preparation, submitting for approval and implementation process in accordance with following contents:
4.1. Master plans on socio-economic development of districts; construction plan; plans of land using; development plan of sectors and fields to ensure overall, synchronous development between socio-economic with defense and security.
4.2.To make long-term, medium-term and short-term plans, key programs of socio-economic development, specific projects to invest, prioritize allocation of funds in a reasonable manner.
4.3. To study to develop, promulgate, submit the State competent authorities for issuing (if matters beyond their competence) a number of mechanisms and policies which are suitable with the province's development requirements in each period in order to collect attract and mobilize resources for implementation of the plan.
5. Relate ministries and agencies within their functions, tasks and powers have responsibilities:
5.1. To guide and assist the People's Committee of Hau Giang province in process of implementation of the plan; researching to build, issue or submit competent authorities for promulgating a number of mechanisms and policies to conform to requirements of socio-economic development of Hau Giang province in each period in order to effectively use resources; encouraging and attracting investment in objectives and tasks of socio-economic development in the plan.
5.2. To coordinate with the People's Committee of Hau Giang province in regulating, supplementing plans of sectors, fields to ensure uniformity, consistency of the plan; considering and supporting the province to mobilize domestic and foreign capital resources to implement the plan.
